TRADE MISSION OVERVIEW
Summary
The objectives of the mission were to visit Queensland’s key Asian trading partners to:
reassure them that the state is back in business after 2011’s natural disasters
encourage leading companies to invest in Queensland
assist Australian companies to access export markets, and
build ongoing cooperative relationships with governments in our region. This trade and investment mission incorporated four of Queensland’s top six merchandise export destinations and promoted capabilities across a wide range of sectors, including resources and energy (including renewable energy), food and agribusiness, tourism and mining equipment, technologies and services. The mission was an opportunity to provide updates to trading partners about the State’s recovery from its natural disasters, which gained international coverage and obvious concern for Queensland’s capability to supply products. Through direct meetings with government and industry leaders, media conferences (which gained substantial national exposure), and promoting Queensland’s capabilities at a wide range of conferences, receptions and seminars the main objective of the mission– to reinforce that we are open for business - was achieved..
China
In China I addressed the 1000 strong audience of Chinese Government and business representatives at the 5th China Go Global Overseas Investment Conference, promoting Queensland, and Australia, as the preferred location for investment. Other countries represented included Canada, Germany, England and Chile. We met with representatives from Aluminium Corporation of China Ltd, Yanzhou Coal and Sinopec to discuss their investments in Queensland’s resources and opportunities for further investment. We also hosted a contract signing ceremony between Toowoomba based Russell Mineral Equipment and China National Gold Corporation for the supply of mill relining machines to China National Gold’s Wunugetu mine in Inner Mongolia, worth over A$3 million. Mr Russell has since been awarded an Australian Institute of Export Heroes Award, in recognition of his company’s export achievements.
Korea
While in Seoul, we met with key Korean clients, predominantly from the resource and
food sectors to reassure them of Queensland’s commitment to its clients and to
progress opportunities for Queensland including Korea Gas Corporation, POSCO, CJ
Cheiljedang Corporation and Shinsegae Food.
We hosted a state reception to celebrate the Year of Friendship – which is
recognising 50 years of diplomatic relations between Australia and Korea.
Approximately 175 guests, including government and industry representatives and
clients of Queensland from numerous industries attended this event.

We also signed a new Memorandum of Understanding with Jeollanam Province for
cooperation in marine industry development to foster opportunities for Queensland
marine businesses in Jeollanam. This is an area of emerging opportunities for
Queensland.
Taiwan
Our delegation’s visit to Taiwan was the first Ministerial visit from Queensland since
2004. We met with the heads of three important Taiwanese corporations - Taiwan
Sugar, Taiwan Power, and China Steel, which are key clients of Queensland, to
reassure them that the State is back in business and remains a stable supplier of
commodities.
I reiterated this message at a small reception with about 50 clients, comprising
business leaders, senior government representatives and potential investors. We
also encouraged attendees to attend the 25th Joint Conference of the Australia-
Taiwan and Republic of China Australia Business Council, to be held at the Gold
Coast in August.
Indonesia
The visit to Indonesia was focussed on advancing Queensland’s beef exports and promoting Queensland’s capabilities in mining equipment, technologies and services to Indonesian government and business representatives. A one-day forum comprising targeted workshops and presentations by the 12 companies in the Queensland delegation successfully demonstrated Queensland’s expertise in mining technologies and services. We met with Indonesia’s Minister for Energy and Mineral Resources, His Excellency Dr Darwin Saleh, to discuss Queensland’s interest in further cooperating with Indonesia, particularly in renewable energy. I also met with the Vice Minister for Agriculture and Vice Minister of Trade to further the interests of Queensland exporters, as Indonesia’s import restrictions have had adverse impacts on Queensland’s boxed beef industry. Thailand During a one day stop on the way back to Australia we met with financial institutions including the central bank to brief them on the state’s economic recovery and discuss their participation in the QTC bond program.

MEETING SUMMARY
Chia Tai is a diversified company with investments across 10 industries including farming, communication, pharmaceuticals, retail, energy chain and financial services.
This meeting was an opportunity to promote investment in Queensland by Chia Tai.
Chia Tia is interested in securing energy supply for their operations in Asia, including coal and gas.
They also own technology for conversion of gas into methanol, which is an innovative new way of utilising gas resources with a potential benefit in terms of carbon emissions.
I provided a detailed background on the development of Queensland’s Coal Seam Gas to Liquefied Natural Gas industry.
I offered assistance and facilitation through Trade and Investment Queensland to assist evaluation of Queensland as a location for manufacturing operations, and supply information to address concerns about labour force options, and other actions as required.

