NEWS FROM PSSA’S GRANTS ADMINISTRATOR

Happy Father’s Day!The Pennsylvania State

Snowmobile Association (PSSA) Membership Meeting was held on Saturday, May 5, 2018. Thank you to all those who attended, brought auction items and participated in the Member Forum. Your ideas are important to the future of PSSA. The Board will continue to address your comments at the next Board meeting.

Congratulations to all our Award winners, elected Executive Board nominees (Terry Wood, Charles Walter) and new Regional Director (Chuck Thompson). Also new Snow Angel Fund Chairpersons are: Loretta Hayes and Kelly Watkins. They with Assistant Directors are listed in other areas of the Keystone Snowmobiler.

A special “Thank You” is extended to all those who have served on the Board. (Janie French, Gary Bates, Dick East, Bill Sowers). Regional Directors and Assistants are our connection with the “grass roots” members of our Association. We need their ideas and comments to improve our association.

Directors are needed for the following Regions: 2, 4 (EAST), 6, 7, 10. Call one of the Officers if you are interested or need more information.

The Board would like to thank Ginny Kline and her committee for their many years of service and dedication to growing the Snow Angel Fund.

Kathy Woolever and Maura Donley are the new promoters of the PowerSport Show. Major sponsors of the show will be listed on our website. Together they will

continue to improve our website www.pasnow.org and work to entice businesses, clubs, members to sponsor parts of our website in the future. Kathy and Maura are delighted to serve PSSA in this capacity.

The Board approved the Show budget at the Board meeting May 10, 2018. Your support of the show is needed. Volunteers please call Travis Mathna for more information.

Wanner Associates agreed to sponsor the Hospitality Room at the Show. Thank you.

Lori Elliott, Grant Administrator, is being given more responsibility at Wanner Associates. Therefore, Wanner has contracted with Julie McKensie to replace Lori as PSSA Grant Administrator. Lori will provide training for Julie. PSSA thanks Lori for her years of service to our Association. She will be missed.

Several clubs have changed officers, contact information etc. Please send updated information including your club web-site and Facebook information to Kathy Woolever. Kathy is always in need of pictures etc. for our Facebook page. Her information is on the inside front cover page of the Keystone Snowmobiler.

Clubs are reminded to make sure you are following the Small Games of Chance Regulations in your County. You need a license and a permit. Check with your County Treasurer and make sure you have the required information on file.

Current Voucher Raffle Tickets should be returned to Kathy Woolever at the Palmyra office as soon as possible. This drawing will be held at the Board Meeting on August 4, 2018 in Clearfield.

Hello, PSSA members,Happy summer!

Below is a “Grants Program Update” report that I submitted for the PSSA membership meeting in May. It

describes the status of PSSA’s grants projects. We will soon open up a round of mini-grant applications so club presidents or mini-grant contacts should keep an eye on email and US

postal mail for an announcement this summer. The mini-grants would cover mid to late summer, fall, and early winter projects.

There is also a small amount of funds available from earlier grants, so if your club has an emergency project, begin gathering information to apply for these funds. PSSA will determine the amount of funding based on project needs.

PSSA Grants Administrator Update – May 2018Since 2006, a total of $622,593.00 of grant funds has been obtained by PSSA for Trail Assistance.

2013 Round 19 DCNR Grant -“PSSA Mini Grants for Snowmobile Clubs” ($160,000): Ends 12/31/2018. This project is almost complete. There are a couple of clubs who were granted extensions to December 1, 2018 to use fuel purchased with a mini-grant in this round.DCNR Round 20 Grant – “2015 Snowmobile Mini Grants Program” : ($80,000) – Ends 12/31/2018Sixteen clubs received mini-grant funds from Round I of this grant for a total of $68, 028. This round has ended and one club has an extension to December 1, 2018 to use fuel. There is a small amount of funds remaining for a second round for trail maintenance.DCNR Round 21 Grant – NOT AWARDEDAn application for Mini-grants was submitted in April 2015. PSSA was not granted an award for this round. DCNR Round 22 Grant – “2017 Snowmobile Mini-Grant Program”: ($100,000) – Ends 12/31/2020PSSA was awarded a grant for $100,000 for this DCNR Round. Fourteen clubs received mini-grants totaling $68,421. Projects for this mini-grant round end June 15, 2018 and reports will be due June 30, 2018. There are some funds available for a second round for trail maintenance to be announced with DCNR Round 20 – PSSA Round II.DCNR Round 23 Grant – “PA Snowmobile Training and Education”: ($8,000) – ends 12/31/2021PSSA was awarded this part of our 2017 DCNR application. PSSA is to coordinate up to 4 groomer operator trainings and provide assistance for up to 40 youth snowmobile trainings. We do not yet have approval to proceed.Video ProjectFootage for year one of the “Pennsylvania Snowmobiling” video program for Snow Trails TV has been completed. Video Mike Grant went to Somerset, Forest, McKean and Cameron Counties for Year One. We were unable to take footage for Year Two in 2018 due to lack of snow. We will postpone to the 2019 season.

