According to the Knight Frank’s India Residential Investment Advisory Report (2016), the residential market in Pune is driven primarily by two factors -

employment generation and infrastructure development. Historically, the manufacturing sector has been the largest contributor to employment generation, with the engineering, automobile and auto ancillary sectors dominating it. However, over the last 15 years, the IT/ITeS sector has emerged as the largest employer in the city and consequently, emerging as the biggest driver of the city’s real estate market.

The Knight Frank Report further admits that the Indian real estate sector has been reeling under tremendous pressure since the last couple of years. Still the properties in top 6 residential markets in India, which includes Pune, have appreciated in the range of 12% to 23% since 2012. Knight Frank further says that residential real estate will no longer be a speculative investment and will have to compete with other investment avenues. However, any investment in real estate based on sound research can seldom go wrong and there are ample opportunities to earn healthy returns. And one can defi nitely count Pune as a rewarding city, when it comes to real estate.

The ICICI Property Services and PropEquity report expect the capital values in Pune to remain steady with a 10-12% appreciation seen in the long term. Sales volume of Pune’s

residential real estate market increased by some 3% during 2015 as compared to the previous year. The current market situation provides an ideal buying opportunity for homebuyers.

Pune real estate market is currently witnessing an end-user demand. In the end-user segment, mid–segment housing in the budget range of 15 lakh to 45 lakh witnessed a healthy absorption in 2015. According to PropEquity, the buyer space comprises of 60% of the homebuyers from Pune, 20% from Mumbai and 20% comprised of the demand emerging from NRIs and from cities within the radius of of 300 – 350 km from Pune.

Compact homes, mostly 2 BHK, with basic modern amenities at affordable prices are in popular demand of the end-users in Pune. As Pune is emerging as an IT hub, most of the working crowd is predominantly in the age group of 25 - 35 years. 2 BHKs are being preferred by working professionals supported by the double family income of the husband and wife employed in IT-BPO companies; thus making this confi guration affordable. Approximately 57% of total residential sales in 2015 comprised of 2 BHK units. Similarly, ready-to-move-in apartments are in higher demand among fi rst-home buyers.

Pune was declared as the seventh metro city of India after New Delhi, Mumbai, Chennai, Kolkata, Bengaluru and Hyderabad by ASSOCHAM in 2008. Pune is considered to be the best city offering optimistic business environment. With the coming of IT era, the last decade of the 20th century saw Pune uncover newer territories. The

industry body MCCIA (Mahratta Chamber of Commerce, Industries and Agriculture) set up a software technology park where many IT businesses were incubated. Infosys took the baton and set up base at the newly instated Rajiv Gandhi IT Park in Hinjewadi, and the rest is history.

Around the same time, other IT entrepreneurs from the city played a signifi cant role in setting up their own companies and creating an IT ecosystem. A multitude of IT and ITeS companies took this march ahead and invited global players to be a part of this city’s growth story.

In the years since global IT majors like Wipro, Tech Mahindra, Cognizant, IBM, Mphasis, Veritas, BMC Software to name a few - have set up large campuses and a big chunk of country’s IT revenue is generated from Pune.

According to Software Technology Parks of India’s (STPI) Maharashtra Centre, exports of 63,000 crore were recorded from Pune in 2014-15.

Pune recorded the highest software exports in Maharashtra, with Mumbai at second place, followed by Nagpur and Nashik.

ON THE WAY OF BECOMING INDIA’S START-UP CAPITAL

Pune, which is leading contributor to the IT growth in India has seen a tremendous growth in the number of tech and

product start-ups in recent years. Pune is known a talent powerhouse and has ample of technical talent owing to the presence of large number of technical universities. Good connectivity to global gateway city Mumbai, availability of technical infrastructure and pleasant climate boost the potential of Pune to become the national start-up capital, 5 to 10 years down the line.

According to NASSCOM, Pune hosts 264 start-ups. However, Angel List, one of the leading portals putting start-ups directory and job listings, Pune is home to around 400+ well-known and lesser known start-ups.