MEETING SUMMARY
Yanzhou coal owns a coal mine in New South Wales and Queensland based miner Felix, headquartered in Brisbane.
Mr Xin had just returned from participating in the Australia–China CEO’s roundtable with the Prime Minister.
The purpose of this meeting was to encourage further investment into Queensland, and offer the Queensland Government's support to facilitate these investments.
Mr Wang Xin briefed me on Yanzhou Coal’s planned and existing projects in Queensland.
Advised the Queensland Government is committed to ensuring a long-term, stable supply of coal to China, and committed to provide Mr Wang Xin with a copy of CoalPlan 2030, which examines the potential growth path for Queensland’s coal industry to 2030.
Mr Xin strongly endorsed Queensland as an investment destination, noting we had the “best investment environment in the world”.

MEETING SUMMARY
Sinopec Group's core business includes exploration, production, storage, transportation, and trading of oil and natural gas, oil refining, production, transportation, trade, distribution and sales of refined products, as well as production, distribution and trade of petrochemical products.
This meeting strengthened Queensland’s relationship with Sinopec and was an opportunity to reinforce the high priority the Queensland Government places on the establishment of a LNG industry.
The 25 February 2011 “Heads of Agreement” with APLNG for 4.3 million tonnes per annum (Mtpa) of LNG over the next 20 years and Sinopec’s acquisition of a 15% stake in the APLNG project, was a significant milestone for APLNG in achieving its final investment decision.
I welcomed Sinopec's involvement in the Australia Pacific LNG (APLNG) project.
Reinforced that Queensland’s resources sectors are “open for business” and encouraged Sinopec to consider investing further in Queensland’s LNG sector.
Mr Zhigang indicated Sinopec is actively seeking new opportunities to secure additional coal supply and that further partnerships in Queensland is a high priority for the company.

Provided an update on Queensland’s recovery to a media conference and promoted to China that Queensland is “back in business”.
Highlighted Queensland as a reliable trade and investment partner for Chinese businesses, with key sectors of resources, mining equipment, technologies and services, green building and infrastructure, education and training, food and agriculture and tourism.
Reinforced the strong tourism promotion already underway in China through the $10 million federal and state government funded global tourism recovery strategy, by encouraging Chinese people to visit Queensland.
Promoted the million dollar memo initiative and the Asia Pacific Cities Summit in Brisbane from 6-8 July 2011.

MEETING SUMMARY
Chalco is China’s largest non-ferrous metals manufacturer. They are in the process of diversifying from a specialised aluminium producer to a diversified mining company, including copper, iron ore and coal.
This meeting was an opportunity to assess Chalco’s growth plans and discuss with them opportunities in Queensland.
Extensive discussions were conducted about the current Government and Chalco positions in relation to the Aurukun Bauxite Project.
This project faces difficulties resulting from current bauxite prices and the strengthened Australian dollar.
The face to face meeting was important in enabling frank discussion with Chalco on the difficulties they have encountered and ensure they understood the Queensland Government’s position with regard to the project.
Mr Jianchuan affirmed Queensland was a major focus for their diversification and growth plans because of our favourable economic policies and their strong relationship with the Queensland Government.
The meeting concluded with advice to Chalco that they would need to provide firm advice on their intentions by 30 June 2011, after which the government would need to move to return to the market to re-tender the resource.

