RESPONSE TIMES CALLS

TRAFFIC COLLISION - Pechanga Fire Department responded to a two car traffic collision at Pechanga Parkway/Wolf Creek, resulting in 4 patients being transferred to local hospitals. The Pechanga crew had to remove one patient with extrication tools (Jaws of Life). On scene was also Cal Fire, highway patrol, RSO, Pechanga rangers, and Pechanga DPS.

ACTING PROGRAM - Firefighter Paramedic Steven Gregory just completed the testing process for “Acting Engineer” at the Pechanga FD. Pechanga’s acting program allows PFD firefighter personnel to gain experience for a future position as a fire apparatus engineer. Before he could be tested, Steven was required to complete an engineer task book to confirm that he was trained and knowledgeable in specific engineer duties. The actual engineer assessment testing process consists of a written engineer test based on IFSTA standards, a hydraulics exam, a pumping and street driving test, and a technical questions interview.

GETTING READY FOR THE 2019 FIRE SEASON - The Pechanga Fire Department, under the coordination of Pechanga’s Battalion Chief Mike Kennedy, hosted a PROS Fire Commanders Workshop. In attendance were approximately 70 fire captains and chiefs from the Southern California area.

PROS is an acronym for Pendleton, Riverside County, Orange County and San Diego County. Representatives from these areas gathered at the workshop to train for the upcoming 2019 fire season. A plan was presented and reviewed during the workshop that will enhance communication, teamwork, and efficiency between neighboring fire agencies. Pechanga holds the chair position in the group, representing Pechanga and Riverside County.

CONGRATULATIONS - Engineer Eric Cook was promoted to fire captain! Eric has been with the Pechanga Fire Department for 13 years, he started as a reserve firefighter and worked his way up the ranks to captain. Pictured is Chief Keeling presenting Eric Cook with his fire captain badge.

MEDICAL EMERGENCY FULL AREST - In February a 50 year old male went into cardiac arrest on the 17th green at Journey Golf Course. Bystander CPR was being performed by the patient’s friend when the Pechanga Fire Department arrived on scene. The firefighters started performing CPR for about 6 minutes, shocked the patient twice, and regained pulses. The firefighters then moved him on to the ambulance’s gurney, where he was alert and oriented while being transported to Temecula Valley Hospital by AMR with assistance from Pechanga Fire Department Paramedic Salgado and EMT Fletcher. The patient was taken into the cath-lab with an inferior wall MI, and was in surgery when PFD staff left the hospital. >>This is not the normal outcome for these types of medical emergencies, in essence this man was deceased and brought back to life. He did well after his procedure while recovering at the hospital. >>Awesome team effort by civilians, Pechanga Fire Department, PRC EMT’s, DPS, and AMR.

COMMUNITY FUN - In between the daily duties at the Pechanga Fire Department, the firefighters spend time with the kids in the community. This week the fire crew participated in Dr. Seuss Day at the Pechanga School, pictured top right is Captain Roger Noon reading to the second grade class in an effort to encourage the children to read on a regular basis. Also pictured is Engineer Josh Tegardine who is giving an older group of Girl Scouts a tour of the Pechanga Fire Department. Josh is explaining to the group about driving safety and showing the scouts an auto extraction tool that is sometimes used during major auto accidents.

FIRE ALARMS RECEIVED (SYSTEM NOT IN BYPASS): On 1/25, B shift firefighters responded to an alarm at TDR 2, alarm was activated due to bread stuck in toaster. PUBLIC RELATIONS/PUBLIC EDUCATION: Wellness checks were provided to the Silver Feathers as an ongoing semi-monthly service. On 1/5, 1/19, 1/26 PFD provided EMS standby for ITS Basketball tournament, BR-1 and E-2 staffed a booth all day. 2/16 and 2/23, PFD provided EMS standby for ITS Basketball tournament. 2/20, FM Daul spoke to the GREAT Girls Group. On 2/22, station 1 conducted a tour of the fire station for the Girl Scouts. 2/28, C shift firefighters participated in the Dr. Seuss reading program at the Pechanga School. 3/20, PFD conducted a CPR class at the Pechanga Tribal Government Center for all tribal members and employees. SPECIAL EVENT INSPECTIONS/STANDBY SERVICE: During the month of January, 4 inspections of trade shows and events were performed. During the month of February, 3 inspections of trade shows and events were performed. 3/9 and 3/10, E-1 and E-2 EMS provided standby service for the ITS Basketball tournament. During the month March, inspections of 7 trade shows and events were performed. FIRE PREVENTION TRAINING: On 1/15, FM Daul attended the (UST) Underground Storage Tank training class. On 2/7 and 2/8, FM Daul attended a 2-day fire alarm seminar sponsored by the California Fire Alarm Association, seminar focus was on the new code requirements, CAFAA provided the training at no cost for fire prevention officers. 2/22, FM Daul attended a class on fire protection plans. 3/11-3/15, FM Daul attended the California Fire Prevention Institute with the California State Fire Marshal and hundreds of prevention officers from other tribes and agencies across the state. FM Daul taught ICS/DPS response to FA class for Watch Commanders with J. Mariella on 3/26 & 3/29 and Crowd Manager to DPS Academy on 3/20. FIRE INVESTIGATIONS: On 1/15 an alarm went off at the steakhouse, an investigation was conducted with steakhouse management and Bill Fields. VIOLATION NOTICE ISSUED: On 3/5, a violation notice was issued for unpermitted hotwork at the North Central Plant.

Updated the Pechanga Tribal Government’s Emergency Operations Plan (EOP).

A Pechanga Continuity of Operations Plan (COOP) is being created.

Pechanga ESC is now a member of the Riverside County Emergency Managers Association (RCEMA) to help develop the Operational Area (OA) multi-year strategic plan.

Started working with the RCEMA sub-committee to develop training and table top exercise curriculum for tribal and city jurisdictions to use when training on Multi-Agency Coordination Systems (MACS) at the executive level.

Exploring regional training and exercises at a later time; this will be developed after the algorithm is created for the MACS sub-committee.

ESC attended the FEMA Tribal Leadership workshop.

ESC Joined the Southern California Tribal Emergency Manager Group (SCTEM). This group has a radio system that connects all of the Riverside County, San Bernardino County, and some of the San Diego County tribe’s so they will be able to communicate with each other when a disaster occurs.

Attended training at The Center for Domestic Preparedness in Anniston Alabama for incident command capabilities, planning, and response for all hazards, emergency preparedness, and security.

Engineer Tegardine provided training on truck operations to the tribal rangers.

>>The firefighters trained on vehicle stabilization and lifting. These skills are utilized to make incidents safe for responders and victims while they perform victim removal and EMS care.

>>BC Kennedy, FC Durrance and FAE Tamayo provided valuable high rise training to A-shift crew. Topics covered included fire control room operations, check in lobby, and stairwell operations.

>>B-shift performed RIC operations training this quarter. RIC is a team of two or more firefighters dedicated solely to the search and rescue of other firefighters in distress. >>A-shift trained on salvage operations. These skills are used to minimize damage on incidents that involve water and debris due to fire protection systems or fire suppression tactics.

FC Noon, BC Esades, and BC Huard attended a US&R Task Force 6 shoring class. This class trains responders to be proficient at shoring buildings that have been jeopardized by an event like an earthquake or explosion. Buildings are shored to make it safer for the responders to rescue live and deceased victims.

>>Training with the 100’ ladder on Truck-1, the fire crew has set up the aerial ladder for a “water tower” which allows them to apply large amounts of water from the top of the ladder during a high rise structure fire.
