Congratulations To The 2014 Award Winners The Chamber would like to congratulate the winners of Small Business of the Year, Business of the Year and Citizen of the Year announced at the Chamber Banquet on January 31st. They are:
Citizen of the Year: Bill Byers Bill Byers is a lifelong resident of the community who has served in multiple leadership
positions throughout the Grand Valley. A former Chairman of the Board for the Grand Junction Area Chamber, Bill is still active as the Chair of Governmental Affairs for the Fruita Chamber. He was Chairman of the Trustees for Family Health West in 2012, sits on the CMU President’s Advisory Council and is active in leadership roles within his church and the Republican Party. While his community service credentials are impressive, even more impressive were the numerous testimonials that portrayed this man as someone who “has your back”, is a good neighbor, a good friend and someone who works to make Mesa County a better place to live.
Small Business of the Year: GJ Rockies Baseball
The GJ Rockies Baseball organization is a relative newcomer to the
Grand Junction business community and most people focus on the amazing entertainment venue that is now available to area residents and tourists. But this minor league baseball organization is different in that it sees itself as part of the community with a responsibility to give back. From baseball camps for area youth in January to purchasing baseball and softball uniforms for area high schools the
GJ Rockies are engaged. The Rockies are committed to make an ongoing annual gift to the NJCAA World Series played annually each year in Grand Junction, Colo., with a substantial monetary contribution per year that is earmarked for the capital building and remodel plan for Suplizio Field. They were recognized at the national level as recipients of the John Henry Moss Community Service award, an award for which they competed against over 70 other minor league baseball clubs.
Business of the Year: Home Loan
Home Loan has been a successful business in the Grand Junction Area since 1898 and was recognized as Business of the Year in early 1993. Since then there has been a change in overall leadership, growth in employment and the creation of a foundation that has given over $1.2 million dollars to no less than 57 different charities and organizations. Not content to simply give monetary contributions, principals and employees alike give generously of their time. A business that has been around for over 115 years and continues to support the community in this fashion deserves this kind of recognition more than once!
Young Professional of the Year: Evan Walton.
Evan Walton, FCI Constructors. A graduate of the 2011-2012 Mesa County Leadership Class, Evan is membership director of the Grand Junction Lions Club, Board Member of Associated Builders and Contractors and a member of SCRUBS, St. Mary’s Hospital.
Chairman’s Column by Greg Motz
We Mean Business! I want to start by thanking all of you who helped make the Chamber Annual Banquet a success on January 31st. It was gratifying to see so many members coming together to celebrate this
Chamber and what it does. My congratulations go out to this year’s winners as well. Bill Byers, Home Loan and Insurance/Home Loan State Bank and newcomer GJ Rockies, you all contribute to making this a vibrant and growing community. We are lucky to have you. But the staff and committees did much more than plan a party for 800 of its biggest supporters last month. We hit the ground running on a number of fronts related to our 2014 business plan. First and foremost, with the Colorado General Assembly in session our Governmental Affairs Committee and Board took positions on no less than eight bills which has to be some sort of record for the month of January. We supported a bill that could expand jobs in our wineries and opposed a bill that would add to our unfunded debt in the Unemployment Fund just to name a couple of examples. In addition, we closely monitored the bipartisan effort that is growing to allow for remote testimony on bills and in public hearings that occur at the Capitol. This is our number one priority for this year and we hope to increase our voice and our participation on issues that matter to all of us without the hassles of travel related weather and incidents that have stymied our attempts at involvement in the past. Our Energy and Economic Development Committee is taking on a new role to seek out economic development opportunities related to energy that go beyond pulling the natural resources out of the ground and putting it in a pipeline. They have already begun fact finding associated with this new charge.
And I am pleased to report that we have reached out to many of our economic development partners including GJEP, Incubator, CMU, City and County to begin a process of developing a new Mesa County Economic Development Plan. While we have many individual efforts already underway, it is imperative that we work together toward some joint goals and strategies if we are to be successful in putting this economy on more stable footing that can lead to job growth. It’s an exciting time to be a part of the Chamber and I want to issue a personal invitation to get involved with us in 2014. Join a committee, attend our events and let us know how we can better serve you, because at the end of the day the Chamber is not a building at 4th and Grand…it is you and I working together to build business.

