Thirty-ve years ago, a group o orward-thinking lawyers
and philanthropists conceived o a law student internship
program in Chicago. Backed by law schools, public
interest law organizations, the Donors Forum, and the
Chicago Bar Association, a pilot project was launched
in the summer o 1977 with twelve interns at our
organizations: the Better Government Association, the
ACLU o Illinois, Business and Proessional People or the
Public Interest, and the Chicago Lawyers Committee or
Civil Rights Under Law. Called The Chicago Law Student
Public Interest Fellowship Program, the stated objectives
were to increase law students understanding o the
need or public interest law, to encourage their inormed
consideration o a career in public interest law, and to helpurther the work o public interest law agencies in Chicago.
But, PILIs ounders had larger goals too, goals that reached beyond these rst dozen students. They
set their sights on nothing less than changing the culture o law school and the legal proession.
This says to every student who hears about the program: Public interest law is respectable too,
they wrote. It says, Here is a group o potential role models leaders o the bar, law school deans
and aculty members, attorneys at the agencies, ocials o important Chicago oundations andcorporations who think public interest law is worth their time and money.

Three and a hal decades later, our programs have grown beyond law student internships and expanded
outside o the city o Chicago. But we are proud to continue to pursue the vision o our ounders, as
relevant today as it was in 1977, to oster a culture o service within the legal proession.
PILIs mission is to cultivate a lielong commitment to public interest law by creating opportunities or law
students and lawyers to do public interest and pro bono work in Illinois. Through our our programs, the
Law Student Internship Program, Graduate Fellowship Program, Alumni Network, and Pro Bono InitiativeProgram, we leverage resources rom within the legal community into thousands o hours o legal assistance
each year, so that together we can better meet the legal needs o individuals and amilies living in poverty.
The celebration o our 35th Anniversary has been made even more special by the growth we have achieved
this year. This summer and school-year, we placed a remarkable 127 Law Student Interns and Graduate
Fellows at public interest law organizations across Chicago and Illinois. We launched a new Alumni Network
Leadership Council, and our Pro Bono Initiative Program has undertaken several new projects, equippingpro bono leaders and practitioners with the resources they need, and acilitating eective partnerships
with our constituents across the state. This annual report details the accomplishments and successes o
this most recent year in PILIs history, with stories and eatures to give you a closer look at the work we do.
Anniversaries aord a particular opportunity or refection and thankulness. From its beginning, PILI has
been an organization built on partnerships and collaboration. We could not achieve the goals described in
this report without the 59 public interest law organizations that participate in our programs. They not only

a new generation o public interest lawyers through their eective supervision o our Interns and
Fellows. We are thankul to these agencies or their ongoing partnership!
And, we certainly would not be able to achieve our goals without support rom the many law rms,
corporations, law schools, oundations, and individuals who have invested in our mission. In particular,

PILIs Law Student Internship Program places rst and second-year law students at publicinterest law organizations in Illinois. Interns work 400 hours during the summer or 200
hours during the school year, with PILI paying their stipend, ensuring quality supervision by
experienced attorneys and providing supplemental educational, networking and mentoring
opportunities. The result is an increase in the capacity o these public interest law organizations
to meet the needs o their low-income clients and an increase in the number o emerging
lawyers connected and committed to public interest law.
Law Student Internship Program
47 summer Interns and 10 school-year Interns served20,800 hours at 24 participating agencies. They provided direct services
to 1,005 clients and brie services to 1,540clients or a total o2,545 clients served by this class o PILI Interns.
These Interns undertook a wide range o tasks this summer, including but certainly not limited to:
Conducting in-person intake in both English and Spanish;
Successully arguing or a VAWA adjustment o status and cancellation o removal;
Negotiating settlements in eviction cases; Compiling U-visa applications;
Attending IEP (individualized education program) meetings with clients;
Participating in a testimony beore the Illinois Health Inormation Exchange Authority;
Mediating pro se cases at the Daley Center;
Drating wills and assisting in creating Powers o Attorney or property and healthcare;
Contributing to a rapid response on the Aordable Care Act ruling; and
Writing memos on township government, elections and ree speech.

