• Increase in tree cover in urban, peri – urban and agriculture areas on both private and public lands.

• Utilize all available open space for conversion into green landscape.• Enforce & regulate the obligatory tree plantation in landscapes including industrial,

commercial, agricultural, residential and state land.• Create awareness and enabling environment for urban and peri – urban forestry

and its social, environmental and economic benefits. • Make necessary amendments in existing laws and rules to synchronize with the

concept of urban and peri – urban forestry.• Promote corporate social responsibility for tree plantation.

1) Legal Framework

At the moment there is no legal provision related to urban forest in Punjab.

2) Peri-Urban Areas

1 acre out of every 12 acres of land forperi Urban forest.

For smaller land owners, 10 trees peracre must be grown.

3) Housing Societies

Punjab Housing Societies and Land Sub-Division Rules2010 draw planning standards for housing Societies.

The rules state to reserve at least 7% of its area for openspace or parks.

This policy recommends: Incorporation of 2.5% of area ofthe housing society (from within the 7% area for openspace and parks) specified for Urban Forest.

5) Urban Agriculture

Produced edible plants or seeds for use in urban agriculture.

Rules shall be framed for specifying the minimum area of cultivation for urban agriculture for certainspecific types of buildings.

6) Green Belts, Parks and Pedestrian Areas This policy aims to prioritize tree planting and landscaping in street and freeway rights-of-way,

in particular in highly visible locations such as business districts and major corridors.

Policy may include utility rights-of-way, parks, school sites, and other publicly owned property

7) Landscaping, Urban Catchment and Rainwater Harvesting

Align the City’s landscape regulations and storm water management to promote the integration of landscapingelements and low impact development urban catchment approaches.

8) Public Buildings Public buildings present a huge opportunity to harness the potential of Urban trees in benefitting theenvironment. Some of the buildings that can be targeted in this regard include: Schools, Higher Education institutions, Auqaf (at shrines), Health (for dispensaries, hospitals, etc.), Public Health (at all WASA and water scheme sites), C&W and NHA (along highways), Railways (along rail tracks), Irrigation (along canals, majors, minors),Mines (for any mining areas in peri-urban locations), Others large campus building owners (such as PESSI, TEVTA and Police)

Participatory Inclusive Approach

Corporate Social Responsibility (CSR)

The policy focuses on establishing a public privatemodel whereby the industries and large businessentities will be required to adopt a piece of land,or green belts of adjacent/nearby roads, toestablish urban forest as part of their corporatesocial responsibility (CSR), following the lines of“adopt a Road/ School / Factory programs.”

Research & Development, and Innovation

Punjab’s urban forest research priorities shall bedetermined based on local needs and demand. Activelinkages shall be developed between academia andorganizations working in the domain of urban forests.PHA Lahore shall also be given funding to develop itsresearch and innovation center.

Participatory Inclusive Approach

Capacity Building

Capacity building inputs throughtechnical assistance, financialassistance, and education arevital to accomplish a putativegreater good. Capacity buildingprograms shall be a key step inorder to properly manage theurban forests.

Education Awareness

Public awareness, education andoutreach are essential parts of thispolicy to improve and facilitatePunjab’s urban forests to encouragecitizenship action within theframework of environmentaleducation that is IN FOR and ABOUTthe Environment.

Nursery & Plantation Service Providers

The policy shall specify rules forcertification of Service Providers whomay be used to provide sufficient stockof saplings of each of the speciesnotified in the Rules. Such a venturewould also create jobs in theeconomy.
