Public Safety – Presenting Analysis Using Web AppBuilder of ArcGIS Online for Police Officers

I. Knowledge, Skills, and Abilities (KSAs) Supported This training module is a continuous explanation of the previous tutorial

“Public Safety - Crime Mapping and Spatial Analysis Using ArcGIS Online for Police Officers”.

In this case, the main purpose of the training module is to focus on the ability to properly develop web applications that represent spatial crime data according to the Uniform Crime Report. Using Web AppBuilder allows us to develop consistent applications for mobile devices such as smartphones, tablets and phablets, publish and share the content easily through the users.

Knowledge Gained:

• Identifying and highlighting suspicious incidents and events that may require further investigation.

• Supporting the pattern and trend analysis across multiple jurisdictions.

• Rapidly reconfigure beats and reallocate resources after analyzing crime trends over time.

• Identify risk factors including businesses, buildings, or other locations that draw crime.

• Develop plans for special crime abatement teams to address regional or seasonal high density locations.

• Educating the public with visual information to clarify crime concerns and enlist community action.

Skills and Abilities Developed:

• Understanding the function and utility of the Web AppBuilder in ArcGIS Online.

• Defining how GIS is used in Law Enforcement applying the four components of the crime Analysis: Planing, Data Management, Situational Awareness & Field Operations.

• How to use the Time Aware template to develop Web Map Applications that show information about specific crime incidents & represent the Pattern and Trend of them.

• How to configure the different elements that are addressed in the web application template, such as, Theme, Title, Logo, About, Search, Tools (legend, zoom, controls and scale bar) and Share (Provide ability to share app via social media, email, or generate HTML for embedding in web pages).

II. Scenario and Data

This tutorial provides the following scenarios:

Construction of a Crime Mapping Application that shows the different categories of Burglary in Broward County, Florida according to particular dates through November of 2014.

Developing of a Crime Mapping Application that analyzes the Burglary Pattern & Trend in Broward County, Florida during November of 2014.

Contributor to this tutorial

Esri has selected HERE Map Content (www.esri.com/here) as the foundation street data for its cloud-based mapping platform as well as for StreetMap Premium and numerous other Esri products.

Esri uses HERE map content and HERE point addressing to build the geocoding locators used in both ArcGIS Online (AGOL) and StreetMap Premium (SMP).

III. Exercise Overview and Requirements Requirements: In order to successfully complete this module training, you must complete

the“Public Safety - Crime Mapping and Spatial Analysis Using ArcGIS Online for Police Officers”

tutorial. Otherwise the layers needed for this tutorial will not be available. In addition this tutorial will continue to use Broward County data as the previous educational materials.

Scenario: Developing Web Map Applications that represent spatial crime data using thefollowing steps:

Pick the type of app according to the

data that is going to be represented.

Build maps or groups.

Assemble content organizing the data, symbology and text.

Choose a configurable app or builder. In this particular case Time Aware is going to be used in order to build crime mapping apps due to this template enables to display time enabled layers in a web map by using a time slider.

Refine, creating an effective app is an iterative process where the developer has to modify, add, delete, or change features in terms of representing correctly the message of the map.

Publish, after the web map application is completed, there are several options for publishing, by hosting the app on

ArcGIS Online, it can reside on your

own organization´s servers; or you can

use third-party resources.

Share Maps, by sending an email with a link, posting it to your Facebook or Twitter account, embedding it in a website or blog, or creating a link for google plus.

IV. Exercise Step 1: Sign In to AGOL

Go to http://napsg.maps.arcgis.com/home/ and click on Sign In

Enter your organization’s credentials (or the credential provided to you by NAPSG).

Username:XXXXXX Password: XXXXX X

Then click on Sign In. It should look like this after you sign-in:

Take a moment to become familiar with the mission and resources provided through NAPSG.

Step 2: Activate the ArcGIS Online (AGOL) My Content

Click on the My Content tab and Open “Crime Mapping: Burglary in Broward County, Florida” in

Map Viewer *

Note that the name of the Web Map created might be different according to the title given

by the user previously.

The map will look like this after completing Steps 1 through 2:

Step 3: Change the name of Layers

Click on Rename of each different Layer and change the name to a properly title.

In this case, for the Boundary; Broward County Boundary, and for the Crimes, Type of Crime. Click on OK after all the

changes are performed.

Note that this step is very important because the title of the Layers will appear in the final Web Map App and the user will have a better idea of what layer he/she is examining.

Step 4: Change the Time Setting and Save your Map

Click on the Time Settings Icon in order to access to the Main menu.

In the Time Settings Menu, go to Time Display and Change the Display data in to 1 Day intervals.

Next, in As Time Passes, Click on Only Display the Data in the Current Time Interval.

After all the changes are done, Click on OK.

Finally, Click on Save and then in Save As to save your final map.

In the Menu Save Map, Change the Title to “Crime Mapping: Burglary in Broward County,

Florida-November 2014”. Then, Press on Save Map button.

Step 5: Developing a Web Map Application for Specific Criminal Data

Click on Share tab, and then on Create Web App, the menu will be displayed.

In the Create a New Web App Menu, Select Configurable Apps, Navigate through the menu until finding Time Aware Template, Press on the Create button and finally on Done.

Step 6: Configuring the Components for the Web Map Application

Changing the Title and About text.

In the General Tab, Select on Display Title and Type: “Crime Mapping: Burglary in Broward

County, Florida-November 2014”.

