P A O ROVINCIAL GRICULTURE FFICE 15 2010 Annual Report 2010 Annual Report The Provincial Soils Laboratory was able to conduct laboratory analysis of some 507 soil samples covering a total land farm area 953 hectares serving 491 farmers (Table 25 & Table 26).All these samples were completely analyzed on the available primary macronutrients (N, P, and K), micro nutrient (Zn, Ca, Mg and S) soil pH and texture. Analyses results and fertilizer recommendations were distributed to farmers for their guide in proper application, time and exact amount of fertilizer to be applied. Daily reading of agro-meteorological station was regularly conducted. For the year, average rainfall data was 262 mm. (Table 27). Heavy rainfall was recorded in January while minimal rainfall in June (Fig. 1). Rainfall data was made available to clients that needed climatic data for reference. Also, nine (9) hands-on trainings on proper collection of composite soil sample and its importance in diagnosis were conducted to Trento, Sta. Josefa, La Paz, San Francisco and Prosperidad. A total of 331 farmers attended the trainings who were beneficiaries of Banana, Rubber and Vegetables Production projects. In support to every program/project implementation, various media ranging from print, broadcast and audio-visuals were used in its massive advocacy efforts. In print, it has contributed 17 print and radio releases to the Department of Agriculture-13 in its publication, and local outlets. Also, some 2,500 technology guides in the form of brochures, leaflets, and posters were produced/reproduced and distributed to farmers and fisherfolks, Municipal Agriculture Offices, students and researchers. Some info materials were in the form of CDs/DVDs which could be used for massive presentations. These advocacy efforts were more strengthened with the office's 45-minute radio program funded by DA13 through the facility of DXDA Radyo Agusan every Friday at 5:00-5:45 PM. It started sometime March, 2010 and ended December, 2010. Information on different programs/project/activities of the Office and agricultural technologies were discussed. This was also supported by radio plugs. The program further highlighted the participation of listeners through text messages. Agricultural Communication

Likewise, the operation of mini-library whichcontained various reading materials was maintained.Video materials on appropriate technologies and bestfarm practices and other documentaries (photo andwritten) were also made available. Aimed at providingbetter services, the office has worked for theestablishment of Farmers' Information and TechnologyServices (FITS) which was still for consideration by theCaraga Consortium for Agriculture, Forestry andResources Research and Development, Inc. (CaragaCARRD).

All these efforts were done in constantcollaboration with the Provincial Information Office ofthe provincial government, and other local media.

The AFCs are composed of variousorganizations in the barangay, municipal, and provinciallevels with stakes in agricultural development. By virtueof E.O. No. 116, the AFCs act as the duly accreditedbody of the Department of Agriculture in monitoringDA-funded programs and projects and as partner inpolicy formulation.

INSTITUTIONAL DEVELOPMENT

Agriculture and Fishery Council(AFC)

The office has facilitated the organization andstrengthening the Agricultural and Fishery Councils(AFCs) at the barangay, and municipal (in collaborationwith the Municipal Agriculture Offices) and in theprovincial levels. These organizations include amongothers the above Rural-Based Organizations (RBOs).

Among the significant resolutions passed by theProvincial AFC were the following : Conduct by NFA ofTraining for farmers as Grains Classifiers; Requestingthe DA to provide Corn Seed Processing Equipment forthe Agusan del Sur College of Agriculture andTechnology (ASSCAT); Revival of the DASeed SubsidyProgram; Requesting DepEd to include Anti-IllegalFishing (R.A. 550 Otherwise known the PhilippineFisheries code of 1998) as part of the subjects of theElementary Grades and High School; and, Requestingthe Provincial Governor to provide One (1) UnitMotorcycle to each Municipal Agriculture Office in theprovince for use in the monitoring of different programsand projects implemented in their localities.

Rural-Based Organizations include theFarmers' Association (FA), Rural Improvement Club(RIC, the organization of farm family housewives), and4-H Club (the organization of farm youths).

