Renovation, Addition, Alteration, Structural Strengthening & Interior design of Heritage Structures Jal Lakshan, Jal Kiran, Jal Chintan (Point) Bungalows & Renovation / Reconstruction of Darbar Hall At Rajbhavan, Mumbai.

Government of Maharashtra invites you for participation in Idea Competition for the above works. This document is intended to facilitate Architects to prepare and submit Detailed Design Proposals (hereinafter referred to as the “Proposal”) consisting of the deliverables indicated under “List of Deliverables” for the competition

I. INTRODUCTION The Government of Maharashtra intends to Renovation, Addition, Alteration, Structural Strengthening & Interior design of Heritage Structures Jal Lakshan, Jal Kiran, Jal Chintan (Point) Bungalows & Renovation / Reconstruction of Darbar Hall At Rajbhavan, Mumbai.

In the design criteria, deployment of new technologies, methods of energy

conservation, use of eco-friendly materials and ease of maintenance etc are to be given due consideration, which shall include ,interalia :-

i. Efficient water supply & sanitary fittings and fixtures ii. Energy efficient electrical fittings & fixtures iii. Eco friendly building materials iv. Building materials which are easy for maintenance v. Norms of the Municipal Corporation of Greater Mumbai, Heritage Building

The eligibility criterion for appointment is as below :-

1) Eligibility, Qualification and Experience Criteria for Architectural Firm :- 1. Architects i.e. those who are registered with the Council of Architecture under the Architects Act, 1972

with valid registration of the Council of Architecture on the date of announcement of the competition and thereafter.

2. Firms in which a partner shall be registered with the Council of Architecture under the Architects Act,

1972 on the date of announcement of the competition and thereafter. 3. Neither the member of the Board of Assessor/s engaged for the competition nor any of their associates,

partner or employee shall compete, assist a competitor or act as an architect or joint architect for the competition project.

4. Should have experience in Planning of Heritage Building along with all services of 1500.00 Square

Meter and above area. Competitor may be requested to submit a proof of qualification, copy of his valid Registration certificate issued by the Council of Architecture.

The Architectural firm fulfilling the above criteria are invited to submit their Expression of interest (EOI) and provide full detailed information on eligibility, Qualification and experience in design. The Architectural firm

should submit a detailed conceptual design for approximate built up area of 1500.00 Square Meter. For

Renovation, Addition, Alteration, Structural Strengthening & Interior design of Heritage Structures Jal Laxan, Jal Kiran, Jal Chintan (Point) Bungalows & Renovation / Reconstruction of Darbar Hall


As per requirements stated in the REQUEST FOR PROPOSAL (RFP.) document. THE DESIGN

MUST BE BASED ON HERITAGE BUILDING PRINCIPLES.

The selection of the Architectural firm will be made by "BOARD OF ASSESSORS" appointed by the Govt. of Maharashtra on the basis of the conceptual design of the project. (This Notice is available on P.W.D. website www.mahapwd.com) The REQUEST FOR PROPOSAL (RFP.) document can be

downloaded from maharashtra.etenders.in from Dt. 16/07/2016 at 10:00 am. to Dt.16/08/2016 at 11:00

pm.

The complete RFP Covering (Envelop 1) eligibility, Qualification cum experience criteria stated and

II.PRE-QUALIFICATION REQUIREMENT:

Eligibility, Qualification & Experience Criteria for Architect / Architectural Firm

The Architecture / Architectural Firm...

1. Should have valid registration as Architect from Council of Architecture, New Delhi and shall submit Proof of registration with Council of Architecture. Name, address of firm with details of key personnel.

2. Should be experienced in designing projects of Renovation internally , externally and interior design of Heritage buildings.

3. Should have worked as Architect for at least one completed project of 1500.00 sqm.or more, built up area.

4. Should have well experienced Team of Architects, structural engineers, site engineers, experts in other fields like Heritage Work, HVAC, Lighting, Liaisoning Officers, Interior designer, plumbing consultancy, etc.

5. Should have capacity to liaison with various Statutory Authorities &

Government Agencies.

6. Should submit the Photocopies of Income Tax Clearance certificate for the last 3 years showing the yearly turnover & service tax Registration.

7. Submit the Photocopies of the Registration with the council of Architecture

(Attach Certificates).

8. Should submit the Copy of the List of works executed during the last 5 years with details of scope of work performed along with copies of completion certificate from clients / employees along with photographic evidence in support of the kind of building work done and quality of work executed.