Most of the Pune-based start-ups have managed to raise massive funding rounds which include Pubmatic ($45 million in Series C), Druva ($25 million in Series D), Helpshift ($10 million in Series A), Sapience ($7 million), Firstcry ($26 million in Series D) and Swipe Telecom ($10 million in Series A).

Apart from acquiring funding, the brightest of the lot were acquired by national or global players. Pune-based Dhingana was acquired by Rdio, TastyKhana was acquired by FoodPanda, while True Sparrow was acquired by Fab.com.

ASSOCHAM carried out an Eco Pulse Study in tier II cities on eight parameters viz. social infrastructure, infrastructure availability, real estate cost and availability, transportation facility (connectivity), presence of quality educational institutes, employment opportunity, facility of fi nancial services and business environment. Pune, Ahmedabad, Chandigarh and Lucknow were analysed and Pune was declared a winner in the report titled ‘The 7th Emerging Metro City’.

MOST PREFERRED EDUCATION HUB

Christened the ‘Oxford of the East’ by Pandit Jawaharlal Nehru, Pune has had a rich legacy in education. The city always had an intrinsic connection with

theatre, music, art and literature and has been a centre of learning and research in virtually all fi elds. Today, the city is home to leading institutes of engineering, management, defense, science, medical, commerce and law.

Savitribai Phule Pune University (SPPU) is the second largest university in India with 889 affi liated colleges. Besides SPPU, Pune is home to more than 8 private deemed universities with some having century old legacy. College of Engineering, Pune (CoEP) is one of the oldest engineering institutes in Asia. Pune is preferred not only by Maharashtrian and Indian students but also by students outside India. Of all the foreign students travelling to India for education, about 45% come to Pune.

THE PROMISING HOSPITALITY HUB OF INDIA

The IT Parks situated in Hinjewadi, Talawade and Kharadi have become the epicenters of hospitality industry’s growth in Pune. These areas attract the

attention of global players and drive traffi c to the city. With new businesses entering the market, the conference, conventions and events market too is expected to gradually swell further and boost the ever-increasing hospitality sector. Furthermore, the proposed international airport at Rajgurunagar (close to Chakan) is going to help the hospitality industry in years to come.

The 2015 HVS report has confi rmed that the second highest year-on-year growth in occupancy in India was registered by Pune (8.4 %), with Hyderabad (9.1%) occupying the fi rst place. The report further indicates that Pune used to have an inventory of around 777 hotel rooms across all categories in 2006-07. In less than a decade, the inventory has seen a near 8-fold surge. Pune now has an active inventory of 6,197 hotel rooms across all categories. Over next fi ve years, 2,000 more rooms are expected to get added to this tally.

This is a much needed growth for a city that is traditionally regarded as a manufacturing base for major automobile companies. The city is lately expanding along its eastern and western peripheries viz. Kharadi and Hinjewadi and is transforming into a major IT/ITeS and biotech centre. Scattered commercial development has led to the creation of multiple hospitality clusters in the city with their respective neighbouring areas acting as primary feeders.

2,005 additional hotel rooms (1,300 under active development) are going to support the growth trajectory of the sector over next fi ve years. A majority of this supply is anticipated in the Hinjewadi area, and thus, occupancy and average rates are likely to remain muffl ed in the short term.

AN IMPORTANT MANUFACTURING BASE

Ample availability of skilled manpower and presence of quality infrastructure make Pune a major industrial destination in the country.

Apart from being an established IT/ITeS destination, Pune has also evolved into a major manufacturing hub, especially with respect to the automobiles and engineering sector. Pune’s industrial pockets are primarily located in Pimpri, Chinchwad, Talegaon, Chakan, Khed and Ranjangaon. Some industries are also based in Pirangut and Kurkumbh.

