BSF To Induct More Women In ForceMore women will be recruited for various roles in the Border Security Force (BSF) which

guards the country’s frontiers with Pakistan and Bangladesh, its chief D K Pathak said.The women sub inspectors in a junior leadership role were first inducted in 2010 with the

recruitment of 15 such personnel. As on date, there are 42 sub inspectors and 3,280 con-stables, the BSF said in a release.

BSF in order to strengthen the security on the borders and to facilitate women workers inthe fields, initially recruited women constables in combat role, then sub-inspector and now firstbatch of women officers will be joining the force in February 2016, it said. With the recruitmentof 745 constables, women cadre in combat role was introduced in 2008. The tasks entrustedand performed by them are at par with men ‘praharis’ and as such they are performing alloperational, security and intelligence -related tasks, the release said. “To maintain physical,mental and emotional robustness of these women combatants, the BSF is taking requiredmeasures to provide adequate infrastructural support, gender sensitisation of all rank, sepa-rate transfer policy and constitution of complaint committee at all levels to look into sexualharassment cases,” it said. With induction of approximately 1,000 women personnel annually,

the BSF is moving in the right direction to achieve the target of five per cent strength of women force in the Central ArmedPolice Forces as directed by the central government, it said.

Justice Thakur was appointed as acting Chief Justice of theDelhi High Court on April 9, 2008 and on August 11, 2008, hetook over as Chief Justice of the Punjab and Haryana HighCourt.

Anil Wadhwa Appointed NewAmbassador To Italy

New Delhi: Senior diplomat Anil Wadhwa, currently Secretary (East) in the Exter-nal Affairs Ministry, has been appointed as India’s Ambassador to Italy, with whichthe ties are still reeling under the strain of marines’ issue. A 1979-batch IFS officer,Wadhwa will replace Basant Kumar Gupta and is expected to take up his assign-ment shortly, MEA announced today. Wadhwa has served as the Indian Ambassa-dor to Poland (March 2004 to August 2007), to the Sultanate of Oman (August 2007to September 2011), and to the Kingdom of Thailand (November 2011 to Jan 2014).

His posting to Italy as the top envoy comes at a time when the two countries areembroiled in a long-drawn judicial case involving two Italian marines accused ofkilling as many Indian fishermen off the Kerala coast in 2012.

Good news forPSU employees7th Pay Commission recommends 23.55% hike

In a big post Diwali bonanza, the sev-enth central pay commission on Novem-ber 19 recommended a 23.55 per centhike in the cumulative earnings of servingand retired central government employ-ees, saddling the Union government witha bill of Rs 1.02 lakh crore in the nextfinancial year. The figure of 23.55 per centcovers the increases in pay, allowancesand pension. However, the recommendedraise in basic pay is only 14.27 per cent -the lowest in 70 years. The basic pay de-termines various allowances. The previ-ous commission had recommended a 20per cent hike, which the governmentdoubled while implementing it in 2008. The

gratuity ceiling will be enhanced to Rs 20 lakh from Rs 10 lakh. It will be raised by 25 per cent whenever dearnessallowance goes up by 50 per cent. The recommendations of the pay commission will come into effect from January1, 2016. The pay commission, headed by Justice A.K. Mathur, submitted its 900-page report to Union financeminister Arun Jaitley at his residence. A secretariat headed by the expenditure secretary will study the report beforethe government takes the final decision. Normally, the government doesn’t reject the commission’s recommenda-tions. The Union budget will have to set aside Rs 73,650 crore and the railway budget Rs 28,450 crore to meet thepay increase if the government accepts the recommendations without any change.

