Emergencyadmissions,thefirstpriorityofthehospitalsystem,areincreasingrapidlywellinexcessofpopulationgrowth.

ThesurgeonswhoworkinQueenslandpublichospitalsprovidebothelectiveandemergencyservices.Increasesinemergencyadmissionsresultinsomeelectivecasesbeingdelayedassurgeonsmustgiveprioritytoemergencycases.Medical(non-surgical)emergenciesusebedswhichmightotherwisehavebeenavailableforelectivesurgerypatients.Forthesereasons,whenemergencydemandincreases,theabilityofhospitalstoprovideelectivesurgeryservicesiscompromised.

Duringthefirstfivemonthsof2008/2009,therehasbeena5percentincreaseinthenumberofemergencyadmissions(161,649)fromthatreportedduringthesameperiodlastyear(153,965).

Whencomparingemergencyadmissionsoverthepastfiveyears,therehasbeena20percentincreaseinemergencyadmissionsreportedduringthefirstfivemonthsof2008/2009comparedtothatreportedduringthesameperiodin2004/2005.

Thenumberofadmittedpatientepisodesinvolvingovernightorlongerstayswas109,466andthiswasanincreaseof3.6percentwhencomparedtothesameperiodlastyear.

ThroughouttheDecemberquarter2008,1,459peopleweretreatedthroughtheSurgeryConnectprogram.Thisincludes172gastroscopyandcolonoscopyassessments.

elective surgery - waiting list reduction plan

QueenslandHealthisparticipatingintheCommonwealthGovernment’sElectiveSurgeryWaitingListReductionPlan,whichaimstoreducethebacklogofpatientswaitinglongerthanclinicallyrecommendedforelectivesurgery.

Queenslandsignedthestage1agreementtotreat4,000patientsduring2008additionaltothenumbertreatedduring2007,tobeachievedthroughinternalcapacityexpansionandprivateoutsourcinginitiativesatacostof$27.6million.

Atthecompletionofstage1,theagreedtargethasbeenexceeded,with5,928additionalpatientsreceivingtreatment.

Increase in number of clinical staff employed in Queensland HealthFollowingathoroughandindependentassessmentofQueenslandHealth,aplanwasdevelopedtorenewservices,systemsandstructurestodeliverqualityhealthcaretoQueenslanders.The“HealthActionPlan-buildingabetterhealthserviceforQueensland”wasinitiatedinOctober2005asaresultofaninjectionof$6.4billioninfundingbetween2005/2006and2010/2011.

TheHealthActionPlanwasestablishedinrecognitionofanunprecedentedpopulationgrowthcausingincreasedpressureonthehealthsystem.TheHealthActionPlanfundingis:

• providingimmediaterelieftohealthservicestaffacrosstheState• allowinginvestmentinurgentlyneedednewservicesinthefuture• providingforthephasedimplementationofreformstoensurefuturesustainability.

Keyareasthathavebeentargetedincludeelectivesurgery($259.7million)andrenalservices($44.5million).Thisfundinghasallowedforextrapatientstoreceivesurgeryforproceduressuchascataracts,forwhichthereisahighdemand,aswellaskneeandhipreplacementswhichareexpensive.Increasingthenumberofpatientstreatedforseriousandchronicillnesses,suchascardiacandrenaldialysispatients,isalsoisapriorityoftheplan.

ThefollowinggraphsshowincreasesinthenumbersofadmissionsforselectedproceduressincetheimplementationoftheHealthActionPlanin2005.
