1. Q: How to access the IT

Tool for 2017 Plant

Health Surveys final

report?

A. To access the module you need to visit https://webgate.ec.europa.eu/europhyt/ using a web browser and

log in with your EU Login credentials.

2. Q: What type of browser

is needed to open the IT

tool?

A: Please ensure that if your web browser is Internet Explorer that it is version 9 or higher or use Chrome,

Safari or Firefox.

3. Q: In case of a problem

couldn't assess the

module in the

EUROPHYT page, what

should MS do?

A: When accessing the module, users should ensure they see version 2.2, as shown in the screenshot below,

before proceeding. If the new version number is not displayed, this means that your web browser is not fully

refreshed.

4. Q: In case of validation

errors or other problems

with EUROPHYT page,

what should MS do?

A: Please follow the instructions provided here, in order to change the settings.

A. An additional user's access can be given for each MS. The processes are the same followed for the sign in

of the contact person (ECAS) and an e-mail should be sent to the Commission for the current request. The

new user should request access in the same way (ECAS and SAAS) and we will authorise the request based

on your approval of same.

7. Q: If the MS is working

on the report for several

days, how to make sure

the data already

introduced in the IT

system is not lost?

A: If the MS is working on the report for several days, each draft version can be saved in the IT tool and the

work can be continued in the following days. For this, the user of the IT tool has to press the Save and exit

option, before closing the report.

8. Q: How can MS create a

Final Report for 2017?

A: A new function (blocks presentation) with a drop down menu have created in the top left which give you

the chance to use a list menu for all the –blocks in a more efficient and simpler way.

A: Before proceeding to the submission of the Final Report, the MS has to follow the following actions:

12. Q: How can MS validate

which fields are missing

from the Final Report for

2017?

A: A new function bar have inserted in top screen in order to validate and check which fields are missing

from all the sections. So please note that the validation results from now shown on the header.

13. Q: After the final

submission of the

application will MS have

an official proof of

submission?

A: Yes, a number will be sent by the Commission confirming the official registration of the application and

the MS can download from the IT system a full PDF version of the final application submitted.

indicated in the General

the surveys result

A: Please summarise and analyse the survey results …(pests detected; number of positive results,

etc.) and the follow up actions taken.

2. Q: What should be

indicated in the field

Outcomes, targets

attained and benefits of

the survey programme?

A: Please describe the outcomes of the programme and elaborate on the targets attained and the

performance indicators set to measure the success of the programme in the GD; elaborate on the

benefits of the co-financing programme for your country.

- Information on qualitative aspects of the surveillance programme (that can be of use to other

A: Please elaborate on the challenges identified (if applicable) while implementing the programme

and the way they have influenced the execution and performance of the surveillance programme

as set in the GD.

4. Q: How should MS

indicate the

area/surface/location

covered by the survey

programme at national

level?

A: Regarding the surface covered by the survey programmes at national level, please note that

“location” is used to define areas such as parks, orchards, nurseries, streets etc.

MS can indicate also the covered surface by estimating the km² surveyed.

Another option is to indicate the number of trees surveyed (method applicable ONLY in case

of limited number of plants surveyed, such as parks, private gardens etc.); MS can indicate

zero (0) in the adequate filed, if this method of surveillance doesn’t apply to their programme

In Block 1a – Location, MS can combine multiple locations, according to all types of surfaces

to be included in the surveys.

More information about the surveyed area can be included in the Geographical characteristics

of the areas implemented field, where MS can include free text and add other types of details

such as hectares, crops etc.

The total area surveyed will be indicated as accurate as possible in the final report

5. Q: How to indicate pest

location in the Block 3?

A: First add location(s) in the block 1A:

Excel file?

1. Go to Block 1A Location and add new / edit old location.

2. Click Location map, then click Upload coordinates:

3. Make sure that the GPS coordinates are in digital format, stored in a single cell and

separated by a comma

(left picture below). If the proper format is used, the result will be as shown in the

picture on the right:

7. Q: Regarding the

information in Block 3

Technical information

Survey site – what

information needs to be

provided?

A: In Block 3 – Technical information Survey site, MS have to indicate in the free text cell the

type of sites surveyed (non-exhaustive list included in field 1A Location Surveyed area/types

of locations of General Information E.g. nursery/park name/deciduous forest/harbour area,

etc. and the percentage of each type of surveyed sites, if available.

8. Q: Regarding the

information in Block

Number of visual

inspections what

information needs to be

provided?

A: Please provide the number of visual inspections as number and not as hours/per person.

The total number for each pest should be indicated and not split between the pests if part of a

combined inspection. This information is not directly linked with the financial information

and will be used for the technical assessment.

9. Q: Regarding the

information in Block 3

Number of laboratory

test with positive results

what information needs

to be provided?

A: Please indicate as a number the positive samples found per pest and add in the field

Comments the locations and survey sites where these results were found, as well as the follow

up actions taken.

10. Q: Regarding the

location map provided by

the IT tool, how can the

MS use it?

A: The location map provided allows the user to zoom in and select a specific area/location at

national level and then use the drawing tools to indicate the exact area to be surveyed for a

specific pest.

The users have also the possibility to upload their own maps in the IT tool for all surveys and

also per pest.

11. Q: The maps to be

included in the final

report are individual (for

each pest) or common

(for all pests together

included in the survey)?