In addition, in About, Type: “The main purpose of this web map application is to show the

location and distinguish the different type of burglary crimes in Broward County,Florida -

November 2014, according to the FBI- Uniform Crime Report”.

Note that at the in order to share the Web Map App, it is necessary to Select on Display Share Dialog.

Step 7: Configuring the Theme Component of the Web Map Application

In the Theme menu, you can configure the Background Color and the Text Color by selecting any particular range color or by introducing a specific code of the color desired.

Step 8: Configuring the Time Display Component of the Web Map Application

In terms of displaying the Time Line properly and show a smooth animation of the symbology, it is essential to Select the Display Time and Loop Time Continuously.

At the same time, it is important to display the control buttons of the Time Line by Selecting Show Navigation Buttons and Add Tick Marks to Slider.

Additionally, we will change the speed of the animation to

“1000” milliseconds by selecting Playback Speed.

The Date format is shown correctly, there are not necessary changes that have to be performed.

As demonstrated in previous steps, there is an option to change the color of the Play Button and the Slider Handles as well, by Clicking on a particular color or using a specific color code.

In this case, it is better to use bright or light colors to have more contrast with the background.

Finally, in Time Control Location, place the Time Line to the Bottom Right.

Step 9: Configuring the Map Tools and the Search Components of the Web Map Application

In terms of showing the the principal elements of the Web Map, you need to Select the Legend, Zoom Controls and Scale Bar.

The Search Option, will allow to other users find a location or data in the map.

Select Enable Search Tool and the Layers that are shown in the Web Map App: Type of Crime and Broward County Boundary.

By Clicking on Edit of each Layer, the menu will allow us to configure the search settings to refine the experience in the app.

In Type of Crime Layer, Select Description and Exact Match. Then Save the changes.

In the same way, in Broward County Boundary, Select Name and Exact Match. Save the changes.

Step 10: Review the Web Map and Save the Changes

Once you have reviewed all the elements of your final We Map App (Title, About Text, Theme Color, Time Display, Map Tools and Search option) Click on Save and then Done.

You will be redirected to your My Content personal website. In this Menu, you can Open your Web Map Application by Clicking on OPEN and View Application or by introducing the URL Link (located in Properties) in your browser.

Note that you can still Configure your Web Map App by Clicking on CONFIGURE APP.

The Web Map App should look like this and you should be able to see all the elements that were configured in previous steps.

You should notice that the Color of the Theme, Texts and Time Line Buttons might be different according to your personal design.

Step 11: Exploring the Share Component of the Web Map Application

Now you can Share your Web Map App with your Organization or with other users by sharing it through Facebook, Twitter, Google Plus, Email or by coping and pasting your personal Map Link.

Additionally, you can Embed your Web Map App in your personal Website and Change the Size to be shown.

Step 12: Creating a New Web Map Application that shows the Burglary Pattern and Trend

In order to create a Web Map Application that shows the Burglary Pattern and trend according to the Broward County criminal data. You need to follow the previous steps that explore the different elements that have to be shown in the final App.

In the following steps, this tutorial will review briefly the main elements that have to be changed for this second Web Map Application.

Return to My Content and Open in Map Viewer the Heat Map that you already created in the

first tutorial “Public Safety - Crime Mapping and Spatial Analysis Using ArcGIS Online for Police

Officers”.

Rename the Title of the Layers: Broward County Boundary and Hot Spot Pattern.

Additionally, use the same Time Display parameters that were chosen previously.

Next, Click on the Share Tab and and Create a Web App by Selecting Time Aware and Clicking on Create.

Type the Title of the Web App

“Crime Patterns and Trends:

Burglary Hotspots in Broward County, Florida-November 2014", Select the Tags and Finish by Clicking on Done.

Once you are in the Configuration Menu for your Web Map App, in the General Tab,

Change the Title to “Burglary Pattern & Trend

in Broward County, Florida-November 2014”.

In addition, in About Type: “The purpose of this

Web Map Application is to show the pattern and trend of the burglary crimes in Broward County, Florida during November of 2014.Displaying the pattern according to a specific period of time and by day.

The areas with highest rate of burglaries are represented in bright yellow.

The areas with medium rate of burglaries are represented in red color.

The areas with the lower level of burglaries are

represented in light blue color.”

When you are done, Select Display Title, Display About Dialog and Display Share Dialog.

Change the colors of the Theme and Text according to your personal design.

In this case, a dark cherry color is used for the Theme and white color for the Text.

As it was explained in previous steps, in Time Display, Select Display Time, Loop Time Continuously, Show Navigation Buttons, Add Tick Marks to Slider and Change the Playback Speed to 1000.

Once again, Choose the colors of the Play Button and the Slider Handles according to your criteria.

Finally, in order to Complete the Web Map App you have to Select the Map Tools: Legend, Zoom Controls and Scalebar.

In Search, Select Enable Search Tool, Hot Spot Pattern and Broward County Boundary.

When you have completed all the changes Press on Save and Done.

The Web Map App should look like this and you should be able to see all the elements that were configured in previous steps.

Note that, you can Share your Web Map App by Clicking on Share. In addition, the About Button

In this exercise, the term ‘Hot Spot Pattern’ is used where maps of density are represented as

‘heat’. This can be a very effective way to visualize the density of data.

A true hot spot analysis is a spatial statistics test that indicates areas of statistically significant

high and low areas. Both methods have strengths and weaknesses that a crime analyst should

become familiar with.