My Internship at the National Immigrant Justice Center has been a great
experience. While working under the supervision o some o the best and most
passionate immigration lawyers in the area, I was given a lot o reedom and
responsibility to work with clients directly. I have led six immigrant applications
and two appeals with the United States Citizenship and Immigration Services(USCIS), attended a USCIS hearing in the capacity o a translator, and represented
a client in removal proceedings at the immigration court in Chicago. Probably the
most memorable experience I had during my PILI Internship was working at the
Dream Relie Day at Navy Pier in mid-August. This event was organized to help
undocumented youth who might qualiy or deerred action status navigate the ins
and outs o the application. I spent the entire day doing intake with these young
people who had either camped out overnight or arrived at 4 or 5 in the morning justso that they could live their lives ree rom ear o deportation or be able to work
to help their amily. They were all truly inspirational representatives o Americas
youth, and reminded me o why I wanted to ght or their cause and work or an
organization like the National Immigrant Justice Center or my PILI Internship.

Expanding our reachUnder our current long range plan, PILI has committed to expanding both the number and
the geographic scope o our Internship placements. We are pleased to announce a new
PILI Internship position or the summer o 2013 at Prairie State Legal Services in Peoria, IL,
made possible with unding rom the Lee L. Morgan and Mary H. Morgan Endowment o the
Community Foundation o Central Illinois. This will be PILIs frst Internship in Illinois outside o
Chicago, where the need is great but resources are ew.

Through the PILI Graduate Fellowship Program, new associates at Chicago law rms spend300 hours during the summer or all working at public interest law organizations in Illinois
while studying or or ater taking the bar. Fellows are sponsored by their rms. PILI ensures
quality supervision by experienced legal aid attorneys and provides supplemental educational,
networking and mentoring opportunities, cultivating a commitment to pro bono work and public
interest law that will stay with these new associates throughout their career.
70 PILI Fellows served21,000 hours at 37 participating agencies.They provided direct services to 419 clients
and brie services to 684 clientsor a total o1,103 clients served
by this class o PILI Fellows.

Participating in the PILI program was the ideal supplement to studying
or the bar exam. My Fellowship experience not only exposed me to an
area o the law with which I was completely unamiliar, but it also allowedme to urther develop skills that will be invaluable to me as a young
associate. As a Fellow at the MacArthur Justice Center at Northwestern,
I was part o a team o attorneys who made it their mission to remedy
miscarriages o justice that occurred as a result o faws within the
criminal justice system. I researched a wide array o legal issues that
aected the Centers wrongly convicted clients and actively participated
in the discovery stages o the Centers ongoing civil cases. Mysupervising attorney gave me the unique opportunity to participate in
strategy conerences, observe depositions, and attend status hearings.
Though my Fellowship has now concluded, I can say with condence
that my involvement with public interest work and criminal justice reorm
is ar rom over. As I begin my legal career, I will take my experiences
at the MacArthur Justice Center with me, and I hope to devote my pro

Growing our numbersIn 2012, PILI saw a substantial increase in the number o Graduate Fellows, as well as the number

Since PILI rst launched the Internship Program in 1977 and the Fellowship Program in 1983,over 3,000 law students and graduates have participated. These public interest lawyers span the
globe and the proession: rom rm and corporate attorneys, to members o the government
sector and the judiciary, to members o the higher education and public interest law sectors.
The PILI Alumni Network maintains the connection between these lawyers and the greater pub-
lic interest community, providing educational, networking and leadership opportunities.
PILI Alumni Network
The second annual Alumni Reunion Reception was held in FY 2012 on October 5, 2011,
and raised over $3,000 towards the Alumni Named Internship Fund. The Alumni Network
Leadership Council launched in 2012, with Alumni leading teams to plan programming,
outreach and undraising. The Network hosted a CLE program on July 12 on Working with
Diverse Client Populations. Many PILI Alumni also spoke or presented on panels at PILI
programs and events, including our summer educational series. In record numbers, PILI Alumni
served as advisors to this years class o Interns and Fellows.

