Four provincial government employees were given certifcates of recognition as the top Blood Donor-Galloner for consistently donating nine times from the bloodletting activities   held at the Capitol.   Aside from the certifi cate of

recognition, they also received one sack of rice & T-shirt each.Spearheaded by the Provincial Health Offi ce (PHO),   the

certifi cates and tokens were given during the employees’   regular convocation program on October 27, 2014 to Luzminda Horcasitas of  the Provincial Accountants Offi ce (PACCO), Wilfredo Galagala of Provincial Governors Offi ce - Information Technology and C o m m u n i c a t i o n Development Division (PGO-ITCDD), Rolan Gallano of PGO-A d m i n i s t r a t i v e Division (PGO-ADMIN), and Gerald Abaya of Provincial General Services Offi ce (PGSO).

The national government through the Department of Health (DOH) confers the 7th Grand Slam Award to Gov. Arturo “Chiongkee” Uy on

the occasion of the 16th National Sandugo Awards for Outstanding Local Government Executives on December 9, 2014 at Limketkai Center, Cagayan de Oro City.

Under DOH’s National Voluntary Blood Services Program, the governor was cited for his “outstanding support, commitment and active involvement in the promotion of voluntary blood donation for 7 consecutive years towards the achievement of the vision

of RA 7719 or the National Blood Services Act of 1994.” The plaque was signed by Phil. Red Cross Chairman and CEO Richard Gordon, Phil. Blood Coordinating Council President Dr. Diosdado Jovian E. Domingo, and DOH Acting Secretary Dr. Jannette Loreto-Garin.

The province was able to donate a total of 11,301 of 500 cc bags of blood from various bloodletting programs conducted among Comvalenyos.

Aside from this, the province remains having the most number of Local Chief Executives honored for the National Sandugo award in the country. A total of

125 Local Government Executives from Comval include the 114 Brgy. Captains and 10 Municipal Mayors.

On December 15, a ceremonial enactment was held at the provincial capitol during the employees’ regular convocation with Assistant PHO Chief Dr. Georgie Arvin Legaspi presenting the award to Senior Board Member Tyron Uy and Executive Assistant Isabelo L. Melendres.

According to Assistant PHO Chief Dr. Jeorgie Arvin Legazpi, donating blood is a big help “especially to patients suffering from severe blood loss, Leukemia, Hemophilia, mothers giving birth with complications, those having major trauma, transplant patients, and others.”

  He added that not only the recipients can benefit from it but also the blood donors as they are given free tests/screening that can look into certain illnesses on its early stages. And although still inconclusive, some international research shows donating blood reduces the risk of heart attack. n   (gmc, fe maestre)

ComVal achieves HR excellence, now a CSC PRIME-HRM level 2

The Civil Service Commission (CSC) awarded the provincial government with a Certificate of Level II Accreditation for

having met all the requirements of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), as signed by CSC Chairman Dr. Francisco T. Doque III, Commissioner Robert S. Martinez, and Commissioner Nieves L. Osorio.

With this level of the PLGU’s

competencies, one way of the Commission to continue capacitate the agency in its human resource management performance is when an employee’s appointment is signed by the appointing authorities of the province, in accordance to the Commission’s guidelines, it is deemed valid and no longer needs CSC approval. However, submission of pertinent records is still required.

In a bid to achieve a 100% Tobacco Free Environment, ComVal holds its 2nd Provincial Red Orchid Award 2014 held at the capitol social Hall on December 15 with Gov. This year, a total of 13 agencies and institutions received the “Red Orchid Awards” for its implementation and advocacy in support to a tobacco-free environment. The awardees include LGU Laak; LGU Monkayo; Police Station-New Bataan; Provincial Police Office; Apex Mining (Masara); Police Station-Laak; CVPH – Pantukan; CVPH

Zaphire Kristy N. Bermejo, the newly approved Human Resource (HR) Plan of the province is a major contributor to the received award.

