(a) Reason for initiative: Public interest, aesthetics, dust control, promotion of the Southlands subdivision.

(b) Identify any of the proposed work previously petitioned out. Indicate the year in which the work was previously petitioned out. The local improvement was petitioned near the end of 2014, where the City received 66% of affected homeowners in favor of the local improvement at a cost of $500.00 per metre frontage. All property owners are aware of their individual contributions, and are aware that payments can be made through either a one-time fee or through an interest free 10 year payment plan.

CITY OF WARMAN LOCAL IMPROVEMENT REPORT

HAICHERT STREET WEST LOCAL IMPROVEMENT

ATTN: Saskatchewan Municipal Board RE: City of Warman – Local Improvement – Haichert Street West As set out in section 6 of the Saskatchewan Local Improvements Act of 1993, before passing a bylaw for undertaking a local improvement, the council shall cause a report to be prepared regarding the local improvement. The City of Warman wishes to complete a local improvement on Haichert Street West. The proposal is to have Haichert Street West paved with curb and gutter (no sidewalk) at a cost of $500 per frontage metre to all property owners on Haichert Street West between 6th and 3rd Avenue, as well as 121 and 125 Rigmor Street. A full list of properties being charged for this local improvement can be found at Warman City Hall. City easement will be used for the expansion and the City will not require any acquisition of private property. Payments will be applied to property taxes over a total of ten years, interest free. The City of Warman will be covering the remainder of the total costs of the local improvement (total cost estimated at $1,000,000.00), and will be financed through the 2015 budget. The local improvement will be completed by Spring/Summer 2015. Due to the nature of the project it is difficult to estimate the overall lifespan of the local improvement, but the work will be completed with standard city specifications. If approval of this local improvement is granted by the Saskatchewan Municipal Board, the City of Warman will give notice of the local improvement to all affected property owners via a letter, and will display an ad in a local newspaper for two consecutive weeks. Upon notice being given to property owners, a bylaw for undertaking the local improvement shall be passed. Please find the following attached: - two reference maps; - one aerial image; - waivers in support of the local improvement from property owners on Haichert Street West; - a summary sheet of property owners on Haichert Street West; - a motion from Council ordering this report to be created.