This is considered an empowerment program ofthe Office by providing the farming clientele the avenuesto participate in the decision-making processparticularly on matters affecting their lives. And in orderto sustain their enthusiasm and meaningful participationin agriculture and related programs and projectsimplementation, the Office worked closely with the DA,ATI and AFC in the annual search for outstandingagricultural achievers under the DA's Gawad SakaProgram.

In collaboration with the DA-AgriculturalTraining Institute (ATI), various training and workshopslike Project Proposal Preparation, Livestock and Poultryproduction, Leadership and Visioning, BasicBookkeeping, and Retooling for 4-H members andMunicipal 4-H Coordinators were conducted. Also, inline with implementation of 4-H Development Programand consistent with the government thrust on povertyalleviation, four (4) 4-H Organizations from themunicipalies of Prosperidad, San Francisco, Rosarioand Talacogon availed P50,000.00 each as assistancefor their different livelihood projects.

The Provincial AFC has regularly attended theRegional Agricultural and Fishery Council (RAFC)Quarterly Meeting and other special meetings to bringtheir issues and concern that needs action andapproval. Likewise the PAFC has validated, evaluatedand endorsed project proposal of RBOs to be funded byLEAD projects. There were two RIC and FA fromSibagat, and one FA from Esperanza that were grantedlivelihood projects under LEAD program.

As one way of developing and empowering theout-of-school youths, Mr. Allan Polinar of Alegria, SanFrancisco was nominated to the

, having passedthe evaluation in the provincial, regional and nationallevels. Mr. Polinar also passed the actual farm trainingat Bukidnon for his qualification to attend the one monthPre-Departure Orientation Course at NAFC, DilimanQuezon City in January 2011.

Conduct of Quarterly RBO and PAFC meetingsand reorganization of the FAs, RICs, 4-H Clubs andAFCs in the barangay, municipal and provincial levelswere also facilitated.And to make these meetings moreproductive, hands-on demo on sexual propagation(grafting, budding), table cloth skirting and tablemanners were the highlights of the activity.

Moreover, RBOs actively participated thedifferent contest like Poster making, Cooking, CornHusk crafting, Quiz, and Singing during the RegionalFarm Family Forum last April 14-15, 2010 at AlmontInland Resort. Mr. Valeriano Palco of Crossing Luna,Esperanza was awarded Outstanding HVCC Farmer(Vegetable category) and automatically a nominee forNational Level category.

Every year, Agusan del Sur celebratesNaliyagan Festival which commemorates thefoundation anniversary of the province. It also aimed toshowcase its rich cultural heritage, strengthen the unityand team work among local and national offices andofficials, and promote the bounty and potential ofagriculture, industrial and manpower resources of theprovince.

In this week-long celebration on June 12-17,2010, PAO spearheaded the major activities: Agri-industrial exhibit, Agri-lympics, Agri-Pinaka Contestand Binaga Tu Naliyagan.Array of agricultural productsfeatured the municipalities’ best, and hardwork of itsfarmers and fisherfolks. The celebration was a successwith the all out support of Municipal Agriculture Officesof the 14 municipalities of the province.

In the year’s theme “UnitedAgainst Hunger”, Agusan del Surjoined the cause of the nationalgovernment and other concernedsectors to end hunger. The province,i n i t s v a r i o u s a g r i c u l t u r a lprograms/projects/activities, hasbeen consistent and determined in itsefforts to increase productivity andincome of farmers and poorindigenous people as one way ofending hunger.

The celebration was held atDA-RFU XIII, Butuan City. Delegatesfrom Agsuan del Sur consisted ofAEWs of the Municipal/ProvincialAgriculture Offices headed by OIC-PA Armando Lagumbay, Sr. Theire n e r g y a n d e n t h u s i a s m i nparticipating the different contest andactivities paid off as the province wasdeclared the year ’s “Over-allChampion”.
