Pune Municipal corporation strives to provide the best amenities andservices to the city of pune. In line with its efforts, the General Body of the Municipal corporation in it’s meeting dated 22.05.2015 approved the 24X7 water supply scheme for the city of Pune. We would endeavour to ensure that its' implementation can be taken up at the earliest.

In order to show solidarity and provide much needed help to the people of Nepal, the Municipal corporation has decided to send one day of wages of all its employees and one month of honorarium of all its elected members as help to the grief-stricken nation. PMC will always strive to be ahead in such moments. With these words,I dedicate the second edition of Pune Pulse to the city of Pune.

It gives me immense pleasure to pen down my thoughts for the second edition of Pune Pulse. These are exciting times. New programs like the Smart City initiative are on the anvil. Municipal Corporations across the country are gearing up for the Smart City challenge. Pune is no different.

The Challenge for a city like Pune is to constantly provide better infrastructure and civic amenities to its citizens, at the same time maintain ecological balance, maintain a good quality of life. No wonder the three pillars of a Smart City are good quality of life, good employment opportunities and investment potential. Citizens have to play a vital role in a smart city. It is only a city with an active citizenry which Pune has that can aspire to be a Smart city. Let's together welcome this initiative of the Government of India.

Dear Friends,

It gives me immense pleasure to present the second edition of Pune Pulse. We, in PMC, are

very happy to know that the E-newsletter, Facebook Page, Instagram Account and the

Complaint Management System of PMC have been very well received by the citizens, despite

the fact that it has been just three weeks that the above have been launched. We are trying to

respond to your queries and make the necessary improvements as suggested by you. We firmly

believe that it is the citizens who must benefit in the ultimate analysis.

The World Environmental Day is celebrated all over annually on the 5th of June, to raise

global awareness to take steps to protect nature and planet Earth. It is run by the United

Nations Environmental Program (UNEP) since 1972. The Rio de Janeiro summit on climate

change held in 1991 was for the purpose of setting up an agenda for all the nations to

undertake positive steps on the issue of climate change. This was probably the first serious step

in that direction. The theme of the Rio Conference was very apt – ‘Think Global, Act Local’. The

entire focus was on sustainable development which is a development that would satisfy the

optimum needs of this generation without endangering the capacity of our future generations to

satisfy their own needs.

PMC, on it’s part, is making serious efforts regarding environmental issues. Recently, PMC has

launched the green rating system with a view to ensure that the buildings that come up in the

future come up as green buildings. Use of solar systems on rooftops, rain water harvesting, mini

sewage treatment plants, etc has been made mandatory and they are in fact incentivized. PMC

is making all out efforts to commission new sewage treatment plants, wherein 100 % sewage is

treated before it is let off in the river. The issue of solid waste is very important and in addition to

finding alternate places for its disposal, PMC is trying to encourage the putting up of small

Bio-methanation plants at many places in the city. Hills and Hill Tops are the lungs of the city

and special efforts are being made to improve the Bio-diversity there. Plantation drives are

taken up regularly and all of us should certainly be proud that our city is much greener than

most of the cities in India.

Effective steps are being taken by PMC to ameliorate the public transportation system in the

city. The pollution levels in the city need to be cut down and with efficient public transportation,

this can be made possible. Special emphasis is given to improve the PMPML fleet. The Metro is

also in the offing. The General Body of the PMC has recently given its approval to the equitable

water distribution system for the city, which will substantially aid in minimizing the leakages in

addition to the assured 24X7 supply to the entire city. I am reminded of the words of the former

President of the United States, John. F. Kennedy who had remarked that “The person who finds

a solution to the water problem of this world, should be awarded with two Nobel prizes - One for

innovation in Science and Technology and the other for restoring peace in this world”. Such is

the importance of water and its conservation.

The whole world is at a juncture where serious attention needs to be paid to the environmental

issues. Those of us who have seen the Al Gore documentary ‘An inconvenient Truth’ or the

episode of Aamir Khan’s ‘Satyamev Jayate’ on Environmental Degradation are aware of the

havoc that nature is poised to play in case we do not pay heed to it’s repeated warnings.

