    Preface

    Banaras Hindu University, a renowned institution founded by Pt. Madan

    Mohan Malaviya as a treasure of ancient Indian thought and culture,

    established Pt. Deendayal Upadhyay Chair in September 2017, having

    received Corpus Fund from the Ministry of Culture to set up a Permanent

    Chair under the faculty of Social Sciences to pay homage to this great

    pragmatic - humanistic thinker at the very appropriate occasion of his birth

    centenary celebration year. Pt. Deen Dayal Upadhyay Chair in Integral

    Humanism came into operation with appointment of Chair Professor on 27th

    September 2017.

    Worldwide growing hatred, violence and restlessness compel to think of

    alternative model of development. In this context, the ideology of „Integral

    Humanism‟ needs to be critically evaluated if it can ensure holistic and

    sustainable development of the society that paves way to happiness, peace

    and harmony in the life of individual, society, nation and the globe. In the

    light of this vision, the chair has missions to work with researching and

    outreaching the inherent values implied in ancient Indian culture that

    believes in Omni-presence of almighty (Adwait), making people think,

    internalize and realize that the exposure of an individual, society and nation

    through the world view rooted in Indian culture is ever in form of AKHAND

    MANDALAKAR (non-conflicting and mutually interwoven) relationship

    between Vyashti (Individual), Samashti (Society), Srishti (Nature) and

    Permeshti (God), developing a society wherein people understand need and

    value of coexistence (Chiti) and live their life with happiness taking care of

    others, be it living or non-living (Virat), exploring policy implications of the

    ancient Indian cultural values through making it of age (Yuganukool) and

    incorporating also the foreign thoughts in it making it suitable to the needs

    of the country (Deshanukool) and finally transforming the ideologies of

    ancient Indian culture into institution building and policy making.

    In view of the above mission, the main objective of the chair is to explore the scope of Pt. Deen Dayal Upadhyay‟s ideas towards social and economic justice in 21st century India by undertaking researches on Political

    Philosophy, Integral Humanism, Traditions of India‟s ancient culture and strengthening the concept of Swaraj (Self Governance). Among the other

    objectives, the chair will initiate special paper in different discipline of social sciences based on philosophy and actions of Pt. Deen Dayal Upadhyay. The chair will sensitise the students and teachers of the Faculty of Social

    Sciences and allied disciplines by organising seminars, symposia, workshops, field visits and cultural activities like drama, debates etc.,

    exchange of students and teachers with Pt. Deen Dayal Upadhyay‟ s Chair with other universities for a short duration. The aim of sensitisation is to change the discriminatory attitude in the Indian society as visualised by Pt.

    Deen Dayal Upadhyay. Finally, the Chair will design and execute short-term

    capacity-building programmes for teachers and research scholars in higher education focused towards the designated discipline of the Chair.

    In order to fall in line with the above stated vision and achieve the

    aforesaid objectives, chair has undertaken certain activities in academic year 2017-18 as also in year 2018-19. Mainly 3 activities were organised by the chair during 6 months span of this Academic Year 2017-18 and 10

    activities in the current academic year of 2018-19. We have established a small library in the name of ‘Pt. Deendayal Upadhyay Pustakalaya’ under the Chair which is on the way of taking its due shape in due course of time.

    The PDDU Chair, BHU aims at establishing itself as a nodal centre for the

    study of and research on Pt. Deen Dayal Upadhyay thoughts and philosophy. Numbers of outreach activities, Research Fellowships and Workshops/ Symposia are proposed for ensuing year. A brief description of

    the activities of the Chair during current year has been given in this report.

    I am highly indebted to members of the Monitoring Committee and

    Programme Implementation Committee constituted to accomplish tasks

    taken up by the Chair. The cooperation extended by the office staff of the

    Faculty of Social Sciences and also that of the officials of the Central Office,

    BHU who are at the helm of affairs of the Chair is laudable. I express my

    deep sense of gratitude to Prof. R. P. Pathak, Dean, Faculty of Social

    Sciences, Banaras Hindu University for his keen interest and ever

    preparedness to extend his all possible help to the chair to set New Goal

    Post and achieve it.

    Special Lecture Dated 30-08-2018

    Activities of the new academic year 2018-19 began with the first special

    lecture delivered by Prof. Ashok Gajanan Modak, National Research

    Professor, MHRD, New Delhi on 30th August 2018. The lecture was delivered

    on „Integral Humanism: Concept and Uniqueness‟. In fact, this event was a

    point of commencement of Celebration of 102nd Birth Anniversary of Pt.

    Deendayal Upadhyay that consisted of numerous events and activities

    proposed to be undertaken from 30th August to 25th September 2018. To

    Prof. Madak, Integral Humanism emphasizes that happiness of human

    being alone is not enough but it ensures deep sense of concerns for the

    world wellbeing. This is uniqueness of this thought and point of deviation

    from other western thoughts. In this vein, Integral Humanism is not an „Ism‟

    like other western paradigms such as capitalism and socialism but a

    philosophy of life. Loss of divisive dualism (Dwait) and prevailing over

    ideology of oneness (Adwait) can ensure development of one and all. To Prof.

    Modak, even western thinkers are in search of alternative model of

    development because capitalism and socialism have served the objective of

    growth but not development. Owing to inherent features in these paradigms,

    it could not ensure freedom and equality. Dr. Shyam Kartik Mishra, Chair

    Professor, PDDU Chair welcomed the speaker, dignitaries and audience and

    introduced the theme of address. Prof. R.P. Pathak, Dean, Faculty of Social

    Sciences, BHU presided over the session. Prof. Pathak appreciating Pt.

