Over the last 20 years, Moore Stephens
has been active in the CIS countries and
amongst the Russian-speaking community
in the UK. Moore Stephens first became
involved in Russia in 1989, assisting a
major state company with its restructuring
programme. Then in 1991 we became the
first firm to carry out the audit of a Russian
enterprise to International Standards on
Auditing. We have seen our expertise and
clients in both Russia and the UK grow
considerably since and now serve clients
from 11 offices in Russia, Ukraine and
Azerbaijan and 34 in the UK.
Today, Moore Stephens provide solutions to
entities and individuals throughout the UK
and the CIS, with our UK and CIS qualified
accountants working together. This enables
us to provide international and local
solutions to entities in the CIS, CIS owned
subsidiaries based in the UK as well as

We advised an Anglo-Russian mining
company with interests in the Far East of
Russia, when it decided to list on AIM, and
later on its move to the Main Market of the
London Stock Exchange. The Vladivostok,
Moscow and London offices provided
seamless audit, tax and reporting
accountant services.
Accounting support for dispute
resolution
We advised a Russian entrepreneur on
various warranty claims following the sale of
a major Russian retail chain. Bilingual staff
ensured smooth communication between
legal advisors in London and the team
working on the evidence in Moscow. We
helped provide information and arguments
that supported the client’s position and, as
a consequence, the matter was resolved
without the need for court hearings.
Setting up a subsidiary in Russia
We were appointed to advise a medium-
sized UK business on its plans to establish
a new subsidiary in Russia. The teams in
Moscow and London advised on the most
appropriate operating structure for its
circumstances and the relevant tax and
corporate regulations.
Personal tax advice
We provided tax advice to a businessman
in Russia, of joint British and Canadian
nationality, in planning for his retirement and
the education of his children, both of which
were likely to involve him spending time in
the UK. We provide similar advice to
hundreds of Russian and CIS nationals.

Martin Rix – Partner, Moore Stephens CIS (Moscow)
Martin is a UK chartered accountant based in Moscow and is
the Chief Executive Officer for Moore Stephens CIS. He has
been conducting projects in Russia and the CIS since 1998.
Martin has extensive experience of working in Eastern Europe
and the former Former Soviet Union for clients ranging from
small and medium sized operations to large state owned
utilities. In particular, his work has focused on managing audit
and accounting restatement assignments in a wide variety of
fields including, oil and gas, shipping and other transport services,
telecommunications and banking. He also has considerable
experience of due diligence, valuation and similar exercises on
behalf of investors.
Lilia Petrova – Technical & Training Director,
Moore Stephens CIS (London)
Lilia is the Technical & Training Director for Moore Stephens CIS.
Based in London, Lilia combines her ACCA qualification with
over ten years’ experience of operating in accounting and
financial reporting fields, both in Russia and the UK.
She has a thorough knowledge of audit procedures and the
complexities involved in auditing companies in Russia, in
addition to having experience of reviewing and assessing
accounting and internal control systems. She has also been
extensively involved in conversions of statutory accounts to
IFRS accounts, budget preparation, implementation of
accounting systems and IFRS training programmes.
Michael Simms – Partner, Moore Stephens LLP (London)
Michael undertakes audit, consultancy and regulatory reporting
assignments for private and listed clients in the shipping,
petrochemical, mining, construction, oilfield services, retail and
manufacturing sectors. He has extensive experience in corporate
governance, internal control systems and their effectiveness,
and provides due diligence, feasibility studies, financial reporting
in accordance with International Financial Reporting Standards
(IFRS) and assists companies in their transition from local
reporting requirements into IFRS.
