Vietnam need to comply with national technical

regulations concerning CR Mark or Energy

Efficiency labeling. As leading international

· Short-range radio transmitters and transceivers, excluding equipment using spread spectrum modulation operating in the 2.4 and 5 GHz bands (e.g. Wi-Fi or Bluetooth devices) with EIRP less than 60 mW

Products subject to declaration of conformity:

· Desktop computers, laptops and portable computers

· Tablets

· Set top boxes for satellite TV network, digital cable TV network, IPTV tele-vision network or digital terrestrial DVB-T2 network

· DVB-T2 (iDTV) integrated televisions

· Amplifiers used in television cable distribution network

· Cordless telephones (subscriber extensions type)

· Radio transmitters and transceivers with an output power of 60 mW or more and not subject to certification

· Lithium batteries used for notebook, mobile phone, tablet

A PPL I AN C E S

Based on Vietnamese National Technical Regulations QCVN 4:2009/BKHCN + A1:2016, QCVN 9:2012/BKHCN + A1:2018 and QCVN 19:2019/BKHCN from Ministry of Science and Technology (MOST), the following categories of electrical

appliances marketed in Vietnam must be certified for Safety or Electromagnetic Compatibility (EMC) and bear CR Mark.

Products subject to Safety certification:

· Instantaneous water heaters

· Storage water heaters

· Electrical immersion water heaters

· Electric kettles

· Rice cookers

· Electric fans

· Electric irons

· Microwave ovens

· Hand dryers

· Hair dryers and other hair-dressing apparatus

· Electric grillers and roasters (mobile type)

· Electric cables and wires (up to 1000 V)

· Coffee or tea makers

· Self-ballasted LED lamps with voltage >50 V (1)

· Double-capped LED lamps designed to retrofit linear fluorescent lamps (1)

· Fixed and portable general purpose LED luminaires (1)

Products subject to EMC certification:

· Instantaneous water heaters

· Vacuum cleaners

· Washing machines

· Refrigerators, freezers

· Air conditioners

· Hand-held motor-driven electric drills

· Hair dryers

· Self-ballasted lamps other than LED

· Self-ballasted LED lamps with voltage >50 V (1)

Based on Vietnamese Circular 05/2019/TT-BTTTT from Ministry of Information and Communication (MIC), various categories of ICT products are subject to EMC, Radio and/or Safety approval and must bear CR Mark.

Products subject to certification and declaration of conformity:

· Cordless telephones (DECT)

· Land mobile communication terminal equipment (GSM, W-CDMA FDD, E-UTRA FDD)

· Radio transmitters and transceivers in fixed and land mobile radio communication services with an output power of 60 mW or more (various categories)

· Radio transmitters and transceivers used in television and sound broad-casting services with an output power of 60 mW or more

· Radar equipment with an output power of 60 mW or more

· Digital microwave equipment (1.4-55 GHz) with an output power of 60 mW or more

· Double-capped LED lamps designed to retrofit linear fluorescent lamps (1)

· Fixed and portable general purpose LED luminaires (1)

· Fruit juicers, meat grinders, blenders and egg mixers (2)

· Microwave ovens (including combination type) (3)

· Electric cooking stoves (including induction stoves) (3)

Note: For (1), (2) and (3), certification is voluntary at present. It will be mandatory from (1) June 1, 2020, (2) July 1, 2020 and (3) July 1, 2021.

In addition to Safety, EMC, Radio and Energy Efficiency requirements mentioned here above, further assessment requirements may apply, depending on product category. Consult TÜV Rheinland for more information.

Based on Decision 04/2017/D-TTg from Prime Minister and Circular 36/2016/TT-BCT from Ministry of Industry and Trade (MOIT), the following categories of products marketed in Vietnam are subject to Energy Efficiency approval and labeling:

Manufacturer sends test samples and application documents to

TÜV Rheinland EMC Lab in Vietnam. Documents to prepare:

▪ Written request for certification

▪ Technical documentation, photos, nameplate, user guide

▪ Previous certificate (if available)

TÜV Rheinland submits application documents to Vietnamese

authority for CR Mark Certification (1 week)

TÜV Rheinland performs EMC tests, issues test report and arranges

physical inspection of test samples at EMC lab (1 - 2 weeks)

With our 1,000 m2 state of the art EMC facility, our services are operated under ISO 17025 accreditation.

Our facilities include 10 m semi-anechoic chamber with 4 m turntable, the shielded room, pulse immunity testing room. These facilities are designated by Directorate for Standards, Metrology and Quality (STAMEQ) and Ministry of Information and Communications (MIC) as EMC testing laboratory for EMC CR Mark Certification and for ICT CR Mark Certification and Declaration of Conformity.