Incidentally, both, centre and state governments have been pushing Pune to emerge as a major manufacturing destination in India. Chief Minister Devendra Fadnavis’ active participation in the ‘World Economic Forum’ summit at Davos in Switzerland held in early 2015 and in the ‘Make in India’ initiative has brought cheer for Pune. The CM successfully clinched many key investments and corporate deals with multinationals, which are expected to generate over 20,000 jobs in the state, especially in the automobile and IT sectors.

Last couple of years witnessed major investments in the manufacturing sector. In January 2015, Volkswagen India kickstarted its 240 crore assembly plant in Chakan. In June 2015, German Automaker Mercedes Benz doubled its Pune plant’s capacity with additional 1,000 crore investment. And in June 2016, Force Motors launched a new plant in Chakan for producing engines and axles for Mercedes Benz India. The facility has seen investment worth 100 crore.

RING ROAD

The proposed Ring Road is approximately 170 km long and is divided into 4 parts to divert vehicular traffi c from coming in from adjoining cities and passing through the city. The six-lane ring road is expected to have two service lanes, a 7.5 km elevated road and a 12-km tunnel. This road would connect fringes of Pune, Pimpri Chinchwad, Kesnand, Lonikand, Tulapur, Murkal, Alandi, Dehu, Kiwale, Wakad, Baner, Pashan, Chandni Chowk, Katraj, Undri, Pisoli, Holkarwadi, and Wadki which would take care of vehicles travelling towards Solapur, Ahmednagar, Nashik and other outbound traffi c. The preparation of a detailed project report is underway and the project is expected to see completion by 2020.

PCMC INFRASTRUCTURE

CONNECTIVITY TO HINJEWADI

Pimpri-Chinchwad Municipal Corporation (PCMC) is already known to have world-class infrastructure with respect to the road network which provides uninhibited access to various areas in this region. the PCMC is developing an international convention centre on 200-acre land in Moshi. The convention centre will attract massive amount of hospitality, retail and tourism development. The centre is expected to become fully operational by 2025.

While the road from Sus to Hinjewadi Phase 3 has already become operational; plans are upbeat to connect Hinjewadi via Baner-Balewadi road to improve the existing accessibility to Hinjewadi which will benefi t all those who travel to the three phases of the IT Park. the Metro connectivity proposal by PMRDA, if approved, will further enhance the connectivity.

IN ADDITION TO THESE DEVELOPMENTS, REAL ESTATE DYNAMICS OF THE CITY HAVE IMPROVED OWING TO NUMEROUS FLYOVERS, RAILWAY OVERBRIDGES, GRADE SEPARATERS AND SUBWAYS BEING CONSTRUCTED IN DIFFERENT PARTS OF THE CITY SUCH AS SHIVAJINAGAR, SWARGATE, SINHAGAD ROAD, B. BY 2020, PUNE’S GDP IS EXPECTED TO ATTAIN A FIGURE OF US$ 76 BILLION AND IT WILL BE THE 97TH RICHEST CITY IN THE WORLD AND 8TH IN INDIA.

The New Pune International Airport is a greenfi eld airport project under development near Rajgurunagar (Khed). The Maharashtra Airport Development Company Ltd. (MADC) plans to develop an airport on 1,200 hectares of land to meet the domestic and international air traffi c demand of over 2 crore passengers per year.

Apart from this, the existing Pune International Airport got additonal 15.84 acre of defense land for expansion. This will help the Airports Authority of India (AAI) to ease the current air traffi c vows and serve over 55 lakh passengers annually.

BUS RAPID TRANSIT SYSTEM (BRTS) PUNE METRO PROJECTThe BRTS in Pune connects various prime areas and is aimed at decongesting the traffi c on main routes within the city. The BRTS on Aundh - Ravet and Sangamwadi - Vishrantwadi routes became operational in 2015; while rest of the bus routes (Kalewadi Phata - Dehu - Alandi, Nashik Phata - Wakad, Nigdi - Dapodi, Nagar Road) are expected to be completed by 2016-17.The Pune Municipal Corporation (PMC) has created a detailed roadmap of 98 km BRTS and currently runs 660 buses on the operational corridors daily.