A: For 2017 final report, the maps will be common indicating all locations for all pests

included in the programme. A possibility to upload maps per pest, indicating all survey sites,

is also added in the Technical information field and MS are encouraged to upload also this

kind of maps, if available.

12. Q: What other technical

information should be

provided and how?

A: In the field Attachments MS have the possibility to upload files (format should be one of

the following: Pdf, gif, jpeg, tiff, ping and bmp). MS are encouraged to provide all other

relevant technical information that could facilitate the technical assessment of the programme

(e.g. information about all measures taken per pest, even if part of them not eligible for co-

funding; details regarding inspection, sampling and testing strategies; etc.).

Pests Lists & other technical questions

13. Q: Is it possible to include other

unknown organisms, identified

during the survey of pests listed

in the work programme in the

final report?

A: The 2017 final report is limited to the priority pests already listed in the work

programme (no other additional pests can be included in the final report).

14. Q: If a MS has applied for the

first time for EU co-funding in

2016, should Block 5 – Pest

incidence be filled in as well?

A: Yes, even if a MS has applied for the first time, Block 5 – Pest incidence has to be

filled in, by indicating which surveillance implemented in the previous years at National

level, starting with 2014 (as set up in the IT system).

15. Q: What details have to be

included as Comments in Block 3

– Add technical report A (free

text box)?

A: In the free text box, the following information has to be indicated:

Mandatory issues:

- Clear description of any deviations from the approved in the GA technical work plan

and justifications to be provided

- In case of positive results, locations and survey sites where the positive results were

found, as well as the follow up actions undertaken

Other relevant information.

Once all details in Block 3 – Add technical report A have been inserted, the system will

generate a tab called Technical information; this can be further edited by accessing Edit

technical report button.

16. Q: How can MS add measures

in the final report, supplementary

to the ones included in the

application phase?

A: No additional measures can be added in the Final Report.

17. Q: How can MS edit exiting

measures, which were imported

from application phase?

A: If a MS wants to edit existing type of measures (imported from the application

phase), this can be done simply by going to the tab Final – Official or Final-Contracted

and press the Edit tool (pencil symbol) at the right side of each existing measure; this

way the quantitative information and the related costs can be modified (by either

increasing or decreasing the existing numbers). The information in the final report has

to include overall total data, based on real implemented measures and related costs.

3. FINANCIAL Q & A SECTION

1. Q: Regarding the

information in Block

2.3.4. Visual

inspections what

information needs to

be provided?

A: Please provide the number of hours of the visual inspections per person. The total number for

each pest should be indicated and not splitted between the pests if part of a combined inspection.

This information is not directly linked with the technical information and will be used for the

financial assessment.

2. Q: Regarding the

information in Block

2.3.4. Sampling and

Testing financial data

are linked with the

technical information?

A: The information given in the financial section is not directly linked with the technical

information and will be used only for the financial assessment.

3. Q: How can MS add

measures in the final

5. Q: If other public

institutions, other than

the central competent

authority, are assigned

to perform activities

for the scope of the

survey programme,

should the costs

related to the activities

be declared as official

costs or contracted

costs?

A: If the institutions assigned to implement the survey programme are public bodies and were

delegated by the competent authority directly to execute different measures of the programme, the

costs related to the implementation of the survey programme have to be declared as official staff

activities.

This rule applies for all situations where the competent authority has not organised a public call for

the purpose of partial or total implementation of the activities related to the survey programme

(selecting the best offer according to specific award criteria), but it has designated unilaterally some

other public institutions to perform the activities, for different reasons (lake of human resources,

specific equipment etc. at central level).

As indicated in point 2 - Important Concepts of the Guidelines, service contract with a third party is

concluded following a public procurement procedure, regardless of the private/public ownership

structure of the third party.

6. Q: In Block 7: Final

Report, what are the

comments that we

should introduce in

the comment box?

A: The Member States need in the text box "comment" the following:

1) A justification of the difference between the total approved estimated cost (as presented in the

Grant Decision) and the total real cost, if higher

2) A justification of the difference between the total approved estimated cost (as presented in the

Grant Decision) and the total real cost, if lower, especially if the budget is having a higher

difference than 20% then an analytical description of the reason of the current decrease need to be

described.

7. Q: The signed

declaration needs to

A: The Member States need to finalise, submit and sign the declaration by the 30th of April 2018.

As well they need to upload the signed version of the declaration with date not later than 30 th of

April 2018.

8. Q: Have your

financial details

changed since the

Plant Health survey

2018 application

phase?

If yes, please download and fill in the updated Financial Identification Form and email the filled-in

copy in a timely manner to: [email protected]

Co-funding rate

9. Q: Regarding the 50%

or 75% co-funding

rate, MS cannot select

the appropriate

percentage in the

system; is this

correct?

A: The system will automatically calculate the 50% co-funding rate; however, according to the

available budget, the evaluation team will allocate the appropriate co-funding rate to each MS.

Eligible costs

6. Q: In the updated

Guidelines for 2017-2018

survey programmes there

are lists of eligible

consumables for

sampling, trapping and

testing. Are these lists

exhaustive? Can any

other consumables be

considered eligible?

A: The only eligible costs consumables used for sampling, trapping and testing are the ones listed

for each activity in the Guidelines Chapter 6.1. Any other eligible costs can be covered by the 7%

flat rate.
