Minutes of the Public Board of Education meeting held on February 24, 201.0 at the .MonroeTownship High School.
Two fifteen minute recesses were invoked by Mr. Holliday prior to the start of the meeting due tonot having a quorum. The recesses were taken to allow for the arrival of a board member which wasanticipated.
The meeting was called to order by Board President Amy Antelis at 7:20 p.m.

STUDENT BOARD MEMBERS REPORT
Ms. Dholakia spoke about the following events at Woodland Elementary School: Pennies forPatients and fundraisers for the Red Cross; the Mill Lake Elementary School book fair, food driveand Help for Haiti movie night; the Barclay Brook Elementary School African dance assembly andfood drive; the Brookside Elementary School Jump Rope for Heart event; the Oak Tree ElementarySchool Winter Olympics, and the Applegarth Middle School orientation for current 6th gradestudents’ parents. Ms. Dholakia concluded by speaking about the following events at the HighSchool: African American history assembly, Model U.N., Youth in Government. FBLA conference,DECA conference, Battle of the Bands Haiti fundraiser, bowl-a-thon sponsored by the NationalHonor Society and preparation for the Mr. Monroe contest.
PRESENTATION BY LAURIE McCONNELL, SUPERVISOR OF GRANTS. TESTING A.NDSPECIAL PROJECTS, OF THE IMP.ACT GRANT AWARD AND RACE TO THE TOP GRANT
Ms. McConnell, Supervisor of Grants, Testing and Special Projects gave a PowerPoint presentationexplaining the Impact Grant and the Race to the Top Grant. Members of the Board of Education andmembers of the public were given the opportunity to comment and ask questions. A copy of thePowerPoint presentation is attached to the official set of minutes.

SUPERINTENDENT’S REPORT./RECOMMENDATIONS
Dr. Hamilton stated the first three "Champions of Education" are interviews with High SchoolPrincipal Mr. Goodall, State Senator Baroni and Dr. Piegari, Executive County Superintendent ofSchools. Next, Dr. Ham.il.ton spoke about the Managing for Results program, the Action Plan statusupdate, the Hats for Haiti [nitiative, and the Saturday Academy. Dr. Hamilton then stated that aHigh School senior has been accepted into the Wharton School of Busi.ness, two seniors accepted toNYU, one senior deferred acceptance to Yale, one senior accepted with a full scholarship to RutgersUniversity, and one senior into the Rutgers Pharmacy Program.

MIDDLESEX REGIONAL EDUCATIONAL SERVICES COMMISSION
Mr. Leary, Board Representative to the Middlesex Regional Educational Services Commission,stated that the Finance Committee meeting for the Middlesex Regional Educational ServicesCommission will convene on Friday to review the 2010/11 budget and tuition rates.
OTHER BOARD OF EDUCATION BUSINESS
It was recommended by Mr. Tessler and seconded by Ms. Leonard that members of the Board ofEducation participate as a sub-grantee in the Rutgers University Impact Grant. It was furtherrecommended that members of the Board of Education acknowledge and accept Impact Grantfunding in the amount of $96,260. Roll Call 6 - 0. Motion Carried.
It was recommended by Mr. Kaufman and seconded by Mr. Leary that members of the Board ofEducation approve participation in the State of New Jersey Race to the Top application. Roll Call 6-0. Motion Carried.

23 lights on Schoolhouse Road where the new school is
24 being built, There’s two entrances for parking lots
25 leading onto that road, and the buses go up and down

2 school problem, but there are kids. Is there any

6 putting lights up there, but if they put one or two
7 lights, it’s not going to help. Is there any way
8 you can find out what’s going to happen because if
9 you go down that road, Schoolhouse Road, it’s

11 road at all. So it’s a safety issue.

5 MR. HOLLIDAY: Absolutely it will be on.
6 MS. ARMINIO: The election resolution,
7 the annual school election resolution item 2, you
8 read that it -.- you will pennit all voters when
9 present to vote and cast their ballots, How is that
10 going to be regulated? There should be some kind of
1. 1 standard. I mean, do they have to be there before
12 9 olock? Do they have to be can they be there
13 after 9 o’clock? What is the standard for that?
14 MR. HOLLID.AY: Wayne Hoiliday speaking
15 for the record. I am not in charge of the actual
16 election during election day. Those functions are
17 performed by the municipal clerk, Sharon Doerfier;
18 however, I will answer your question as 1 know it to
19 be by law. It is any person that is in line at
20 9p.m. on the 20th of April in the year 2010 may
21 cast a vote as long as they are in line by 9 p.m.

