Introduction

Monash City Council has developed a libraryservices strategy intended to set a vision and guide Council’s involvement and investment in publiclibrary services over the coming three years.

In developing this plan the library serviceconducted background research and consultedwith the local community including library users and non-users and internal stakeholders. Thepurposeoftheresearchandconsultationwasto:

Assess the community and its needs in regard to their participation in and expectation oflibrary services

Seekcommunityfeedbackthatwillassistinthefutureplanningoflibraryprograms,collections,spacesandservicesoverthenextthreeyears

Bringtogetheravailabledemographicresearchregarding the Monash community and consider itsrelevancetolibrarydevelopmentinthelocalgovernment context

Identify key themes and directions for thestrategytoguidethelibraryteamintheirworkandlinkwithotherCouncilplansandpolicies

Assistwiththelibrary’splanningprocess.

What are Libraries?

The Victorian Public Libraries 2030: Strategic FrameworkpublishedbyStateLibraryofVictoria(SLV) in 2013 stated that “Public libraries are the community’s local source of communal information,contentandliteracies,andtheycancontinue to play a significant role within theircommunitiesintothefuture”.

Publiclibrariesprovideaccesstoinformationandideas,support21stcenturyliteraciesandlifelonglearning, facilitate creativity and intellectualgrowth, and provide community space andconnectivitythroughleisureandrecreation.

Council Context

Council is an important stakeholder in thecultural life of the community. The library service strategyisakeystrategicplanoftheCommunityDevelopment and Services Division of Councilandiscloselyalignedtootherkeystrategicplans of Council.

Monash 2021

Monash 2021 is a plan that outlines Council’svision and priorities intended to deliver longterm community strength and benefits. It wasdeveloped in 2010 through wide communityconsultation.

The vision established for Monash is: “A thriving communitynowandinthefuture”.

Monash 2021 recognises the important role oflibraries in the community, setting the followingpriorities:

“Provide accessible services and library collections to our diverse community thatfoster lifelong learning,encourageenjoymentandenhancewellbeing”and

“Promote libraries as dynamic portals wherethe community can connect to the wider world throughelectronicaccessandresources”.

Monash Community

The City of Monash is a culturally diverse community in Melbourne’s south-east suburbs.

Wearehometo182,485residents,makingusoneof themost populousmunicipalities in Victoria.Wearelocated20kmsoutheastoftheCBDinoneofMelbourne’sgrowthpopulationcorridors.

Our City is 81.5 square kilometres and includesthe following suburbs: Ashwood, Clayton, GlenWaverley, Hughesdale, Huntingdale, MountWaverley, Mulgrave, Notting Hill, Oakleigh,Oakleigh East, and Wheelers Hill. Parts ofChadstone,BurwoodandOakleighSoutharealsoincluded in Monash.

Monash Public Library Service

Monash Public Library Service (MPLS) commenced operations in 1994 with the amalgamation ofthe formerCitiesofOakleighandWaverley.TheLibrary Service has:

Six library branches; Clayton, GlenWaverley,Mount Waverley, Mulgrave, Oakleigh andWheelers Hill which are open a total of 323hoursperweek

MPLS supports two historical societies byproviding facilities and staff assistance at theOakleighFederationCentreandattheMountWaverley Library

AHomeLibraryServiceforpeoplewhocannotaccess the library

The library is highly valued by the community. EachyeartheDepartmentofTransport,Planningand Local Infrastructure (DTPLI) coordinates a Community Satisfaction Survey for LocalGovernments to measure how Victorian residents’ ratetheperformanceoftheirLocalGovernment.Libraries and Culture has consistently scored highlyinthissurvey,withascoreof75in2015.

Summary of Consultation

Aspartofourcommunityconsultationthelibraryparticipated in the Regional Libraries SyndicateCommunity Survey 2015 undertaken by NexusResearch Pty Ltd on behalf of a syndicate of seven libraryservices.Thissurveywasdesignedtotracktheresidentpopulation’susage,perceptionsandsatisfactionwiththeirpublic libraryservicesandcomparethesewithresultsforthetotalsyndicate.300people(14yearsorolder)perlibraryservicewere surveyed.

Librariesparticipatinginthesurveywere:

Eastern Region, Whitehorse Manningham,Yarra Plenty, Casey-Cardinia, Goldfields, City ofMelbourne and City of Monash.

Monash equal highest active Library Usage

50% of respondents across the entire surveyindicated they had used the local library within the last 12 months. City of Monash and City of Melbournehadequalhighestfigureswith54%ofrespondents reported active usewithin the last12months.Thesurveyauthorsestimated98,000public libraryusers in the last12months in theCity of Monash.

Age Demographics

Surveyresultsindicateyoungerrespondentsaged14-29 years accounted for 27% of public libraryusers in the City of Monash, those aged 30-54years 40% and those aged 55 years or older 33% of library users.

Library importance

93%ofMonashrespondentsscoredprovisionofa comprehensive library service as 6 or higheron a scale from 1 “Not at All Important” to 10“ExtremelyImportant.