9. Should submit the Details of in-house facilities available along with

Details of software being used.

All Xerox copies of above document should be self attested .

IV. SCOPE OF WORK OF THE ARCHITECT / ARCHITECTURAL FIRM

1. To prepare drawings of the Proposed works including Plan. Elevation, Sections, Based on HERITAGE BUILDING CONCEPT. Along with the specifications, final layout, designing, construction methodology and schedules.

2. The drawings of the building shall comply with recommendation of Heritage

committee

3. Preparation of Room wise interior decoration plans, working details and detailed

specifications for furniture work.

4. Internal layout of Electrification and lighting design, Heat, ventilation and Air conditioning system.(HVAC)

5. Preparing proposal for graphic signage, acoustical works, incidental plumbing, fire

fighting and sanitation work.

Selected Architectural firm shall provide following Partial services

1. Architectural services including plumbing, electrical, HVAC services, sanitation,

firefighting etc.

2. Interior details Architectural services.

3. Heritage building conservation Committee, Coastal Regulation Zone (CRZ), BMC

building permission, commencement certificate & completion certificate and all other

necessary approvals.

4. Structural Strengthening as per consultant’s audit report.

5. Periodical visit for supervision of works.

6. Fees will be paid for partial services rendered as per council of architecture

INSTRUCTIONS TO APPLICANTS

1. Architectural firm are required to submit their applications in the prescribed format and with full particulars, giving details about their organization, experience, technical personnel in their organization, which will be kept confidential.

2. Each page of the application shall be signed. The application shall be signed by person/persons on behalf of the organization having necessary authorization /Power of Attorney to do so.

3. If the space in the proforma is insufficient for furnishing full details, such information may be supplemented on separate sheets of paper, stating therein the part of the proforma and serial number. Separate sheets shall be used for each part, and a proper reference with page number must be indicated in the main form of application. The applicant should, however, enclose the application form collected from the Executive Engineer P.W.Division, Pune. or downloaded from website along with the application.

4. Applications containing false and/or inadequate information will be liable for rejection.

5. While filling up the application with regard to the list of important projects completed or in hand, the applicants shall include projects relating to institutional /commercial /public buildings costing not less than Rs.1500.00 lakhs each and shall mention all features and services of the project handled by the applicant such as number of storey of the building, services provided such as furnishing work, air-conditioning system, access control system and surveillance etc.

7. Architectural firms are requested to visit the site before submitting their proposal to acquaint themselves with the site conditions to study the existing Heritage Structures and their structural audit report.

8. Applicants shall furnish documentary evidence / certificates in support of their claim of work undertaken and work in hand, failing which the application will be liable for rejection.

9. Decision of the Board of Assessors regard to pre-qualification of Architects shall be final and the Board reserves the right to reject any or all applications without assigning any reason thereto.

Manner of submission of RFP and its accompaniments.- The Architects shall submit the RFP and documents in two separate envelopes as below.

1) Envelope No..1 (Documents)

ENVELOPE No.1 (Documents) shall contain all the documents required for

prequalification, full particulars of the Architecture / Architectural firm etc.

1. At least one completed Heritage Building project of 1500 Square Meter or more

built up area as per Local Authority Bylaws.

2. Experienced Team of Architects, structural engineers, site engineers, experts in

other fields like HVAC, Fire Frightening, Lighting, Liaisoning Officers, Interior

Designers, plumbing consultancy, etc.

3. Photocopies of Income Tax Clearance certificate for the last 3 years showing the

yearly turnover and Service Tax Registration.

4. The Photocopies of the valid Registration with the council of Architecture (Attach

Certificates).

5. The Details of maximum value of work done in single contract during the last 5

years. (Attach Certificate of Employer)

6. The List of works executed during the last 3 years with details of scope of work

performed along with copies of completion certificate from clients / employees

along with photographic evidence in support of the kind of building work done and

quality of work executed.

7. The Details of in-house facilities available along with details of Software being used.

Each page in envelope No.1 shall be signed .These shall be signed by the person/persons on behalf of organization having necessary authorization / power of attorney to do so.

2) Envelope No.2 (conceptual Design )

Envelope No.2 (Conceptual Design) shall contain only the Idea / conceptual design only.

Envelope No.2:- Envelope No.2 shall be opened only after the evaluation of eligible

Competitor.