The Plan contains the Functional Mechanism of Human Resource and Management, Organizational Structure of the PLGU’s HR Systems that include Merit Selection Plan (MSP), Systems of Ranking Positions (SRP), Grievance Mechanism (GM), Internal Administrative Disciplinary Rules on Sexual Harassment (CODI), Revised Rules on Administrative Cases (RRCAS), Strategic Performance Management System (SPMS) and SPMS Forms, Training and Development Pre-Retirement Plan, Employees’ Health and Incentives for Service Excellence (PRAISE), Qualification Standards. n (grace almedilla)

ComVal holds Red Orchid Awards

– Maragusan; Monkayo National High School; Brgy. Sta. Maria, Nabunturan; Brgy. Panag, New Bataan; Brgy. Upper Ulip, Monkayo; and the 71st IB, Pangibiran, Mabini.

The Pink Orchid Awards were also given to Brgy. San Miguel, Compostela; Brgy. Olaycon, Monkayo; Police Station-Nabunturan; Compostela National High School; and Police Station-Monkayo as well as the Brgy. Cabidianan, Nabunturan; Brgy. Langgam, Maco; Brgy. Pasian, Brgy. Tubo-tubo, and Brgy. Rizal in Monkayo; Brgy. Kapatagan, Laak; Pantukan National High School; 25th IB, Monkayo; and the Bureau of Jail Management and Penology.

PGO fi esta honors Queen of the Holy Rosary - A giant replica of the “Holy Rosary” made of fl ying balloons was released by the offi cials and employees during the successful celebration of the Annual Thanksgiving & 7th Provincial Governors Offi ce (PGO)-Fiesta of the “Queen of the Most Holy Rosary” in front of the Capitol on October 28, 2014. Provincial Administrator Virgilia S. Allones, Assistant PA Fernando T. Juab lead the symbolic release of the Holy Rosary.

Comval holds culmination day of “Bayanihan sa Karunungan”

A total of 98 dynamic couples who volunteered and were trained as parents-leaders in the entire province

gathered at the Capitol for the Culmination Day of the “Bayanihan Para Sa Karunungan Program” on December 12, 2014 with the theme: “We mentored parents. We strengthened families.”

Attending the program were Hon. Jayvee Tyron L. Uy, Chairman, Committee on Education & Information Technology; Dr. Hilda Opeña representing DepEd Comval; Ms. Jennilyn E. Lansang, BPSK Program Manager; Rey Millan from the private sector, teachers and staff of the BPSK.

The parents leaders are the volunteers who give eff ort and skills during the conduct of School-Based Parents Mentoring Session

for Grade 3 parents in the public elementary schools bearing the theme “High-Grading Parental Qualities.”

Mr. Ronilo Celada, one of the parent leaders from Compostela, said that “Pasalamat gyud ko ug dako nga nahimo ming part ani nga programa, kay nakatabang gyud ni ug dako. Kini maayo nga programa, ug daghan unta ta, para daghan ta ug matabangan.”

Meanwhile BM Uy in his report said that for transparency of public service, the fi nancial resources raised from the private partners and the PLGU for this program total to Php 559,320.00 and “this is the total cost of expenses for the parent-leaders training and the conduct of parent mentoring.”

BM Uy added that at present, a total of

3,240 parents were successfully mentored on the basic skills of enriching their education. “Upon hearing the testimony of our parents, na-touch gyud ko kaayo sa iyang gisulti ug e-expand nato ni nga programa, and we will relay this to the Governor and let’s continue to inspire others.”

During the program, parents were given certifi cates of recognition as well as the launching of the work book for the Grade 3 students was held with a total of 4,042 work books made only in three month’s time .