    Deendayal Upadhyay said that this thought could deeply influence people

    because Deendayal Ji lived his life as per his thought. Prof. Ashok Kaul,

    Prof. Ajit Kumar Pandey and Prof. Arvind Joshi (All from Dept. of Sociology)

    participated in the interaction. The Programme was compeered by Prof.

    Pravesh Bharadwaj. Dr. Shikha Mishra, coordinator of the programme,

    proposed vote of thanks. Prof. Chandrakala Padia, Former Vice-chancellor,

    University of Bikaner, Rajasthan, Prof. C.B. Jha (Ayurved Dept.), Prof.

    Jaikant Tiwari,Former Dean, FSS, Prof. Malvika Pandey (Dept. of History),

    Dr. Deenanath Singh, Dr. Swarn Suman (Dept. of J &MC), Dr. Om Prakash

    (Dept. of German Studies), Dr. Seema Mishra (Dept. of History) were present

    Special Lecture Dated 31-08-2018

    The second special lecture was also delivered by Prof. Ashok Gajanan

    Modak, National Research Professor, MHRD, New Delhi on 31st August

    2018. The lecture was delivered on „Democracy in Integral Humanism‟. The

    second day programme started withlighting of the lamp by the guests and

    dignitaries and „Kulgeet‟ by the students of the University. Dr. Shyam Kartik

    Mishra, Chair Professor, PDDU Chair welcomed the speaker, dignitaries and

    audience and introduced theme of the lecture.

    Prof. Modak said, „In Deendayal‟s Humanism, king is for the society.

    Authority of society prevails over that of king. Thus, every segment of society

    is „Adhikari‟ and the king is only „Sattadhari‟. Real democracy is a system

    where society is empowered with opposing any act of king which is, at large,

    against the social wellbeing. To him, in Deendayal‟s concept of democracy, a

    leader ought to have firm determination for public welfare.

    Prof. R.P. Pathak, Dean, Faculty of Social Sciences, BHU presided over the

    programme. Prof. Pathak appreciating Pt. Deendayal Upadhyay said that in

    Indian culture, Praja (subject) have had supreme power and King always

    had moral bindings to fulfill interest of its subject. Prof. Ashok Kaul, Prof.

    Ajit Kumar Pandey and Prof. Arvind Joshi (All from Dept. of Sociology)

    participated in the interaction. The Programme was compeered by Prof.

    2. Deep Students’ Interactive Session: September 7, 2018

    Pt. Deen Dayal Upadhyay Chair, Banaras Hindu University has successfully

    organized student Interactive session as one the events under Pt. Deen

    Dayal Upadhyay Birth Centenary celebration in 2018.

    The student interactive session aims at bringing Pt. Deen Dayal upadhyay's

    thought in mainstream discussion in university and academic discourses.

    Several students from different faculties successfully participated and

    discussed socio-Economic and political thought of Pt. Deendayal Upadhyay.

    The discussion has been very thought provoking and helped students and

    Researcher scholars of university to understand Pt. Deen Dayal Upadhya‟s

    thought. The Students were divided into different groups and each group

    was assigned a particular stream of thought of Pt. Deen Dayal Upadhyay.

    The participants discussed his thought at length and thereby sensitized the

    audience.

    The interactive session was started by welcome address of Prof. Shyam

    Kartik Mishra, PDDU Chair, FSS, BHU who presented a brief description of

    thoughts of Pt. Deendayal Upadhyay and reiterated the objectives of such

    interactive sessions on his thought. Chief Guest of the session Prof.

    Sadashiv Dwivwedi, Coordinator, Bharat Adhyayan Kendra, Faculty of Arts,

    BHU said in his address that unity in diversity is beauty of Indian culture

    and Deendayal‟s entire thought is structured on this basic principle. Prof.

    Sanjay Srivastava, Department of Political Science, FSS, BHU and Guest of

    Honour of the function said that Deendayal ji incorporated humanism in his

    thought and applied it to every walk of social life. Prof. Srivastava added,

    had Deendayal born a few decades back India‟s planning strategy would

    have taken different shape.

    Dr. Om Prakash Department of German Studies,BHU and Coordinator of

    the Programme proposed vote of thanks to all those who graced the

    occasion. Prof Pravesh Bharadwaj, Dr. Shikha Mishra, Dr. Swarn Suman

    and Dr. Seema Mishra were present at the programme. The session was

    compeered by Mr. Animesh Mishra, Student convener of the programme.

    3. Essay Competition: Morning Session, September 11, 2018

    Pt. Deen Dayal Upadhyay chair, Faculty of Social Sciences (FSS),

    Banaras Hindu University (BHU), Varanasi organised an Essay Competition

    on11.09.2018 in the forenoon session in Sambodhi Sabhagar, ground floor,

    FSS. The event was a part of celebration of a larger event, 102nd birth

    anniversary celebration of Pt. Deen Dayal Upadhyay by the chair. The topic

    of essay writing competition was „Pt. Deen Dayal Upadhyay: A Man of

    Mission‟.

    The program was highly advertised through mail, posters, phone

    messages, Whatsapp messages and also through personal mails. All the

    students of BHU and other colleges in Varanasi were invited to participate

    with the full zing. Participation required registration which could be done in

    advance as well as on the spot itself. There was no participation fee kept for

    registration to give equal opportunity to all from different sections of the

    society. Participants were advised to report 60 minutes earlier to complete

    the formalities of registration and joining inaugural session of the day.

