Using High School Head Teachers to run PEC exams solves the conflict of interest issue
▪ The choice of High School Head Teachers (HSHTs) solves the conflict of interest between assessment and delivery
▪ In addition, HSHTs have a natural incentive for transparent exams to ensure admission of selection of best students to their high schools

2-RegistrationPEC will announce registration of students for 5th and 8th grade for the
year 2015 exam through PEC website, print advertisements, school associations, SMS services, local cable networks and education administration
CTSCs will initiate registration campaign for public and private schools and private students at cluster level
Cluster center will also devise a local mechanism to sensitize the private schools for inclusion and registration by writing a letter or displaying some banners in the vicinity
New registration form will be provided to EDOs and CTSC heads and a soft copy will also be available at PEC website
Registration data will be entered online by CTSC heads through new registration software
Each CTSC head will be provided with login and password to access online registration software
Cluster center will maintain the record of hard copy of registration forms of all schools and will be responsible for the entry of data online
Registration of private schools and private candidates Registration of private schools is optionalA private school may register with its nearest cluster center,
but the distance should not be more than 15 kilometers and CTSC head will physically verify existence and credentials of private schools
Private schools will provide the following documents for registration for each student: Copy of CNIC of father/guardian Copy of Students B-form or date of birth certificate

02 master trainers for each district will be trained for online registration of students by PEC
These master trainers will train 02 persons from each cluster center.
Manual for online registration will be provided to each cluster center to use new registration software
SOPs for online registration will be provided for cluster heads and data entry operators
3-Conduct of Exam Cluster centres [CTSC] heads will be responsible
for execution of PEC exams including the following:

6-Result Compilation and AnalysisCluster head will be responsible to prepare students’

What should be the reporting lines of cluster heads for fair and impartial execution of exams?

1-Guidelines for clustering Do not shuffle/edit/replace/delete or change the order of any of the field
or field headings given in proforma in the file Schools of all types [boys and girls] and levels [primary, elementary,
secondary and higher secondary] from your district should be attached to a CTSC by adding new row.
Attached school should be within 15 KM from its Cluster Center EMIS School Code is of exactly 8 digits, if any EMIS code is found not
equal to exactly 8 digits, please correct it If there is any wrong or missing information [EMIS Code, School Name,
CTSC information etc] in our proforma, please correct/fill it with correct information. No cell should remain blank
In case there is confusion regarding inclusion of any particular school in any one of the cluster, the CTSC head and the concerned Dy. DEO[EE] will solve the issue and the decision of DEO(EE) will be final
CTSC head will verify that all public schools within their CTSC area are included in the list and one school should not be attached to more than one CTSCs
Do not try to drop any school already selected by DSD as CTSC. If any CTSC is missing in the list please add its complete information
EDO will provide a certificate that no school remained unclustered in his/her district, and information of all schools and CTSCs is re-checked and found correct