The goal of this program is to strengthen public-private partnership in delivering quality basic public education and ensuring its literacy impact to the pupils. n (Rey M. Antibo)

A huge gathering of public school teachers all over Compostela Valley troop to the Provincial capitol in Nabunturan to celebrate the “National

Teachers’ Month and World Teachers’ Day” celebration on October 5 sponsored by the provincial government under Gov. Arturo Uy and Vice-Gov. Manuel Zamora.

DepEd Sec. Bro. Armin A. Luistro, FSC extended his congratulations to all teachers through a message delivered by Region XI Quality Assurance Division Chief Dr. Reynante Solitario.

“We applaud the unwavering hard work of our educators in igniting the passion of each Filipino learner…continue to be an inspiration to our dear students. Remember that every one of you, my dear educators, is a vital part of this country’s daunting task for further growth and development,” he said in his message.

Highlight of the celebration is the turn-over of a modernized building constructed by the provincial government worth P30.0 Million. Construction cost of P20.0 Million was shouldered by the PLGU and P10.0 Million by the DepEd.

“We are very much thankful to the provincial government as they also added another P1.9 Million for the air-conditioning facilities and P3.0 Million for the furniture and fixtures,” said Asst. Schools Division Superintendent Dee D. Silva, OIC of DepEd Comval.

The event started early morn with a “Titsersays” or Zumba fitness hour and followed by a Thanksgiving mass officiated by Rev. Fr. Tom Avila and Rev. Fr. Edgardo Bonghanoy. After which, formal program follows and in the afternoon, teachers had a fun day with Gurolympics, a sportsfest tapping Larong Pinoy as the major games and were also

treated to various Healthy Lifestyle and Beauty Care such as massage, haircut and nail care services—all for free.

Other guests and officials were also present to lend their support and give honor to the teachers such as DepEd Region XI Dir. Nenita Lumaad; 1st Dist. Cong. Maricar Zamora; Senior Board Member Tyron Uy; SP Members Raul Timogtimog, Macario Humol, Ramil Gentugaya and Joseph Jauod. ComVal LGU gives tribute on World Teachers’ Day

 The plan, which took almost two years to complete, was presented by Vice Governor Zamora together with PAGRO-ENRD’s Eugene Alaba and  the nine municipalities through their MENROs, Municipal Engineers, and four Municipal Mayors namely Alvera Rimando of Maco, Evalina Jampayas of Mawab, Lorenzo Balbin of New Bataan, and Roberto Yugo of Pantukan on November 19-22 at the DENR-EMB Central Office in Manila.

  Among the most important content of the 10-year Provincial Ecological Solid Waste Management Plan include the best practices in Solid Waste Management (SWM) and other strategies to achieve the plan which include Source Segregation; Waste Diversion Initiatives through the tightened “No Segregation, No Collection Policy”; the ongoing composting by natural, heap, and vermicast production; conduct of Search for Best SWM Implementers; the establishment and maintenance of Material Recovery Facility (MRF); and the ongoing recycling activities which include production of

recycled materials. Also included in the plan are strategies

such as the strict implementation of “No Plastic Bag Policy,” giving hazard pay and other incentives to garbage collectors, giving awards to chosen “Waste Segregation Champions,” and among others.

  On disposal, it is planned that all remaining controlled dumps in the province will be converted to Eco-Parks and all existing Eco-Parks will be improved to conform with the mandates of RA 9003 or the Solid Waste Management Act.

  The provincial government targets to achieve an 87% waste diversion for the whole province by 2022, while the municipal LGUs individually project an 87 % to 100 % waste diversion also by 2022.

  To achieve these diversion targets, Information and Education Campaign (IEC) activities  will be intensified and relevant ordinances, policies and impositions will be strictly enforced. On grassroots level, Barangay Solid Waste Management

Committees will be strengthened and supported to be able to function and comply with the mandates of the law for barangay LGUs on SWM.

  For the period of five years alone, the implementation of the plan costs around PhP 109 million for the personal services and maintenance and other operating expenses (MOOE) province-wide. It is estimated that the investment requirement for the five-year period is at PhP 92.5 million which will be drawn from grants and or loans and LGU allocations.

