Welcome
We are proposing residential development on land to the west of Padgbury Lane of up to 300 dwellings. We wish to hear your views with regard to the quality, mix and design of this proposed development. We will consider your views and ideas as we develop our masterplan.

There are people available to answer your questions, or at least take your details and contact you if they do not know the answer there and then. Furthermore we cannot promise to act on all the comments we receive because some matters will be outside of our control but where appropriate we will seek to incorporate or alter what we can as part of our proposals.

CONTEXT FOR OUR PROPOSALS 2The need for new housing
Every Council is required by the Government to boost significantly the supply of housing and to make planning decisions in the light of a presumption in favour of sustainable development.
CEC’s emerging Local Plan recognises Congleton as a sustainable settlement, categorising it as a Key Service Centre (KSC). Congleton is identified to provide at least 3500 homes over the next 20 years. CEC have also undertaken a study which shows that there is an annual need of over 1200 affordable houses for local people throughout Cheshire East.
It is clear that there is a substantial need for houses to meet the present and future needs of the community within Cheshire East.
Why is the site suitable for development?
CEC have identified Congleton as a sustainable settlement where new housing will be located to help meet the borough wide housing shortage.
Congleton provides a good range of community services and facilities within walking & cycling distance of the proposed site as shown on the plans below.

A number of technical and environmental reports have been commissioned to establish whether there are any constraints to the development of this land. This work can be summarised as:
TransportThe opportunity will be taken to create attractive routes for pedestrians and cyclists. This will create a permeable site with many connections to existing footpaths and cycle routes. These sustainable transport connections will ensure that the development functions as an integral and beneficial expansion of Congleton. The site is well located in order to access the town and its services which are located within an acceptable walking distance of the site.
The site is also well located in order to minimise traffic impacts across the town centre as the M6 Motorway and other key routes can be reached without having to drive through the town. A Travel Plan will be implemented to encourage sustainable travel and reduce reliance on the private car.
AccessAll vehicular access into the site will be provided from Padgbury Lane. The on-site highway infrastructure will be developed with a clear hierarchy in place and in accordance with the recommendations contained within National Guidance.The on-site secondary highway network will be considered as ‘streets’ and designed as such. There will be a greater emphasis on people and their movement and fulfil three key movement functions. These are:- 1. Pedestrian and vehicle circulation 2. Access to buildings 3. Public space for human interaction and sociability
Traffic ImpactsThe residual traffic impacts associated with the development proposals across the wider off-site highway network will be examined in detail in conjunction with any subsequent planning application for the development proposals. A full review of development related traffic impacts and any required mitigation works would be presented along with consideration of wider accessibility considerations in a formal transport assessment.
Flooding and Surface Water

Flood RiskThe eastern area of land is not within the floodplain but an assessment has been made to ensure that what is proposed does not add to any potential flooding problems within the area. A sustainable drainage system which includes attenuation basins is being designed which will provide betterment to the existing rate of surface water run-off from the land.
Utilities At this stage, the enquiries which have been made indicate that there is adequate electricity, gas, telecommunications and sewage capacity to meet the needs of future occupiers. Further investigations concerning water supply are being undertaken.
Landscape The site lies within the ‘Lower Farms and Woods’ Character Area in the Cheshire East Landscape Character Assessment 2008 which suggests the following:
“The landscape is predominantly of a medium scale but with wide variations in enclosure. Although primarily an agricultural landscape, woodlands provide an important visual characteristic throughout the character area. Views across the landscape are variable. To the east the high ground of the Pennine Hills form an important feature and Mow Cop and the Cloud within the Upland Footslopes landscape type are clearly visible across a large part of the character area. To the west the much flatter landscape of the East Lowland Plain type provides no obvious landmarks.”
HeritageAn assessment has indicated that there is nothing of any particular historical significance under the site which would prevent development occurring.
Community Facilities It is recognised that new dwellings would bring with it the possible need for improvements to schools and other facilities. Where appropriate, contributions would be made to improving facilities. New Play areas and public open space will be provided within the proposed development.

Our vision is for a development which respects and reflects the landscape of this area to the west of Congleton.
What is proposed?• A residential development (shown edged red on the
above plan) to include up to 300 new homes.• Community uses that would be appropriate for a
development of this scale.• 30% of these new homes would provide affordable
housing for local people.• On site Public Open Space with recreational facilities.• The opportunity to provide new landscape planting
to complement the existing hedgerows and trees that will be retained wherever possible.
• New footpaths and cycleroutes to compliment upgrades of existing rights of way.
The emerging scheme seeks to set the new dwellings within a green infrastructure framework and allows for a transition between the urban area of Congleton and the surrounding countryside.
The development would provide up to 300 new homes of different types and sizes, including affordable homes. There would be three main vehicular access points from Padgbury Lane. The existing footpath through the site would be retained, with new footpath/cycleways within the site linking the site to the footpath network to the west.
We are proposing to develop the housing area at around 35 dwellings per hectare which is appropriate for a site on the edge of Congleton. The majority of the new homes would be 2 storey in height.