    The program started with registration of the participants. Inaugural function

    was chaired by Chair Professor Prof. Shyam Kartik Mishra. The Program

    coordinator Ms. Shikha Misra with her team of ten volunteers designed and

    implemented the two competitions of the day, i.e., essay and painting

    competition. There were 23 participants in essay completion. With a note of

    thanks, the program coordinator made announcement for the further events

    of the 102nd birth anniversary celebration. She also announced the date,

    venue and time of declaration of competition results, to be followed by prize

    distribution to the winners and certificates to all the participants. Mr. Sagar

    Kumar, Mr. Krishna Pal Singh and Mr. Nitesh Kumar Patel were the winners

    of 1st, 2nd and 3rd prize of the essay competition, respectively.

    4. Painting Competition: Afternoon Session, September 11, 2018

    Pt. Deen Dayal Upadhyay chair, Faculty of Social Sciences (FSS), Banaras

    Hindu University (BHU), Varanasi organised a Sketching and Painting

    competition in the afternoon session of11.09.2018 in Sambodhi Sabhagar,

    ground floor, FSS. The theme for Sketching and Painting Competition was „A

    Portrait of „Pt. Deen Dayal Upadhyay‟. All the students of BHU and other

    colleges in Varanasi were invited to participate in the competition.

    Participation required registration which could be done in advance as well

    as on the spot itself. There was no participation fee kept for registration to

    give equal opportunity to all from different sections of the society.

    Participants were instructed to bring their own sketching and colouring

    material though same sketching sheets were provided to all the participants

    free of cost. Participants were advised to report 60 minutes earlier to

    complete the formalities of registration. The program started with

    registration of the participants. Inaugural function was chaired by Chair

    Professor Dr. Shyam Kartik Mishra and then distribution of sheets for

    sketching, painting and writing was done. The duration for sketching and

    drawing was 2 and a half hour while the same for essay writing competition

    was 2 hours only. The program was supervised by program coordinator Ms.

    Shikha Misra and a team of ten volunteers. There was heavy participation

    with 45 participants in Sketching and Painting Competition. With a note of

    thanks by the program coordinator and with an announcement for the

    further events of the 102nd birth anniversary celebration, she also

    announced the date, venue and time of declaration of competition results.

    She announced that the result of the competition would be announced and

    prize be distributed to winners and certificates to all the participants on 25th

    September, 2018 at Malviya Moolya Anusheelan Kendra, BHU.

    Mr. Vishnu Kumar Verma, BA I, Faculty of Visual Arts, Mr. Rahul Pratap,

    2nd Year, Faculty of Visual Arts and and Mr. Sanskar Verma, BFA 4th year,

    Faculty of Visual Arts were the winners of 1st, 2nd and 3rd prize respectively

    of the painting and drawing competition.

    5. Special Lecture: September 22, 2018

    Pt. Deen Dayal Upadhyay Chair organised special lecture of Prof. A.D.N

    Bajpai, former Vice-chancellor of HP University, Shimla, Himanchal Pradesh

    on Economic aspect of Integral Humanism on 22.09.2018 in H N Tripathi

    Hall, faculty of Social Sciences, BHU. Prof. G.C. Jaishwal Vice-chancellor

    Patliputra University, Patna and Prof. A.K. Gaur Head, Dept of Economics,

    BHU were guest of Honour of the programme. The programme was presided

    over by Prof. R.P. Pathak Dean, Faculty of Social Sciences, BHU. Prof.

    Shyam Kartik MIshra of Pt. Deen Dayal Upadhyay Chair welcomed the

    guest, dignitaries and audience and introduced the theme of special lecture.

    Prof. Mishra refereed Angus Madison and said that India shared nearly one

    third of the world GDP about two thousand years back. This was the

    strength of Indian thought. Pt. Deen Dayal Upadhyay is one of the pioneers

    of this thought. Prof. Bajpai in his address underlined that Integral

    Humanism is Integration of Dharma, Arth, Kama and Moksha. To Prof.

    Bajpai, the policies framed world over for development could not take care of

    one and all and led to glaring inequalities. To him, economic policies need to

    be based on distribution to everyone as per need rather than ones

    purchasing power. Policies based on this ideology will be the real honour

    and homage to Deen Dayal ji. Prof. G.C. Jaishwal spoke on practicing values

    of life by Deen Dayal ji. Prof. Gaur highlighted on basic economic thought of

    Deen Dayal ji. Prof. R. P. Pathak in his presiedential address, envisaged on

    strength of cultural heritage of India. Prof. Jaikant Tiwary, former Dean,

    FSS, Prof. R.R. Jhaa, former Dean, FSS, Prof. Ajay Pratap Singh Head, Dept

    of History, Prof. Rakesh Panday, Dr. Shikha Misra, Dr. Om Prakash, and

    several research scho ars were at the present. Dr. Seema Mishra,

    Programme co-ordinator proposed vote of thanks and Dr. Swarna Suman

    compeered the programme.

    की जमॊती ऩय मूथ ऩार्रिमाभेंट का पाइनर का आमोजन भारवीम भूल्म अनुशीरन सबागाय, काशी डहन्द ूववश्वववद्यारम भें हुआ. सबागाय भें स्टेज ऩय ऩार्रिमाभेंट का सेट वफरकुर सॊसद बवन की तजि ऩय तैमाय डकमा गमा जहाॉ फीच भें सबाऩर्त, दाडहने तयह सत्तारूढ़ ऩाटी औय फामीॊ तयप ववऩऺ को वफठामा गमा. मूथ ऩार्रिमाभेंट भें अनुच्छेद 370 व 35 Aके अवरोकन भें जम्भू-कश्भीय को र्भरे ववशेषार्धकाय ऩय ऩऺ-ववऩऺ ने जोयदाय फहस की. सदन भें मह र्नणिम र्रमा गमा डक इस भुदे्द ऩय जल्दफाजी भें कोई र्नष्कषि र्नकारना उर्चत नह ॊ. सॊववधान के साथ साभाजजक ढाॉचे के डहसाफ से बी ववचाय की जरुयत है जजसके र्रए आगे औय बी सत्र आमोजजत डकमे जामेंगे. सदन भें फहस के प्रदशिन के अनुसाय प्रर्तबार्गमों को प्रथभ, डितीम तथा ततृीम ऩुयस्काय प्रदान डकमा गमा तथा सबी प्रर्तबार्गमों को स्भरृ्त र्चन्ह तथा सडटिडपकेट डदमा गमा. इस कामिक्रभ के भुख्म अर्थर्त आयएसएस की याष्ट्रीम कामिकारयणी के सदस्म इन्रेश कुभाय थे.