The Pune Municipal Corporation (PMC) has submitted the proposal to the Union government to make provisions in the annual budget for the Metro project under which a Special Purpose Vehicle (SPV) - Pune Metro Rail Corporation (PMRC) will be formed, to execute the project. It will be executed in the form of 2 lines running across North-South (PCMC - Shivajinagar - Swargate) and East-West (Ramwadi - Pune Station - Vanaz) of the city. The project is currently at pre-bidding stage and is expected to complete post-2020. In addition, the newly constituted Pune Metropolitan Region Development Authority (PMRDA) has proposed another line connecting the busiest IT cluster of Hinjewadi to Shivajinagar in Central Pune.

Pune offers better gross rental yields on residential properties Kothrud witnessed highest gross rental yield of 4% in the fi rst quarter of 2016. Eastern suburbs like Kharadi, Hadapsar, Wagholi and western suburbs like Hinjewadi, Wakad, Baner have high rental demand coupled with high availability. The average gross rental yield in these areas is between 2.5 to 4%. Of the areas witnessing rapid growth in gross rental yield. Ambegaon witnessed highest growth of 15% during the fi rst quarter of 2016. Current gross rental yield in Ambegaon is 2.8% according to CommonFloor’s Rental Tracker.

PLANNED DEVELOPMENT APPROACH The jurisdiction of Pune Municipal Corporation is restricted

to city limits and ensuring the development of fringe areas is not its responsibility. Being IT Capital of the state, Pune sees an infl ux of people from all across the country. The prime objective of PMRDA is to accommodate this growth and ease the burden on the fringe areas. After taking the charge as Chief Minister of the State, Devendra Fadnavis announced formation of Pune Metropolitan Region Development Authority (PMRDA) at the onset of 2015 to meet the infrastructural demand of this ever-increasing metropolis.

PMRDA consist 2 Municipal Corporations – Pune and Pimpri-Chinchwad, 3 cantonment board areas – Pune, Khadki and Dehu Road and 6 talukas of Pune district – Maval, Pune, parts of Haveli, Bhor, Daund, Shirur, Mulshi and Khed. Pune, being closer to Mumbai, was always at an advantageous position. PMRDA will further increase its potential to attract global players. The day is not far, when Pune will be regarded as the next Economic Capital of Maharashtra.

PUNE IS RANKED AT NO. 43 IN THE LIST OF 100 LARGEST CITIES AND URBAN AREAS BY 2020. THE CITY WILL BE HOME TO MORE THAN 75 LAKH CITIZENS BY THEN.

PMRDA: REVITALIZING PUNE’S GROWTH POTENTIALTo ensure integrated development of Pune and its surroundings, the state government established Pune Metropolitan Region Development Authority (PMRDA) in early 2015. Within a year of its formation, PMRDA’s jurisdiction was extended to 6,617 sq. km. This made Pune urban agglomeration the state’s largest, ensuring the city’s growth in right direction and at right pace.

The PMRDA will technically end the subsistence of Pimpri-Chinchwad New Township Development

Authority (PCNTDA). PCNTDA is credited with the remarkable planned development of the Pradhikaran area in PCMC. The PMRDA aims to bring the same results over a much larger operational domain.

Apart from transportation, PMRDA will help in planned development of colossal landmass

for residential and commercial purpose. It will also help establish supporting infrastructure such as electricity, water supply, sewerage and internal roads. Thereafter, they will be released for development under a newly-formulated development plan (DP) and regional plan (RP) which will replace all previous plans. This developmental approach will have a refl ective effect on the property market in the Pune region.

The price of land as well as any kind of built-up property will rise substantially and the region will attract further domestic as well as foreign investments. PCMC – which already houses several global manufacturing giants - will be able to attract more such industries. This will lead to employment growth thereby fuelling commercial and residential space requirements.

