FOREWORD

The need for a Protocol Manual containing various Rules, Regulations and Go.vernment Instructions, was being felt because such a Manual could prove extremelyuseful to various Departments of the Government as well f as to the District Autho-rities. Familiarity with the Rules and Government Instructions and strict adherencein this regard can go a long way to ensure that functions and events, involving Pro-tocol matters, proceed smoothly, which in turn helps to project a good image of theState and its Administration. I appreciate the initiative taken by Shri P. S. Sharma,Deputy Secretary (Political) to Government, Punjab, who voluntarily and of his ownaccord undertook this timely and useful exercise.

CHAPTER 1

PROTOCOL SET-UP IN THE GOVERNMENT OF PUNJAB

The Protocol set-up in the Government of Punjab, is as follows :-

2. The Political I and II Branches of the General Administration Department,are Incharge of all matters relating to Protocol besides other subjects being dealt withby them as at Appendix '1' and 'Il'.

3. State Functions like the Independence Day and the Republic Day Celebra-tions, are organised by the Political I Branch. This branch also deals with NewPunjab Day, U. N. O. Day and Martyrs Day Celebrations. All arrangements withregard to the remitting of office by the outgoing Governor and Oath Ceremony ofthe Governor-Designate, are made by the Political I Branch. Besides that, all matters,relating to Flag Code of India, State Emblem and Crests, Medals, Padma Awards,Parman Patras, Parashansa Patras, Jeevan Raksha Padak, Ashok Chakra, Action tobe taken on the death of High Dignitaries, Hanging of Portraits of National Leadersin Government Buildings, Reservations in Punjab Government Circuit Houses, etc.as detailed at Appendix 'I' are dealt with by the Political I Branch.

4. The Political II Branch makes all necessary arrangements for the VVIPs/VIPs (State Guests) with regard to their reception, accommodation, food, transport,sight seeing, Press Conference, Photographic Coverage and other anciIliary mattersin collaboration with the concerned Punjab Government Departments. Order ofPrecedence is also dealt with by the Political II Branch.

Note 1.- The order in this Table of Precedence is meant for State and Ceremonial occasions and hasno application in the day-to-day business of Government.

Note 2.-Persons in the Table of Precedence wi\1 take rank in order of the number of the articles.The entries in the same articles are arranged alphabetically. Those included in the same arti-cle will take precedence inter se according to date of entry into that article. However, wherethe dignitaries of different States and Union Territories included in the same article are Presentat a function outside their States or Union Territories and there is difficulty in ascertaining theirdates of entry. they may be assigned precedence inter se in the alphabetical order of the name 01States and Union Territories concerned after those whose precedence is determined accordingto date of entry . into that article.

Note 3.-1n Article 7, the Chief Minister concerned will take precedence over the Cabinet Minis-ter(s) of the Union in Official functions held in the State.

Note 4.-In Article 8-

(a) Ambassadors Extraordinary and Plenipotentiary and High Commissioners of Commonwealthcountries accredited to India will en bloc rank above Governors of State outside their respec-tive States.

(b) Governors of State outside their respective States will en-bloc rank above Chief Ministersof States outside their respective States.

Note 5.- The Ministry of External Affairs may assign appropriate ranks to foreign dignitariesand Indian Ambassadors, High Commissioners and Ministers Plenipotentiary during their visitto India.

Note 6.-In Article 10, the Deputy Chief Ministers of States outside their respective taStes will alwayranks below all other dignitaries figurinS in this article.

Note 7.- The Chairmen of State Legislative Councils will rank above the Speakers of LegislativeAssemblies in cases where they were elected on the same date.

Note S.-When Members of Parliament are invited en block to major State functions, the enclo-sures reserved for them should be next to the Chief Justice, Speaker of the Lok Sabha, Am-bassadors etc.

Note 9.-Speakers of Legislative Assemblies in Union Territories and Chairman of the Delhi Metro-po litan Council, Delhi, will take precedence over Ministers and Executive Councillors, includ-ed in the same article.

