I am very happy to note that IRCDS [Community Base Rehabilitation (CBR) Forum for
Persons with Disabilities] has for the past 25 years been involved in social work in Tiruvallur
District. It is to be commended that in this task of improving the society, Panchayat
Organizations, District Administration and Government Agencies have come
together.
I am amazed with the personal attention provide for the progress of women through “Pudhiya Oli
Federation for Women”. I bless this Vasantham Federation for Differently Abled continue their
efforts in lighting up the lives of the poor downtrodden Persons with
disabilities.
The Kingdom of Jesus shows the blind vision, make the handicapped walk and heal the
Lepers. I feel that this Social work Organization put their full effort towards this end. I pray that
the Almighty be with this Organization in all its services.

A word of appreciation
Dear all,
I am over whelmed to participate in the celebration of International day of differently abled which
was jointly organised by IRCDS- NGO, and Vasantham Federation of differently abled persons,
Tiruvallur. I greatly appreciate the active participation of the differently abled the commitment
and dedication of IRCDS and Vasantham federation in the venture of committing themselves for
the rights and empowerment of differently abled persons.
The prime aim of this hand book is to enlighten and enable the differently abled persons on the
government schemes and entitlements, criteria for submission of applications, application
formats, documents to be submitted, government circulars and their practical use in their day to
day life.
I exhort all the Panchayat Raj Representatives, women self-help groups, youth groups and all the
organisations that are committed in the service of the people, to use this hand book to support the
persons with differently abled for their betterment. I do wish that the differently abled persons
make use of this hand book as an instrument to avail the benefits from the government due to
them to improve their standard of living.
I place my heartfelt appreciation to Mr. Titus, director of IRCDS and Mr.Livingston, president of
Vasantham federation in bringing out this valuable and practical document for the good of the
differently abled persons.

Dear All,
On behalf of our Federation, we congratulate Vasantham Federation for Differently Abled and IRCDS for
bringing out a booklet containing schemes for the Differently Abled and Circulars for the benefit of
Tiruvallur District Differently Abled.
We still find that the Differently Abled throughout Tamil Nadu are under the grip of poverty, lack in the
opportunity to get education, unemployment, not having the capacity start own business, live in unhygienic
conditions, do not have social status. The Central and State Government have allocated funds and brought
out various schemes for the benefit of such people. But proper awareness has not been created on these
schemes and these have not reached them.
The method of guiding the ignorant persons in a service minded manner is the main function of the
Differently Abled Self Help Groups. Vasantham Federation for Differently Abled working successfully in
Tiruvallur District has brought out a booklet under the guidance of IRCDS. This effort has to be
commended. Likewise, similar Self Help Groups should develop their capacity to bring out small
publications.
Tamil Nadu Handicapped Federation Trust has been bringing out a monthly magazine titled “Sevai
Sudar”, several Bit Notice and collection of Government Schemes, Orders, and Important Contact details.
