The objectives of this University are:

thProfessor (Dr.) Paramjit S. Jaswal joined as Vice-Chancellor of RGNUL on 8 February, 2011. After completing

his education, he joined as Lecturer in Law in the Department of Panjab Univrsity (PU), Chandigarh in 1982.

Subsequently, in the year 1983, he joined as Lecturer in Law in Department of Laws, University of Jammu,

Jammu (J&K). He also served as Reader cum Co-ordinator in the University of Jammu, Jammu (1987-1988).

He was Reader in Law, Department of Laws, P.U. Chandigarh (1988-1998) and Professor of Law, Department

of Laws, P.U., Chandigarh (1998-till date). He has a teaching experience of 32 years and research experience

of 34 years. His field of specialization is Constitutional Law, Administrative Law, Human Rights and

Environmental Law. He has authored/edited twelve books and has published 65 research papers in various

Journals of National and International repute and presented 35 papers in various seminars and conferences.

He has guided and supervised a number of LL.M. as well as Ph.D. students. He was awarded Nehru-

Centenary British Fellowship Award for the year 1991-92 for doing post-doctoral research in the

Department of Law, School of Oriental and African Studies (SOAS), University of London, London (U.K). He

was also awarded Career-Award-1994 for Young Talented Teachers by the UGC and, Bharat Jyoti Award in

2006. He has also been recipient of University, State Government, National and UGC Scholarships at

different levels of studies. He has also served as the Vice-Chancellor, Hidayatullah National Law University,

Raipur, Chhattisgarh (2010-2011), Chairman, Department of Laws, Panjab University, Chandigarh (2008-

2010), Director, University Institute of Legal Studies, (UILS) P.U. Chandigarh (2008-2009), Director-Principal,

Rayat College of Law, District Nawanshahar (Near Ropar) Punjab (2005-2008), Chief Editor, Panjab

University Law Review, Chandigarh and Chief Editor of Journal of UILS, P.U., Chandigarh. He was the

Professor (Dr.) G.I.S. Sandhu, joined as Registrar-cum-Director of the University on 26th May 2006 with an

additional charge to his parent post as Professor of Law at Punjabi University, Patiala. He joined as regular

Registrar in June 2007. He did Bachelor of Science in medical stream in 1973. He did LL.B. Three Year

Professional Course from Punjabi University, Patiala in 1976. He practised as an Advocate at District Courts,

Patiala on Criminal and Civil side after enrolment with the Bar Council of Punjab and Haryana, Chandigarh. He

did Doctorate (Ph.D.) in Faculty of Law, Punjabi University, Patiala on the topic 'Right to Speedy Criminal

Justice: A Study of the Working of Trial Courts With Special Reference to the State of Punjab'. The Areas of his

specilisation are Criminal Law, Corporate Law and Law of Torts. In addition to teaching, he also performed

various administration duties at Punjabi University, Patiala like Member and Secretary of the Administrative

Committee of the Department, Member of the Legal Affairs Committee constituted for smooth working of the

University, Member of Academic Bodies like Board of Studies, Faculty of Law etc. He also worked as In-charge

Regulation Cell of Punjabi University, Patiala. He has published 35 Research Papers in journals of national and

international repute and has attended about 50 national and international conferences, seminars and

workshops including those held at Chulalongkorn University, Bangkok, University of Singapore and University

of Hongkong, Ontario International Agency (OIDA), Canada and University of Mlaya, Kaulalumpur, Malaysia

He has authored a book on the Terrorist and Disruptive Activities Act, 1987, published by Punjabi University

Patiala and edited three Books on various law subjects and Research Methodology. He was Director Army

Institute of Law in its formative years from 2001 to 2005. He has made vital contribution in the development of

course curriculum for the Five Year Law Degree Course, keeping in view the recent developments in law and

career opportunities in the legal profession. He performed duties as Secretary of Academic Advisory Council of

Army Institute of Law. He is as member of the Project Management Team constituted by Head Quarter,

Western Command of the Army for development of the campus of the Army Institute of Law at Mohali. He also

organised major academic events like National Moot Court Competitions, Conferences and Workshops. He

headed the Department of Law (Evening Shift) and was Director of Punjab School of Law, Punjabi University

Patiala before joining Rajiv Gandhi National University of Law. He is actively engaged in research work in the

field of Criminal Law. Three candidate have been awarded Doctor of Philosophy degree and Eight other

researchers are pursuing doctoral research under his guidance. He has also guided scores of LL.M.

dissertations. He is also Co-ordinator of the Centre for Advanced Studies in Criminal Law (CASCL) established

for the purpose of conducting advanced research in the fields of criminal law and policy. He is also co-ordinator

SCHOLARSHIPS:

Scholarship Schemes for SC/ST/PWD Category students at RGNUL

1. Under the Central Sector Scholarship Scheme of Top Class Education for Scheduled Caste (SC)

Students, five scholarships have been allotted by the Ministry of Social Justice and Empowerment,

Government of India to this University.

2. The University may give maximum concession up to 50% of the tuition fee to two most deserving

students of each class and (3) to the PWD students.

3. Under the Central Sector Scholarship Scheme of Top Class Education for Scheduled Tribe (ST)

Students, two scholarships have been allotted by the Ministry of Tribal Affairs, Government of India

to this University.

Different schemes for grant of scholarships to students admitted to the Under-Graduate Course of Law

under SC/ST/PWD category are given below. Those students who are eligible and wish to avail of the

scholarship need to submit their applications alongwith required documents to the Registrar office within

one month from the date of their admission so that the same could be sent to the concerned Departments