PEOPLE’S PARTICIPATION ADD JEWEL IN PUNE’S CROWN

PUNE IN ROCKEFELLER LIST OF 100 MOST ‘RESILIENT CITIES’US-based Rockefeller Foundation helps cities around the

world become more resilient to social, economic and physical challenges that are growing part of the 21st century. Pune found a place in its list of 100 most resilient cities across the world. The city was chosen from among more than 325 applicants on the basis of their willingness, ability and need to become resilient in the face of future challenges.

The selection has made the city eligible to receive funding to hire a Chief Resilience Offi cer, who will lead the city’s resilience-building process and engage stakeholders from across different government agencies, public and private sectors and various communities to incorporate diverse perspective and knowledge.

The city will also receive technical support to develop a resilience strategy that refl ects the city’s distinct needs and support and services needed towards implementing that strategy.

Other cities from India that have been included in the list are Surat, Bengaluru, Chennai and Jaipur.

ENVIRONMENT FRIENDLY CITY While embracing development, one needs to be

careful of protecting green cover. Pune Municipal Corporation (PMC) has achieved enormous success in developing eco-friendly city by implementing several environment friendly schemes.

Three Indian cities - Pune, Rajkot and Thane participated in the Earth Hour City Challenge 2015 competition organized by World Wildlife Fund (WWF). The city got selected for the competition on the basis of integrated public transport system forecasting the requirements of next 30 years, various energy-saver schemes, encouragement for the use of CNG in PMP buses and auto-rickshaws to make public transportation pollution-free and the maiden civic body in India implementing innovative ‘Eco-Housing’.

Seoul (South Korea) won the ‘Global Earth Hour Capital’ award while Thane became the ‘National Earth Hour Capital’. Incidentally, Pune’s efforts in adopting eco-friendly measures were specifi cally mentioned in the award distribution ceremony of Earth Hour City Challenge 2015.

CHINA AND INDIA WILL SEE 50 NEW SUSTAINABLE CITIES BY 2020; PUNE IS ONE OF THEM.

PUNE: LEADING THE WAY

Janaagraha, a Bengaluru-based NGO surveyed 21 cities across 18 states

in India and published a report titled, ‘Annual Survey of India’s City Systems, 2015’. Each city was scrutinized on parameters like city development plan, resources, peoples’ participation, transparency and political leadership.

While most of the cities fail to

maintain their erstwhile rankings, with consistent performance at different governance parameters, Pune improved its ranking to 4 from erstwhile 8. Highlights from Janaagraha’s 2015 report that signifi es Pune’s growth story : Pune scored 4.6 points for investing

adequate funds in public infrastructure and services by surpassing major

cities like Ahmedabad (3.8), Bengaluru (1.7) and Hyderabad (3).

Pune’s score in having adequate number of skilled human resources is (5.5) even more than New Delhi (3.8).

Being a leading IT hub, Pune scored 5 points in making optimum use of IT in governance, which is remarkable than cyber cities like Bengaluru (3.9) and

Hyderabad (1.7). With a score of 9.3 out of 10, Pune is

a truly democratic city of India as only Thiruvananthpuram (9.5) is ahead of the city. Pune overtakes all prominent metros and state capitals when it comes to ensuring democratic values in the governance.

PUNE OFFERS BEST QUALITY LIFE

According to recently published Mercer’s Quality Living Rankings 2016, Pune is

a far better Indian city than major metro cities like Mumbai and Delhi when it comes to live a quality life.

While Hyderabad emerged as the best Indian city (139th ) followed by Pune (144th ), both Mumbai (152nd ) and New Delhi (161st ) could not manage to get position in the fi rst 150 global cities.

In its 2014 report, Mercer highlighted Pune amongst the top 8 fastest developing cities in the world. The survey had prominently mentioned Pune as new destination for industrial and fi nancial investments explaining how the city has favourable infrastructure for the IT and Automobile sector.
