MeetingThe commission requested that the public be able view the display for the update items.

Stone James, Economic Development Director, gave an update on the following:

· Additional Healing Fields Mural at Patriot Park

· Steve "Shig" Shigley Sculpture for Panorama Park

· Bill Anson Sculpture- The concept was approved contingent on a new location for placement; original location posed some traffic issues.

· Street Sign Toppers- There are some signs that are in need of being addressed and maintained.

· "How to Paint" Videos for the Senior Center

· Cathedral Canyon Wash Murals- Chairwoman Sue Townsley will look at having a theme of conserving water. She spoke to Gary Hall to supervise the project and find an artist. She will also contact Riverside flood control.

It was the consensus of Commission to take over maintaining the Agnes Pelton project.

The Commission requested that staff work on a bid for the restroom wall in Century Park as stated in the minutes from October 12, 2020.

3. Public Arts Utility Box Project Sponsor(s): Tom Rudolph, Scott ColwellRecommendation: The Public Arts Utility Box Project is presented for

information, discussion and direction. Vice-Chair Tom Rudolph introduced the item and expressed his concern with the issues preventing this project from moving forward.

A motion was made by Commissioner Scott Colwell and seconded by Vice-Chair Tom Rudolph to approve the Public Arts Utility Boxes Project with a concept of

either installing wrapped adhesive pictures or painting the utility boxes with an estimated cost of $500 per box up to 10 boxes, and forward on to City Council for final approval and direction on locations.

4. Enriching Century Park through Public Art Sponsor(s): Tom Rudolph, Scott ColwellRecommendation: Review and discuss opportunities to enrich Century Park

through the creative placement of public art.Vice-Chair Tom Rudolph gave a brief update on Enriching Century Park through Public Art. He is working with an artist and needs direction from staff on the next steps.

Chairwoman Sue Townsley has reached out to Public Works to start the process.

Stone James, Economic Development Director, will follow up with staff and report back to the Commission.

5. Swiss Cheese in Panorama Park Sponsor(s): Sue Townsley, Tom RudolphRecommendation: Review, discuss and potentially vote on placing the Swiss

Cheese art piece in Panorama Park.Chairwoman Sue Townsley introduced the item and gave an update on the Swiss Cheese art piece for Panorama Park.

A motion was made by Vice-Chair Tom Rudolph and seconded by Commission John Nagus to approve the placement of the Swiss Cheese art piece in Panorama Park, contingent on getting an estimate for the base.

Stone James, Director of Economic Development will work on getting an estimate for the base.

Recommendation: Discuss the strategic updates proposed by Commissioners Hopings and Nagus and prepare said plan for presentation to and adoption by City Council

Commissioner DeeAnn Hopings gave an update on the Structure and Procedures Plan Update draft document. She requested review and feedback from the Commission. She feels this document should be placed on the website.

After discussion it was the consensus of the Commission to have Commissioner DeeAnn Hopings and Commissioner John Nagus schedule a meeting with Stone James and Tami Scott to continue the process.

COMMISSIONERS REPORTS

It was the consensus of the Commission to have a goal setting workshop meeting for the scheduled December 14, 2020 meeting.

Vice-Chair Tom Rudolph reported that he spoke Corey Goddard who is interested on doing 9-11 memorial at the new fire station with an estimated cost of $5,000. If the Commission is interested, he will contact Corey and possibly bring this back as an item on a future agenda. He announced that First Fridays is back up again.

Chairwoman Sue Townsley would like to attend along with Commissioner Colwell to visit the Firsts Fridays. She reported on a meeting with Danny Lee Chairman of the Parks and Community Events Commission. She noted that the Rainbow Crossing needs some attention.

Title: Review and discussion of the December 14, 2020 PAC Goal Setting Session

RECOMMENDATION:

This item is presented for information, discussion and direction only. BACKGROUND: On December 14, 2020, the Public Arts Commission (“PAC” or “Commission”) discussed goals for 2021 - 2025. Below is a summary of the discussion. The below is also intended to serve as the basis for a letter which may be presented to Council during the January 30, 2021 Council Goal Setting Meeting. This annual goal setting meeting establishes City Council goals for the new (2021) calendar year. Staff will also provide a brief update on the Passages and the Swiss Cheese sculptures for Panorama Park.

