Highlights

Recycling and refuse (page 2)The service changes made in October 2015 are leading to an increase in recycling and a decrease in household waste. The community achieved a recycling and composting rate of 44.0 per cent in quarter one, an increase of 2.3% compared to the same quarter in the previous year.

Street cleansing (page 3)The first tranche of inspections were carried out between April and July. Unsatisfactory inspections of weeds spiked to 16% in the first quarter which was caused by the wet and warm weather, which exacerbated weed growth. Schedule and reactive weed spraying was also affected by the weather conditions.

Green spaces (page 3) Highway shrubs and hedges achieved 100 per cent satisfactory grades.

Community engagement (page 4) Approximately 4,000 people participated in events and activities in the parks during the first quarter.

Environmental enforcement (page 6)The number of fly-tipping incidents increased by 84 per cent compared to the same quarter last year.

Stray dog collections (page6) 60 per cent of dogs collected were returned to their owners and 40 per cent were re-homed by local charities.

Pest control (page 6) There were 32 pest control treatments carried out by the Council this quarter.

Noise reports (page 7) The total number of reports of noise nuisance decreased by seven per cent compared to the same period in 2015/16.

Recycling

Kerbside collection of paper, glass, cans and plastics

961 1,446 485 50 Tonnages of paper increased by 113 per cent compared to the same period last year (although figures for 2016/17 include cardboard which is now collected kerbside along with paper), plastic and cans increased by 32 per cent and glass increased by nineteen per cent.

Recycling and refuse

The community achieved a recycling and composting rate of 44.0 per cent in quarter one, an increase of 2.3 per cent when compared to the same period in 2015/16. Tonnages of household waste decreased by ten per cent (455 tonnes), dry recycling from the kerbside decreased by 57 per cent (544 tonnes) and green waste decreased by eight per cent (217 tonnes). The amount of non-compostable material/contamination in the green wheeled bins reduced to zero mainly due to the removal of cardboard since October 2015.


NI 195 inspections The NI 195 inspections carried out across the year help to identify specific issues within the various land classifications. The 150 inspections making up the first tranche are carried out between April and July 2016. A further 150 inspections making up the second tranche will be carried out between August and November 2016. Tranche three will be completed by 31 March 2017.

Weeds <7% 5 16 11 The increase in weed reports was caused by the wet and warm weather, which exacerbated weed growth. Schedule and reactive weed spraying was also affected by the weather conditions.

The main focus for quarter one was on grass; however, a wet start and end to the quarter had an adverse effect on cutting operations and the height of grass exceeded normal expectations at times. At the end of the quarter, most green spaces had been cut six times. Other grounds maintenance works completed this quarter included planting of summer bedding, reinstatement of football pitches and bowling greens, and cutting of allotment paths. Barrier and hanging baskets were mounted at Hoddesdon, Broxbourne, Cheshunt and Waltham Cross.

Cheshunt Park and Golf CourseThe Course has performed well this quarter despite the wet conditions and the 40th Anniversary Cup took place in May and the Junior Open in June.

Broxbourne in BloomThe final judging of allotment entries took place at the end of June. Despite this year’s unkind weather, tenants have continued to work very hard on their plots and were able to show the judges some fine displays.

Green FlagApplications for retention of the highly prestigious Green Flag status for parks were submitted for Cedars Park, Barclay Park, Wormley Top Field, Cheshunt Park and Cheshunt Cemetery, and an application was also made for Old Highway Recreation Ground in Hoddesdon.

Events and activities

Approximately 4,000 people attended events in the parks during quarter one, which included the Borough’s annual St George’s Day celebration at Grundy Park, park runs, health walks, history walks and Big Lunches.

Adopt-a-Street scheme

The Council’s ‘Adopt-a-Street’ program encourages residents, businesses and schools to pick up litter in their local area between the Council’s scheduled cleanses. The Council is keen to recruit more volunteers. Environmental enforcement

The number of fly-tipping incidents has increased compared to 2015-16. The number of fixed penalty notices issued for offences such as littering and failing to clear up dog fouling reduced when compared to the previous year. The period also saw an increase in the number of abandoned vehicles.

Stray dog collections

The number of stray dogs collected in the first quarter decreased significantly compared to the same period in the previous year. The number of stray dogs returned to their owners also increased by 20%. Further information on how to report stray or missing dogs is available on the Council’s website at www.broxbourne.gov.uk.