MEETING SUMMARY
The Korea Ministry of Knowledge Economy (MKE) was created in 2008 following the merger of the Ministry of Trade and Industry and the Ministry of Energy and Resources, the Ministry of Information and Communications, the Ministry of Science and Technology, and the Ministry of Finance and Economy. MKE approves foreign outbound investment, such as the recent KOGAS A$2.6 billion investment in the Gladstone LNG (GLNG) project.
The MKE is a similar agency to DEEDI in the Queensland Government, and the Director General and we discussed opportunities for collaboration between the two agencies.
We acknowledged Korea's contribution to Queensland's LNG industry and encouraged further Korean investment in Queensland's energy and resources sector, particularly in the coal mining and exploration industry and coal seam gas projects.
Mr Woo provided an overview of Korea's energy security policy and strategy including renewable energy, and encouraged investment in Queensland.
We advised that the Queensland Government is committed to ensuring a long-term, stable supply of coal to Korea and provided an overview of the development of Queensland's clean coal technology including carbon capture and storage and potential for collaboration in this area.
Advised the Ministry that the Queensland Government encouraged Korean companies to participate in Queensland's infrastructure and reconstruction projects and offered the assistance of Trade and Investment Queensland to facilitate partnerships between Queensland and Korea for infrastructure development.
Discussed climate change policies, including renewable energy targets in both countries. There is already Queensland-Korea collaboration in smart-grid technology and the development of renewable energies, particularly solar, wind and biomass.

KOGAS is now the world's largest importer of LNG, importing about 27 million tonnes per year. KOGAS has entered into the Queensland Coal Seam Gas (CSG) industry by taking an interest in the Gladstone Liquefied Natural Gas (GLNG) project, a 10% stake in Blue Energy and research collaboration with the University of Queensland.
Acknowledged the ongoing strong relations between Queensland and Korea and the contribution that KOGAS is making to Queensland in terms of job creation through its interest in the GLNG project, its stake in Blue Energy and research collaboration with UQ.
Mr Jun outlined KOGAS’s future plans for its investment in Queensland.

KOSEP is one of Korea Electric Power Corporation’s (KEPCO) six subsidiary power generating companies and is a coal-end user looking for upstream investment in the coal industry.
KOSEP sources 40 per cent of their coal from Australia.
Encouraged further investment in the development of thermal coal resources in Queensland and discussed the current direction of carbon capture and storage in Queensland and areas for collaboration with KOSEP.
KOSEP had concerns about security of coal supply post the 2011 natural disasters.
Advised that Queensland is back in business following recent natural disasters and provided updated information on infrastructure rebuilding and repair in flood and cyclone affected communities across Queensland
KOSEP outlined their plan to upgrade existing power plants to be more eco-friendly and energy efficient. This was a chance to invite research and development collaboration between Queensland and Korea.

KOIMA has played a crucial role in developing Korea's economy by promoting trade, especially in facilitating imports. With Korea not having an abundant supply of natural resources, the country has to obtain a high percentage of its raw materials from abroad to produce goods for export.
The KOIMA was established in 1970 and has 8,500 members under the authorisation of the Korean Government's Ministry of Knowledge Economy.
KOIMA provided an overview of the Queensland Korea trade and investment relationship and we proposed that collaboration be expanded to grow this relationship even further.
Thanked Dr Lee for his support and collaboration with Trade and Investment Queensland (TIQ) Korea to strengthen trade relations between Queensland and Korea.
Encouraged the Korea Importers Association (KOIMA) to send a trade mission to Queensland and to expand trade between Queensland and Korea, and invited Dr Lee to lead a delegation of KOIMA members to Queensland to explore business and investment opportunities.

POSCO makes steel rolled products and plates for the domestic and overseas market.
POSCO sources around 60% of its coking coal and iron ore needs from Australia. POSCO sources around 13 - 14 million tonnes, or 52% of its annual requirement, from Queensland.
POSCO currently holds 15% of Cockatoo Coal Limited's coal projects.
POSCO holds a major stake, in Macarthur Coal Ltd (it is the third largest shareholder).
POSCO is an important investor and customer for the Queensland economy and there was a strong need to address POSCO’s ongoing concerns over securing a long term, stable and steady supply of coal to Korea and to encourage further investment into Queensland.
Thanked Mr Jeong for POSCO’s generous donation (A$150,000 through the Australian arm, POSCO Australia) to the Premier's Disaster Relief Appeal, and provided a brief update on the current status of the coal industry post flood recovery.
Advised that the Queensland Government highly values the significant contribution that POSCO's coal purchases make to the Queensland economy and reinforced Queensland Government's commitment to facilitating industry infrastructure to meet the needs of key clients, such as POSCO.
Addressed POSCO's concerns relating to the issue of coal supply security by providing an update on planned coal related infrastructure expansion programs for Queensland.
Also advised the Queensland Government is committed to ensuring a long-term, stable supply of coal to Korea, and provided Mr Jeong with a copy of CoalPlan 2030, which examines the potential growth path for Queensland’s coal industry to 2030.