Assistance with lifestyle

53%ofMonashrespondentsindicatedthelibraryhelped them to relax, 42% indicated the librarywasarecreationaloutletforthem,27%useditforstudy, informationorresearchand25%saidthelibraryhelpedthemengagewiththecommunity.

Activities in the library

Whenaskedwhatactivitiestheyhadundertakenat the libraries 65% of Monash respondentsnominated borrowing books, 25% came withchildren, 24% borrowed CDs or DVDs and 22%listed using the library’s Wi-Fi service. 22% ofMonashrespondentshadusedthelibrary’sWi-Fiservice,comparedto17%fortheentiresurvey.

Users’ Satisfaction with Library Services

Respondents who had visited a public librarybranch within the last year were asked howsatisfied they were with the overall serviceprovidedat their libraryusing a scale from1 to10 where 1 represented “Not at all Satisfied”to 10 representing “Very Satisfied”. 48% ofrespondents across the total syndicate rated ascore of 10 or 9 and a further 48% a score of 8 to 6,indicatingthat96%considertheyaresatisfiedwith the overall service. In the City of Monash 44%ofrespondentsratedascoreof10or9andafurther52%ascoreof8to6indicatingthat96%considertheyaresatisfiedwiththeoverallserviceprovided.

ForboththetotalsyndicateandwithintheCityofMonashtherange&qualityofeBooksandeaseof downloading eBooks generated the lowestperformance scores. For the total syndicate lessthan 50% of respondents were satisfied withthese areas and more than 40% were uncertain. Within the City of Monash more than 55% of respondentsweresatisfiedwiththeseareasandless than 38% were uncertain.

Services rated as ‘Strengths’ for Monash were: staffcourtesy, staffknowledge, lending services,presentationoflibrarybuildings,librarycatalogue,openinghours,easeoflocatingbook/info,librarywebsite, range/quality of books for adults, andreference/info services.

Possible Improvements for Monash Public Library Service

Thinking generally about their public librarybranch, respondents who had used the libraryin the last year were asked to suggest oneimprovement to their library,32%didnotmakea suggestion and the following were the mostmentioned:

Books – wider range, more copies, newerreleases (11%)

More/better parking (10%)

Improve ambience – bigger, better, quieter(6% )

Longer opening hours (6%)

Improve facilities – seating, toilets lighting,signs,air-conditioning(5%)

Online Survey

In March and April of 2015, the Monashcommunity was invited to share their ideas for thenewlibrarystrategybycompletinganonlinesurvey. The survey was available via the Library and Council websites and through hardcopiesin the libraries. Therewere 409 responses froma diverse range of residents and visitors. Among therespondents:

67% of respondents were female and 32%were male

59.2%ofrespondentswereaged25-65years,31.7% were over 65 years and 7.4% were aged 13 to 25

51% of respondents were born in Australia,with 48.4% born elsewhere

58.9% of respondents indicated they spokeEnglish at home, with 41.1% speaking other languages. (A total of 44 community languages).

Respondents were asked how important fiveissuesrelatingtolibraryserviceweretothem.Theresultsofthisstrengthbasedquestionareshowninthegraphbelow.Supportfor“Lifelonglearning”wasthemosthighlyratedresponse,followedby“Accesstoinformation”and“Literacy”.

Respondentswerealsoaskedwouldtheylikehelpfrom the library in eachof thesefive areas andif so what kind of assistance. The two highestareas that the community requested help fromthe library were; “Access to information andknowledge”and“Lifelonglearning”.

In the area of “Access to information andknowledge” 51% of the respondents indicatedthattheywouldlikehelpfromthelibraryaroundprovision of fiction and nonfiction titles, CALDcommunity language material, assistance withdevices, IT and Internet classes including safeuse of technology and retirement and healthinformation.

In the area of “Lifelong learning” 50.8% of therespondents indicated that theywould likehelpfrom the library focusingonhealth information,computers and technology including newtechnologies, online learning and opportunitiestoimproveEnglishlanguageskills.

37%wouldlikelibrarysupportforinvolvementinleisureactivities(includingcraft,hobbies,books),30%withhelpinconnectingwithothers(includingfamily history, book clubs and opportunities tomeet with others with common interests) and 20% wouldlikethelibrarytohelpinimprovingliteracyskills including English reading andwriting skillsand via conversations in English and languagesother than English.

The survey provided a useful overview ofcommunity requirements from library services in Monash.

Library Staff Forum

AttheannualforumforalllibrarystaffconductedatClaytonLibraryon17April2015staffwereaskedtoreviewfiveareasofimprovementidentifiedinthe community survey and nominate current or potentialaspectsofservicethatshouldbeeitherdeveloped,continuedordiscontinued.

Areas of focus were:

Collections

CALD services.

Council Staff Workshop

Inaddition to community input, key staffacrossCouncil were invited to attend a workshop andcontribute to development of the Strategy.Twenty-fourstafffromadiverserangeofCouncildepartmentsattended.

Thekeyissuesandopportunitiesidentifiedwere:

Technology and innovation: libraries needto keep abreast of technological changeswhileensuringquality traditionalservicesaresupported

Infrastructure – Libraries need to be a cultural hubandhaveadaptivemultifunctionalfacilities

MarketingandpromotionofthelibrarybrandacrossCouncilessential

Partnerships and Collaboration with otherareas in Council to be enhanced.

