EXECUTIVE SUMMARY
This report presents the results of a detailed assessment of the overshadowing impact of the
proposed development located at 700 George Street, Sydney, onto the living area windows of
the various residential apartments of the following neighbouring buildings as requested by
Council:
Aspect Apartments located at 2-4 Cunningham Street
Mosaic by Meriton located at 420-426 Pitt Street
Break Free on George located at 653-659 George Street
651 George Street based on the building approved under D/2015/1758
Peak Apartments located at 2 Quay Street, Haymarket
Century Tower located at 743-755 George Street
Miramar Apartments located at 398-408 Pitt Street
The analysis has been carried out utilising a detailed 3D computer model of the subject
development and surrounding buildings, and the shadows cast by these buildings can be
visualised within this model. Shadows are cast over the model based on the path of the sun
between 9am to 3pm on the mid-winter solstice (June 21). In addition to assessing the impact
of the proposed 700 George Street development onto the abovementioned buildings, the
impact of the approved DA builtform for 59 Goulburn Street and 651 George Street
developments, and the existing 700 George Street development were also assessed and
detailed further within the report.
The results of the analysis for the various neighbouring buildings between 9am to 3pm on the
winter solstice within the 3D computer model are summarised as follows:
Aspect Apartments located at 2-4 Cunningham Street
The proposed 700 George Street building will cast a shadow onto seven south-
western corner residential apartments; 3103, 3203, 3303, 3403, 3502, 3602 and
3702, located on Levels 31 to 37.
All residential apartments will achieve a minimum of 2 hours of direct solar access
with the inclusion of the proposed 700 George Street building.
With the inclusion of the approved DA builtform massing of 59 Goulburn Street, the
proposed 700 George Street building will not cast any additional shadow onto the
above mentioned residential apartments

Mosaic by Meriton located at 420-426 Pitt Street
The proposed 700 George Street building will cast a shadow onto seven south-
western corner residential apartments; 271, 286, 291, 306, 311, 323 and 333,
located on Levels 27 to 33.
There will be no increase in the number of apartments that receive “no direct
sunlight” with the inclusion of the proposed 700 George Street building.
Residential apartment 333 receives less than 2 hours of direct sunlight to the living
area windows. With the inclusion of the proposed 700 George Street building the
amount of direct sunlight the residential apartment receives is reduced by 12.5%
which is within the 20% limit as specified in Design Guidance Point 3 of Objective 3B-
2 of the ADG.
The proposed 700 George Street building will not cast any additional shadows onto
the above-mentioned residential apartments in relation with the inclusion of the
approved DA builtform of the 59 Goulburn Street building.
Break Free on George located at 653-659 George Street
All residential apartments will achieve a minimum of 2 hours of direct solar access
with the inclusion of the proposed 700 George Street building.
The proposed 700 George Street building will not cast any additional shadows onto
the residential apartments of the Break Free on George building as they will be
overshadowed by those casted from the neighbouring buildings.
651 George Street
The proposed 700 George Street building will not cast any additional shadows onto
the residential apartments of the approved 651 George Street building as they will be
overshadowed by those casted from the neighbouring buildings.
Peak Apartments located at 2 Quay Street, Haymarket
The proposed 700 George Street building will not cast any additional shadows onto
the residential apartments of Peak Apartments due to the location and distance
between the two buildings.
Century Tower located at 743-755 George Street
The proposed 700 George Street building will not cast any additional shadows onto
the residential apartments of Century Tower due to the location and distance between
the two buildings.

1 METHODOLOGY
The overshadowing analysis is carried out based on a shadow diagram analysis for the
proposed development and the adjacent surroundings in a 3D CAD environment. The study
takes into account any overshadowing effects caused as a result of buildings and their eaves,
overhead protruding balcony slabs, blade walls, etc, and any other feature which may affect
overshadowing. The properties selected for analysis were identified by the City of Sydney
Council as being potentially impacted by the proposed development of 700 George Street. The
assessment of the overshadowing onto the neighbouring buildings will be undertaken for the
following scenarios:
Aspect Apartments located at 2-4 Cunningham Street
1. The existing surrounds with the inclusion of the existing 700 George Street
building and existing 59 Goulburn Street building.
2. The existing surrounds with the inclusion of the existing 700 George Street
building and approved DA builtform of the 59 Goulburn Street building.
3. The existing surrounds with the inclusion of the proposed 700 George Street
building and existing 59 Goulburn Street building.
4. The existing surrounds with the inclusion of the proposed 700 George Street