RIP BRPSE: Finally, government decides towind up the unit

In a bid to bring the ailing PSUs back on track, the Narendra Modi-led NDA government has decided to wind upthe Board for Reconstruction of Public Sector Enterprises (BRPSE) may be on its way out and a new panel mightbe tasked to revive the sick PSUs. The BRPSE has not been successful in its job assigned by the government. TheCentre has shut shop for the BRPSE as part of its new strategy to revive and disinvest sick public sector units.It was here we reported as early as March 17 that BRPSE was on its way out and to be replaced by a new panel.“The Government has decided to wind up BRPSE to streamline the multiple mechanisms for the revival of sickCentral Public Sector Enterprises,” said a notification by the Ministry of Heavy Industr ies.Reports say that a decision in this regard was taken by the Union Cabinet at its meeting on November 7.DPE had in October issued fresh guidelines for the revival and restructuring of sick PSUs.In the meantime, the finance ministry is finalising the contours of a strategy for disinvestment in sick PSUs.The Prime Minister’s Office had given its in-principle approval to the proposal of winding up BRPSE.It was set up in 2004 to sketch revival plans for sick state-owned companies. The move is expected to clear wayfor the government to sell stakes in most of the 65 sick central public sector companies or close down non-viableones. The heavy industry ministry has already floated a Cabinet note on the closure of six companies - HindustanPhoto Films, Tungabhadra Steel Products Ltd, Hindustan Cables Ltd, HMT Bearings Ltd, HMT Chinar Watches Ltdand HMT Watches Ltd. This government has identified six PSUs including Hindustan Photo Films, HMT Bearingsand HMT Watches for closure and five units including HMT Machine Tools, Heavy Engineering Corporation andNEPA for restructuring this fiscal.The new panel is likely to be smaller in size to expedite decisions in respect ofcompanies that have become a burden on tax-payers. The new panel may be headed by the cabinet secretary withrepresentation from the administrative ministry under which the respective PSU falls. BRPSE has not been able todeliver the desired results because of various external factors, which include political pressures. A new mechanismis required for faster disposal of such cases. Once the panel comes into being, a loss-making PSU will beconsidered for revival only if it is operational in a strategic area or if banks are willing to lend it money without agovernment guarantee. In case a PSU has a market share of at least 10 percent, then the government maycontinue its efforts to revive such a PSU.

Neyveli Lignite diversifiesinto coal mining

State-run miner Neyveli LigniteCorp (NLC) said on Friday it hasdiversified into coal mining for powergeneration and plans to become a19,000 MW power company by2025. “NLC Ltd has moved from anonly lignite mining and power gen-eration company to become an en-ergy company now by diversifyinginto coal based power generationand generation from renewable en-ergy sources like solar and wind,”NLC chairman Sarat KumarAcharya said. “We have set our-selves a high growth target to be a19,000 MW power company (by2025) with its own fuel security fromits lignite and coal mines,” he toldthe parliamentary consultative com-mittee on coal, according to a state-

ment here by the coal ministry. Acharya gave a detailed presentation high-lighting production and financial performance, capacity additions and ongo-ing and new projects of the company, the statement added. He informed thecommittee that under the Swachh Vidyalaya Abhiyan, NLC has constructed1,414 toilets in schools in Tamil Nadu and Rajasthan.

According to the ministry, Coal and Power Minister Piyush Goyal as-sured the committee members that NLC is keen to set up solar powerplants wherever land is made available by the state governments. NLCoperates three opencast lignite mines of a total capacity of 28.5 million tonsper annum at Neyveli in Tamil Nadu and one open cast lignite mine ofcapacity 2.1 MTPA at Barsingsar, Rajasthan. It has five pithead thermalpower stations with an aggregate capacity of 3,240 MW.

The company has also installed nine wind turbine Generators of 1.5MW each, aggregating to 13.5 MW, as well as a 10 MW solar photo voltaicpower plant. NLC is implementing a coal based thermal power project atTuticorin, Tamil Nadu comprising two units of 500 MW capacity each throughNLC Tamil Nadu Power Ltd, a joint venture.

Soon MTNL subscribers toget free roaming

Good news for MTNL subscribers! The state-ownedtelecom operator will soon launch free roaming scheme,allowing customers to receive calls at no extra costwhile traveling across the country. BSNL already hassuch a scheme in place. At present, MTNL customershave to pay roaming charges for incoming calls whenthey go outside of Delhi and Mumbai. MTNL chairmanand managing director NK Yadav told a news agencythat the scheme will be announced soon and they arefinalising the dates. The government under NationalTelecom Policy 2012 has set a goal to achieve freeroaming gradually. Earlier, telecom minister Ravi ShankarPrasad in a meeting of consultative committee attachedto the Ministry of Communication and IT informed Mem-bers of Parliament (MPs) that MTNL is planning to launchfree roaming soon. MTNL offers services in Delhi andMumbai, the state-run telecom firm MTNL has also in-creased minimum broadband speed to two mega bitper second (Mbps) and is offering free broadband forone month to its landline customers.

PNB Q2 net profit up 8% at Rs 621 croreNew Delhi: Punjab National Bank today reported 8 per cent rise in standalone net profit to Rs 621.03 crore for

the second quarter ended September 30, 2015-16.The bank had posted net profit of Rs 575.34 crore in the same quarter of the previous financial year.Interest earned was Rs 12,345 crore for the July- September quarter of the current fiscal, as against 11,462

crore in the year-ago period. The bank’s provisioning was higher at Rs 1,882 crore as opposed to Rs 1,768 crorea year ago. PNB’s total income has increased from Rs 13,020.46 crore in July-September quarter of 2014-15 toRs 13,701.93 crore for the same quarter of the current fiscal.