Implementation of this Plan

ThisStrategywillbeimplementedoveraperiodofthreeyears.InJulyofeachyearaprogressreportwill be submitted to Council that identifies thestatusoftheidentifiedactionsfortheappropriateyear,alongwiththeactionsforthecomingyear.

Four Key Themes have been developed thatencapsulate the priority issues identified in theconsultation sessions and support key Councilstrategicplans:

Digital futures

Libraries as community living rooms

Lifelonglearningandparticipation

Buildinginternalcapability

Each of these themes has a number of high level goals that describe and elaborate on the aim of the themes. Each goal contains measurable actionsthatdetailhowthegoalwillbeachieved.

It is intended that the Monash Public Library Service Strategy 2015-2018 will inform the development of the annual Library ServicesBusiness Plan and the individual work plans ofall relevant staff. This strategy will also informthe Corporate Risk Management Plan, BusinessContinuity Plan and the Corporate Budget Process.

Vision for Libraries in Monash

Council’s vision is to inspire strong, vibrant, creative and connected communities.

We seek to understand the current and future needs of the diverseMonash community andprovideservices,facilities,programsandeventsthatwillassistresidentstolivehealthyandmorefulfillinglivesaswellasfeelconnectedtotheirlocalcommunity.

THEME 1 : Digital Futures

Monash is a digital savvy community. Most homeshavebroadbandaccess,smartphonesare commonplace and use of social mediais widespread, especially among youngerresidents. Staying at the forefront of this revolution is a major challenge for librariesandlibrarians.Whilebooksandotherphysicalresourceswillremainimportant,librarieswillplayanessentialroleinsupportingequitableaccess to digital knowledge. Programs thatsupport community learning, provision ofopportunitiesfortechnologicalcreativityandstaffwhoarecomfortableinthesespaceswillbe the new norm for libraries.

STRATEGIES:

DevelopaplantoestablishMonashlibrariesascommunity leaders in digital literacy and digital learning

Build digital equity within the community through the provision of activities thatfacilitateskilldevelopmentamongstotherwisetechnologically isolated groups in thecommunity

THEME 2 : Libraries as Community Living Rooms

Librariesarecommunityhubs–placeswherepeople meet, collaborate, socialise andcreate. Like family living rooms, themodernlibrarycatersformultiplegenerations:spacesforyouthontheirowndevices,adultsreadingpapersormagazines, olderpeople at publiccomputers,childrenatstory-timeandpeopleofallages in theircreativeendeavours.Thisshift in purpose is challenging for librariesdesigned originally as repositories of booksand places to research and read. To thrive,librariesneedtoplanformaximumflexibilityinspaceallocationensuringspacesreflecttheprioritiesoflocalusersandpotentialusers.

STRATEGIES:

Review space allocation in each library anddevelopaprogressiveprogramof internal re-design to achieve greater flexibility, betterreflectcommunityinterestsandattracthigherlevelsofparticipation

Promote the role of the library as a gathering spaceforresidentstopursueandshareliteraryandcreativeinterestsandactivities

Investigate the feasibility of establishing thelibrariesas ‘CouncilServiceCentres’ tobetterservelocalcommunitiesandtostrengthentheroleoflibrariesascommunityfocalpoints

THEME 3 : Lifelong Learning and Participation

Like other western countries, Australia istransitioning to a knowledge-based society.Concurrenteconomic,demographicandsocialchangesaredrivingtheneedfornewthinkingaboutlearningandeducation.Nolongerdoeseducation finish when young people leaveschool.Itisalifelongendeavour,whetherforemployment or personal growth. As AlbertEinsteinsaid,intellectualgrowthshouldonlyceaseatdeath.Notwithstandingtechnologicalchange,librariesprovidecriticalinfrastructurefor this pursuit of knowledge. Despite ouradvanced economy, many Australians havelow levels of literacy, residents from non-English speaking backgrounds are seekingaccess to language resources, older peopleare looking for ways to stay ‘brain-healthy’and citizens of all ages are seeking creativelearning opportunities. Supporting lifelonglearning and participation is now a key roleforpubliclibraries.

STRATEGIES:

Tailor resources and programs to meet thelearningandliteracyneedsofcommunities

Promote community interest in cultural diversitythroughtheprovisionofopportunitiesforculturalgroupstoshowcasetheirtraditionsandtheircreativeskills

The role of libraries is changing, the spacesin libraries are changing – and library staffskills need to change and develop too.Today, libraries require staff with excellentresearch skills, a high level of technologicaland digital knowledge, the ability to leadand facilitate creative groups, and the skillsto establish partnerships with commercialand community organisations. These skillscan be developed by staff through formaland informalopportunitiesand self-directedlearning. Lifelong learning is now as criticalforlibrarystaffasitisforallinaworldwherethepaceofchangecontinuesunabated.Overtime, librariesneed toensure that the skillsof staff are aligned with the needs of thecommunityandtheservicesbeingoffered.

STRATEGIES:
