Ran from 9:55 am to 1:00 pm. CURRENT STATUS - 75% of Primary and Secondary roads are completed. Work began on Residential Streets one week ago. It is anticipated that Residential Streets will be completed within 45 to 60 days (end of June). CREWS working to fill pot holes: There are four types of CREWS and methods deployed. 1) HOT ASPHALT - 12 crews began on March 19th. They are working one 1st shoft from 7:30 am - 3:30 pm. 2) COLD PATCH - 6 to 8 crews worked through the winter months on emergency repairs, and continue to work on patching pot holes during 1st (8:00 am - 4:00 pm) and 3rd Shift (12:00 midnight - 8:00 am). 3) DURAPATCH - 2 crews working one shift from 7:30 to 3:30 pm. Durapatch Crews do patches on cement streets and utilize City generated recycled asphalt. 4) POTHOLE KILLER - began with 1 truck on March 11th and now have 3 trucks working 1 shift from 7:00 to 5:00 pm, 7 days per week. Can apply up to 10 tons of materials per day per truck. Contract cost is $235K, 1,100 hours total. Appx half way through the contract. DETAILS OF WORK BY TYPE OF CREW: 1) HOT ASPHALT - There are 12 hot asphalt crews, working 6-service districts from 7:30 to 3:30 pm. The hot asphalt plants opened on March 20th. They are generally opened from 7:00 to 5:00 pm. There are no 2nd shift crews. When asked about working a 2nd shift crew, the Administration claims that it would cost too much, i.e., 8-hour payment for 4-hours of work NOTE: a crew works 6 to 8 tons of material per shift, and a truck can typically cary 6 tons. The Administration stated a truck of hot asphalt has to be utilized within approximately 4 hours. CREW: 1 Truck Driver; 2 to 3 Laborers; 1 Heavy Equipment Operator; 1 Supervisor/vehicle to oversee crew. 2) COLD PATCH - INFO TO FOLLOW. 3) DURAPATCH - 2 crew members, this method requires two days of above freezing conditions, preferred 40 degrees or above. 4) POTHOLE KILLER - 1 person operator. CRACK SEAL - 3-crews will begin when caught up on pot-holes. MORE INFO: - $1 million budget for overtime, no info on what has been expended.

- there are separate crews that will be assigned to clear bridge sidewalks of debris and stones, no date given for when this will begin. - Street Sweeping: No confirmation of # of equipment or start date for service. - Residents are encouraged to report potholes to 216.664.2510. REQUEST FROM COUNCIL FOR MORE DETAILS 1) List by Crew and Service Districts (6), of the amount of materials utilized and miles of streets repaired. List by day or by week providing some detail of performance per crew and district. NOTE: It was confirmed that although there are normally 2-crews per each of the 6-service districts, there are time when crews across the City are pooled and placed on priority work in specific areas of the City, scheduling and frequency of pooling crews was not provided. 2) Schedule for cleaning bridges and street sweeping 3) Budget spend/unspent for $1 million overtime ADDITIONAL: more questions as to staffing, seasonal staff, street cleaning, use of cold patch vs. DuraPatch in warmer weather etc... My main complaint is that although the Administration reports on past performance. They have not been responsive in reporting approximate service delivery, i.e., how long will it take to get my pot hole or street completed. Today was the first day the Administration gave a time estimate of 45 to 60 days for residential streets to be completed. There is still no explanation of the strategies for completing streets per each District.