MEETING SUMMARY
Shinsegae Food is a wholly owned subsidiary of the Shinsegae Group, one of Korea's major conglomerates with assets valued at US$12 billion in 2009. Shinsegae Food has divisions in catering service, food material distribution and a number of restaurant chains, employing over 1,100 people and achieving a sales turnover of US$495 million in 2009.
Acknowledged the importance of Shinsegae Food as a client of Queensland, and encouraged them to diversify the Queensland foods purchased and promoted investment into Queensland.
Thanked Mr Jung for Shinsegae's longstanding purchase of significant quantities of Queensland beef, noting that Korea is a key market for Queensland beef.
We discussed their recent expansion into Queensland seafood, namely wild caught prawns and farmed banana prawns, and wished them success with this venture, acknowledging the positive impact this has on Queensland’s regional economy.
Mr Jung said they were very happy with the quality of our prawns. He said consumers were increasingly interested in quality and country of origin, with Queensland rating positively.
Mr Jung visited Queensland in March 2011. A list of food Shinsegae is interested in potentially sourcing from Queensland is already being progressed.
Based on our discussion Mr Jung said they were very interested in Queensland mangoes.

Taking advantage of the “Year of Friendship” focus on Australia in Korea this year, this media conference was called to promote that Queensland is a major natural resources and agricultural supplier to Korea, and encouraged further trade and investment by highlighting capabilities in the targeted sectors of food, energy (including renewable energy), education and tourism.
Confirmed that Queensland is back in business and is recovering strongly from the natural disasters earlier this year.
Promoted the Asia Pacific Cities Summit in Brisbane from 6-8 July 2011 and encouraged Korean delegations to visit for the Summit.
Attending journalists were also interested in the MOU signed between Queensland Government and Jeollanam Provincial Government on Marine Industry Development.

Mr Kang had read coverage of our mission in a leading Korean paper that morning.
Reinforced that Korea’s strong interest in Queensland’s high quality thoroughbreds has helped Magic Millions gain recognition throughout the Southern Hemisphere for bloodstock trading.
Mr Kang outlined for me trends in bloodstock purchases away from Australia towards the USA, largely driven by historical performance of Australian horses in Korean events.
Thanked the SROA for their purchases to date.
We also took the opportunity to highlight the expertise of Queensland architecture firm Populous at race track design.
A delegation from the Korean race horse industry will visit Queensland to attend the remaining Magic Millions sales in 2011.

Taiwan Sugar Corporation (TSC) is a state-owned company, in operation since 1946. It is the largest sugar provider in Taiwan with revenue of A$11 billion (NTD$328 billion) in 2009. TSC is one of Queensland Sugar Limited’s (QSL) top six buyers of raw sugar, with multi million dollar contracts. In 2009, TSC purchased 136,000 tonnes from QSL in one contract.
Met with Taiwan Sugar Corporation to address their concerns of a potential long term impact on supply of Queensland sugar (sourced through contracts with Queensland Sugar Limited) following the recent natural disasters. Emphasised Queensland is concerned to ensure we maintain our international reputation as a customer focussed and reliable supplier of quality sugar and reassured Mr Wei that Queensland Sugar Limited is confident of fulfilling its contract.
Queensland sourced sugar accounts for more than 55% of Taiwan’s sugar market.
TSC’s also raised concerns about the impact of the appreciating Australian dollar on the cost of importing sugar from Queensland.
Provided an update on Queensland's progress in recovering from the floods and cyclone Yasi, to address TSC’s concerns about sugar supply from Queensland.
Advised that QSL is confident it will deliver on the remaining contract for 2011 on time, in early 2012.
Thanked Mr Wei for his generosity during the recent floods crisis in Queensland. Mr Wei showed his early support for Queensland by donating to a Queensland fundraising event in early February.