Seeking to be a platform and catalyst for business development and success, the Grand Junction Chamber of Commerce is introducing an online education center for our business members and their employees to access from anywhere…anytime, 24/7. This is more than “how to” videos and webinars. The Grand Junction Chamber eLearning Center combines online courses that include lectures, simulations and case studies with a Learning Management System for our local training companies and subject matter experts to create online courses for our business community and their employees to access online. The Grand Junction Chamber now has a platform to support businesses at any stage in their development. Global Classroom will be equipping the Grand Junction Chamber with an “on demand” eLearning Center library that includes courses and certifications for business development and career readiness. As of this writing the Governmental Affairs Committee of the Chamber has met just once in the new year but they have already taken positions on eight bills that can affect the vitality of our business community in one way or another. Shown below are those bills and our position:
HB14-1034: (Williams/Jahn) Concerning the Creation of a Wine Packaging Permit to Allow Certain Alcohol Beverages Licensees to Package Wine Produced by Another Wine Manufacturer: This bill creates a wine packaging permit to allow wineries to package wine from another manufacturer as long as the federal excise tax has been paid on the wine. Our local wineries have asked that we support this bill because it would allow them to mix wines and package them in Mesa County. Action Support: Support
HB14-1014 (DelGrosso, Kraft-Tharpe/Heath, Scheffel) Modify Job Growth Incentive Tax Credit: This bill modifies the job growth incentive tax credit by extending the tax credit claim period from 60 months to 96 months, lowering the average wage match from 110% to 100%, and changing the threshold for commission’s approval of a project to substantial factor.Action: SupportRationale: Economic development is needed in our area and this proposal builds onto a well proven economic development tool for the state.
HB14-1015: (Kraft-Tharp/Kerr) Extend Traditional Jobs Program: Under current law the Department of Human Services must administer a transitional jobs program through December 30, 2014, this bill would extend that program to December 30, 2016. Action: Support with the encouragement that an extension of internship lengths are offered.Rationale: This has been a pilot program for the state and has been working to help people move from public assistance into jobs. Mesa County has used this model for many years and it has been successful. HB14-1016 (Ryden, Garner/Todd, Grantham) Procurement Technical Assistant Services: This bill establishes a Procurement Technical Assistance to support Colorado companies in their efforts to secure business opportunities with the federal government. The program will be administered by the Office of Economic Development and International Trade and will be funded up to 25% from the state, 25% from a qualified entity and 50% from the federal government.Action: SupportRationale: The program creates opportunities for small businesses in Colorado. It also opens a door for federal funding to help connect our small businesses with government agencies especially with military installations. HB14-1033 (Szabo/Tochtrop) State Agency Requirements for Regulatory Requirements on Small Business: The bill directs sate regulatory authorities to issue a written warning rather than a fine to any small business in violation of a new rule of the agency so long as the violation is not related to health or safety.Action: Actively SupportRationale: The Chamber has guidelines that support the removal of undue and burdensome regulations on industry.
SB14-057 (Heath/Hullinghorst) Continuation of Enhanced State Unemployment Insurance Benefits for Unemployed Individuals Participating in Approved Training Programs: Currently enhanced unemployment insurance benefits for unemployed individuals participating in approved training programs are set to expire June 30, 2014. This bill extends the availability of enhanced benefits through June 2017, and obligates the Department of Labor and Employment to authorize up to $4 million per year during the next fiscal years to pay for the unemployment compensation benefits.Action: OpposeRationale: The Chamber Guidelines for Unemployment Insurance do not support extended benefits, in fact they call for a graduated reduction in benefits to 26 weeks.

Early Registration for Danube Extended!
The Chamber just learned that the early registration deadline for an Amazing Danube River Cruise has been extended to February 28th. The ten day trip leaves Grand Junction on October 14th and includes a stopover in Munich and seven days of sailing on a small 120 passenger ship that is just three years old. Ports of call include Vienna, Budapest, Bratislava, Dumstein, Melk Abbey and Passau. Trip prices including air fare, cruise with all meals included, city tours and fuel charges begin at $4,131. Similar trips typically charge more than $1,000 more. Prices increase by $800 or more per passenger if booked after February 28th.