Pro Bono Initiative Program

PILI is a resource or law rms, corporations and other groups seeking to develop or enhancetheir pro bono programs. The goal o our Pro Bono Initiative Program is to oster a culture o
service within the legal proession, creating work environments, programs and opportunities
that help new associates and seasoned attorneys alike actualize their commitment to pro bono
work. Through a range o innovative projects, creative partnerships and coordinated eorts,
PILI promotes new ways to expand the scope and quantity o legal services available or people
living in poverty in Illinois.
PILI hosted the Illinois Forum on Pro Bono on September 14, 2011, on the topic Improving
the Pro Bono Delivery Model. Ideas and strategies generated at this Forum contributed to the
American Bar Associations National Pro Bono Summit held the ollowing month in Washington,
DC, and helped inorm the Summits ultimate goal o developing a nationally coordinated action
plan or improving the pro bono legal services delivery model. On September 29, PILI hostedExplore the Possibilities: Pro Bono and Public Interest Law Placements or law students
interested in learning more about public interest law. In 2012, PILI organized a ull complement
oPro Bono Roundtables, constituent group-specic gatherings or pro bono leaders rom
across the state. Our Corporate Pro Bono Roundtable was on March 14, a special joint Agency
and Law School Roundtable was on May 29, and our rst ever Law Firm Pro Bono Roundtable
was held on November 13.

Working together with Prairie State Legal Services and Land o Lincoln Legal
Assistance Foundation, PILI has developed and launched new Judicial Circuit ProBono Committees. These committees are made up o members o the judiciary as
well as pro bono leaders rom local law rms, corporations, bar associations, and
public interest law organizations.
The goal o our Judicial Circuit Pro Bono Committees is to increase access to
justice by promoting and enhancing pro bono legal services within a particular
judicial circuit. Specically, through these committees, PILI aims to raise awareness
o the need or ree or low-cost legal services, identiy and reduce barriers to pro
bono, recruit attorneys to participate in pro bono programs, and recognize the pro
bono contributions o area attorneys.
In FY 2012, the rst two Pro Bono Committees were ocially launched. The 3rd
Judicial Circuit Pro Bono Committee (Edwardsville Area), chaired by Judge Barbara
Crowder, hosted a legal advice workshop in Madison County. The 14th Judicial
Circuit Committee (Rock Island), chaired by attorney Thomas Blade, is working ondeveloping a CLE program and pro bono project on landlord-tenant issues.
PILI aims to launch two more Pro Bono Committees in the coming year: one in
the 6th Judicial Circuit (Champaign area) and another in the 10th Judicial Circuit
(Peoria area). We are grateul to our partners across the state or making this new
initiative a success!

Each year PILI hosts our Annual Awards
Luncheon to celebrate the best aspects o the
legal proession: the skill, commitment, and
generosity o the lawyers, law students, law
rms and corporations dedicating countless
hours each year to public interest work. PILIsAnnual Awards Luncheon brings together
hundreds o members o the Illinois legal
community to pay tribute to the people and
organizations whose exemplary pro bono
work has inspired us and made us proud.

The Annual ProBono Reception is PILI's opportunity to celebrate
the communitys pro bono relationships and successes and the
work o our Pro Bono Initiative. In 2012, this event was held on
June 20 and attended by 250 law rm and corporate attorneys,
paralegals and legal secretaries, the current class o PILI Interns
and Fellows, PILI Alumni, and representatives rom law schools
and public interest law organizations rom across the state. PILIrecognized 34 law rms and 8 corporate legal departments
whose noteworthy pro bono contributions earned them a place
on PILIs Pro Bono Recognition Roster, unveiled at this event.
