3 I live in the sprawling sea of houses on the west side of town. I’m tired of hearing that “smartgrowth” means we must increase housing density downtown. On the contrary, when a new high-density condo complex that few can afford displaces low-and-medium-income housing downtown(and drives up surrounding costs), they’re pushing us all out into the sprawl. Many of theseexpensive infill apartments benefit only the absentee owners and developer. We need acommitment from the city to instead focus on creating self-contained Midtown/West/Northwestvillages that are not only walkable, but have places we want to walk to; workplaces, small grocers,shops, restaurants, cafes, and spots for weekly Farmer’s Markets. Build up the density here; this iswhere the radical, hip, contemporary architecture should happen, as part of walkable, self-contained villages—not in the NCOD. Then, we west-siders wouldn’t have to spend so much timein traffic. Currently, west-side commercial strip developments are only accessible via hot, windy,exposed, and inhospitable sidewalks along congested, too-wide, multi-lane roads. The downtownNeighborhood Conservation Overlay District already has a sense of place worth preserving; itsguidelines exist to protect our historic districts and preserve the character of Bozeman, and shouldnot be changed. Furthermore, the consultant’s NCOD windshield survey was superficial and didn’tassess historic significance through historical research. Before changing the NCOD boundary,fund a proper historic building survey to assess areas that have become historic since the NCODwas established. Finally, I request the Bozeman City Mayor and Commissioners slow the planningdown so we residents can participate. Multiple consultants are conducting multiple fast-pacedplanning efforts concurrently; how can we keep up with one, let alone several? Instead, begin withthe umbrella Community Plan, then proceed to other plans sequentially.

4 I don't like the way these choices are framed, especially in no. 7. It's not a matter of which of theseissues is "most" important; it's a matter of thinking about the relationships between them. Forexample, a building's scale and size has a lot to do with it's design and character. Also, protectingBozeman's historic buildings involves regulating the size, scale, design, and character of any newbuildings.

5 The NCOD and corresponding regulations are the reason we have the charming Bozeman oftoday, and are necessary to retain this charm. Revisions to the regulations may be helpful toaddress noncontributing buildings, however, the survey of historic resources within the City shouldbe updated to ensure the continued preservation of historic resources that may not have beenconsidered historic at the time of the previous survey. With respect to item 9 above, the issue istwo-fold, the size can be an issue if it looms over the neighboring structures, and a number ofbuildings recently constructed in the B-3 do not reflect the high quality or high level of permanenceprovided for in the Bozeman Guidelines for Historic Preservation and the NCOD nor are theycompatible with the historic downtown core. Contemporary architecture can be compatible, if thehigh quality and permanence is demanded.

6 The City of Bozeman Community Development Department and the City Commission need to hitthe pause button. It's my opinion that together with the Downtown Business Partnership,developers and architects, you bought a big load of snake oil. For example, you got into troublewhen the line was crossed from developing surface-parking lots to developing "vacant" propertiesand now to those "under-used." If you hit the pause button, you might notice the slippery slopethere, as in, what's the definition and standard for "under-used?" If I buy a nice house and kickeverybody out, is it "vacant" enough to demo? And in a truly cynical moment, does "under-used"include 5 West with a high rate of ownership AND a high rate of vacancy? Now let's pull back andtake in the big picture, to include North Black Row, Block M, the Element, 5 West, NOBO, theHawthorne condos, the condos next to Lindley Park, the project underway on East Main, SOBO,the forthcoming work to include 111 Lofts, the boarded up houses on West Lamme, an entire cityblock by the train depot, the former City Center hotel, 5 East, Heebs, the BG Mill... would youbelieve that industry is still arguing that downtown Bozeman needs to soften up the laughableparking regs even more (or else Bozeman will die), and in the same breath they've already connedyour EconDev group and a majority of commissioners that We the Taxpayers need to fundSEVERAL new parking garages? Would you believe that this entire effort to scrap the NCOD ismotivated because industry believes that the building environment downtown is too restrictive?The irony is they wouldn't be building downtown if the NCOD hadn't protected the table where allof the aforementioned developments/developers have chosen to feed? What they want now iscarte blanche to consume the neighborhoods, too. And you're likely to sell that out, too, in order toprotect the "viability" of downtown. Ha!

7 I think this survey is too simplistic to capture my thoughts on the NCOD honestly. For example, inQ 10 I think there are several "best places" for new infill development, both within and outside ofthe current NCOD but "anywhere" is not an appropriate response either. In general, I think the cityneeds to do a much better job of providing people with meaningful opportunities to engage indialogue about future development within city limits. If that means slowing the approval processdown a bit I think it is worth it. Let's have developers collaborate with the neighborhoods they seekto develop within so that we can get projects that truly meet the needs and fit the character of theparticular neighborhood. In some places that might mean regulating the scale of buildings, inothers it means regulating the design. In all, I think the city has a role in facilitating conversationbetween developers and neighbors so that the developers can understand the "lived experience"of a particular neighborhood and design projects (large and small) that enhance the quality of thatexperience.

