The Erie County CISM Team is a team of peer support personnel (dispatch, nurse, physician, EMT, paramedic, fire/rescue, industrial, police, probation, military, and corrections) and professional support personnel (mental health, clergy). The goals of the Erie County CISM Team are: *to lessen the impact of traumatic stress *to accelerate the recovery from stressful events *to educate about stress reactions and coping techniques WHAT? Critical Incident Stress Management (CISM) techniques include a variety of interventions which accelerate the rate of normal recovery in normal people who are having normal reactions to an abnormal event. They are designed to reduce stress and enhance recovery. CISM also promotes group cohesion and team cooperation. CISM interventions educate people about stress, reactions, and coping techniques. The services include: The services include: 1. Pre-Crisis Preparation – Educational programs are available and can be scheduled around existing drill nights or team training times. Topics include stress, stress effects, coping strategies, critical incident stress, CISD, disaster response, etc. 2. Large Groups Briefings/Demobilizations – Educational information on stress reactions and coping techniques may be provided to groups who have been directly or indirectly exposed to the traumatic events. 3. 1:1/Individual Crisis Intervention – One on one intervention and information may be provided to emergency personnel only. 4. Debriefings (CISD) – A group meeting/discussion about a critical incident designed to lessen the impact of the event and promote recovery. They are run by a specially trained team and take place 1-14 days after the event. 5. Defusings – A small group process following a critical incident. It is a shortened version of the CISD and takes place as early as possible after the event (3-8 hrs). 6. Family Support/Organizational Consultation – A variety of services can be tailored for significant others of those who have experienced a critical incident or the organization they belong to. 7. Follow-Up Services/Referrals – Follow-up services may include telephone calls, station visits, one-one-one services, referrals, and any other helpful outreach programs.

WHERE? CISM techniques can take place in practically any private, quiet, comfortable location. Town halls have often been used. Fire halls with private rooms that would not be affected by a call are acceptable. Whenever possible, departments should provide refreshments for AFTER the service. This allows for more informal contact and discussion. Fresh fruit and vegetables and juice are recommended. Cookies and cake may help to entice participants. WHEN? Requests for CISM services can be made 24 hours/day, 7 days/week. It is best to call as soon as you realize a CISM service is needed. Please have a date and time in mind that would be convenient for your group. CISM Team members will then be contacted so services can be arranged. It is NOT a good idea to hold a CISM service immediately following an event (unless it’s a mass disaster or line of duty death). It typically takes about a day or two for individuals to be ready to discuss their reactions. Two or three days post incident is recommended, however this depends on the nature of the event, level of distress, scheduling considerations, etc. It is not unusual for the CISM service to occur days or weeks after an incident. WHY? Early intervention after critical incidents can prevent future emotional problems. Proper intervention can decrease claims for disability and early retirement and can decrease the costs of absenteeism, medical treatment and litigation. CISM not only saves careers, marriages and lives, it saves money. CISM is a vital way for departments to demonstrate support for its members. HOW? 1) CISM services can be requested anytime by calling 814-451-2232 2) During this call a screening will be done to gather as much information as needed (what happened, how many involved, what service is being requested) There is no cost for any of the CISM services. SUGGESTIONS FOR COMMAND/THOSE REQUESTING SERVICES A debriefing (CISD) is the most requested service. 1) CISD is NOT an investigative process. 2) CISD is NOT therapy. 3) CISD is strictly confidential. No note taking or recording of any type permitted. 4) Explain to the participants that it CISM is designed to lessen the impact of a critical incident. 5) You should encourage personnel to attend and/or mandate if necessary. 6) If some personnel are resistant, you can tell them that their participation is very important and even though they personally may not need to discuss the incident, their participation will help others. 7) No one will be forced to speak during a CISM service. 8) Only personnel directly involved in the incident will be permitted to attend debriefings. 9) During debriefings pagers must be turned off and personnel will be unable to respond to calls for the duration of the meeting.

Two fire department representatives of each of the eight fire departments listed below comprise the West County Paramedic Association Board of Directors. West County Paramedic Association provides Advanced Life Support to the following departments: Albion Fire Department A. F. Dobler Hose Fire Dept. Cranesville Fire Department Lake City Fire Department Platea Fire Department Fairview Fire Department Springfield Fire Department Lake Shore Fire department Mutual aid provided to neighboring communities when requested. STAFFING Primary ALS Unit (Medic One) staffed 24 hours per day - seven days per week. 1 paramedic and 1 EMT are presently utilized for simultaneous dispatch with West County Fire Departments requesting such dispatch. Other hours available with on call backup crew. Medic 3 stationed at Fairview St. 53 – Staffed 24 hrs per day – 7 days per week.