Note 10.-In Article 23-

(a) Secretaries in the Ministry of External Affairs other than the Foreign Secretary between them-selves, will take precedence in the order of their seniority in Grade J of the Indian ForeignService and both of them will take Precedence after the Foreign Secretary;

(b) Members of the Minorities Commission and the Scheduled Castes and Scheduled TribesCommission will always take precedence over the Secretaries of these Commissions ;

(c) In Official functions held at Delhi/New Delhi, Army Commanders/Vice Chief of the ArmyStaff or equivalent in other Services will always rank after Secretaries to the Government ofIndia.

Note l1.-In Article 25-

(a) A11itio.ul Secretaries in the Ministery of External Affairs, among themselves, will take prece-dence in the order of their seniority in Grade 11of the Indian Foreign Service;

(b) Additional Solicitor General will take precedence above the Advocate Generals of States;

Cc) Lieutenant Governors will take precedence over the Chief Ministers and Chief ExecutiveCouncillor, Delhi, and the latter will take precedence over Speakers of Legislative Assembliesand Chairman, Metropolitan Council, Delhi;

(d) Deputy Speakers of Legislative Assemblies of Union Territories and Deputy Chairman ofDelhi Metropolitan Council will take precedence after Ministers of Union Territories andExecutive Councillors, Delhi.

Hole 12-For the purpose of Article 26, the posts equivalent to the posts of Joint Secretaries to theGovernment of India will be determined by the Ministry of Home Affairs.

Note 1.- The Table of Precedence is meant for State and Ceremonial Occasions.

Note 2.-Persons in the Table of Precedence will take rank in order of the number of the Articles. Thoseincluded in the same Article will take precedence inter se in order of the number in which theentry occurs in that Article. Those included in the same entry will take precedence inter seaccording to the dates on which they entered into that entry.

Note 3.-The order in which the posts are mentioned in anyone article is not the basis for deter-mining the seniority interse,

Note 4.-ChiefParliamentary Secretary/Parliamentary Secretaries will be assigned places immediatelyafter the Deputy Ministers mentioned in Article 21.

Note 5.-Government Whips, Leaders of Opposition in the State Legislature and all Members ofthe State Legislature who happen to be invited to State functions should be assigned rankjust after Members of Parliament in Article 23.

They will take rank in the following order .-

The following Members of each House may, however, take precedence overother members of that house :-

(a) Leaders of Opposition.(b) Leaders of Parties.(c) Ex-Speaker.(d) Ex-Ministers.(e) Government Whip.

'Vote 6.-Allladies, unless by virtue of holding an appointment themselves are entitled to a higher posi-tion in the table shall take places according to the rank herein assigned to their respectivehusbands.

Note 7.-Non-officials as well as Vice-Chancellors of Un iversities and Chairmen/Members of variousStatutory Boards/Corporations/Local Bodies etc., although not included in the Warrant,should be given a high place and sometimes a very high place in accordance with their general

standing.

2. Vide Punjab Government Notification No. 9(1)Pol.II-78/31479, datedthe 23rd October, 1978, the Note No. 2 in the above mentioned Notification wassubstituted by the following :-

"Persons in the Table of Precedence will take rank in order of the number ofthe-articles. Those included in the same number will take precedenceinterse according to the date of entry into that number. However,in article No. 28, Commissioner Secretaries to Government willinvariably rank above Secretaries to Government."

3. Vide Punjab Government Notification No. 3(158)-2 Pol. II-80/399, datedthe 26th February, 1980, the following was ordered to be added at the end of Note 2and substituted-vide Punjab Government Notification No. 9(l)-Pol.II-78/34479, datedthe 23rd October, 1978 :-

"Provided further that the Inspector General of Police shall invariably rankabove all State Officers/dignitaries mentioned in Article 28."