Shadows are cast over the model which is based on the path of the sun on the winter solstice
(June 21) respective of the site location between 9am to 3pm. The residential apartments on
the neighbouring buildings that may be affected by the overshadowing impacts of the proposed
700 George Street development will be determined and compared with the abovementioned
surrounds scenarios. For the affected apartments that currently achieve more than 2 hours of

direct solar access, this can be reduced to a minimum of 2 hours. For the remaining affected
apartments that currently achieve less than 2 hours of direct solar access, they will be
compared against the relevant Design Guidance; Point 3 of Objective 3B-2 and Point 5 of
Objective 4A-1, as outlined the Apartment Design Guide (ADG).
Design Guidance Point 3 of Objective 3B-2 states that “Where an adjoining property does not
currently receive the required hours of solar access, the proposed building ensures solar access
to neighbouring properties is not reduced by more than 20%”.
Design Guidance Point 5 of Objective 4A-1 states that “To maximise the benefit to residents of
direct sunlight within living rooms and private open spaces, a minimum of 1m2 of direct
sunlight, measured at 1m above floor level, is achieved for at least 15 minutes”. An apartment
that does not satisfy this design guidance is considered to be receiving “no direct sunlight”.
Perspective images of the 3D CAD model used for the analysis are presented in Figures 1a to
1d.

2 RESULTS OF ANALYSIS
The results of the study for the various neighbouring buildings outlined in Section 1 of this
report are presented in the following sub-sections for each building respectively.
2.1 Aspect Apartments located at 2-4 Cunningham Street
An assessment of the existing Aspect Apartments located at 2-4 Cunningham Street has been
undertaken for the four surrounds scenarios as detailed in Section 1 of this report.
The results of the study indicates seven south-western corner residential apartments; 3103,
3203, 3303, 3403, 3502, 3602 and 3702, located on Levels 31 to 37 of the Aspect Apartment
building are affected by the shadows casted from the proposed 700 George Street building
between 2:50pm to 3pm on the winter solstice. Figures 2a and 2c indicates the seven south-
western corner residential apartments that are affected by the shadows casted from the
proposed 700 George Street building with the inclusion of the existing 59 Goulburn Street
building at 2:50pm to 3pm on the winter solstice respectively.
However a further analysis of Scenario 2; the existing surrounds with the inclusion of the
existing 700 George Street building and approved DA builtform of the 59 Goulburn Street
building, indicates the approved DA builtform of the 59 Goulburn Street building will have an
even greater overshadowing impact onto the abovementioned south-western corner residential
apartments between 2:50pm to 3pm on the winter solstice. This is indicated in Figures 2b and
2d respectively.
Hence the proposed 700 George Street building will not cast any additional shadows onto
affected south-western corner residential apartments of Aspect Apartment between 9am to
3pm on the winter solstice with inclusion of the overshadowing impact of the approved DA
builtform of the 59 Goulburn Street building.
A further analysis indicates that all seven south-western corner residential apartments will
achieve a minimum of 2 hours of direct solar access to the living area window(s) between 9am
to 3pm on the winter solstice. This is because the proposed 700 George Street building and
approved DA builtform of the 59 Goulburn Street building will only have an overshadowing
impact on the living area window along the western façade of these apartments. The living area
window(s) along the northern façade of these apartments remain unaffected and are exposed
to direct solar access in the earlier periods of the day.

2.2 Mosaic by Meriton located at 420-426 Pitt Street
An assessment of the existing Mosaic by Meriton located at 420-426 Cunningham Street has
been undertaken for the four surrounds scenarios as detailed in Section 1 of this report.
The results of the study indicates seven south-western corner residential apartments; 271,
286, 291, 306, 311, 323 and 333, located on Levels 27 to 33 of the Mosaic by Meriton building
are affected by the shadows casted from the proposed 700 George Street building between
2:50pm to 3pm on the winter solstice. Figures 2a and 2c indicates the seven south-western
corner residential apartments that are affected by the shadows casted from the proposed 700
George Street building with the inclusion of the existing 59 Goulburn Street building at 2:50pm
to 3pm on the winter solstice respectively.
However a further analysis of Scenario 2; the existing surrounds with the inclusion of the
existing 700 George Street building and approved DA builtform of the 59 Goulburn Street
building, indicates the approved DA builtform of the 59 Goulburn Street building will have an
even greater overshadowing impact onto the abovementioned south-western corner residential
apartments between 2:50pm to 3pm on the winter solstice. This is indicated in Figures 2b and
2d respectively.
Hence the proposed 700 George Street building will not cast any additional shadows onto
affected south-western corner residential apartments of Mosaic by Meriton building between
9am to 3pm on the winter solstice with respect to the overshadowing impact of the approved
DA builtform of the 59 Goulburn Street building.
A further analysis of the existing solar conditions indicates that residential apartments 271,
286, 291, 306, 311 and 323 are considered to be receiving “no direct sunlight” as they do not
achieve at least 15 minutes of direct sunlight for an area 1m2 measured at 1m above floor level
as per Design Guidance Point 5 of Objective 4A-1 of the ADG.
Residential apartment 333 however does satisfy Design Guidance Point 5 of Objective 4A-1 of
the ADG; however the analysis indicates it will only achieve 80 minutes of direct sunlight to the
living area windows between 9am to 3pm on the winter solstice due to the overshadowing
impacts of the existing surrounding buildings. The inclusion of the proposed 700 George Street
building and/or the approved DA builtform of the 59 Goulburn Street building will reduce the
amount of direct sunlight from 80 minutes to 70 minutes. This represents a 12.5% reduction in
available direct sunlight, which is within the 20% limit of Design Guidance Point 3 of Objective
3B-2 of the ADG.
Hence, with the inclusion of the proposed 700 George Street building and/or the approved DA
builtform of the 59 Goulburn Street building there will be no increase in the number of
apartments that receive “no direct sunlight” and for the residential apartment that currently
receives less than the minimum of 2 hours, the reduction in available solar access is within the
20% limit as specified in Design Guidance Point 3 of Objective 3B-2 of the ADG.