23 MS. ARMLN1.O: Okay. So that’s the I
24 mean, I’m a poll worker, so that is actual.iy the
25 standard for regular general elections, that as long

1 as the people are within the building or in that
2 polling area by 9 o’clock. So in other words, we’re
3 not deviating in any way with this resolution from
4 the normal standard practice.
5 MR. HOLLIDAY: That law does not deviate
6 in any sense from any election laws.
7 MS. ARMINIO: It just sounded so
8 open-ended, I wasn’t sure if it was going to be an
9 arbitrary or capricious decision. All right. The
10 next-
11 MR. LEARY: Can I make a comment?
12 MS. ANTELIS: Mr. Leary.

14 statutes clearly defines the whole procedures for
15 elections, and that should be necessary and
16 sufficient, and Wayne has given you the right
17 answer.
18 MS. ARMINIO: Right. It just -- I have
19 never seen that written before so I was just
20 questioning to see if it was changed from that.
21 Okay, The closed session resolutions,
22 the nature of the suspension with employee 2693.
23 DR. HAMILTON: We’re not able to discuss
24 that publicly.
25 MS. ARMLNIO: I thought that it’s open

1 to the public as soon as you have the -- Fm not
2 asking who the person is, but there should be some
3 -- some idea as to why the person is suspended or
4 the nature or some general - I think you can
5 discuss it.
6 DR,HAMILTON: Ithinknot,andiflam
7 wrong about that, I will fix it later, but I’d
8 rather err on the side of caution since we don’t
9 have counsel present.
10 MS. ARMINIO: Okay. Could you also
11 provide next time the law that says that - because
12 it would be probably the Public Meetings Act that
13 says that you can restrict that information. It is
14 my understanding that once it’s resolved -- Fm not
15 asking for the person’s personal information, but
16 the nature of the suspension could be discussed. So
17 that would be for 2693 and 1795. Can you just
18 generally tell me what would be some reasons why
19 people would be suspended with pay and without?
20 DR. HAMILTON: Protection by certain
21 tenure laws would make that distinction between a
22 tenured and a non -- and an employee who is not
23 protected by tenure laws.
24 MS. ARMINIO: So someone who can be
25 suspended if they’re tenured will have -- by

1 contractual agreement they would be getting paid?
2 DR.. H..AMILTOIN: Correct.
3 .MS. ARMINIO: Unti.1 the suspension is
4 resolved?
5 DR. HAMILTON: Correct.
6 MS. A.RMINIO: Okay. So are these
7 technically unresolved suspension issues?
8 DR. HAMILTON: One is an unresolved
9 issue. The other one has been resolved,
10 MS. ARMINIO: Okay, and in any of these
1. 1. matters, have there been any payments or anything,
1.2 any lawsu.its?
13 DR. HAMILTON: No.
14 MS. ARMINIO: Payment of any lawsuits?
15 DR. HAMILTON: No, no.

2 teachers, what’s to prevent them from picking up and
3 going to another district after learning?
4 DR. HAMILTON: Nothing at all.
5 MR. PREZIOSO: No negotiation at all or
6 no contracts or anything like that? I mean, after
7 they’re taught, they --
8 MR. LEARY: The 13th amendment
9 prohibited slavery.
10 MR. PREZIOSO: Okay. Well --
11 MR. KAUFMAN: How can you follow
12 slavery, right, George?
13 MS. ANTELIS: Hi, George, haven’t seen
14 you in a while. Welcome. State your name -
15 MR. GUNKELM.AN: George Gunkehnan, 5
16 Kelly Court, Monroe Township. I apologize if this
17 is something the Board has already addressed. N
18 like qreifwecanknowatthispointwhat
19 the impact on the district is going to be to the
20 reduction of state - any reduction of state
21 funding, if thafs known enough at this point to
22 comment on our impact
23 DR. HAMILTON: There are two parts to
24 that question. One is the cunent fiscal year,
25 which is 2009/2010. That impact we know. We do not

1 know the impact of the 2010/2011 budget. Right now
2 we anticipate that our payments that we were
3 expecting from the state have been frozen so where
4 we were expecting payments through June, we are no
5 long -- we will not get any additional payments. So
6 in that instance we are about $1.5 million below
7 what we expected for this year.
8 1 implemented a budget freeze earlier in
9 this year in anticipation that some of those funds
10 would be withheld. I had no idea it would be this
11 many, but we knew that there would be some. So we
12 are hoping that the sanctions and precautions that
13 we have taken to-- in anticipation of this decision
14 willbeallrightandbeabletomeetour
15 obligations.
16 As for the 2010/2011 school year, we
17 don’t know that yet because we don’t know how much
18 reduction we will have, but if we are able to
19 actualize enough from the freeze this year, meaning
20 thatourfullsurpluswillbeabletobeappliedfor
21 tax relief in the 2010/2011 fiscal year, we may be
22 less vulnerable than some other districts who did
23 not implement the freeze as early as we did.