  The successful presentation and impressive responses to questions thrown by the panel from NSWMC resulted to positive impressions and approval of the 10-year plan by the province and the other nine municipalities.Relative to this, it can be remembered that the  Solid Waste Management  plans of Monkayo and Maragusan were earlier approved by the NSWMC last 2013. n  ( james labrigas/rey antibo)

nine municipalities, Compostela Valley is now the first province in the country to have a complete 10-year Solid Waste Management Plan approved by the National Solid Waste Management Commission (NSWMC).

Philippine Red Cross (PRC) Chairman and Chief Executive Officer (CEO) Richard Gordon and other officials grace the turn over of additional 350

houses for Typhoon Pablo survivors and the turn-over of new rescue equipment and soft opening of the “Philippine Red Cross Chapter Office and Blood Bank” Building in Poblacion Nabunturan on November 6, 2014.

One ambulance was donated by the United Arab Emirates Red Crescent and the Rescue Equipment from the Finnish Red Cross comprising Rubber Boat with Motor, 2 Kayak Octa, First Aid Kits, Life Vests, Buoy, Spine Boards, Body Splints and others.

The ceremonial turn-over of houses, 320 of this for New Bataan and 30 for Monkayo, was held in New Bataan Gymnasium with Vice Gov. Manuel “Way Kurat” Zamora representing Gov. Arturo “Chiongkee” Uy, 1st District Cong. Maricar Zamora, PRC Sec. Gen. The AY Foundation turns over a total of 8-Classroom Buildings in various public elementary schools in Compostela on December 18. The AY Foundation is a non-profi t, non-stock organization of the Yuchengco Group of Company and has been a partner in Comval on its rebuilding and recovery eff orts from Typhoon Pablo.

Gov. Arturo Uy and the ABS-CBN Davao led by its “Mag-TV Sadya Ta” program led the turn-over ceremony of 1-unit 2 Classroom building which they donated to Andap Elementary School in New Bataan on December 17.

NHA turns over additional HousiNg project for comVal

“Compostela Valley, you have done a great job!,” these were the words of   Sec. Jose Rene D. Almendras, Task Force Pablo head, who graced the ceremonial grand turnover of more than 3,000 new housing units held at the New Bataan Resettlement Project 1 in Brgy. San Roque on November 25. The various beneficiaries converging came from New Bataan and towns in Compostela, Montevista, Monkayo and Laak affected by the Typhoon Pablo.

Speaking in local dialect, Sec. Almendras underscores the local governments’ efforts in pushing for immediate recovery and rehabilitation. “Selebrasyon ni kay atong gipakita sa tibuuk Pilipinas nga kung magtinabangay ta, kung mag uban ta, walay dili nato (imposibleng) buhatun,” he said.

Meanwhile, during his project briefing, Atty. Chito M. Cruz, NHA General Manager, reveals that for TS Pablo victims, a total of 17,202 housing units are in various stages of development with 14,111 of these in Comval and the rest in Davao Oriental.

“Kami po ay naatasan ‘to build back better’ upang makatiyak na mabibigyan ang ating mga kababayan ng mas maayos, mas ligtas at mas magandang permanenteng tirahan,” he added.

Implemented under the Rehabilitation Program of the NHA, the duplex-type house and lot package is worth P220,000.00 each.

In the day’s ceremonial program, the housing units include the following: San Antonio Village in Brgy. Maparat, Compostela; Lower Ulip Resettlement Project in Poblacion, Monkayo; Sariwarain Village in Brgy. Union, Monkayo; New Bataan Resettlement Project 2 in Brgy. Andap, New Bataan; Vida Vista 3 in Brgy.