2.3 Break Free on George located at 653-659 George Street
An assessment of the existing Break Free on George building located at 653-659 George Street
has been undertaken for the Street has been undertaken for the four surrounds scenarios as
detailed in Section 1 of this report.
The results of the study indicate that the three residential apartments will be affected by the
shadows casted from the proposed 700 George Street building between 9am to 10:10am on
the winter solstice. However an analysis of the existing solar conditions with the inclusion of the
existing 700 George Street building indicates the three residential apartments are already
exposed to a greater overshadowing impact from the existing high-rise towers of the World
Square Site between 9am to 10:40am. Hence the results of the study indicates the proposed
700 George Street building will not cast any additional shadows onto residential apartments of
the Break Free on George building between 9am to 3pm on the winter solstice.
A further analysis indicates that all three residential apartments will achieve a minimum of 2
hours of direct solar access to the living area window(s) between 9am to 3pm on the winter
solstice for four scenarios as detailed in Section 1 of this report. This is due to the three
residential apartment’s exposure to direct sunlight during the remainder of the day from
10.40am onwards. Perspective images of the shadows casted by the proposed 700 George
Street building, high-rise towers of the World Square Site and approved DA builtform of the
651 George Street building between 9am to 3pm on the winter solstice are indicated in Figures
4a to 4h.

2.4 651 George Street (D/2015/1758)
An assessment of the approved DA builtform of the 651 George Street development has been
undertaken for the two surrounds scenarios as detailed in Section 1 of this report.
The results of the study indicates only the residential apartments along the George Street
frontage are affected by the shadows casted from the proposed 700 George Street building
between 9am to 10am on the winter solstice as indicated in Figures 5a and 5c. However an
analysis of the existing solar conditions with the inclusion of the existing 700 George Street
building indicates the residential apartments are already exposed to a greater overshadowing
impact from the existing high-rise towers of the World Square Site between 9am to 10am as
indicated in Figures 5b and 5d. Hence the results of the study indicates the proposed 700
George Street building will not cast any additional shadows onto residential apartments of the
651 George Street building between 9am to 3pm on the winter solstice.

2.5 Peak Apartments located at 2 Quay Street, Haymarket
An assessment of the existing Peak Apartments Tower located at 2 Quay Street, Haymarket has
been undertaken for the two surrounds scenarios as detailed in Section 1 of this report.
The results of the study indicate that the proposed 700 George Street building will not have an
overshadowing impact on the Peak Apartments Tower between 9am to 3pm on the winter
solstice due to the location and large distance between the two buildings. The shadows casted
only by the proposed 700 George Street building are indicated in Figures 6a and 6b below at
9am and 10am respectively on the winter solstice. The figures indicate the shadow casted by
the proposed 700 George Street building will not be projected onto the Peak Tower from 9am
onwards as Peak Tower is located to the south-east of 700 George Street and the shadows will
travel westward throughout the remainder of the day.

2.6 Century Tower located at 743-755 George Street
An assessment of the existing Century Tower located at 743-755 George has been undertaken
for the two surrounds scenarios as detailed in Section 1 of this report.
The results of the study indicate that the proposed 700 George Street building will not have an
overshadowing impact on the Century Tower between 9am to 3pm on the winter solstice due to
the location and large distance between the two buildings. The shadows casted only by the
proposed 700 George Street building are indicated in Figures 7a and 7b below with the site
location of the Century Tower marked in red at 9am and 10am respectively on the winter
solstice. The figures indicate the shadow casted by the proposed 700 George Street building
will not be projected onto the Century Tower from 9am onwards as Century Tower is located to
the south-east of 700 George Street and the shadows will travel westward throughout the
remainder of the day.