1 feel, when you talk education in the state, it’s
2 about a 20 billion dollar exercise between K to 12,
3 and if you look at the 8 billion pIus, 41 cents on
4 the dollar on average should go to the student per,
5 you know, the whole 8 and a half million people, 1
6 and a half million students, but it varies greatly.
7 We get 6.8 cents on the dollar. Our next door
8 neighbor, Old Bridge, gets 41 cents on the dollar.
9 So if we get a 15 percent whack, we lose nine-tenths
10 of one cent. Our Mends in Old Bridge lose 6 cents
11 on the dollar. So in some cases, it’s beneficial to
12 be on the low end of the state distribution.
13 MR. GUNKELMAN: Thafs pretty tortured
14 logic, but I follow,

16 the people up in Old Bridge to dig out that 6 cents

3 are we assuming -- where are we at now. No one
4 can predict what’s going to happen from here on.
5 DR. HAMILTON: I’ll take the calendar
6 question, and Wayne can give you the snow removal
7 question answer. Right now we still. have 1. day
8 left built into our calendar. if we close tomo.rrow
9 or Friday, we’ll be fine. If we have to close both
10 days, we will be then moving into taking back some
11. of the days that are - or at least I day that’s
12 offered on the calendar, and that would be the
13 Monday after Easter, but that’s already outlined on
14 the calendar so parents are already advised, that if
15 we exhaust our snow days that would happen.

I. BOARD ACTION A. BILL LIST It is recommended that the bills totaling $8,007,638.88 for December 2009 be ratified by the Board. The bills have been reviewed by the Chairperson of the Finance Committee and certified by the Board Secretary. B. BILL LIST – NEW HIGH SCHOOL (BOND SERIES 2004) It is recommended that the bills totaling $859,979.88 for December 2009 be ratified by the Board. The bills have been reviewed by the Chairperson of the Finance Committee and certified by the Board Secretary. C. BILL LIST – NEW HIGH SCHOOL(BOND SERIES 2008) It is recommended that the bills totaling 623,086.20 for December 2009 be ratified by the Board. The bills have been reviewed by the Chairperson of the Finance Committee and certified by the Board Secretary. D. SECRETARY’S FINANCIAL & CASH REPORT In accordance with N.J.A.C. 6A:23-2-11(c)4, Be It Resolved that the Board of Education hereby certifies that it is in receipt of the Financial Reports for December 2009, which indicates that no major accounts or funds have been over expended and that sufficient funds are available to meet the district’s financial obligations for the fiscal year in accordance with N.J.A.C. 6A:23-2.11(b). WHEREAS, the MONROE TOWNSHIP Board of Education desires to transport special education, non-public, public and vocational school students to specific destinations; and WHEREAS, the Middlesex Regional Educational Services Commission, hereinafter referred to as the MRESC, offers coordinated transportation services; and WHEREAS, the MRESC will organize and schedule routes to achieve the maximum cost effectiveness; NOW THEREFORE, it is agreed that in consideration of pro-rated contract costs, plus an administration fee of 2% or 4% for member districts, or of 6% for non-member districts, as presented to the MONROE TOWNSHIP Board of Education as calculated by the billing formula adopted by the MRESC's Board of Education. Said formula shall be based on a route cost divided by the number of students allocated to each participating district. The total amount to be charged to districts will be adjusted based on actual costs. I. The MRESC will provide the following services: a. routes coordinated with other districts to achieve a maximum cost reduction while maintaining a realistic capacity and travel time;

