P V Narasimha Rao launched Look East Policy in 1990s which provided the foundation of rapid growth of INDIA – ASEAN relations Intensified political and security consultations, regional forums like East Asia Summit, ASEAN Regional Forum, and ASEAN Defence Ministers Meeting Plus. Worked towards evolution of an open, balanced, inclusive and transparent regional architecture. Ex- BIMSTEC Greater cooperation on maritime security (SIMBEX), defence, anti- piracy and counter terrorism. India signed free trade agreement (FTA) in services and investments with ASEAN paving way for trade boost. However, inspite of all these measures, its full potential has not been realized – FTA will not be successful without ratification of Recognition of Degrees which ASEAN members are reluctant as it would impact their own service centres. Though India has an advantage in services, trade balance with ASEAN is negative. NE states have not been uplifted which acts as bridge for India-ASEAN China’s huge economy in comparison to India’s and its deep bilateral ties with every ASEAN country has affected the strategic relationship of India-ASEAN. PM Modi has recognized this untapped potential and has been taking several measures to utilize it. This has formed the basis of ACT EAST POLICY – To accelerate our own economic development, national security and a counterweight to China. Singapore will help in smart cities and skill development. Infrastructure projects such as India-Myanmar- Thailand trilateral highway are given importance