New Visayas, Montevista; Mont Eagle Ville in Brgy. Kidawa, Laak and the New Bataan Resettlement   Project 1 where the program venue was held, with 1,214 housing units turned over.

expressed their gratitude to the national government through the NHA for their continued assistance. The governor extended his heartfelt thanks to the President saying “Daghan kaayong salamat nga wala mi ninyo gibiyaan” and hopes that the village will become a model community. n (fe maestre)

Ushering the 1st day of December, it was also their early Christmas gift as teachers, school children, parents and local officials happily welcomed the members and generous sponsors of the foundation.

Dharma Master Cheng Yen, founder of Tzu Chi Foundation firmly believes that “education is the foundation on which our future is built, and thus cannot wait.” Master Cheng Yen is a Buddhist nun from Taiwan and has been a recipient of several awards and nominated in the Nobel Peace Prize because of the foundation’s selfless works.

Aware of the emotional toil especially among the children, the Tzu Chi Foundation, Phils. under its CEO Alfredo Li, wasted no time in helping them in the rehabilitation after Typhoon Pablo greatly damaged the school.

According to CEO Li, aside from the many relief operations and assistance they give to various disaster-affected areas such as those affected by Typhoon Yolanda, “this is the 2nd time that the Tzu Chi foundation build a school in the country.”

The structures are built in high quality standard with high ceilings offering comfort to the class. It has fiberglass insulation such that it lessens the heat and the sound of the rain pounding on the roofs. In all, about P40M was spent for the construction of the school by Tzu Chi including the provincial and municipal government’s assistance such as the 2,300 truckloads of sand and gravel.

Overwhelmed by the generous support, Gov. Arturo Uy, together with Department of Education Reg. Dir. Nenita Lumaad, Vice-Gov. Manuel Zamora, Mayor Lema Bolo and other local officials, expressed their gratitude to the foundation saying “I could not say thank you enough” and said he plans to personally thank Master Cheng Yen in Taiwan.

Mangayon ES Principal Ruth Gunida said the school has about 678 enrollees as of July 2014 and felt very honored that Tzu Chi has chosen their school as recipient. She recalled how the strong wind and rain of Typhoon Pablo flown the roofs and walls greatly damaging their classrooms and books. With the new and comfortable classrooms, they now have another reason to smile and promised to keep the school at its best. n (fe maestre)

Two years after Typhoon Pablo struck the province, Comval holds the “Al’law sang Pagdumdom” as a way of remembering those who have

perished at the same time honoring the survivors, rescuers and all who have helped in the Tindog Comval movement.

On December 4, a Bike for Peace or “Padya Kapayapaan” was held with more than 100 bikers from the different municipalities of Comval and from nearby areas in Davao del Norte.

The bike for Peace started at 5:30am at the 10th Infantry Division Brgy. Tuburan, Mawab going to Brgy. Andap, New Bataan. From there, tree planting activities and a holy mass was officiated by Monsignor Eulysis Perandos – Vicar General, Diocese of Tagum with Rev. Fr. Edgar L. Tuling – Parish Priest of New Bataan.

At the same time in New Bataan, a rosary walk or pilgrimage was held starting in front of the Mary Mediatrix of All Grace Shrine at San Antonio de Padua Compound at the Poblacion going to the so called “ground zero” at the GKK San Roque Chapel in Brgy. Andap.

An Ecumenical Prayer led by the different religious sectors was also offered to the victims of typhoon Pablo at the Chapel Ground after the mass.

The program was attended by various officials: Mayor Lorenzo L. Balbin, Jr.; Vice Governor Manuel “Way Kurat” Zamora; MGEN Eduardo M. Año, Commanding Officer, 10th Infantry Division, Philippine Army; CSUPT Federico L. Dulay Jr., Regional Deputy Director for Administration, PNP Regional Office XI; Atty. Lucky Siegfred M. Balleque, DTI Provincial Director-Comval; and other municipal and barangay officials.