UCO Bank Q2 net profit up by 50 percent State owned lender UCO Bank on Saturday said its net profit for the quarter ended

September 30 this year rose by 50 percent at Rs. 156 crore as against Rs.105 croreregistered during the corresponding quarter of 2014. The bank’s total income during thesecond quarter stood at Rs.5,308 crore as against Rs.5,257 crore in the similar timeframelast year and its net interest income during July-September this year stood at Rs.1,416crore as against Rs.1,383 crore in the corresponding quarter of the last fiscal. As onSeptember 30, the bank’s gross NPA ratio stood at 8.51 percent at Rs. 12,227 crore whilethe net NPA ratio stood at 5.15 percent at Rs.7,123 crore. “We have been focussing on

the small-medium and the rural segment and have curtailed large corporate advances,” bank’s managing directorand CEO, R.K. Takkar told media persons here while announcing the financial results. The bank has a network of3,036 branches and 2,250 ATMs.

IOB’s Rs 3,000 crore loanscleared in H1 under FinanceScanner

The finance ministryis looking into loans worthRs 3,000 crore that IndianOverseas Bank (IOB)paid out in the first half ofthis year. The bank’s ap-proval process is beingchecked to see if therewas any wrongdoing in-volved, said two seniorgovernment officials whodidn’t want to be named.”It is being discussed with the bank. There was a review meet and thebank is submitting its response,” said one of the officials. IOB is alreadyunder the Reserve Bank of India’s prompt corrective action (PCA) regimebecause of its poor performance. The framework is invoked by the centralbank when a lender crosses threshold limits on the capital to risk-weightedassets ratio (CRAR), net non-performing assets (NPAs) and return onassets (RoA). IOB’s CRAR at the end of June was 9.75 per cent and itposted a net loss of Rs 551 crore for the July-September quarter. Anothergovernment official said there had been procedural lapses on some loansthat seemed to have been made without the required committee approv-als. There was no response from the bank to a detailed email. Managingdirector and CEO R Koteeswaran said he wasn’t aware of the matter.

IOB is among six banks that need special focus to arrest bad loans,according to the finance ministry. The other four are Bank of India, IDBI,Bank of Maharashtra, UCO Bank and United Bank of India.Gross NPAs at IOB rose Rs 2,973 crore or 15 per cent to Rs 19,424 croreat the end of September from the preceding quarter, according to thefinancial results of the bank. The gross NPA ratio of the bank was 11 percent compared with 7.35 per cent a year ago.

India will be among top100 in ease of doing

India will be among top 100 coun-tries in the World Bank’s list of easeof doing business ranking next year,Minister of State for Finance JayantSinha said. “We are very hopeful thatnext year when ease of doing busi-ness ranking comes we will havemoved from 130 to being in top 100,”Sinha said at the Karur Vysya Bank -Dun & Bradstreet SME BusinessExcellence Awards 2015 functionhere. “We have moved up 12 ranksin the ease of doing business… Thisranking was based on may 2015 andmany of the important initiatives that

we have taken are only now starting to bear fruits. The World Bank in areport released last month ranked India 130 out of 189 countries in theease of doing business, moving up 12 places from last year. Speaking toreporters here earlier in the day, Sinha said a high-powered committee tosuggest a revenue-neutral rate for the proposed goods and services tax(GST) will submit its report in the first week of December. “We just had aconsultation with the chief economic advisor and his committee that hasbeen studying the question of revenue neutral rate. They have pulledtogether a lot of data from many different sources,” he said. “We havefinalised the parameters that will be necessary to establish the rates. Thatis now being looked at. We will have something by the first week of De-cember.” Sinha also said the government was in continuous talks with theopposition parties on the proposed GST Bill. The constitution amendmentbill for GST has been passed by Lok Sabha, and is pending in RajyaSabha where the ruling NDA does not have majority. “We are trying to talkwith them (opposition) about all the aspects of GST. We all recognise howimportant this is for the economy for all of India so we are in continuousdiscussion to see what we can do to get it passed in the winter session,”he said. The minister said the actual rate of GST is to be set not by aconstitution amendment but by the GST bill. “Of course we have hadsome input that there should be a rate that is fixed by the constitutionamendment itself. So that is an item under discussion but as of now ourview is that that should be in the GST bill and not in constitutional amend-ment,” he said. The Rajya Sabha Select Committee has suggested thatthe GST rate should not go beyond 20 percent as higher rates could fuelinflationary tendencies.