Mahatma Gandhi had rightly said that “Nature has bestowed us abundantly with resources to

satisfy our needs but not our greeds”. Each and every individual needs to contribute his bit for

conserving our environment. Those of us who think “What alone can I achieve?” need to be

reminded of Gandhiji’s famous quote “Be the change you wish to see”.

Equitable Water Supply Project for Pune City

The city of Pune has been fortunate enough since centuries. The first piped water supply system was started by the Peshwas in 1750 AD when they constructed a dam across river Amba- at Katraj – 12 kms from Pune. A well-constructed duct was made from the Dam to the city thus ensuring pollution free water reaching the city by gravity. Shafts ware made at interval’s so that citizens could tap the water.

Considering the growth of the city and the irrigation demands on the downstream of Pune the Britishers constructed the Khadakwasla Dam on the southern part of Pune in 1889. Post-Independence 3 more dams have been built on the upstream of Khadakwasla Dam and as of now the total storage capacities of all the dams put together is 30 TMC and the city consumes around 15 TMC (1200 MLD) of water.

A city with a population of around 40 lakhs consuming 1200 MLD would imply a per capita consumption of 300 lpcd, more than double of International standards. The higher rate of consumption is largely attributed to the topography of the city (Sauccer Shape) where in the core city gets 24 hrs. water supply while the fringe areas get a supply of

1-2 hours a day. Secondly the distribution system of the city has not been systematically engineered and developed. Thirdly as the water consumption is not metered and the user is not charged as per consumption has lead to higher consumption of water by citizens, also the water audit to keep leakage under control cannot be done without meter in place.

Water being a scarce commodity, an efficient system to handle the limited source for future decades to come has mandated the Pune Municipal Corporation to develop a project for equitable water supply across Pune considering the demands for the future 2047. The highlights of the scheme are enumerated as below.

• Division of the city into water supply zones (141 Nos) and further sub zones as District Meeting areas (328 Nos).

• Construction of 103 Nos of new storage reservoirs and generate a total storage capacity of 634 ML (30% of water demand by 2047)

• Development of new transmission system around 1600 kms apart from the existing pipelines of 2300 kms.

• Implementation of 100% metered water supply (using AMR Meters) along with telescopic tariff.

• Installation of pressure sensors & bulk flow meters in individual sub zones for monitoring pressures & flow measurements. This will help in carrying out water audit to keep leakages within 15%.

• Development for SCADA for overall management of the water supply system.

The total cost of the project based on the schedule of rates for the year 2014-15 is worked out Rs. 2818 crores and the implementation period of 5 years has been envisaged.

The International Day for BiologicalDiversity (IDB) 22nd May 2015

The United Nations has proclaimed May 22 as “The International Day for Biological Diversity (IDB)” to increase understanding and awareness of biodiversity issues. On this occasion, Biodiversity Management Committee of Pune Municipal Corporation and Maharashtra State Biodiversity Board jointly celebrated International Day for Biological Diversity on 22nd May 2015 at Indradhanushya Environment Education and Citizenship Centre and Rajiv Gandhi Zoological Park and Wildlife Research Centre. The motto of this program was to educate common man as well as students about the importance of Biodiversity.

The major highlights of the events were: ● A Nature Walk at Rajiv Gandhi Zoological Park and Wildlife Research Centre● Photo-competition on "Biodiversity of India"● Screening of a documentary HOME - A film on planet earth by Yann Arthus Bertrand at Indradhanushya Environment Education and Citizenship Centre.

Release of two tigers in Rajiv Gandhi Zoo

On the occasion of International Biodiversity Day, 22nd June, the Zoo had released two tigers brought from the Sidharth Zoo, Aurangabad in the animal enclosure for public display. Under the Zoo animal exchange program of the Central Zoo Authority, New Delhi, these tigers were brought to the Rajiv Gandhi Zoo in the exchange of one pair of Jackals to Aurangabad Zoo.The pair of tigers includes one male white Royal Bengal Tiger named 'Kaif' of age 11 years and another yellow Royal Bengal Tigress named 'Riddhi' of 5 years old.