Hello from the Laurel Highlands. The spring cleanup has begun at the clubhouse. Our workday was on Saturday, May 12th. The few volunteers that turned out serviced the equipment, and began ground maintenance. There are more projects available for anyone with the time or skills to join in. There is a fence to repair, a track to prepare for the races, the clubhouse interior cleaning, gutter work on the storage building, mowing, weed eating, etc. If you would like to help out, please contact a board member. We are always looking for assistance.

Some of our club members attended the PSSA spring meeting at the Ramada Inn located in State College, Pa. on May 5, 2018. For $25, you receive the latest news from around the state, a delicious sit down dinner, coffee, pop, iced tea. Also available all day were drinks, cookies, and snacks. It was great to see many old and new friends at the meeting. Thanks to the president, Liz Krug, the board of directors, regional representatives, and volunteers who make the meeting a success. The regular meeting was held with discussions about trail improvements in each area. At the luncheon awards were handed out for the Snowmobiler, Teenager, Dealership, and Government Officials of the Year as well the President’s Choice. Congratulations to all of the nominees and the recipients. There were plenty of stories, laughs, fund raisers, and information being passed around. We all had a great time!

Laurel Highlands nominated Jim Tweardy as Government Official of the year, and he won. Jim Tweardy is married with 2 kids. He has been a DCNR Ranger since 2004 and a snowmobile safety instructor since 2005. Let’s start at the very beginning when we first met Jim. He was

taking the snowmobile safety class along with a total of 5 DCNR Rangers. They all came in uniform and were driving DCNR vehicles. We have always had a rule for bringing a child between the ages of 10-15 to the class. If you bring a child you plan on staying the day and taking the class with your child or grandchild. This has always been our rule for the class. Strange as it seems DCNR now has a policy encouraging clubs to educate adults as of January 1, 2018. Our club has always held the class for both children and adults at no charge and we feed you. Our policy must be working because over the decades we have between 42-58 students in the class. Getting back to Jim Tweardy and the class, he listened carefully and participated as he waited for the test. At the conclusion of the class, he asked how he could become a snowmobile

safety instructor. He then offered his services to assist us with future classes. I gave him the paperwork to become an instructor and the rest is history. That was in 2005. During that time he has been very faithful to the Laurel Highlands Snowmobile Club, and our mission of promoting a family friendly sport. He has family in Uniontown, Pa. creating another reason to get involved. In the beginning, he was employed for DCNR in our area. After a few years, he was transferred to the eastern part of Pa., but was still very much involved in the club. He has never missed a safety class in all those years. When he was located in the eastern part of the state he still made the long trip to Laurel Highlands for the class. He not only comes for the class, but to enjoy the great Laurel Highlands hiking trail. He has attended a club banquet and meetings at

LAUREL HIGHLANDS SMC the club. He has represented DCNR educating us in December on the trails and law update. While stationed in our area, Jim was a ranger who welcomed the chance to be on a snowmobile. He enforced the law in a friendly manner, he gave assistance to those in need, and he was readily available for information. He could be found on the trails and in the parking lots. He has a personality that can immediately put you at ease, and makes him highly effective at his job. Another thing Jim does for the class and in general, is to provide us with information to hand out to all students. Jim also gives me additional pamphlets, maps, etc. for the club members all year long. We have at the clubhouse a huge bookrack that is always stocked full with the latest material for all to take and use. My wife and I have 6 children, 4 girls and 2 boys. I have said if we had a 7th child, my wish would be it would be someone like Jim. There is one last thing Jim Tweardy did for my wife and I. I knew Jim had a license to marry people. I also knew of a DCNR Ranger that Jim preformed the marriage for. On June 9, 2017, our son and his girlfriend were united in marriage by Jim Tweardy. Thank you Jim Tweardy. Today Jim Tweardy is back in our area at Yellow Creek State Park located in Indiana County as park manager.

Kellner Snow Tours LLC, conducted our first trip beginning Feb 18, 2018 at the Hotel Roquemont in St. Raymond, Quebec and traveling back to the the Roquemont on Feb. 23, 2018.

The 33 riders and 7 support personnel arrived at the Roquemont on Saturday, Feb 17, as required, to be ready to hit the trails Sunday morning. As we were eating supper we learned that Tom & Vickie Werkheiser and their friend, Marty Fella, were stuck in Albany NY with transmission troubles. We were advised that the Werkheiser’s sons were driving a replacement truck to Albany (a nine-hour round-trip in a snow storm) so they could complete the drive to the Roquemont, arriving before midnight.