Uy and also to the Humanitarian partners “nagpasalamat gyud ko ug dako sa mga opisyales sa Comval ug sa mga Humanitarian partners nga hangtud karon nihatag pa ug tabang aron nga ang Lungsod sa New Bataan makabangon ug makatindog gayod.” He added that since they were hit by the typhoon, they never left them, “Dako kaayo akong pasalamat ug sa mga taga New Bataan.”

50 entrepreneurs in Comval are sure to start the new year with promise. A total of 50 Kabuhayan Carts, all

amounting almost a million pesos, will be distributed to the 5 Typhoon Pablo hardest-hit municipalities of Compostela Valley.

An initial 10 Kabuhayan (Livelihood) Carts was provided by DTI Comval as part of its Task Force Pablo Rehabilitation Projects. DTI Comval OIC Atty. Lucky Siegfred M. Balleque turned-over the units to the beneficiaries, together with Mayor Lorenzo Balbin in Barangay Andap, New Bataan during the commemoration of the Typhoon Pablo tragedy 2nd Anniversary on December 4, 2014.

The Kabuhayan (Livelihood) Carts is a start-up mobile push cart appropriate for entrepreneurs engaged in street food business. Made of steel frame, marine plywood with stainless casing and equipped with a glass food display, each unit amounts to P 20,000.

Compostela Valley Scholarship Program (CVSP) of the Provincial Government produces top ranking

professionals under the leadership of Hon. Governor Arturo T. Uy. CVSP gives poor but deserving students opportunity to pursue four-year college education or technical and vocational education.

One of the CVSP’s pride is Ralph D. Remulta, who graduated Magna Cum Laude with a degree of Bachelor of Secondary Education (BSED), major in Biological Science at the University of Mindanao (UM)- Tagum Campus on March 2014. He passed his Licensure Examination for Teachers (LET) on August 17, 2014 as Top 4 in the entire country.

Remulta said that being a CVSP grantee is a big help financially to his family who comes from a poor family, his father is a small scale miner and her mother as a housewife.

Another proud CVSP scholar is Mr. Kim F. Baloca a Magna Cum Laude finishing Bachelor of Science in Accountancy at the

UM Tagum Campus last 2012, and now an Accountant II of the Provincial Government of Comval particularly assigned at the Provincial Accountant’s Office (PACCO).

He took the Board Examination for Certified Public Accountant (CPA) on October 2012 right after he finished college. On January 2014, Baloca was officially employed at the PACCO and said he will now focus on helping his 4 younger siblings to finish their

ComVal execs reaffirm

Leaders of this province pledged anew to continue their program to preserve the cultural heritage of the Mansaka people

of this hinterland village, 25 kilometres or a one-hour ride from the national highway in the town of Mawab.

Governor Arturo Uy renewed his continuing support in messages read for them by his representative at the 6th Mangiyan-iyan Lyurot Festival held at the barangay hall grounds on November 22.

In his message, Governor Uy reassured tribal leaders, barangay officials, and the Mansaka community gathered at the village’s jampacked gym that the provincial government is committed to pursuing the socio-economic development of the Mansaka, particularly the education of the youth.

The provincial government sees education as a major influence in changing the lives of communities and maintains a program through provincial board member Jayvee Tyron Uy, chairman of the committee on education of the Sangguniang Panlalawigan, to provide desks, tables, chairs, computers, school supplies, and classrooms to schools throughout Compostela Valley including in this upland Mansaka village.

Governor Uy said the provincial government through the provincial tourism office headed by Christine Dompor continues to ensure the preservation of the rich customs and tradition and cultural heritage of Golden Valley by encouraging the holding of Mansaka dances, music, chants, and tribal sports at the festival.

This year’s festival mostly featured young Mansaka performers in native attire which, according to tourism officer Dompor, assures that the tribal culture will continue to thrive to the next generation.

  “We started helping the holding of the festival in 2010. We are happy that in a small way we are contributing to preserving our province’s cultural heritage. Tourism-wise, culture tourism is a popular attraction,” the provincial tourism officer said.