b. monthly billing and invoices; c. computer print-outs of student lists for all routes coordinated by MRESC; d. all necessary interaction and communication between the sending district, receiving school, and the respective transportation contractors; e. constant review and revision of routes; f. provide transportation within three days or sooner after receipt of the formal written request; and
It is further agreed that the MONROE TOWNSHIP Board of Education will provide the MRESC with the following:
a. requests for special transportation on approved forms to be provided by the MRESC, completed in full and signed by previously authorized district personnel;
b. withdrawal for any transportation must be provided in writing and signed by authorized district personnel; no billing adjustments will be made without this completed form and will become effective on the date the form is received;
II. Additional Cost - all additional costs generated by unique requests such as mid-day runs or early dismissals will be borne by the district. All such costs must first be approved by the MONROE TOWNSHIP Board of Education.
III. Length of Agreement - this agreement and obligations and requirements therein shall be in effect between July 1, 2010 and June 30, 2011.
IV. Entire Agreement - this agreement constitutes the entire and only agreement between the parties and may be amended by an instrument in writing over authorized signature. I. ROOF REPLACEMENT
It is recommended that members of the Board of Education approve the following resolution: “Be It Resolved that the Monroe Township Board of Education approve the submission of the roofing replacement project at the Barclay Brook Elementary School to the New Jersey Department of Education for review and Department approval as an “Other” Capital Project; with Amendment

of the 2005-10 Long Range Facilities Plan to be consistent with this project. Further, the Board authorizes Spiezle Architectural Group Inc. to make this submission to the Department of Education on behalf of the district. J. ROOF REPLACEMENT It is recommended that members of the Board of Education authorize Wayne Holliday, Business Administrator/Board Secretary and Qualified Purchasing Agent to advertise for and solicit bids for replacement of the Barclay Brook Elementary School 1960 Wing Roof Replacement Project. K. GROUNDS CARE MAINTENANCE BID RENEWAL
It is recommended that members of the Board of Education renew Contract #1 Turf Maintenance and the Time and Material Unit Rates for grounds care maintenance to Above the Mark. Please refer to the attached bid analysis for supplemental information. There is no increase in costs.
L. BID AUTHORIZATION It is recommended that members of the Board of Education authorize Wayne Holliday, Business Administrator/Board Secretary and Qualified Purchasing Agent to advertise for and solicit bids for Closed Circuit Television (CCTV) and security system for the new High School. M. TRANSACTIONS It is recommended that members of the Board of Education authorize Wayne Holliday, School Business Administrator/Board Secretary and Michael C. Gorski, Assistant Business Administrator to administer all cash and investment accounts specifically including the authorization to initiate inter and intra account transfers subject to the approval by the other administrator. It is further recommended that members of the Monroe Township Board of Education authorize Joseph Muszel, Bookkeeper; Linda Boone, Payroll Coordinator; and Matthew Boone, Assistant Payroll Coordinator to initiate inter account transfers and intra account transfers subject to approval by Wayne Holliday or Michael Gorski. N. PROFESSIONAL APPOINTMENTS

1. It is recommended that members of the Board of Education approve Russell Kormann, Ph.D., for the following clinical services: programmatic assessment of current district program, behavioral needs assessment/program evaluation of student’s behavior in the current academic placement, comprehensive file review, classroom observation and staff interviews, and comprehensive program evaluation/behavioral needs assessment report. The fee for the above services is $3,500.
2. It is recommended that members of the Board of Education approve Dorothy M. Pietrucha, MD, to provide neurological evaluations for the fee of $175 per evaluation for the 2009 – 2010 fiscal year.
O. ROSS HABER ASSOCIATES, INC. It is recommended that members of the Board of Education approve Ross Haber Associates, Inc. to provide a redistricting study and enrollment projections for the purpose of realigning school attendance zones based upon a grade level organization. The cost for the study and enrollment projections is $16,400. Please refer to the attached proposal for supplemental information. P. RESOLUTION - ANNUAL SCHOOL ELECTION
RESOLVED, By the Board of Education of the Township of Monroe in the County of Middlesex as follows: 1. The annual meeting or election of the legal voters of this school district shall be held on Tuesday, April 20, 2010. 2. The hours of election shall be from 2 o'clock p.m. until 9 o'clock p.m. and as much longer as may be necessary to permit all the legal voters then present to vote and to cast their ballots. 3. Voting machines are to be used at each polling place. 4. A nominating petition for a candidate to be voted upon at the school election is available from the Secretary of the Board of Education. On or before 4:00 p.m., Monday, March 1, 2010 is the deadline for candidates to file nominating petitions.

5. The drawing for position on ballot shall be conducted on Wednesday, March 10, 2010, Brookside School Media Center at 4:00 p.m. The drawing shall be done by the Secretary of the Board of Education. 6. The Public Hearing and Budget Adoption will be held at the Public Meeting scheduled for March 31, 2010, at the Monroe Township High School at 6:00 p.m. 7. The Board of Education, in accordance with state election laws, shall be responsible for the payment of all itemized costs, charges, and expenses, as related to the annual school election. 8. Any of the above dates may be changed as a result of legislative action. The above action authorizes the Business Administrator to sign and administer contracts and/or purchase orders.