    2. Valedictory Programme: Afternoon Session, September 25, 2018.

    Nearly one month long 102nd Birth Anniversary celebration events were

    concluded on 25th September 2018. The Valedictory session of the

    celebration was graced by Sri Indresh Kumar, Renowned social Thinker as

    Chief Guest. Prof. Indumati Katdre Vice-chancellor, Punarutthan

    Vidyapeeth, Ahemdabad was Guest of honour of the function. Sri Indresh

    Kumar during his address emphatically said that principles alone are not

    adequate to run a healthy society but it should be backed by practice in

    behavior. It is because values of life make humane. Pt. Deen Dayal

    Upadhyay viewed that life should always be equipped with values rather

    than being it value less, Sri Indresh ji said. To Sri Indesh Kumar thought of

    Pt. Deen Dayal Upadhyay teaches us the way and means for making India of

    our dreams. In her address, Prof. Katdare out lined contents and modality of

    education that the India should have to bring its glory back. She also

    pointed out draw backs of British education system that uprooted Indian

    values of life.

    The valedictory session was presided over by Prof. R. P. Pathak Dean,

    Faculty of Social Sciences. Prof Pathak threw light on cultural heritage of

    Pt. Deen Dayal Upadhyay Memorial Lecture 2019 was organized by PDDU

    Chair in Sambodhi Sabhagar of Faculty of social sciences, BHU on 11th

    February 2019.

    This Memorial lecture revolved around twin theme of “Cultural Nationalism

    in India and thoughts of Pt. Deen Dayal Upadhyay” and “Indian traditions in

    the Scientific World”. Professor Sanjay Sharma from IIT, BHU delivered a

    very thought provoking, informative and spellbound lecture on “Indian

    traditions in the Scientific World”.

    Chief Guest of the Memorial Lecture and a renowned social worker Sri

    Ramashish Ji not only gave glimpses of historic cultural integrity of India

    but also acknowledged the contribution of Pt. Deen Dayal Upadhyay in

    achieving the same.

    Prof. Shyam Kartik Mishra (Convenor) paid rich tributes to Pt. Deen Dayal

    Upadhyay on his Death Anniversary and put forth the ongoing programmes

    and activities of the chair to sensitize students regarding the thought and

    principles of Pt. Deen Dayal Upadhyay.

    Dean, Faculty of social sciences chaired the memorial Lecture and gave the

    Presidential address encompassing thoughts on different strands of Indian

    nationalism and cultural unity of India.

    9. NATIONAL SEMINAR from 01-02 MARCH 2019

    on

    INTEGRAL HUMANISM AND CONTEMPORARY DEVELOPMENT ISSUES

    The National Seminar on Integral Humanism and Contemporary

    Development Issues began at the Sambodhi Sabhagar of the Faculty of

    Social Sciences with offering of floral tribute at the bust of Pt. Madan Mohan

    Malaviya, the Founder of the Banaras Hindu University and to Pt. Deen

    Dayal Upadhyay, who gave the vision of Integral Humanism. This was

    followed by the rendition of the BHU Kulgeet penned by Dr. Shanti Swaroop

    Bhatnagar.

    DAY 1: Inaugural Session (01.03.2018, 11 AM)

    At the outset, Dr. Shyam Kartik Mishra, the Chair Professor, Pt. Deen Dayal

    Upadhyay Chair (PDDUC), Faculty of Social Sciences and the organizing

    secretary of the two days‟ National Seminar welcomed the Chief Guest Prof.

    Ashok Modak, National Research Professor, MHRD, Prof. Bhagwati Prakash

    Sharma, keynote speaker and VC, Gautam Buddha University, Guests of

    Honour Prof. ADN Bajpayi, Former V.C., HP University Shimla, Prof I. V.

    Vishwakarma, Chairman, UP Higher Education Services Commission and

    Dr. S.C. Dwivedi, Member Legislative Assembly, UP, and other dignitaries

    who came to participate in the National Seminar.

    Thereafter, Prof. S.K. Mishra gave a brief description of the work done by the

    PDDUC since its inception. It was highlighted that in 17 months span the

    Chair has organized 14 programmes dealing with the life and work of Pt.

    Upadhyay. Then he presented the concept note of the seminar emphasizing

    the achievements of India before the start of the British rule. He argued that

    the philosophy of the Integral Humanism is rooted in the Indian knowledge

    system accumulated over millennia. He also argued that this seminar would

    attempt to answer as to how the philosophy of integral humanism would be

    helpful in providing solutions to the socio-economic problems of

    contemporary India.