2.7 Miramar Apartments located at 398-408 Pitt Street
An assessment of the existing Miramar Apartments located at 398-408 Pitt Street has been
undertaken for the four surrounds scenarios as detailed in Section 1 of this report.
The results of the study indicate that the proposed 700 George Street building will not have an
overshadowing impact on Miramar Apartments between 9am to 3pm on the winter solstice due
to its location directly west of the 700 George Street building site. Similarly, the approved DA
builtform of the 59 Goulburn Street building will also not have an overshadowing impact on

EXECUTIVE SUMMARY
This report presents the results of a detailed assessment of the overshadowing impact of the
proposed development located at 700 George Street, Sydney, onto the living area windows of
the various residential apartments of the neighbouring Inmark building, located to the south of
the proposed development site. The analysis has been carried out utilising a detailed 3D
computer model of the subject development and surrounding buildings, and the shadows cast
by these buildings can be visualised within this model.
Shadows are cast over the model based on the path of the sun between 9am to 3pm on the
mid-winter solstice (June 21). The number of residential apartments of the Inmark building
achieving at least 2 hours of direct solar access to at least 1m2 of the living area window(s)
with and without the proposed 700 George Street development has been determined. The
results of the assessment are summarised as follows:
55.3% of the residential apartments of the Inmark Building (126 out of 228) achieve
at least 2 hours of direct solar access to the living area window(s) with the inclusion
of the proposed development of 700 George Street between 9am to 3pm on the mid-
winter solstice (June 21).
84.2% of the residential apartments of the Inmark Building (192 out of 228) achieve
at least 2 hours of direct solar access to the living area window(s) without the
inclusion of the proposed development of 700 George Street between 9am to 3pm on
the mid-winter solstice (June 21).
It should be noted that several design considerations have been made in order to maximise the
direct solar access available to the Inmark Building directly to the south of the 700 George
Street development site. These include increasing the setback distance from the northern
boundary of the Inmark Building beyond the typical 4-6m and the staggered design of the roof
towards the northern boundary. Given the dense, high-rise location of the development, as well
as the orientation and site constraints of 700 George Street, it should be noted that it is
expected to be impractical for a high-rise development within this site to have a similar
overshadowing impact onto the Inmark Building when compared with the existing conditions,
which are comprised of low-rise three storey high buildings.
An additional analysis was undertaken with the time range extended to between 9am to
3:30pm. The results of the analysis indicates that with the inclusion of the proposed
development of 700 George Street, an additional 48 residential apartments; for a total of 174
out of 228 apartments (76.3%), within the Inmark Building will achieve at least 2 hours of
direct solar access to the living area window(s) on the mid-winter solstice (June 21).
Furthermore, expanding the time range up till 4:50pm; which is a conservative estimate of
sunset on the mid-winter solstice, a further 25 residential apartments; for a total of 199 out of

1 METHODOLOGY
The overshadowing analysis is carried out based on a shadow diagram analysis for the
proposed development and the adjacent surroundings in a 3D CAD environment. The study
takes into account any overshadowing effects caused as a result of buildings and their eaves,
overhead protruding balcony slabs, blade walls, etc, and any other feature which may affect
overshadowing. The assessment of overshadowing onto the Inmark building has been
undertaken with and without the proposed 700 George Street development. Perspective images
of the 3D CAD model used for the analysis are presented in Figures 1a to 1d.
Shadows are cast over the model which is based on the path of the sun on the winter solstice
(June 21) respective of the site location. From this simulation, the number of residential
apartments of the Inmark building achieving at least 2 hours of direct solar access to at least
1m2 of the living area window(s) with and without the inclusion of the proposed 700 George
Street development has been calculated.

2 RESULTS OF ANALYSIS
Perspective images of the 3D CAD model with shadows being cast at various times between
9am and 3pm on June 21 are presented in Appendices B and C of this report with and without
the inclusion of the proposed 700 George Street development. From this the number of
residential apartments of the Inmark building achieving at least 2 hours of direct solar access
to at least 1m2 of the living area window(s) with and without the inclusion of the proposed 700
George Street development has been calculated. The results are summarised below, and
detailed within Table 1.
55.3% of the residential apartments of the Inmark building (126 out of 228) achieve
at least 2 hours of direct solar access to the living area window(s) with the inclusion
of the proposed development of 700 George Street.
84.2% of the residential apartments of the Inmark building (192 out of 228) achieve
at least 2 hours of direct solar access to the living area window(s) without the
inclusion of the proposed development of 700 George Street.
It should be noted that several design considerations have been made in order to maximise the