CSC is the largest steel company in Taiwan with 21% State ownership, and was founded in 1971 with an annual capacity (in terms of crude steel) of over 10 million tonnes. CSC purchased 6.5 million tonnes of coal from Queensland in 2010.
Sought to assure China Steel Corporation (CSC) about security of coal supply and planned infrastructure expansion. We addressed their concerns regarding challenges of Queensland's existing coal port and rail infrastructure with reference to the action already taken by the government and future plans to expand export capacity.
CSC expressed concerns about the flooding in Queensland and the impact it has caused on coal supplies and market prices. Provided an update on the recovery of the Queensland coal industry since the natural disasters.
Mr Chiu and Mr Du visited Queensland in August 2010 to evaluate investment. We discussed CSC's future investment plans in Queensland, and encouraged further investment in the state.
Dr Tsou outlined CSC’s plan to increase the share of coal sourced from mines in which CSC has equity to 30% of total purchases (or about four million tonnes per annum) by 2015. This will require significant investment by CSC in coal assets around the world, including Queensland.
Advised the Queensland Government is committed to ensuring a long-term, stable supply of coal to Taiwan, and provided Dr Tsou with a copy of CoalPlan 2030, which examines the potential growth path for Queensland’s coal industry to 2030.
O\utlined the ongoing commitment by the Queensland Government to ensure continued growth and expansion of infrastructure.

Kaohsiung is the second largest city in Taiwan and is one of five special municipalities in Taiwan, with a population of about 2.9 million. It is a centre for manufacturing, refining, shipbuilding, and other light and heavy industries. In December 2010, it merged with Kaohsiung County to form a larger municipality.
Thanked the Kaohsiung City Government for their A$100,000 donation to the BCC Community Disaster Relief Appeal Fund and support to the Australia New Zealand Chambers of Commerce (ANZCham) fund-raising event by donating a well-known ceramic artwork for auction.
Advised that Queensland is back in business after the recent flood and cyclone disasters.
Acknowledged the importance of the Brisbane – Kaohsiung sister city relationship signed in 1997 and the strong links between Kaohsiung and Queensland, particularly in education and migration. We encouraged the Kaohsiung City representatives to send a delegation from Kaohsiung to Brisbane to attend the Asia Pacific Cities Summit from 6 - 8 July 2011.

Taipower, a state-owned enterprise, provides power services to 12.4 million customers in Taiwan and accounts for over 60% of Taiwan’s total installed power capacity. Taipower has been a long term buyer of thermal coal from Queensland.
Taipower raised concerns regarding stable and secure supply of coal (especially after the natural disasters).
We discussed policy frameworks aimed to achieve greater renewable energy, carbon capture storage technology and Queensland’s coal seam gas projects.
We talked about ROCABC and its high profile role in Queensland – Taiwan bilateral trade relations.
Advised the Queensland Government is committed to ensuring a long-term, stable supply of coal to Taiwan, and provided Mr Chen with a copy of CoalPlan 2030.

Delivered a welcome address to open the Queensland - Indonesia Geothermal Energy Forum. Around 30 Indonesia businesses and government representatives attended to hear presentations by Queensland companies.
Highlighted that despite differences between geothermal resources in Queensland and Indonesia, there are Queensland businesses with international experience and expertise in this niche sector. A number of these are undertaking or scoping geothermal energy projects in Indonesia. Mentioned Queensland businesses presenting included PT Thiess Contractors, Sinclair Knight Merz and Panax Geothermal.
These Queensland companies can help Indonesia utilise its substantial geothermal reserves to help achieve the country’s 2014 target of increasing geothermal sourced energy by 3,977MW (currently 1,200MW).

MEETING SUMMARY
This meeting was a chance to build on the discussions had with Dr Saleh during his recent visit to Brisbane.
We discussed further collaboration in the mining and resources sector at the highest level and encouraged Dr Saleh to continue the growing momentum by leading another high level trade and Investment mission to Queensland in 2012.
Thanked Dr Saleh for his ongoing support of the Indonesia – Queensland relationship, including his Department’s assistance and cooperation in organising the day’s forum and workshops. We acknowledged the positive impact of Dr Saleh’s March 2010 visit to Queensland and high level delegation which accompanied him for the Indonesia-Queensland Business Showcase 2010 (IQ2010).
We discussed plans for the Queensland Government to train 10 mine inspectors from Dr Saleh’s Department in Queensland later this year.
We undertook to form a high level working group from both governments to explore other opportunities for collaboration and cooperation between Queensland and Indonesia, particularly in the area of renewable energy.