  In 2011, the provincial tourism office entered Lyurot Festival in the Pearl Award competition of the Association of Tourism Officers of the Philippines and the Department of Tourism (ATOP-DOT). It ended up as a national finalist and received a national special citation on best cultural practice.

The Lyurot festival pays tribute to the Mansaka art of cooking food on bamboo and producing a delicacy unique to the indigenous tribes of Mindanao.

In the past, in the heydays of the Matikadong and the Baganis and before the arrival of the Spaniards and migrants from Luzon and the Visayas, cooking of this exotic food was strictly a warrior’s task. The reason is now shrouded by time.

Understandably, it is a food specialty that does not deteriorate and could last for some four days, making it convenient for a warrior to bring for nourishment on a long hunt in the forests or marching with other warriors to raid a rival tribal camp.

History of Golden Valley  Golden Valley was originally called the

village of Maraut for the river that flowed from the mountains and through the valley. The river was named Maraut, a Mansaka term to describe the deaths inflicted on the tribe when calamity struck the place four years before World War II.

  At that time, a storm of heavy rains and very strong winds of catastrophic proportion washed the mining areas of Lost Horizon, Maenig, and portions of Pangas. Floodwaters rushed down the hills and swelled and changed the course of the river.

  The calamity left uncounted number of freshwater fish dead on the empty river bed and were then harvested by the tribes people. An unknown number of them subsequently died of poisoning. From then on the community called the river, Maraut.

  Many believed the tragedy was caused by bad spirits. Others believed the fish were poisoned by the chemicals the Japanese miners had abandoned hidden when they left the village at the outbreak of the Second World War. They claimed the floodwaters could have burst open the hidden chemical containers and washed the contents down into the roaring river poisoning the fish that the people later harvested and ate.

  Mining in Golden Valley started in 1921 when Don Manolo Elizalde, a treasure hunter and miner from Luzon, opened and operated gold mining activities in sitios Palale, Maenig, and Lost Horizon in Settler I. The firm was called Davao Gold. The miners were Japanese. Operations stopped in the later part of 1941 with the outbreak of World War II.

  In 1950, gold mining resumed under the Samar Mining Corporation (SAMICO) of Manuel “Manda” Elizalde, Jr. and centred in the same mining sites of Palale, Maenig, and Lost Horizon. Mining dragged on for another decade (1960-1970).

With mining also came logging that denuded the once-thickly-forested mountains and hills of the valley Other tribal people like the Mandaya and Samal and many Mansaka from the lowlands gradually settled in the area.

  Golden Valley covers 21 puroks or sitios and straddles a rich valley in the highlands of Mabini.

 The valley is inside the Mansaka ancestral domain and includes the 8,444-hectare Community-Based Forest Management area of the Tribal Multi-Purpose Cooperative since 1998. Ninety percent of the population of Golden Valley are Mansaka. The rest are non-Mansaka. n (contr. Jimmyabayon/ tourism)

Gone are the days of disturbed and uncomfortable learning for the pupils of Langtud Elementary School in Laak, Compostela Valley

as they are now enjoying a new conducive-to-learning classroom built through the “Kalinga sa Kabataan: Bayanihan sa Paaralan” program initiated by the provincial government of ComVal  headed by Gov. Arturo T. Uy.

The one-unit classroom building was turned over by Board Member Jayvee Tyron Uy to Vice Mayor Milagros Camile of Laak, Brgy. Captain Arturo F. Miao, Remegia L. Caburnay – Principal 1, Municipal Officials, teaching staff, parents, and students of

Langtud ES on December 9.According to Caburnay, when the

governor visited their school last year, they told him of the school’s need for an additional classroom for their pre-school pupils as they were only using a makeshift classroom. She did not expect that they will have it sooner and said, “Wala gyud mi nagdahum nga mahatagan mi og classroom para sa among pre-school. Nalipay gyud mi og dako kay bisan sa among kalayo nahatagan gyud mi.”