CHAPTER 4

COURTESIES TO BE SHOWN TO THE STATE GUESTS

Instructions have been issued from time to time by the General AdministrationDepartment in Political II Branch regarding the procedure to be followed and courte-sies to be extended to dignitaries when they visit the State.

2. With regard to delegations, Committees, etc., visiting the State at therequest of or in connection with matters relating to any of the Departments of theGovernment, the Departments concerned are responsible for making all appropriatearrangements for reception, accommodation and security of the dignitaries/Commit-tees etc. Very Important Persons belonging to the Publicity Media are looked afterby the Information and Publi city Department. Visits of all Parliamentary and Legis-lative Committees are looked after by the Vidhan Sabha Secretariat. Where a requestis made by these Departments, necessary instructions are also issued by the ChiefSecretary to Government, Punjab, to various concerned authorities for making neces-saryarrangements. The arrangements for all other Very Important Persons/Com-mittees who are State Guests, are attended to by the General Administration Depart-ment in Political rr Branch. In case of any doubt relating to the protocol status of theV.I.Ps. and other such matters, all Departments ofthe Government consult the GeneralAdministration Department in Political JI Branch before passing any order. Whenmore than one Department of the Government is concerned with the visit of dignitary,necessary instructions and arrangements for his reception, accommodation, food,security arrangement and the programme of the visiting dignitary are communicatedinvariably to all the Departments concerned.

3. Punjab Government Policy Instructions issued,-vide letter No. 119-3(127)-2 Pol. II-78/12, dated the 9th January, 1979, provide that only Dignitaries of the rankof Secretary to Government ofIndia and above, i.e. those mentioned in Article 25 andabove in the Central Warrant of Precedence (Chapter 2) issued,-vide President's Sec-retariat Notification No. 16-Pers. 73, dated the 18th March, 1973, would ordinarily,be treated as State Guests during their official visits to Chandigarh and Punjab.

4. In exceptional cases certain distinguished non-officials who visit this State,may also be treated as State Guests with the sanction of the Chief Minister.

5. The members of the family, i.e. husband/wife/children, of a State Guestaccompanying him will be eligible for free board and lodging of the same type as theState Guest himself. No other non-official accompanying the State Guest, will beeligible for free board and lodging.

6. No official member accompanying the State Guest, excepting the member!of the personal staff, such as Private Secretaries, Personal Assistants, StenographersStaff Car Drivers, Peons who will be provided with suitable board and lodging free 01charge, will be treated as State Guest or be eligible for free board and lodging. Ar·rangements for board and lodging will, however, be made in the case of official member!other than the personal staff accompanying the State Guest on payment basis, if sodesired.

7. Paying Guests.-Visitors not entitled/treated as State Guests but otherwisof high status, may be treated as paying guests and all necessary board, lodging andtransport arrangements may be made for them, if they request for the same on pay-ment basis.

8. Board and Lodging.-Board and Lodging arrangements of a State Guestshall, ordinarily, be made in the State Guest House or Circuit House.

9. Transport Arrangements.-A State Guest will be provided with transportfre-eof charge in the town of his visit and also for any journeys he makes to any placewithin the State of Punjab on duty. In special cases, however, the State Guest, whomay desire transport back to Delhi on termination ofthe visit, will be provided free 01charge with the prior approval of the Chief Secretary/Chief Minister.

10. Telephone Charges.-The State Guests will have to make payments fOITrunk Calls, phonograms, telegrams, etc. The State Guest will make necessary entriesabout any trunk calls or phonograms made by him in the registers maintainedj for thepurpose and he would be requested to make payment on receipt of the bills in duecourse. When the guests consist of Press Delegates invited by the State Government,their bills on telegrams, telephone calls and postages will not be charged on theHospitality Grant.

11. No Department of the State Government shall issue invitations liable toresult in a charge on the Hospitality Grant or to incur expenditure against the Hospitality Grant without the prior concurrence and approval of the Chief Secretary toGovernment, Punjab (in the General Administration Department) or of the Officer soauthorised by him.