Everybody was at breakfast early Sunday morning in anticipation of the day’s ride. After a brief safety meeting, we went outside and divided into four guided groups. The trails were in excellent condition on a bright sunny day, and we were on our way to Hotel Marineau in La Tuque. As we arrived at the motel and were met by our support truck drivers, Chad & Danielle Ingalls, we learned that two sleds had developed mechanical problems on day 1. Chris Weisheit had clutch trouble with his sled, but was able to get it repaired Monday morning and ride with his group. Dustin Metzgar, who resides in the state of Washington and came home to ride with his father, Harold

(Bud) Metzgar, had suffered terminal engine damage approximately 1 mile from the motel. After some discussion, it was decided that the next morning Dustin and his friend Jim Agins, would sled back to St. Raymond and return to La Tuque with their truck and trailer, pick up the broken sled and then stay the night in St Raymond. Dustin would then rent a sled so they could rejoin the group in Jonquiere.

Monday morning the groups left for the Hotel Chateau Roberval, Roberval, taking different trails as decided by the group and their repective guides. Again the trails were in excellent condition, and all arrived in Roberval during the afternoon.

Tuesday morning again brought more good weather and excellent trails going to the Delta Saguenay, Jonquiere. Again different routes were mapped out around Lac Ste. Jean. All groups arrived at the Delta in the afternoon and the Metzgars and Agins rejoined the tour for dinner.

Wednesday morning we awoke to find that there was some rain during the night, which left some ice on the trails, but more rain fell-heavy at times-during the day’s ride. Our destination was the Fairmont Le Manoir, commonly known as the Castle, in La Malbaie, Charlevoix. Going down the trail, which

KELLNER SNOW TOURSeven with the rain was in good condition, we came upon a mishap, where a sled went off trail. We learned it was one of our group, Sue Deily Hoffman. She was not injured, but the same could not be said for her sled as the steering post was broken. Along with some helpful Canadian riders, we got her sled out of the brush and onto the trail so that guide Carl could tow it to a nearby town, where the support truck picked it up. Sue was now a truck rider for the remainder of the trip. We all arrived at the castle, awaiting the many amenties and good food.

Thursday morning we awoke to colder weather, resulting in some icy and hard-surface trails. Despite some overheating issues, we continued on since our luggage was headed to the Auberge La Camarine, Mont. Ste. Anne Beaupre. While heading down trail 3, we came to a water crossing that was impassable, most likely from the prior day’s rain. With some common sense and good luck we found a way around the crossing and were once again on our way so that all groups arrived by 6:30PM.

Friday the last day was uneventful and we again enjoyed excellent conditions, thanks to a groomer softening the trails overnite and everyone arriving back at the Roquemont in St. Raymond by early afternoon. We shared

memories and stories over our final evening’s dinner together before all heading for home the next morning. Hard luck awards were presented to Sue & Dustin.

It was an enjoyable week, the food and accommodations were excellent, and the trails largely good to very good. We trust Don Kellner would be pleased to know that his legacy continues as nearly every member of the group had ridden with Don in years past. A lot of interest was expressed in another trip being planned for next year to continue the tradition. Kellner Snow Tours LLC thanks all of the riders for their cooperation, patience, and enthusiasm, during the challenges of the week; the guides Randy Moyer, Wayne VanScoy, Jeff Klein, and Carl Mindler; and the support truck drivers, Chad & Danielle Ingalls.

HYNER MOUNTAIN SMCHello from Hyner Mountain Snowmobile Club. Just want

to let everyone know what has been happening up on the mountain.

Well, spring is here in full bloom, and things are running pretty slow at the lodge. We have our spring work weekend each May. This is the weekend that we do some cleanup from the winter season - both inside and outside of the lodge. Plus, we complete a few projects to include litter pick-up along Rt. 44.

Yearly, at our June meeting, things are scaled back and much more relaxed. Our annual chicken bar-b-que is also held at this time. Quick meeting, then relaxing the rest of the afternoon and hanging out together at the lodge….food included of course!

Well that’s about all for now. Talk to ya next month. THINK SNOW!!

MTRSC nominated Fletcher’s Sales and Service for the PSSA “Snowmobile Dealer of the Year” award this past spring. Terry Fletcher donated a new Arctic Cat snowmobile last fall to the Marienville Trail Riders Snowmobile Club (MTRSC) as a fundraiser in honor of long time Club Director Ed Fiejdasz who passed away a year ago last March. Ray Bish, President of MTRSC presented the award

MARIENVILLE TRAIL RIDERS SMCto Terry on behalf of PSSA, which held their annual membership meeting last month. According to Ray Bish, the profits of this donation will allow the MTRSC to improve trail conditions and help the club to pay for maintenance of the club’s two groomers.

Fletcher’s have been in the Snowmobile business since 1968 selling Arctic Cats and Triton trailers. Terry took over the business from his parents who started the shop out of their home. Fletchers sold Polaris for the three years when Cat did

not make machines from ’82-83. The new co-owner of Fletcher’s is Tim McKain from Meadville, Pa and is very confident that Chad Thurber will continue to provide great sales and service to its customers. Chad has ordered 16 new machines from Arctic Cat for this year with two, 2018 models leftover from last year.