Zoo had also organized an educational programme for the students and visitors, in which a trip to the Zoo followed by the informative session by the Zoo Educational Officer on the topic of Biodiversity was done.

World Environment Day 5th June 2015

World Environment Day is celebrated on 5th June every year to raise global awareness to take positive environmental action to protect nature and our planet. To celebrate this, PMC’s Indradhanushya Environment Education and Citizenship Centre and Rajiv Gandhi Zoological Park and Wildlife Research Centre, Katraj will be conducting different programs. Plantation drives, Lecture by experts for participants and Awareness visit to zoo for students and participants will be conducted.

A special lecture by Dr. Rajesh Gopal, Member Secretary, NTCA - National Tiger Conservation Authority on the topic “The future of tigers in India” will be held at S.M. Joshi auditorium, Sahakarnagar, Pune at 5:00pm in association with Forest Department and Nature Walk, an NGO.

A documentary based on Environment theme - The Story of Stuff will be screened at Indradhanushya Environment Education and Citizenship Centre. The Story of Stuff is a short animated documentary about the lifecycle of material goods. The documentary is critical of excessive consumerism and promotes sustainability. Filmmaker Annie Leonard wrote and narrated the film, which is now dubbed in Marathi language to reach the masses within Maharashtra.

Rainbow BRT workshop

Rainbow BRTS Corridors - Six corridors are being developed in the current phase of the Rainbow BRTS network.

● Nagar Road (8 km) being developed by PMC

● Sangamwadi-Vishrantwadi (8 km) being developed by PMC

● Old Mumbai-Pune Road (12 km) being developed by PCMC

● Sanghvi Phata-Kiwale (14 km) being developed by PCMC

● Nashik Phata-Wakad (8 km) being developed by PCMC

● Kalewadi Phata-Dehu Alandi Road (11 km) being developed by PCMC

Rainbow BRTS - ‘Rainbow’ is the Bus Rapid Transit System which will be soon operational in Pune and Pimpri Chinchwad. The Rainbow Bus Rapid Transit System (BRTS) is being developed as a high quality, high speed and customer-oriented public bus transport service. It is operated by Pune Mahanagar Parivahan Mahamandal Ltd and developed with the support of Pune Municipal Corporation and Pimpri Chinchwad Municipal Corporations.

Rainbow BRTS aims to provide a few immediate benefits to passengers - Comfortable ride on the BRTS buses, with shorter waiting times and shorter travel time. The long term benefits to Pune and Pimpri Chinchwad urban areas expected are:

● Reduced pollution from motor vehicles● Reduced congestion due to motor vehicles● Increased economic activity due to improved connectivity

Free Summer Camp May 2015Pune Municipal Corporation’s Rajiv Gandhi Zoological Park & Wildlife Research Centre, Katraj, Pune is organizing a three-day Summer Camp, from 28th to 30th May 2015. This camp is totally free of cost & would be conducted for the students of age group between 15 & above.

Zoo has always shown its interest in organizing such events to spread awareness among the society about the environment protection. One of the objectives of the zoo is ‘Conservation Through Education’ so as to fulfill this objective many attempts have been taken to achieve its goal. This summer camp would also help in disseminating information on preservation of our precious biodiversity and changing mindsets of the students, those are the citizens of the future.

During this training camp namely, ‘An Introduction to the Zoo’ students would be exposed to various aspects of zoo management and also their knowledge would be enhanced by conducting sessions on various topics such as biodiversity and its components like insects, birds, reptiles and mammals, legal aspects of wildlife conservation etc. through various resource persons. Hands on training on making of plaster casts & identification of pug marks, bird watching, and practical on nursery development, identification of various plant species, fun games & activities would be an added attraction of the camp.

Stop OverThe Aga Khan Palace was built by Sultan Muhammed Shah Aga Khan III in Pune, India. Built in 1892, the palace was an act of charity by the Sultan who wanted to help the poor in the neighbouring areas of Pune, who were drastically hit by famine. The palace is closely linked to the Indian freedom movement as it served as a prison for Mahatma Gandhi, his wife Kasturba Gandhi, his secretary Mahadev Desai and Sarojini Naidu. It is also the place where Kasturba breathed her last.