MUMBAI: State-run Union Bank of India tied up with Maharashtra forover-the-counter (OTC) collection of taxes and receipts. The bank hasintegrated its core banking with the Maharashtra virtual treasury, GRAS(Government Receipt Accounting System), to facilitate OTC tax collec-tion, which will provide one more mode of payment for convenience of taxpayers and the state. ”The facility of collecting taxes and dues will beprovided at all of our 500 branches across the state,” Union Bank of IndiaChairman and Managing Director Arun Tiwari told reporters. It will give taxpayers the convenience of payment at the branch through their accountor by cash with online generation of challans and real time updation ofrecords through GRAS. The state will also be benefited by having ahassle-free revenue collection, daily reconciliation, real-time update ofrecords and providing easy reach to the tax payers.

Six leading South Korean cosmetic companies have made their debut inIndia with an array of cosmetic and wellness products, entering into a jointventure with Indian firms to eventually make them in India, an official state-ment said. The six Korean companies entering the Indian market are PLKInternational, Coson Company Limited, Outin Futures Corporation, BCLCosmetics Company Limited, Kell Cosmetics Company Limited, and Es-thetic House Company. The companies signed a joint venture agreementwith an Indian firm for marketing their products first and will eventually makethem in India under the ‘Make in India’ campaign, the statement said onMonday. The agreement was signed by the South Korean companies withthe Indian firm Rajshree Empires Private Limited (RE) through their Koreanarm PLK International. A tripartite agreement was also signed by PLK withthe Uttar Pradesh government and RE for setting up a manufacturing facilityin India. The Uttar Pradesh government has allocated land for the purpose tothem, the statement said. Total Indian beauty and cosmetic and wellnessmarket size currently stands at about $950 million, according to statisticsfrom the Confederation of Indian Industry (CII).

French spirits group Pernod Ricard SA expects its operations in India tocontinue to post double-digit sales growth over the next five to 10 years andto soon replace China as its second-largest market by sales, top execu-tives said. Pernod Ricard, owner of Absolut vodka and Jameson whisky,also plans to perk up growth in its top two markets, the United States andChina, in the medium-term by launching new products and possibly by ac-quiring some brands.

India, which brings in 9 per cent of group sales, is however seen emerg-ing as a key growth driver, as an expanding class of wealthy consumersprefer premium spirits. Punjab to develop rural tourism in the stateThe Punjab government has decided to execute rural and farm tourism in the state to attract

tourists especially the foreign tourists. A spokesperson of Punjab tourism department informedon Thursday that a workshop in this regard would be held at Amritsar in association with UnitedNations World Tourism Organisation (UNWTO). He said the project was aimed at providingexclusive opportunity to the urban population as well as the Indian diaspora to relish the richrural environment of Punjab by living in rustic homes witnessing green healthy environment offarms. The spokesperson said that the visitors would also get an opportunity to have wood-firecooked delicious Punjabi dishes under rural and farm tourism plan. He said that it will involvefarmers as successful tourism operators and they will get their guests online, through touroperators, service providers and with the active involvement of community members.

West Bengal to unveil new tourismpolicy in January

Official West Bengal gov-ernment will unveil a new tour-ism policy in early January, asenior official said. The policywill be announced during the ‘Ben-gal Global Business Summit2016’ to be held in Kolkata fromJanuary 7 to 9, Amitava Ghosh,Deputy General Manager (Res-ervation & IT), West Bengal Tour-ism Development Corporation(WBTDC), told reporters duringa road show organised byWBTDC. To attract more travel-

lers and position West Bengal as a top destination for holiday-makers, the government hasincreased budget allocation for tourism to Rs 257 crore in the current financial year, Ghoshsaid. This budget was just Rs 11.57 crore in 2010-11, he said. To get more sightseers fromMadhya Pradesh, WBTDC is holding discussions with tour operators of Madhya Pradesh andinforming them about different travel packages, Ghosh said.