    After the presentation of the concept note by Prof. S.K. Mishra, the keynote

    address of the Inaugural Session was delivered by Prof. B.P Sharma, V.C of

    the Gautam Buddha University. The highlight of his address was the key

    challenges facing India and Indian economy, such as the economic growth,

    job creation etc. He dwelt on the main actors of the world economy, eg. the

    MNCs, big corporate, trade practices and trade war etc. The speaker warned

    about the power of the disruptive technologies. He quoted from a study,

    according to which in the next 20-25 years the traditional jobs would get

    reduced by 85 percent. This means that the present school going generation

    of India, when it will join the workforce in the coming years, it will have to

    be prepared for the jobs that simply do not exist at present. The Mantra for

    the success would be - Learn, unlearn and re-learn. His suggestions for job

    creation were focusing on research and innovation which should augment

    the specific requirements of our country and which should help the country

    to reduce its dependence on import of technologies. Keeping in view the size

    of the country, economic decentralization is a must. Promoting small and

    medium scale industry will generate employment at the local levels.

    Prof. B.P Sharma also mentioned that the challenges also include the

    decline of Indian value system, which is becoming visible in the breaking up

    of families, growth of divorce rates among the married couples, lack of

    enthusiasm for the cultural ethos which has shaped our collective identity.

    In this regard, he highlighted the adverse impact of westernization promoted

    in the TV serials and other mode of entertainments. Lastly, he emphasized

    how the holistic ideas of Pt. Deen Dayal ji can help us in addressing some of

    the galloping challenges before us.

    Before the delivery of the keynote address, Dr. S.C, Dwivedi expressed his

    views on the problems and challenges of Indian society. He spoke that the

    problems can be summed up in three words – Abhav, Asamanata and

    Ashanti. He drew a comparison between the western capitalism and

    Marxism and he stated that the both of them are premised over the

    centrality of a common thing – capital. He quoted Pt. Deen Dayal ji who used

    to say that we want neither the plenty of capital nor its scarcity. Dr. Dwivedi

    argued that some of the policies and programmes of the current Government

    of India are modeled on the thinking of Pt. Deen Dayal.

    Prof. I.S. Vishwakarma gave a historical overview and commented that

    Pundit ji belonged to the tradition of Indian thinkers like B.G. Tilak, Sri

    Aurobindo and Dr. K.B. Hedgewar. Speaking about the contribution of Pt.

    Upadhyay he spoke that humanism was a western concept. Pt. ji took this

    concept and developed the philosophy of integral humanism which was

    totally rooted in the Indic civilizational values. He pleaded that we need to

    decolonize our mind if we want to solve our problems.

    Similarly, Prof. ADN Bajpayi spoke about the simplicity of the life of Pt.

    Upadhyay. He stated that his views should be understood in unison with his

    life philosophy. We cannot claim to work according to his principles if our

    life is divorced from the philosophical ideas that we cherish.

    The chief guest and learned speaker of the inaugural session of the Seminar

    was Prof. Ashok Gajanan Modak. He spoke in detail as to how the world is

    today more receptive to the ideas of Pt. Upadhyay. He illustrated this by

    quoting from the Human Development Reports (HDR) 2016 prepared by the

    UNDP which refers to the marginalized and vulnerable sections of human

    society.

    Lastly, the ex-Dean, Faculty of Social Sciences, Prof. Jaikant Tiwary

    extended the vote of thanks. All the distinguished guests were presented

    with a memento as a mark of respect.

    The Next Session of the National Seminar began after the lunch break. In

    the post-lunch session, a panel discussion was held on the topic – Economic

    Issues and Integral Humanism. The Participants of the panel discussion

    were – Prof. N. Rajlaxmi, Former Head, Department of Economics, University

    of Madras, Prof. M.C Sati, HNB Garhwal University, Srinagar, Garhwal and

    Prof. V. K. Srivastava, Former Head, Department of Economics and Rural

    Development, RML Awadh University, Faizabad. Prof. N. Rajlaxmi chaired

    the session. She spoke about sustainable development and financial

    inclusions as examples of issues which are related to the integral humanist

    Pt. Deen Dayal whose thought is entirely based on the idea of inclusivity.

    She mentioned that the philosophy of integral humanism emphasizes that

    human development must be attuned to human capital. The co-panelists

    also expressed their views.

    The third session of the day was also a panel discussion revolving around

    the ideas of Pt. Deen Dayal. The participants were Dr. R. K. Upadhyay, VKS

    PG College, Ballia, Dr. Vishwanath Kumar, SBPG College, Varanasi, Dr.

    Jagdish Singh, Harishchandra PG College, Varanasi and Dr. Anoop Kumar

    Mishra, Department of Economics, DAV College, Varanasi. After the panel

    discussion, a number of participants from various academic institutions

    presented their research papers in the technical sessions. I.

    DAY 02: 02.03.2019 (10.30 AM)

    Day two of the national seminar began with the technical session II. The

    participants, who could not present their papers on the previous day, did

    that in this technical session which was themed on “Socio-political issues

    and Integral Humanism”. The session was chaired by Prof. Rama Shankar

    Tripathi, Former Head, Department of Sociology, MG Kashi Vidyapeeth,

    Varanasi. The special lecture of the session was delivered by Prof. Shailesh

    Kumar Mishra, Head, Department of Social Sciences, Sampurnanand

    Sanskrit University, Varanasi. While Prof. Mishra focused on the holistic

    ideas of Pt. Deen Dayal Upadhyay, Prof. Tripathi presented a comparative

    view by mentioning the works of Carl Mannheim and Talcot Parsons.

    More than four dozens of papers were presented in the two technical

    sessions. Details of the papers presented can be seen in the souvenir

    enclosed with this report.