13 The 2015 consultants report that encouraged revision of NCOD sited the experience of Missoula'srevision of historic neighborhood guidelines. Of course that "experience" was just underway at thetime. Now, 2018 the impact on the neighborhoods surrounding the U of M are largely disastrous.ADU's obscure sight lines, parking is an unbearable issue, multiple occupants of once singlefamily dwellings have destroyed the character and charm of areas, and crime has increased. All inthe name of what?? I would suggest the consultants travel to Missoula and seek out the oncedelightful housing environs surrounding the university and see the impact that is undeniablynegative.

15 I live on the 500 block of south 14th Ave and I was disappointed to see that we are not in theNCOD and I work on Main St at Bozeman. I love the character of my neighborhood and thedowntown district. However, I believe that there is a place for infill within the NCOD. It should bemore compatible with the surrounding neighborhood, i.e. apartment buildings of no more than 3stories on Main Street, Babcock and Mendenhall, and 2 stories on the subsequent blocks of theNCOD and not 6 story luxury apartments surrounded by single family homes.

20 I think this is a poorly designed questionnaire, leaving out obvious possible answers and allowingonly one answer when most residents I know would, in some cases, pick two or three as equallyimportant. To wit: 7. Scale/size AND design are equally important, and I think you've missed themost important factor: Protecting the integrity of true bicyclist/pedestrian/limited motor vehicletraffic neighborhoods that encourage and make possible friendly interaction, helping each otherout, and generally healthy human interaction, which residents LOVE. 9. Three equally important:incompatible design, incompatible scale/size, and review process too lenient for developers. Inaddition, Question 10 is fatally flawed because it doesn't specify what kind of infill you're referringto. ALL INFILL IS NOT EQUAL, so answers to this question would be different depending on whatinfill model assume you mean. For example, Bzn already does a significant amount of infill in theNCOD and in historic districts: see the large number of ADUs that have been built in all thedowntown & university area neighborhoods (two are being built on my block this summer). Inaddition, "missing middle housing" (surely you know what that means? see 209 S. 9th, where a 2.5story, roomy triplex replaced a small single family home) is being built within the NCOD, and NOONE complains about those forms of infill. It's the neo-Soviet, massive block buildings built out tothe property line, with nothing green anywhere, at times wiping out parts of the urban forest thatthis town's citizens have worked so long and so hard to create and maintain, and buildings so largethey destroy the privacy of neighbors. THAT's the kind of infill that residents don't want. My answerassumes Q. 10 refers to the neo-Soviet model, assuming that what city planners and theCommission are pushing is what you're referring to here.

21 The NCOD and especially the historic neighborhoods need to be preserved and not overwhelmedby new, large scale, unattractive development. Why are we trying to "fix" something that is notbroken? Without these neighborhoods and their existing rules/regulations/ordinances protectingcharacter, the city would be soulless. Growth begets growing pains. Let the infill happen outsidethe NCOD keeping the historic and aesthetic value the older neighborhoods bring to Bozeman.With all the growth and its ensuing problems, I am flabbergasted as to why we are again, payingtax dollars for another NCOD review/study/survey from another out-of-state company. 22 Thank-you for juggling the difficult tasks of: (1) preserving Bozeman's character, (2)accommodating growth, and (3) trying to provide affordable housing. The large scale projects thathave been approved seem to be compromises between contemporary and historic design, buthave tastefully been completed such as the Element. I would like to know the vision for how thecity planners envision the NCOD will look 50 years from now. Do you envision the downtown areahaving 4 story buildings in 20% of the downtown corridor, etc.? I know you don't have a crystal ball,but I wonder how other cities similar to Bozeman have accommodated growth - and what theywished they would have done differently. The report suggested drawing upon Austin's experience.Also hiring a separate historic preservation officer seems a prudent next step since comparableareas that have successfully navigated similar issues all have historic preservation officers, andyour report recommends creating this position.

24 Historic and charming Bozeman is in its death throes. The Commission only cares aboutdevelopers and development. They don't care about the waning percentage of long term residentsinstead they clear the way for the new arrivals. The Design Review Board and the HistoricalPreservation Officer are mere window dressing and wholly ignored - as are all the citizen andneighborhood groups. New construction is generally cheap and seldom addresses theneighborhood that they are crammed into. Andy Holloran has been awarded free reign to do whathe wants, where he wants, with poor quality - and the Commission loves him. More and more longtime residents are leaving taking with them their legacy and this is a perfect scenario for theCommission and the developers. Greed is out of control and the Commission is gleefully greasingthe skids. Bozeman is lost because the Commission sold out to to this run-away greed. There wereother alternatives but the Commission was seduced by outside money and caved in.

