This week marks 12 years since that tragic day of events and today we feel an even deeper appreciation for the men and women who serve our country in the military and those who serve as first responders to protect our way of life. We can all learn from tragedy and celebrate the good that can come from a collective effort to make a difference and bring about positive change. City Considers Adjusting Water Rates On Tuesday, September 10th, the City Council discussed a proposal to adjust water rates to all of its customers effective January 1, 2014 and January 1, 2015. All rate-payers will be notified of the proposed changes by mail (prior to the end of September), so please be on the lookout. Why is the City considering the adjustment? The San Diego County Water Authority (CWA), the wholesaler that the City relies on for 85-90% of its water supply, is increasing the cost of raw water. Without the rate adjustment, the City would not have sufficient income to operate and maintain the City’s Water Utility system. Additionally, new revenue is needed to have sufficient debt service coverage. It is important to note that the City absorbed $35 million of CWA’s rate hikes in 2012 and 2013 so that rate payers would not be impacted. However, times have changed and the City no longer has the level of reserves to once again absorb the new costs being passed on by CWA. The City of San Diego is not the only city impacted. CWA has raised rates to its 24 member water districts in recent years to cover the increasing cost of water purchased or transported via the larger supplier based in Los Angeles, the Metropolitan Water District. Local districts such as CWA, have in turn, passed the increases on to their customers. The City’s water rate consists of two parts: the Base Fee and the Commodity Fee. The Base Fee charge is an amount based on meter size and does not vary with the volume of water used by a customer. The Commodity Fee is base on water usage. Under the proposed rate increase, the Base Fee will be decreasing for all customers and the Commodity Fee will be increasing. The vast majority of Single Family Residential customers will see their Base Fee decrease by 44 cents per month. Commodity Fees will be adjusted based on an overall rate increase of 7.25% in 2014 and up to 7.5% in 2015. Individual customer’s bills will vary from very low volume users seeing a slight overall decrease in their total bill to average and high volume users seeing an increase in their total bill. The new rate structure builds in an incentive for those who conserve. How can you participate or protest the adjustment? By the end of the month, you will receive a form in the mail that will provide an overview of the water rate adjustment. You can use the form and mail it in to register your protest. You can also choose to write a letter to the City. Written protests must be received by the City Clerk, City of San Diego, Mail Station No. 2P, City Administration Building, 202 C Street, San Diego, CA 92101, before the end of the public hearing which is scheduled for 10 a.m., November 21, 2013. Each protest must identify the affected property (by street address or Assessor’s Parcel Number) and include the signature of the property owner or utility customer of record. Mensaje de parte de Myrtle Día del Patriota y Recuerdo del Día Nacional de Servicio Me gustaría tomar esta oportunidad para reflexionar sobre cómo han cambiado nuestras vidas desde el 11 de septiembre de 2001 y tomar un momento para recordar a los que perdieron sus vidas en los atentados que sacudió a toda la nación. Esta semana se cumplen 12 años desde aquel trágico día de los hechos, y hoy sentimos un aprecio más profundo por los hombres y mujeres que sirven a nuestro país en las fuerzas armadas y los que salen por delante para proteger nuestra forma de vida. Todos podemos aprender de la tragedia y celebrar lo bueno que puede venir de un esfuerzo colectivo para hacer una diferencia y lograr un cambio positivo. Ciudad Considera Ajuste de Tarifas de Agua El martes, 10 de septiembre, el Ayuntamiento comento sobre una propuesta para ajustar tarifas del agua a todos sus clientes el 1 de enero 2014 y el 1 enero de 2015. Todos los contribuyentes serán notificados de los cambios propuestos por el correo (antes de finales de septiembre), así que por favor estar atentos. ¿Por qué la ciudad está tomando en cuenta el ajuste? La Autoridad del Agua del Condado de San Diego (CWA), el mayorista en quien la ciudad depende por el 85-90% de su almacén de agua, aumentara el costo del agua. Sin el ajuste, el Ayuntamiento no tendrá ingresos suficientes para operar y mantener el sistema de Servicio de Agua de la Ciudad. Además, se necesitan nuevos ingresos para tener suficiente cobertura de servicio.