    Panel Discussion II

    Panel Discussion II was centered on the theme of “Socio-political Issues and

    Integral Humanism”. The session was chaired by Dr. Deena Nath Singh. The

    speakers of the session were Prof. Shankar Sharan, NCERT, New Delhi, Sri

    Ramashish ji from Prajna Pravah and Dr. Vijay Karan ji from Lucknow

    University. Dr. Vijay Karan Ji who has also authored a biography of Pt. Deen

    Dayal, highlighted the integrated thought of Pundit Ji. Shri Ramashish ji

    spoke about the unfinished work yet to be done – which is to take the ideas

    of integral humanism to the general public. The main speaker of the session

    Prof. Shankar Sharan reminded that the discussion on Pt. Deen Dayal

    should not be limited to his ideas but should also involve the understanding

    of the quest for truth that took him to that path. He said that it would not

    be accurate to just shift the blame for all our contemporary problems to the

    misrule of the British in India. According to him, we should start owning up

    the problems created by ourselves in the last seventy years of our

    independence. Discussing the faults of the education policy of our country,

    he stressed that the negligence of our mother tongue has resulted in the loss

    of our cultural identity and the intellectual capability. He suggested that

    cultural regeneration cannot happen without establishing the primacy of our

    mother tongue in imparting education.

    Valedictory Session

    After the lunch break, the Valedictory Session started at 2.30 pm. The chief

    guest of the session was noted social thinker Shri Govindacharya. Another

    key speaker and the guest of honour was Dr. Mahesh Chandra Sharma,

    Director, IIHD, New Delhi. Prof. R. P. Pathak, Dean, Faculty of Social

    Sciences, BHU chaired the session.

    Speaking first, Dr. Mahesh Chand Sharma spoke briefly about the greatness

    of our ancient Indian system. Commenting upon the problems of

    unemployment in today‟s India, he reminded that in the Indian system there

    was no equivalent concept for “unemployment”. The word used in Hindi is

    berozgari which is indicative of its foreign origin. He said that Pt. Deen Dayal

    ji was also thinking of India where nobody will be without some respectful

    work suitable to his ability and temperament. But his ideas were not limited

    to that. His integral humanism stars with vyashti. Moving through samashti

    and srishti it reaches to the parameshti.

    The chief guest, Shri Govindacharya was the key speaker of the session. He

    dwelt at length about the ideas and philosophy of Pt. Deen Dayal Ji. The

    main focus of his speech was the importance of the civilizational values that

    has accrued to us from our forefathers. Stressing upon the need to cultivate

    it, he mentioned that while it is the nature that makes geography of a land,

    it is the man that makes the history of his land. For any nation, it is the

    culture which acts as its oxygen. Without culture the nation loses its life

    support. He presented the statistics and said that we have lost 60% of our

    biodiversity in the last five decades. Cultural degeneration and savage

    consumerism have emerged as the two most important challenges to our

    civilizational values. We would not be able to contain these problems if we

    do not decolonize our minds without which we will remain victim of

    Budhhibhramsh (loss of wisdom) and smritilopa (loss of memory).

    At last, Prof R.P. Pathak, who chaired the session, delivered his presidential

    address. A formal vote of thanks was offered by Dr. Om Prakash after the

    Seminar coordinator Prof. Shyam Kartik Mishra, presented mementos to the

    distinguished guests.

    10. Special Lecture: April 06, 2019

    A special lecture of Sri Srikant Katdare, Akhil Bharatiya Sah-Sanyojak,

    Pragya Pravah was organized by Pt. Deenndayal Upadhyaya Chair, FSS,

    BHU on „Rashtravad Me Buddhijiviyon ki Bhumika‟ in the auditorium of

    Dhanvantari Bhawan of Ayurved Department on 6th April 2019. The

    programme was organized in collaboration with Pragya Pravah, Kashi

    Kendra and at the warm initiative of Sri Ramashish Ji, Sanyojak, Pragya

    Pravah, Uttar Pradesh, Bihar and Jharkhand. The session was chaired by

    Prof. Arvind Kumar Joshi, Head, Department of Sociology, BHU. Prof. Om

    Prakash Singh, Head, Department of Ayurveda, IIMS, BHU was guest of

    honour at the programme. The programme began with garlanding of the

    statue of Mahamna Madan Mohan Malviya and Deendayal Upadhyay by the

    esteemed guests. Prof. S. K. Mishra, PDDU Chair welcomed the guests and

    dignitaries and introduced the theme to be lectured upon. The country has

    tough time and its pseudo intellectuals are trying to draw a dividing line

    between Desh Bhakti and Rashtravad and therefore it is of great relevance

    to debate and discuss the meaning of Rashtra at length in Indian context,

    Prof. Mishra said. The chief guest Sri Katdare started with the problems that

    India as a country is facing with and sharply connected it with ability of

    India as a Rashtra to resolve these issues. He also explained the western

    version of Nation and analysed British strategic Policy that led to create

    confusion about meaning of this concept in our mind to weaken India. Dr.

    Katdare finally spoke on intellectuals‟ role to strengthen Rashtravad and

    said that they need to observe the weaknesses that got into our social

    institutions, which have been capable of integrating and uniting our

    pluralistic society for thousands of years. Guest of Honour Prof. O.P. Singh

    in his speech appreciated and welcomed holding such type of programmes

    in future also. In Presidential address Prof. Arvind Joshi reiterated the

    reasons why we are parting away from the Rashtravad and specified the

    ways to strengthen it. Kashi Prant Sah Sanyojak, Pragya Pravah Dr. Anil

    Kumar Singh, Dept. of Journalism, BHU proposed Vote of thanks to the

    guests, dignitaries and audience. Prof. Sanjai Kumar Srivastava, Prof. T. P.

    Singh, Prof. C. B. Jha, Dr. Nandu Singh and many other faculty members

    and students attended and actively participated in the programme.

