The strategic pillars of the programme are:

Re-alignment of public sector finances towards

education.

Devolution and public sector management reform.

Improvement in access, quality and governance of

education.

Developing partnerships between provincial

government and district governments for improved

education service delivery

Restructuring and capacity building of the education

Management Structure at both the provincial and

district level.

Re-vitalization of community based School

Councils.

Pillar 3: Improving Access & Quality ofEducation

Education made free up to class 10

Provision of Rs. 5 Billion (each year) to all districts

for bridging missing infrastructure in 63000 schools.

Free Textbooks to all students of Government

Schools up to Class 8

Stipends to girl students at elementary level in low

literacy districts.

Higher qualified teachers being recruited on facility

based contracts. (29,000 teachers recruited)

Evolving a new improved model of teacher

professional development with the help of privatesector (such as Aga Khan University)

Designing & Implementing education assessment

system to measure student learning.

Restructuring of Punjab Education Foundation to

energize public private partnerships
