• Judgement of good or requires improvement will follow the best fit approach

Outstanding:

• In order to reach Outstanding, early years provision must meet all the criteria set out under

‘good’ for that judgement and does so securely and consistently.

Cultural Capital (Defined by Ofsted)

• Cultural capital is the essential knowledge that children need to prepare

them for their future success.

• It is about giving children the best possible start to their early education. • Inspectors will consider how well leaders use the curriculum to enhance

the experience and opportunities available to children, particularly the

most disadvantaged.

• Some children arrive at an early years settings with different experiences

from others, in their learning and play. What a setting does, through its

EYFS curriculum and interactions with practitioners, potentially makes all

the difference for children.

• It is the role of the setting to help children experience the awe and wonder

of the world in which they live, through the seven areas of learning.

Before- and after-school care and holiday provision

• Providers (including childminders) who only offer care before and after school or during the

school holidays for children who normally attend Reception (or older) classes during the school

day do not have to meet the learning and development requirements for those children.

• For children younger than Reception age, the provider must have regard to, but does not have

to meet, the learning and development requirements. In both cases, this means they only have

to meet the safeguarding and welfare requirements of the EYFS.

• The inspector will consider the criteria for three of the key judgements (‘Behaviour and

attitudes’, ‘Personal development’ and ‘Leadership and management’) in reaching a judgement about whether or not the provider is meeting the safeguarding and welfare requirements of the

EYFS

• The inspector will make a judgement only on the ‘Overall effectiveness: quality and standards

of the early years provision’. The inspection will result in one of three possible outcomes: - Met - not met with actions - not met with enforcement.

Unlocking Talent, Fulfilling Potential: A plan for improving social mobility through education was

published in December 2017 by Department for Education. It sets out the overarching ambition that no

community is left behind. Ambition 1 of 4, is to close the word gap in the early years, so that all children

can begin school ready to thrive.

There is a commitment from the Government to spread best practice on improving early language

outcomes, part of which is the development of a new programme of peer challenge and support.

North Lincolnshire Council have committed to a local peer challenge focussed around early years and

social mobility, which is taking place between 1 and 4 October 2019.

The Peer Review is not a review of council services but the complete early years offer to families

including council services, health services, childcare and other community services. The review team

will be particularly interested in speech and language development, wider early learning and

development, family support and how services work together to ensure children make the best possible

start, develop well and have their health and care needs met.

It is an opportunity for us all to tell our story including strengths, good practice and areas for

development.

Early Years Childcare Fee Regulations

Department for Education has launched a consultation, which is seeking views on a proposed increase to

the application fee and the annual fee paid to Ofsted by childcare providers on the Early Years Register

with a view to changes coming into force from April 2020.

The DfE is also seeking views on the principles that should underpin a revised Early Years Register fee

model to be introduced from April 2021.

The consultation, which was launched on 18 July, is available at https://consult.education.gov.uk/early-

The consultation closes at 10am on 9 October 2019.

Breakdown of total costs shows that, on average:

• 77% of costs are for staff, while 13% are venue-related and 10% are for other items.

• 66% of costs can be attributed to specific childcare sessions, while 3% is attributed to specific additional

and specialist services (i.e. SEND Children) and the remaining 31% to core running costs.

• 96% of costs are directly or implicitly paid by the setting, while the remainder are implicitly paid by in-kind

contributions from the government (2%), charities (1%) and the value of volunteer time (1%).

• 54% of setting’s income from funded places • 41% fee income from parents

• 6% other sources – i.e. grants/donations

• Most providers have the same hourly fee for all ages of children. Providers with income from both parent

fees and funded children, on average, receive 14p per hour more for funded two year olds that the hourly

fee charged and 74p less per hour for 3 & 4 year olds funded hours.

Government Spending Review – 6/9/2019

Chancellor Sajid Javid announced:

The government will continue to support families with their childcare costs. The Chancellor announced

an extra £66 million in 2020-21 to increase hourly rates paid to childcare providers through the

government’s free hours’ offer. Further information will be made available in due course.

As part of the schools settlement, Government has also announced that £700m additional funding will

be allocated in 2020-21 for high needs, which covers children and young people aged 0 to 25 with

special educational needs and disabilities. Local authorities are responsible for deciding how much of

their high needs funding is spend on under 5s.

CHARGING FOR NON-COMPLIANCE

Section 2.43 of the early year’s entitlements: operational guidance for local authorities and providers - June 2018 states:

The local authority should not charge providers disproportionate penalties for providing late or incomplete information

leading to additional administration in the processing of free entitlements. Any charges should be reasonable and

proportionate to the inconvenience or costs incurred to the local authority as a result of the lateness and local authorities will

ensure charges are clearly communicated to providers.

This has therefore been included as Clause 5.1 of the Agreement for the supply of Early Education and Childcare:

The Authority will charge the Provider penalties for providing late or incomplete information leading to additional

administration in the processing of Funded Entitlements. The penalties, which can be found in the Early Years Funding

Handbook, will be proportionate to the inconvenience or costs incurred to the Authority as a result of the lateness and the

Authority will ensure charges are clearly communicated to the Provider.

Adults and Community Wellbeing

The Department for Education has launched ‘Hungry Little Minds’ – a three-year campaign to encourage

parents to engage in activities that support their child’s early learning and help set them up for school and beyond.

It is based on the premise that children soak up every little bit of stimulation you can give them and it is all

the little things that make a big difference with the development of their speech and understanding of

words. It is trying to get across to parents that everyday moments can be used to boost their child’s learning, and they are interested in all sorts of things.
