Intercity route network
Competent authorities
Ministry of Transport Public Transport Board confirms regional route network and its amendments, decides on the
opening of experimental routes (voyages) and after the end of experiment decides on closure or incorporation of regional route (voyage) in regional route network etc.
Road Transport Administration acts on behalf of the state in organizing routes of regional inter-city importance and regionally local importance
Municipalities of 9 republic cities organize public transportation services along routes of urban importance

Transport of passengers is provided in:
Regional inter-city network:
in all country, mainly, from one administrative territory to another between planning regions and between cities by rail and by busses
Regional local network:
in one planning region territory and the closer area of surrounding territories
from January 2015 we started planning inter-city and local routes in a single regional network
City network
within 9 republic cities and nearest surroundings

Compensations are paid for:
Costs for providing public transportation services, which exceeds revenues + profit (defined by state)Costs related to the tariffs set by the competent authorities Costs for transportation of some categories of passengers with fare discount (disables, children under school age, etc.)Compensation for the loss of PT operator for the part of routes that are more than 30% of its lengths outside the city area

Current situation
• Regional route network which consists of:• Carriage by rail of inter-city significance (10 routes, 350
voyages, ~19 420 th. passengers per year),• Carriage by bus of inter-city significance (219 routes, 1500
voyages, 12 000 th. passengers per year),• Carriage by bus of local significance (876 routes, 5800
voyages, 21 000 th. passengers per year) .• Public transport of republic cities • Separately exist:• Carriage of school children• Carriage for own account performed by municipalities
Tasks for establishing single route network
1. Reviewing of «parallel» train routes;2. Reviewing of regional bus routes by evaluating their
necessity and effectivity;3. Establishing uniform tariff system in country with
transitional period of approximately 3 years:• At this moment, there are 25 different tariffs• At this moment, the minimum fare is from 0.20

Projects implemented with financing from EU funds
• In the programming period 2007-2013 five projects were implemented:
1. Modernisation of Riga suburban passenger railway system and renovation of diesel train rolling stock
• Project foresees to procure 34 electric multiple units and 7 diesel multiple units to replace the current rolling stock which is coming to the end of its exploitation.
• One of the project’s central aims is to significantly increase the demand for rail passenger services. It is expected to improve the quality, accessibility, cost effectiveness and environmental sustainability of the public transport system in Latvia, particularly in the Riga agglomeration area.
• Total eligible project costs – 204 900 001 EUR, from which 142 3999 99 is financed by Cohesion Fund

2. DR1A series diesel wagon modernization•The aim of the project is to rise the level of comfort and traffic safety for passengers carried by diesel wagons, to reduce the negative impact on environment, as well as to improve the efficiency of expluatation and maintenace of rolling stock.•Total eligible project costs – 15 295 872 EUR, from which 13 001 491 is financed by Cohesion Fund
3. Modernisation of rail passenger infrastructure•The aim of the project is to promote the quality and efficiency of passenger carriages by rail in and outside Riga.•Total eligible project costs – 17 590 143 EUR which is completely financed by Cohesion Fund

Renovation of Daugavpils city tramway transport infrastructure•The project includes renovation of 6,2 km tramway line, renovation of 3 transformation substations, purchase of 12 new wagons•Total eligible project costs – 14 171 130 EUR, from which 9 653 901 is financed by European Regional Development Fund
5. Construction of new tramway line and reconstruction of existing lines in Liepāja city•The project includes construction of a new 1,7 km tramway line and reconstruction of 0,7 km of existing lines•Total eligible project costs – 14 785 997 EUR, from which 9 653 899 is financed by European Regional Development Fund