Pre-school teacher Janilyn M. Salces said that she is very happy and thankful that they now have a decent classroom to be used. “Sauna, mahadlok ug maglisod ko sa mga bata pagbantay katong makeshift pa among

gamit kay open man kaayo unya magsigi og latagaw ug saka-saka ang mga bata, basin og mangahulog,” Salces said in an interview.

On the same day, another classroom was also turned over by the provincial government to Naga ES in Laak. Another classrooms were also turned over to Amor Cruz ES still in Laak on December 12, and to Nabunturan Central ES on December 15.

DTi revives Jewelry Making industryDiwalwal, jewelry making business declined after Typhoon Pablo swept the Monkayo to ruins on December 4, 2012. The calamity brought the town into survival mode, prioritizing food and shelter before anything else.    With jewelries considered more of a luxury than a necessity, jewelry makers also stopped producing and looked for other trade and livelihood. Apart from this, the Jewelry Training Center established by the Local Government Unit of Monkayo was

also completely destroyed by the Typhoon, taking away the jewelry making tools and equipment and edifice for training future artisans.

Ralph Remulta and Luwalhati Millana-Nasol still could not contain their happiness as they receive certificates of

recognition from the provincial government of Compostela Valley during the employees’ regular convocation at the capitol on November 3.

Remulta placed 4th in the recent Licensure Examination for Teachers (LET) together with Nasol, who placed 7th in the national exam. Nasol, is currently the Municipal Administrator of Laak, Comval.

Remulta is also a recipient of the Comval Scholarship Program (CVSP) which gives poor but deserving bright students opportunity to pursue four-year college education or technical and vocational education.

Remulta, who hails from Pindasan, Mabini, graduated Magna Cum Laude with a degree

on Bachelor of Secondary Education (BSED), Major in Biological Science in UM Tagum Campus last March 2014 and thereafter took LET the following August.

Handing the certificates signed by Gov. Arturo Uy are Senior Board Member Tyron Uy-Chairman on Committee on Education and Information Technology and SP Members Macario Humol and Neri Barte. BM Uy also said the governor will personally give them laptop each for giving honor to the province.

gathered for a Cooperatives’ Business and Economic Forum on October 10, 2014 at the Capitol as spearheaded by the Provincial Cooperative Union of Compostela Valley (PCU-ComVal) and the Provincial Cooperative Development Council (PCDC) chaired by Governor Arturo T. Uy.

In his message, Governor Uy inspired the crowd and manifested his continuing support to the endeavors of the Cooperative sector.

The Forum was also attended by Vice Governor Manuel E. Zamora, SP Member Macario Humol- Vice Chair of the Committee on Cooperative, Government, and Non-Government Organization, and Cooperative Development Authority Region XI Director Elma R. Oguis.

Coop Leaders gather for a Business and Economic Forum

Jewelry Trade. The facility would become a production center to produce in volume various designs of jewelries. DTI Comval identified an association of jewelry makers as co-operator of the project. However, the identified association was not able to come up to its counterpart in the project, forcing DTI Comval to look for another co-operator.

Fortunately, the LGU Monkayo accepted the DTI offer to become the co-operator for the project. Exactly two years after Typhoon Pablo devastation, the long

dreamed Jewelry making production center has finally materialized.  The Shared Service Facility (SSF) project for Jewelry Making was formally launched in Monkayo on December 4, 2014. DTI provided almost half a million worth of Jewelry making machines and equipment to make volume production possible for small jewelry makers not only in Monkayo but for neighbouring areas as well.    Monkayo Mayor Joselito Brillantes and DTI Comval OIC Atty. Lucky Siegfred Balleque signed the Memorandum of

Agreement during a simple ceremony made as one of the activities to also commemorate Typhoon Pablo anniversary in Monkayo.   

Atty.