Delivered a welcoming address to open the third Indonesia-Queensland Mining Showcase encouraging the Indonesian mining representatives in attendance to utilise the expertise available from the presenting Queensland companies. Approximately 50 mining representatives attended the showcase.
The showcase was specifically designed to meet the needs of Indonesian mining companies and included a session on Mining in Areas of High Rainfall.
Noted that this mission reciprocated a visit to Queensland in March 2010 by the Indonesian Minister for Energy and Mineral Resources, His Excellency Dr Darwin Saleh.
Highlighted that the Queensland mining sector, including the coal industry, suffered a setback with the recent natural disasters in Queensland, but is now back operating and building towards regaining full capacity after the period of disruption.

Discussed market access for Australian beef and raised the concerns of Queensland boxed beef producers, including restrictions on the import tonnage and permits.
Indicated that Queensland has technical skills and expertise that can assist with Indonesia’s livestock industry development.
His Excellency observed that rising living standards were increasing demand for many foods, and that into the medium term there were many opportunities for Queensland to help Indonesia address food security issues.

Acknowledged the importance Queensland places on its relationship with the key market of Indonesia, in the priority sectors of mining goods and services, energy, infrastructure, education and training, and agribusiness, particularly beef.
Acknowledged the importance of Indonesia to Queensland (as the State’s sixth largest export destination) and the value the State places on this relationship, evidenced through the appointment of a Queensland Government Special Representative to ASEAN, Mr Bob Quinn to focus on developing export opportunities.

Appendix 2: Speech by Andrew Fraser, Treasurer of Queensland
To the China Go Global Investment Conference, Beijing
27 April, 2011
To draw a parallel between my State of Queensland, within the Australian nation, and the People's Republic of China is probably an ambitious over-reach. But no one ever succeeded through deliberate under-achievement or anaemic ambition. The aspirations for the 1.34 billion Chinese people are not usually compared to those of the four million Queenslanders who occupy Australia's third largest state by population. At least not on this shore. It is certainly a more regular topic of discussion within my homeland. I am here on behalf of the government of Queensland - a sub-national sovereign government, presiding over a land and a people of enormous opportunity and natural wealth. Undoubtedly our best years lie ahead of us. Please permit me this observation - the best years almost certainly appear to lie ahead of the People's Republic of China. Perhaps our best years lie immediately in front of us both. The times may well suit us - both. My presence here today springs from a clear eyed conclusion that we both reside, geographically and temporally, in the zone of opportunity. It is this context which must form the fundamentals for our engagement. A new, enduring prosperity for our people is the common opportunity. Our present policy challenges are divergent but not without interconnection. In truth, our economic futures are perhaps more convergent than we yet fully comprehend in our present day policy settings.

This is likely less pressing for policymakers in this nation than for those of us charged with the equivalent responsibilities in my state. But even if we have not yet fully calibrated the possibilities of the next half century, we can certainly imagine great change, and its talisman, great opportunity. And perhaps the imagining of great change suddenly requires less of a departure from the present day than it did just a fortnight ago. In a world in which even the most accepted of truths is up for debate, what might we offer to the investor anxious to realize opportunity and manage risk? Australia in the second decade of the 21st century is perhaps like America in the second decade of the 19th century - like America in about 1820. To say our best years lie ahead of us is likely an astonishing understatement. We have enormous natural resources, often unexplored let alone developed. We have a small but ambitious population with a long and successful history of welcoming people from across the globe. We have strong governments, just courts, sound money, strong banks prospering without government support and indebtedness that is low by OECD standards. Unlike America 200 years ago we don't have a civil war in front of us, we don't face conflict with our neighbours, nor with our indigenous people. We have made great strides on the painful process of making peace with aboriginal Australians. Not finished, but no one is looking back either. Our system of government is strong - supported by an equally strong underpinning social consensus. As a government we operate in a federal system which is actually freer than the EU.

