TERMS OF REFERENCE
1. INTRODUCTION
The Housing Development Agency (HDA) is a national public development agency which promotes sustainable communities by making well located and appropriately planned land available for the development of human settlement. As its primary activity, the HDA identify, acquire, hold, develop and release state, private and communal land and releases it for development. As part of its processes, the HDA conducts property holding plans in order to identify and implement services and maintenance requirements to ensure the sustainability and security of the properties in position. 2. BACKGROUND A signed Implementation Protocol was concluded between the Limpopo Provincial Department of Corporative Governance, Human Settlements & Traditional Affairs LCOGHSTA and the HDA as per the Intergovernmental Relations Framework Act. The Scope of Work as assigned for the Housing Development Agency in this regard included:
Land Acquisition and Preparation (Planning)
Land Holding Functions (Management)
Compilation of a Development Plan
Designs and Approval
Development Implementation
The Housing Development Agency is to act as Implementing Agents in the development of Bela Bela Mixed Development
Erf 1491 Warmbad Ext 25 Township is a piece of land that has been earmarked for a human settlement development by LCOGHSTA in conjunction with Bela Bela Local Municipality (BBLM). The land is situated in Bela Bela with a potential for some 1065 units which would have a major impact on the human settlement needs of the Bela Bela Municipality. The extent of the land is 72.5 Hectares and is undeveloped with natural vegetation such as trees,
shrubs and grass. The land has approximately 255 units of informal settlements. The informal
settlements area has no lights.
The HDA is in the process of designing and installing permanent lighting in the area and requires, a
basic lighting setup to be used on an interim basis until permanent infrastructure is installed. These
basic lighting will be connected to an existing infrastructure located at adjacent township, see
annexure 1, 2 and 3 for detailed bill of quantities (with specification), lighting layout and site location.
3. SITE LOCATION
The site is located at Erf 1491 Warmbath, Extension 25 (Adjacent to Spapark Ext 1), approximately 2.0km north west of the town of Bela Bela and just north of of Spapark residential suburb and falls within the urban edge of Bela Bela Local Municipality. The site can be accessed from Parsot Road in Spapark and also from the District Road D180 towards the Warmbaths Dam which is adjacent to the site. GPS Co-ordinates in DMS are: Latitude 24°52ˊ9˝S and Longitude 28°16ˊ14˝E, see annexure 3.

4. SCOPE OF WORK
The HDA hereby requires from appropriately qualified, competent, experienced and professionally
registered contractors to:
undertake the status analyses of the land, and
Provide price proposals for supplying and installing of water connection equipment and
connections as per specifications attached in Annexure 1.
4.1 General requirements
4.1.1. The work, from issuing access certificate to the completion of the contract shall be 14 days.
4.1.2. All quotations/price proposals must be all inclusive and shall include delivery to the site, and be based on bill of quantities provided in annexure 1 and be valid for the duration of the works.
4.1.3. The works shall be executed by a company properly registered with CIDB grade 2EP and
compliant, and be able to provide proof of registration to the HDA.
4.1.4. The contractor must demonstrate their reputation, knowledge and expertise in line with the
Scope of Work as well as submit detailed Company Profile indicating their ability to undertake
the works.
4.1.5. The contractor shall ensure that its team has relevant expertise and have the necessary
equipment and support to undertake the work including demonstrating to having the necessary
Guarantee (on the goods) in place.
4.1.6. The contractor shall on a weekly basis report on the progress of the works to the HDA Project Manager (Mr. Thabiso Limpe).
5. LOGISTICS
5.1 Responsible Institution The Housing Development Agency will be responsible for the assignment. The HDA team will meet the contractor at mutually agreed times at the beginning of the assignment and for reporting. 5.2 Project Management The Project Manager for this assignment to whom all queries should be directed :

6. CONTRACT In addition to the letter of appointment, the appointed contractor shall be required to enter into a
Professional Services Agreement with the HDA.

7. EVALUATION PROCESS
The HDA needs to be satisfied, in all respects, that the organisation selected has the necessary
resources, qualifications and abilities for this project, and that all submissions are regarded in a fair
manner in terms of evaluation criteria and process
The following table will demonstrate the criteria to be used for allocation of points for functionality as
outlined above. Bids scoring less than 70 points on functionality will be set aside:-

8. GENERAL
8.1. Below are compulsory requirements for this service:-
8.1.1 There will not be a site briefing for this works. In order for the contractor to properly perform and
complete his work, he/she shall ensure he/she is familiar with the premises and how the existing
conditions will affect his work during services. The contractor shall visit and examine the site to

become acquainted with the adjacent areas, means of approach to the site and conditions of
actual service on site. Failure to visit the site or failure to examine any and all contract
documents will in no way relieve the service provider from the necessity of developing any
proposal, or performing any work that may be required to execute the work in accordance with
the Terms of Reference. Neglect of above requirements will not be accepted as reason for delay
in the works or additional compensation.
8.1.2 It is important to note that the successful company will work under the supervision of a HDA
representative, abide by HDA’s Code of Conduct, and other organizational guidelines.
8.1.3 Kindly complete and submit the HDA Supplier Registration form if not already on our database
and submit together with:
valid original tax clearance certificate.
CIDB grade 2EP certificate or higher.

9. TERMS AND CONDITIONS
9.1. HDA undertakes to pay in full within thirty (30) days, all valid claims for work done to its
satisfaction upon presentation of a substantiated claim/invoice.
9.2. No payment will be made where there is any outstanding information/work by the service
provider/s.
10. SUBMISSION OF PROPOSAL
10.1. Proposals should be submitted on or before the 24th August 2015 by no later than 12h00 to the

2.0.0 LOW VOLTAGE ABC DISTRIBUTION
The LV insulated aerial bundle conductor
system shall be in accordance with SABS 1418
and insulated in accordance with SABS 0198
and the Distribution Standard.
The unit rate per meter shall include the
tensioning and stringing of the bundle in
accordance with the sag and stress tables
provided by the manufacturer with all plant,
equipment and accessories required to erect an
LV overhead bundled distribution line i.e. Drum
trailer, winch, wind-off pulleys, pulling
rope/cable with connection, dynamometer, slide-
lock, sheathed synthetic-fibre belt, woven
snatch belt, snatch block, tackle, shackle, etc.
Measured lengths for stringing shall be net line
route lengths and unit rates shall include for
sag, off-cuts, etc.
Supply, safely store and transport to site and
string. The conductor will be delivered on
sealed drums and adequate allowance shall be
made for the correct handling thereof.

Excavations and Compaction
Determination of pole positions, excavate, and
supply a mechanical boring device if required.
The rate shall include backfilling, compaction to
93% MOD AASHTO density, and where
necessary the supply and transportation of
suitable ground as may be required to receive
the desired compaction, except where cement is
specified. Any damage to existing services
shall be made good by the Contractor at his
own expense and to the approval or the PM(C).
Before excavation work begins the Contractor
shall evaluate the stability of the ground before
excavation begins. Contractor shall use
warning signs, positioned next to an excavation
within which persons are working or carrying