Taiwan’s Tourism Bureau targeting Indianmovie business

Taiwan’s Tourism Bureau has invited 15 Bollywood actors to take part in a photoshoot atfamous scenic spots in Taiwan for a calendar that will be used to help attract Bollywoodfilmmakers to the country, a bureau official said Tuesday. The Bollywood celebrities invited tothe photoshoot include Sukirti Kandpal, India’s representative in the 2011 Miss India World-wide Pageant; famous model and television actress Sara Khan; actress Rubina Dilaik; andVrushika Mehta, dancer and Indian television actress, said Hsieh Chang-ming, director ofthe Tourism Bureau’s Singapore office. Hsieh was responsible for extending the invitations tothe celebrities, who are due to start arriving in Taiwan. They will be photographed at pictur-esque areas and popular tourist sites such as Yangmingshan National Park, Shimen in NewTaipei City, Leofoo Village Theme Park, Summit Resort in Taichung, Sun Moon Lake inNantou, and Taroko National Park in Hualien, Hsieh said.

dia this week, with the aim of improving bilateral relations.The Eastern European country’s Minister of Tourism,

Nikolina Angelkova, met with her Indian counterpart, DrMahesh Sharma, in Delhi, where they discussed the promo-tion of tourism in both countries.

According to India’s Ministry of Tourism, Dr Sharma as-sured Ms Angelkova of “the cooperation of his ministry instrengthening bilateral relations between the two countries”,and said that all avenues would be explored for the promo-tion of tourism. The visit follows India’s hosting of a seminarfor travel agents in Bulgaria’s capital, Sofia, in November2014. This event was attended by 69 Bulgarian agents andoffered insights into the Indian tourism market, its destina-tions, products and attractions.

Tourism between Bulgaria and India is hindered how-ever, by a lack of direct air connectivity between the twocountries. Bulgaria wants to attract tourists from India Formermember of the Eastern Bloc Bulgaria, which is located on theBalkans in Europe, attempts to draw tourists from India. At present Indian tourists to Bulgarianumber only some 9,000 per year. A visit of a Bulgarian Minister of Tourism to India started for thefirst time on November 23. Minister Nikolina Angelkova met with representatives of the industryand Indian counterpart Mahesh Sharma. Ms Angelkova delivered a presentation to travellingbusinesspeople and the media at the Federation of Indian Chambers of Commerce and Industry(FICCI). Naidu Wants Gandikota to beTurned into Tourist Hub

Chief minister N ChandrababuNaidu has directed the officialsconcerned to initiate steps for de-veloping Gandikota in Kadapa dis-trict as an international tourist des-tination and set a six-month dead-line for the first phase of the project.

Addressing a review meetingwith officials here, the chief minis-ter, who had recently visitedRayalaseema districts for fourdays, said Gandikota is a vital partof the state history and culture andwanted the officials to take mea-sures for preserving and promot-

ing cultural heritage and history of that place by making it an international tourist destination.Gandikota is not just an ancient fort, but also has a picturesque view of deep gorge made

by River Penna. Naidu wants a geological survey conducted of the river, rocks and reser-voirs at that place. He also wanted to have a glass platform that of Grand Canyon. He wantedthe place to be made adventure tourists’ paradise by providing facilities for rock climbing,ropeway and boating.

He said the place should also have an amusement park, a shopping area, resorts andother such facilities. The chief minister asked the officials to expedite measures workspertaining to approach road to Gandikota taken up at the cost of ‘17 crore and another roadfrom Mylavaram to Ropeway point taken up at the cost of ‘1 crore. He emphasised on carewhile landscaping and providing transportation facility to Gandikota.

Georgia witnesses 81% growth in Indiantourists during first nine months of 2015

Georgia has witnessed81% growth in Indian touristsvisiting the country during thefirst nine months of 2015 (Janu-ary-September) as comparedto the same period last year,said a top official of the Geor-gian National Tourism Admin-istration. A country in theCaucasus region of Eurasia,

Georgia is home to Caucasus Mountain villages and Black Sea beaches. ”Georgia is still lesserknown in the Indian market and we are creating awareness about the destination and its offer-ings through roadshows and by meeting travel trade in the country,” said George Chogovadze,head of Georgian National Tourism Administration (GNTA). GNTA is now focusing on its offer-ings such as ski resorts, wine events and wellness and spa resorts to attract Indian travellers,especially the Meetings Incentives Conference & Exhibitions (MICE) business. ”India is a verybig market and its outbound travel is also growing at a fast pace which makes it important for us,”said Chogovadze adding that India is one of the top three growth markets for Georgia (in termsof percentage). Georgia is targeting 6.5 million international tourist arrivals in 2016, up from the6 million expected in 2015. Turkey, Armenia and Azerbaijan are the top three countries in termsof tourist arrivals to Georgia.