True: Queensland has more autonomy than the UK in many areas of policy. And the social consensus is the very opposite of the EU: everyone in Australia wants to be Australian. Separatist or what the Europeans politely call 'skeptic' movements don't exist. Australians expect the various levels of government to work together for the common good - that's why we call it the Common Wealth of Australia in our constitution. Today we are a frontier of opportunity. But we are not an economic frontier. The modern Queensland economy is services based, diversified and flexible with traditional and enduring strengths in resource development - mineral and natural. We are already a major investment destination. This investment has facilitated our development. We are here today to affirm our credentials as welcoming future investment and development. Already we are home to most of the world's A list resource companies - and most of the B and C list too. Our agricultural industries are presently moving through a period of consolidation, enhanced investment and market development. Our telecommunications shrink the expanse of our land, and are set to move to a new essential paradigm. Our energy supplies are reliable and plentiful. Our environment valued. Our health and education systems are appropriately first-world. Australians have the second longest life expectancy on earth. It is appropriate to provide a disclosure as to the downside risk at stake here. I might go so far here to suggest that just like America in the 19th century there

will suddenly become a time when you realise that you've missed out on a big opportunity. As our domestic economy grows and deepens, and as our engagement with the growing economies of Asia continues, Australia will surely emerge as a preferred location for investment in nearly every sector of the economy. Like Singapore, with acreage. Lots of acreage. We are most famous for the natural beauty of the Great Barrier Reef, the Whitsundays and the Gold Coast to name but a few - and more recently famous for the devastation of natural disasters, from widespread flooding and a severe cyclone that pounded our state in early 2011. My testimony to you today is that we are open for business. Our economic infrastructure is all up and running - far from being constrained by export infrastructure, there is presently capacity to increase exports as mine and agricultural production continues to build back to full strength. The rains in fact are a blessing for some sectors, like beef cattle which now anticipates strong production. Those natural wonders, like the Great Barrier Reef, are essentially untouched by the disasters. We are welcoming tourists back, and inviting more to come for the first time. It’s an invitation I extend today to you all personally today. I promise your first visit will not be your last - business is serious, but should also be exciting and hopeful. It is all on offer in Queensland. That commentary on our traditional strengths is enhanced by our new and emerging industries. Education and training, research and innovation are priorities for our government. We welcome foreign students to study in my state, not merely for the ephemeral economic benefit but for the enduring promotion of common experience. Your nation is the largest market, representing around 20% of overseas students, with annual growth of just over 15%. This investment - in people - is most worthy.

Proudly, as a sub-national government, we maintain a partnership with the prestigious Ministry of Science and Technology. We are sharing work and collaborating in clean energy and climate change research. It is amongst our most valued relationships and I proudly hosted a visit from His Excellency Mr Wan Gang last month, we are investing in solar technology, mapping our resource into a solar atlas, and promoting geothermal energy exploration. We are co-funding innovation amongst small and micro-business, and investing in high end medical research. We have shepherded a world first new export industry in coal seam gas development for export as LNG. This is being realized today by some of the world's largest energy companies, in partnership with Chinese customers who have co-invested in the development of the resource. Regional energy demand is as enduringly predictable as the security of supply that we offer. It heralds a step-change in our future prosperity and our integration with the economic prospects of our region. Unimaginable just a decade ago - it will provide decades of prosperity to my state and a cleaner fuel source for Asian growth. It is the quintessential new opportunity. Change is most certainly upon us. To endure, and not merely survive, but flourish, we too must change. Realism must inform the most faithful of romances. Tides are not often turned back. So on this occasion forgive my forthrightness, mine is an invitation and entreaty, an acknowledgment and an exhortation ... for commonality and a common respect. Words and actions are equally important. Together we must strive for economic mutualism, not economic conquest. Business is not ultimately just business.

We might retreat to this barren transactionalism when we cannot lift our eyes beyond the dashboard, beyond the road ahead, to the horizon beyond. The raw muscularity of our respective strengths must be tempered by the wisdom of the meeting of our minds. Such an approach does not have a nearer term endpoint. There should not be binary equations in this era. An enduring opportunity less readily comprehensible to those minds focussed on win/loss match ups quarter by quarter is before us, and our coming generations. This must not be a contest. Without a contest, there can and should be no fear ... at least no fear of losing. Our economic destinies can be mutually secured. And upon a shared prosperity we can thence seek the essential further advancements of the human condition. I will suggest only that we can learn from each other in this regard. A new platform of prosperity is atop the stairway before us, if we climb it, upon such a platform we can build. This should be our hope. I am grateful for this platform today. And hopeful about a new platform, where the view stretches as far as the better angels of imagination can see. Thank you. ENDS
