Certification in the State of Utah

The Division of Purchasing announces the development of the following State of Utah Public Procurement Certifications:

Utah Certified Public Purchasing Agent (UCPPA) Utah Certified Public Procurement Contract Analyst (UCPPCA) Utah Certified Public Procurement Manager (UCPPM)

Utah Public Procurement Professionals will be able to demonstrate through certification, their expertise in the following areas:

1) High standard of competency, knowledge and understanding of the Utah Procurement Code and Administrative Rules.

2) Solicitation types authorized by the Utah Procurement Code and Administrative Rules.

3) Best practices of contract development and administration.

4) Understanding of State of Utah Standard Terms and Conditions.

There are no minimum years of experience or other qualifications to register for the exams.

Preparation Courses Offered by Division of Purchasing during breakout sessions at PEP – 4 PEP sessions (1 year).

No registration or test fees for public entities that are members of the Utah Purchasing Cooperative.

As the development of the certification exams and prep courses progress, we will provide updates at upcoming quarterly PEP trainings.

The Division of Purchasing is aware that non-State users are experi-

encing issues with the State Contract Search returning search re-

sults. They may be receiving a "No Search Results" message when

they know there are contracts that exist for a specific portfolio. This

is an issue that may continue until the new search engine is availa-

ble.

Because of this error, customers are encouraged to reference the

State Contract Spreadsheet document that is available for down-

load on the State Contracts page on the website. This spreadsheet

contains all active state cooperative contracts and is updated and

re-posted weekly.

One drawback to the spreadsheet is that it does not provide cus-

tomers with the actual contract or summary pages. If a contract is

located on the spreadsheet and the non-State user is una-

ble to access the contract by searching for the specific contract

number, the customer may contact any employee of the Division of

Purchasing for a copy of the summary sheet or the contract.

The Division of Purchasing has contracted with developer to create

a new search engine, and while that development is on schedule,

it's not anticipated to go live until March 2018. Until then, we thank

our non-State users for their patience and will assist to the best of

our ability.

The Fresh Produce Cooperative Contract is expiring November 1, 2017. It will not be renewed or resolicited.

State Contract Search Engine Answers

Statewide cooperative contract PD314 for Fresh Produce will ex-

pire Nov 1, 2017; the State will not be re-soliciting this contract and

will let it expire. School Districts may reach out to UCARE Program

that provides a produce contract or end users may procure their

own produce contracts for future use.

The Division of Purchasing welcomes four new contract analysts

to our team: Thinh Doan, Cody Garcia, Blake Porter, and Rick

Straw.

Thinh Doan holds a J.D. from the University of Utah's S.J. Quinney

College of Law and a B.A. in Biology from Westminster College.

During his time at the S.J. Quinney College of Law, he clerked for

the Child and Family Support Division of the Attorney General’s

Office. Most recently, he served as Corporate Counsel to a small

litigation support company based out of downtown Salt Lake City.

Outside of work, he enjoys time with the family, remodeling, and

puttering around the house.

Cody Garcia received his Juris Doctor from S.J. Quinney College of

Law at the University of Utah. During his time in school, he

worked as a law clerk for the Attorney General's Office in the

Division of Child and Family Support. He also spent time as an

intern at the West Valley Prosecutor's Office and The Utah Court

of Appeals for Judge Roth. He is a fan of Real Salt Lake and the

Utah Jazz. Cody used to like playing basketball but has torn his

ACL in both legs. As a result, he is trying to learn the game of golf.

Blake Porter received his Juris Doctor degree from the University

of San Francisco School of Law. Following graduation he worked

overseas in Cambodia, including working for Rajah & Tann Asia

which is the largest law firm in Southeast Asia. Blake is excited to

be back in his home state of Utah and brings experience working

on complex international transactions. Blake loves spending time

with his wife and son, especially going disc golfing.

Rick Straw hails from the great state of Wyoming and completed

his undergraduate degree in Economics from the University of

Utah, and his Juris Doctorate from the University of Wyoming

School of Law. Prior to coming to Purchasing Division, Rick

worked for a large title company performing a niche real estate

transaction that defers capital gains tax.

Welcome, gentlemen. We are looking forward to working with

each of you. 3

How to Receive the Purchasing Update Newsletter

The Utah Division of Purchasing is recognized as one of the