    11. Field Survey for the Study of ‘Antyodaya’: 21-04-2019

    A field survey was conducted on 21-04-2018 to study the extent of

    prevailing caste based discrimination in acquiring basic health facilities in

    two villages of Varanasi district. The survey was conducted with the help of

    staff of PDDU Chair, FSS, BHU. Dr. Devendra Pratap Tripathi, Former JRF

    and Ph.D. in Political Science from BHU extended his cooperation in this

    field study.

    The Report:

    For case studies people of Vanvasi (Mushar) community residing in

    Todarpur village and that of Scheduled Caste (Chamar) of Payagpur village ,

    both the villages of Araji line Block, were contacted. Mushar Basti of

    Todarpur village is at about 3 Kms away from the PHC (Primary Health

    Center) whereas that of Chamar Basti of village Payagpur is situated at half

    Km. distance.

    VILLAGE I

    Males and females of the Mushar Basti were mostly found to be working

    Bricks manufacturing unit, situated at stone throw distance from this

    village. During off season, these people work on private farms owned by

    Bhumihars (a high caste on social ladder) of the same village. These workers

    reported to have no experience of any caste based misconduct or ill

    treatment at either of the two places. Rather some of the women appreciated

    their Bhumihar employers for allowing women of their families to cleanse

    their utensils and kitchen.

    The living condition of Musahars of the village was pathetic,

    obviously shown by their broken wooden cots, low roof semi pucca and

    kuchcha houses and shabby cloths. Most of the school age children were

    observed to have been away from the schools partially because of economic

    compulsions but mainly owing to lack of interest in studies and that of

    awareness of importance of education in life.

    The contacted respondents have reported that they resort to private

    Doctors during ailment of their family members, including their children

    which are though costlier but there are no caste prone distinctions in

    treatment. Mrs. Dara, a lady from the village in her mid 40s, reported that

    when her 6years old daughter fell severely ill she was constrained to take

    her to 15 Kms away maternal home where there was PHC in the village

    itself. Her daughter stayed there for about 6 months and got cured. She did

    not experience any caste based distinction during treatment of her

    daughter.

    The villagers appreciate current ruling Government that provided them

    with pucca road, electric connections, pucca houses and toilets. They

    reported that facility of toilets and houses is not available to all villagers but

    were hopeful of it in days to come when the same Government repeats in

    power. Their political awareness is limited to the name of Modi, the Prime

    Minister and symbol Lotus (Kamal) that was communicated to them by

    Gram Pradhan (Head of the village), the person instrumental to fetch these

    facilities to them.

    Therefore, in our view, looking at the ground reality, the caste

    constraints for this group may be a political agenda for the professional

    political parties. Basic facilities like education, , hospital and some type of

    regular source of income and employment to them initiated by the

    Government may mean a lot for them to improve their life and living. Apart

    from this, reshaping mental model of these people for inscription of thrust

    for better and meaningful life in them can be fruitful wherein promotion to

    honest and sincere NGOs can play a vital role.

    VILLAGE II

    Payagpur, the other village visited by us, has entirely a different setting. The

    village inhibited by about 25 families of Harijans (Chamars), the Scheduled

    Caste people, though not well off but politically very vibrant. Level of

    children‟s education is better than the first village. Some of the people from

    this village lease-in land on share basis and others work for wages at

    different places, including on land. Few of them are artisans. But, in

    general, people here have quest for better life and living. The educated

    villagers, though small in numbers, who are in Government services,

    availing legal rights under reservation, are role models for other school going

    children. The standard of living of most of the families was low but their

    ambitions were observed at high pitch, with optimism.

    PHC situated at merely 500 Mtrs distance from their place of residence, was

    functioning fairly well, in view of most of them. They were satisfied by the

    services offered by the Doctor at PHC since they never showed any sense of

    caste based discrimination against them in the hospital. People were not

    happy with adequacy of medicines made available to the hospital by the

    Government. They complained against the compounder who belonged to

    their own caste, posted at the PHC. They reported against him of

    misbehaving and ill-treating them just to please the high caste people and

    demonstrate his supremacy over other people of his caste residing in the

    village. In their view, Doctor working on PHC was honest enough in case of

    referring the genuine cases to private hospitals when it is beyond his

    control.

    The respondents, however, expressed their annoyance over some Brahmin

    boys of the village who happen to use their muscle power to grab medicines

    available at the centre and break queues for showing their patients to the

    Doctor. Doctor and staff at PHC don‟t oppose them being scared of them.

    But, in view of respondents, this is not caste based distinction since it is

    their normal behavior against one and all present at the hospital for

    treatment. To them, this is case of worsening law and order situation and

    problem of rotten children in society.

    Mr. Aliyar, Mr. Jagardev and Mrs. Chandra, the respondents in their 40s

    and early 50s of this caste have reported to be happy with the treatment of

    Brahmins of that village and praise them for keeping their words of contract

    to work on their farms or elsewhere. Mr. Ghabdu and Mr. Shankar,

    respondents in their 60s and above remember their black days when they

    were severely hit by numerous and vivid atrocities of Brahmins on them in

    the village.

    To our observation, lot of changes have occurred in agrarian relation due to

    spreading education, diversifying employment, contracting size of land

    holding and growing awareness about one‟s rights and rule of law in place.

    Caste based discrimination is more of a political agenda than a problem of a

    serious concern.

    12. Library: Pt. Deendayal Upadhyay Chair

    A rich Library is an integral component of any institution pursuing teaching

    and research and so is the case with Pt. Deendayal Upadhyay Chair. With

    this view, the chair is on the way of establishing its library. The library will

    be open for one and all whosoever is interested in learning thoughts and

    contribution of Pt. Deendayal Upadhyay and pursuing multi- disciplinary

    research on various issues under the paradigm of indigenous development

    and its contemporary relevance. The Chair will work with a mission to

    develop its library as a nodal resource centre on thoughts of Pt. Deendayal

    Upadhyay in the State of Uttar Pradesh, the Janma Bhumi, Karma Bhumi

    and Nirvan Bhumi of Pt. Deendayal Upadhyay.