29 I don't feel I really have a good handle on where NCOD boundaries are or the specific issues ofinfill and sprawl but I don't believe for a moment that infill will prevent sprawl. I do believe infill willhave an immediate negative effect on our historic neighborhood character and sense ofcommunity. I believe infill in the existing historic neighborhoods will be detrimental to Bozeman inthe long run. On Question #5 I said that I was very familiar with the district and it's purpose. It ismore accurate to combine the 1st and 2nd choices; I am somewhat familiar with the district - I livewithin the district and have interacted with the district regulations before. We built an addition onour home and added a garage. My husband and I have resided in the BonTon Historic District forover 32 years.

30 Modern architecture, and/or huge shed roofs as secondary structures in R1 NOCD are completelyinappropriate. I am against density in the South Bon Ton area. City/County should Develop asecond town Ctr around Huffine and Cottonwood, with shops and affordable housing, & density.Plan it to be pedestrian friendly, and connect it to downtown Boze w/ bike paths and transit. Help 4-Corners become more “town” like by developing a walkable shopable village area. And put anelementary school near it. If this is done it’s like creating a necklace w sparkling gems of linkedvillages. The infil between them will occur naturally. LEAVE what is working alone. Leave theexisting neighborhoods of inner bozeman alone. There is plenty of development and population tosupport the creation of several small linked villages, rather then try to hold downtown bozeman atthe epicenter of the Valley. Be creative, look beyond bozeman downtown for your solutions. Don’truin what is healthy by succumbing to short sighted pressure. There is a lot of space in the valleyto meet everyone ‘s needs with the use of foresight. Anticipate what people need but give themcreative solutions. Stop putting pressure on the NCOD to solve valley-wide issues. Because onceyou erode the fabric of the ‘hood it’s NEVER coming back.

We can certainly impactthe location and character of the development. Question 9 appears a bit biased towards answersthat the existing development is too big too fast. As long as new structures are to scale there unique styles are whatmake us so great.. I think infill should be out fill. Downtown is full. It is unique and is why peoplemove to Bozeman. ADU's, solar panels, more density, and use ofodd shaped lots - going up downtown are all important and should be accomplished in wayswhere the concept of neighborhood and quality of life are preserved. This can be done with somesacrifice. Better design matters. You can design and be dense and have infill. NCOD has workedwell. Only change where necessary. Transitions need more regulations for instance. The NCOD'sjob is to protect historic buildings and regulate the design and character of new buildings. The paceof development is too fast but okay. The best place for infill development is in the neighborhoodsbetween the existing historic districts and anywhere within the current NCOD boundaries.

42 As a resident within the NCOD, but outside a historical district, I’m afraid the character of my street& vicinity is going to result in my home looking like the beginning of the movie ‘Up,’ surrounded bymulti-story structures. Infill is a good idea, but if it’s too outside the character of Main Street, wheredo you put it? Mendenhall and Babcock are really the best streets for multi-story development andbeyond those streets, North or South, detracts from the neighborhoods. In an effort to establishcentralized density, our little town is changing its Main Street charm for multi-story living that doesnot improve our viewshed or street parking problems. Walkability is great - but many people workDowntown and park their vehicles beyond the 2hr parking district, simply for free 8hr parking. Thiscomplicates parking for multi-story structures off Main Street, as they simply cannot rely on streetparking as an included solution. The ‘purchase’ of street parking by the developer is a non-solution, as is parking at an alternate off-site location (e.g. parking garage more than one blockaway). Multi-story structures must provide ample parking within the structure for all residential andcommercial occupants (a design requirement that should not be deviated from).

In question #10, I would say that infill is appropriate where it is donewithout making these problems worse. North 7th is an appropriate place that is currently within theNCOD (if parking space is included with the infill). But generally the narrow streets and currentparking issues don’t make infill a reasonable approach for most of the NCOD. Bozeman hasbecome a traffic jam with the associated driver frustration. Not just any infill development, however. Preserving ourhistoric districts and individual building resources is vital to who we are as a community. I thinkthat adds to our portrait of community character. But infill, sympathic renovation AND demolitionmust be carefully considered to preserve our historic resources and community character. That isa hard job and takes big shoulders, strong guidelines and confidence in our communitypreservation expertise and interest to protect what we as a community define as important. Ifgrowth, and tear down the old and build whatever is artificially shiny and new, and lack of respectfor our community history, and lack of a public, inclusive review process is what our leadership andcommunity wants, then I may have underestimated our community. Once it's gone, it's gone andwe better take it seriously and with great consideration. If a developer reaps economic gain fromour community then it is our responsibility to expect and demand more from those developing.That can't be done with just zoning and code. Time is on our side. Slow the process down. Makethe process public. Utilize the preservation expertise of the community to review designcompatibility and appropriateness, not our elected officials who by the nature of their position haveconflicting agendas.

The planning department aligns the goals of the downtown improvement plans with the updated ncod. Incoperate the information from the commercial needs assessment to ensure we're not required to build empty commercial spaces that were not needed

Clarity re how the NCOD relates to the other planning documents, and hopefully that it will be made clear that the NCOD does not trump all those other plans and their goals. Block character in B-3 comes to mind, esp where a block is of non-confirming uses.