Public Arts Commission Future Planning Discussion

Commissioners: Sue Townsley, Chair (2021) Tom Rudolph, Vice Chair (2022) Scott Colwell (2023) DeeAnn Hopings (2023 John Nagus (2021) Dear Mayor Gregory, Mayor Pro Tem Gutierrez, and Councilmembers Carnevale, Lamb and Ross, On behalf of the Cathedral City Public Arts Commission (PAC), thank you for the opportunity to share our thoughts and goals for the next four years. As you might

imagine, these ideas are fluid and may change given the unpredictable environment brought on by COVID-19. The pandemic has cost the City dearly with layoffs and illnesses. Despite the tremendous efforts and dedication of Tami Scott, Stone James and the Facilities Department; City Staff is balancing increased priorities with fewer resources. Given the limitations on Staff’s time, PAC has been asked to look for meaningful ways to contribute art to the Cathedral City community but do so in ways that are less time intensive from a management and implementation standpoint. PAC has identified the following opportunities. These opportunities will fulfill PAC’s mission, will make a transformative difference in our community and will maximize our contributions as a commission. Projects in the works:

• Finish and install the “Passages” sculpture in Panorama Park; • Structure and Procedures Plan Update (to be posted on the website and

Facebook page); • Update the “Art in Public Places’ smart phone application (ongoing); • Finalize contract with the Mary Pickford regarding the ‘I Feel Transported’

sculpture (this has been delayed due to COVID19 as the theater has been closed);

• Search for a volunteer grant writer. 2021 projects needing Council approval

• Locating and placing the “Swiss Cheese” sculpture in Panorama Park; • Rent space for a two-month Cathedral City Artists’ exhibit. This item is being

suggested by Chairwoman Townsley; • Finalize location and costs associated with locating “Birds in Flight” sculptures in

Dinah Shore median; • Painting the utility boxes in Panorama and Ocotillo Parks. Staff is checking with

Southern California Edison to determine if the City is allowed to paint SCE boxes);

• Paint the Cathedral City Library’s cement benches (one in Vasquez Memorial Park and eight at the Library);

• Paint the Cathedral City Library’s book collection boxes (three); It is heartening to place public art in Panorama Park during Mayor Gregory’s tenure, as he represents District 5. Arts Education Proposals:

• Live Arts has been an exciting addition to the Public Arts definition. We look forward to assisting CVRep, as we have done in previous years.

• Cathedral City High School band, choir, and drama department have been supported by PAC in past years. We have been asked to discuss with the Principal before we agendize any CCHS proposal.

• Request: Council change the Municipal Code to allow PAC to have final approval for up to $1000 for proposals from the Senior Center, Boys and Girls Club, and Library. These requests are usually time-sensitive due to time of year, available mentors, etc.

Assuming City revenues and Staff demands normalize by 2022, we have listed public art ideas for 2022 - 2025. 2022 potential projects:

• Kinetic sculpture in the Community Amphitheater Park. Lyman Whitaker’s pieces could be an excellent fit.

• Historical Society Photos/Postcards wraps on Downtown utility boxes. The preliminary work has been completed. PAC is waiting for Mr. John Corella to identify which utility boxes will remain after the traffic light signalization reconfiguration is completed.

• 911 Sculpture in front of Fire House 411; • Sculpture in Dream Homes community. A sculpture is proposed on the corner of

Mission and San Luis Rey and would be installed during Councilman Gutierrez’s Mayoral term.

• A field trip and tour by 4th graders to Downtown sculptures and the Mary Pickford balloon mural, followed by a visit to City Council Chambers. This is Councilmember Lamb’s suggestion and would occur during Councilmember Lamb’s time as Mayor Pro Tem.

• Street Blades in the Cove honoring three now deceased Cathedral City artists; 2023 potential projects:

• A field trip and tour by 4th graders to Downtown sculptures and the Mary Pickford balloon mural, followed by a visit to City Council Chambers. This is Councilmember Lamb’s suggestion and would occur during Councilmember Lamb’s Mayoral term.

• Century Park beautification: o 160 ft mural on water basin retaining wall o Mural on one wall of restroom building o Sculpture between the NWC of Da Vall Drive and Century Park Drive and

the backstop behind baseball diamond’s home plate. o While not within the PAC’s jurisdiction,

▪ The Century Park sign is crumbling, and rebar is showing ▪ Benches around the children’s play area are old and inadequate

• Locate a sculpture on Date Palm median by North Gate Church • Locate a sculpture on East Palm Canyon median. This was suggested by

Councilmember Ross and would be installed during Councilmember Ross’s term as Mayor Pro Tem.

• Ocotillo Park mural. This was suggested by Councilmember Ross and would be installed during Councilmember Ross’s term as Mayor Pro Tem.

• Bringas Bridge designs (Discuss with Henry Bringas) 2024 potential projects:

• A field trip and tour by 4th graders to Downtown sculptures and the Mary Pickford balloon mural, followed by a visit to City Council Chambers. This is Councilmember Lamb’s suggestion and would occur when Councilmember Lamb’s becomes the immediate Past Mayor.

• Locate sculpture(s) in roundabouts in Rio Vista. This was suggested by Mayor Gregory. City Staff is evaluating potential legal issues and ways to address said issues.

• Fire truck murals on Fire House 411. This was suggested by former Fire Chief Paul Wilson.

• Date Palm Bridge enhancement. This was suggested by Councilmember Ross and would occur during Councilmember Ross’s Mayoral term.

• Sculpture(s) at Firehouse 412. This was suggested by Councilmember Ross and would occur during Councilmember Ross’s Mayoral term. Sculpture in the soon to be built Cove Dog Park

2025 potential projects: Sculpture in Dream Homes Park after its completion.