    The library of Pt. Deen Dayal Upadhyay Chair is established in a room

    provided in „Bhojpuri Bhavan‟ of Faculty of Social Sciences. Around 100

    Books, one bookshelf, 10 chairs with writing pad, one almirah have been

    bought by the chair by the end of April 2019. The books purchased include

    those written by Pt. Deen Dayal Upadhyay himself and also those by Dr.

    Mahesh Chandra Sharma, Dr. Bajrang Lal Gupta, Sri Dattopant Thengdi

    and many more acclaimed personalities alike. Library could not be

    functional owing to lack of staff to look after. However, the library will be

    functional during the next Academic session.

    अप्रवासी भारतीय प्रोफेसर का ककया गया सम्मान

    काशी हहन्द ूहवश्वहवद्यालय के दीनदयाल उपाध्याय पीठ में शहनवार को कालेटन यूहनवर्ससटी के एडजंक्ट

    ररसर्च प्रोफेसर बहल राम का स्वागत ककया गया। कालेटन यूहनवर्ससटी के समाजशास्त्र और मानवशास्त्र

    हवभाग स ेसम्बन्ध रखन ेवाले प्रोफेसर राम २००३-२००६ के दौरान अंतरास्रीय समाजशास्त्र पररषद ्के

    जनसँख्या समाजशास्त्र के ररसर्च सहमहत के प्रमुख भी रहें हैं।साथ ही प्रोफेसर राम ३४ वषों तक कनाडा के

    स्टेरटहस्टक्स के सीहनयर डमेोग्राफर भी रह ेहैं। दीनदयाल पीठ के प्रोफेसर श्याम कार्सतक हमश्रा ने पीठ प े

    उनका स्वागत ककया और पीठ के कायों और उद्दशे्यों के हवषय में र्र्ाच की।

    पीठ के द्वारा आयोहजत इंटरव्यू में प्रवासी भारतीय के रूप में कनाडा में ४९ वषों के अपने अनुभव साझा

    करत े हुए उन्होंन ेभारत कनाडा सम्बन्ध ,अप्रवासी भारतीयों की हस्तहथ ,खाहलस्तान आंदोलन ,भारत प े

    बढ़ता जनसंख्या दबाव तथा भारत और कनाडा के हशक्षा और स्वास््य के मॉडल प ेअपने हवर्ार को

    साझा ककया। पीठ के तरफ से इंटरव्य ूलेते हुए अहनमेष हमश्रा ने प्रोफेसर राम से भारतीय हवश्वहवद्यालयों

    में ररसर्च इकोहसस्टम को मजबूत करन ेके सुझाव भी माँगा। प्रोफेसर बहल राम ने बताया की भारत की

    ऐहतहाहसक हवरासत और संस्कृहत हमेशा उन्हें प्रेररत करती ह ैऔर वे भारतीय होन ेप ेगौरवाहन्वत महसूस

    करत ेहैं।प्रोफेसर बहल राम न ेअंतराष्ट्रीय स्तर पर बढ़ते भारत के कद और प्रहतष्ठा की प्रसंशा की और उम्मीद

    जताई की आने वाले वक़्त में भारत और तेजी स े हवकास के रास्त े पे उन्मुख होगा। इंटरव्यू में हववेक

    उपाध्याय का भी सहयोग रहा।

    14. The Committees of Pt. Deendayal Upadhyay Chair:

    In accordance with the precedence, a Monitoring Committee was

    constituted by the Dean, Faculty of Social Sciences in consultation with the

    Chair Professor. The committee approved road map of activities outlined by

    the Chair to be taken up during the current academic year. The Committee

    is as follows:

    Currently, staff and functionaries working with the Chair are as follows:

    16. The Way Ahead:

    In order to design Road Map of the activities for the next academic year and

    approve the proposed annual budget for the academic year 2019-20, the

    Monitoring Committee will meet in the first week of July 2019.

    We are planning to undertake some outreach activities of serious

    impact on the masses in the next academic year. We are quite hopeful to

    intensify and diversify the activities of the Chair in ensuing year. The

    advertisement for one more Post - Doctoral Fellow (PDF) and two short term

    Fellowships (for 3-4 months each) for the next Academic Year will be

    displayed by the chair on the University web-site by the end of July 2019.

    We are also planning to forward application form to ICSSR and UGC for

    Senior Research Fellowship (SRF) from the chair.

    The establishment of any new institution is ever full of difficulties and

    constraints. However, the chair has been trying to perform best by pooling

    all financial, manual and intellectual resources available at its disposal. In

    my view, the Chair realises dire necessity of intensive research on

    „Reflections of Integral Humanism in Social Sciences‟. This may be possible

    only by promoting teaching and research on Indigenous Social-Economic

    and Political system and institutions in India during Pre-British and at the

    end of British Rule; and contextualise them with current situation. It needs

    to extend the current area of functions of the Chair and give it a well

    thought reshape. It further needs to explore feasibility of introducing some

    Masters Degree course in „Indigenous Development Models for Happiness in

    Human Life‟ and bear the great challenge of drafting its syllabi relating to

    the context of current studies in Social Sciences. This will be in toe with the

    mission behind establishing Pt. Deendayal Upadhyay Chair in the

    Universities across the country. I am quite hopeful that under the visionary

    leadership of the Dean, FSS, the PDDU Chair, BHU will be able to do this

    and will come up as a role model for other universities.