12. The Chief Secretary to Government, Punjab, will be competent to sanctionexpenditure out of the Hospitality Grant in pursuance of the powers delegated to allDepartments of Government,-vide serial below rule 19.6 of P.F.R. (Vol. I).

13. State Functions, viz., Luncheons and Dinners, in honour of State Guest!will not be on a lavish scale. The number of guests at such State Functions will belimited to the minimum and the expenditure will be restricted to the ceilings prescribedby Government from time to time as at Appendix -nr.

CHAPTER 5

PROTOCOL FOR VISITING DIGNITARIES FROM THE GOVERNMENTOF INDIA

The arrangements which need be made in connection with the visits of the Presi-dent, the Vice-President, the Prime Minister and other Ministers, are as given below:-

(A) PRESIDENT OF INDIA

The President's visits are classified as public, official and private.

2. Detailed instructions in respect of each visit are issued by the President'sSecretariat indicating the nature of the visit, ceremonials to be observed includingguard of honour, etc. The following instructions should be observed subject to suchdetailed instructions.

3. Public Visits.-The President should be received on arrival and seen off atthe time of departure by the Governor, Chief Minister, Chief Secretary to the StateGovernment and the Inspector-General of Police or, if the visit is to a Union Territory,by the corresponding functionaries of the Union Territory. The Mayor and Shariff,if any, of the town visited should also be among those who receive and see off thePresident.

4. Honorary personal staff, senior officers (Central as well as State) and pro-minent non-officials at the place visited may be invited to be present on such occasions.In addition, foreign Consular representatives, if any, stationed at the place visitedshould be invited.

5. Official Visits.-Ifthe visit is to the capital of a State, the arrangements forthe reception and farewe IIwill be the same as those mentioned in paras 3 and 4 exceptthat the foreign Consular representatives need not be invited and the number of otherinvitees may be kept to the minimum. If, for any reason, the Chief Minister is unableto be present on arrival or departure of the President, one of the Senior Cabinet Minis-ters should be de puted instead.

6. If the visit is to a place other than the State Capital, the President shouldbe received on arrival and seen off on departure by the Chief Minister or a Ministernominated by the State Government, the Commissioner or Deputy Commissionerand the Deputy Inspector-General or Superintendent of Police having jurisdiction atthat place. The Mayor, if any of the town visited should also be among those whoreceive and see off the President.

7. Private Visits.-The President should be received and seen off by the ChiefSecretary and the Inspector General or Commissioner of Police at the State Capitaland the Commissioner or Deputy Commissioner and the Deputy Inspector-General orSuperintendent of Police at other places. There will be no ceremonials on such occa-sions and other officials and non-officials need not be present.

8. Accommodation and Transport.-During the visit of the President, acco-mmodation and transport to the extent necessary, should be provided by the StateGovernment, concerned, irrespective of the nature of the visit.

(B) VICE-PRESIDENT OF INDIA

Official Visits.-If the visit is to a State Capital the Vice-President should bereceived by the Governor, the Chief Minister, the Mayor, the Chief Secretary and theInspector-General of Police.

2. If the visit is to a town outside the State Capital the Vice-President shouldbe Ieceived and seen off by the Chief Minister or a Minister nominated by him. ThePi esident of the local Zila Parishad, the Mayor or President of the Local MunicipalBody and the two seniormost executive and police officers of the district.

3. The above provisions will also apply in regard to the departure of the Vice-President.

4. If the Vice-President is making a transit halt either at the State Capital orany other place in the State, one executive and one police officer deputed by the StateGovernment may be present to render such assistance as may be necessary.

5. Private Visits.-One executive and one Police Officer only should bePresent on arrival and departure to render necessary assistance.

6. Guard of Honour.-There should be no guard of honour or ceremonialwithout prior clearance from the Vice-President's Secretariat, whether the visit isofficial or private.

7. Accommodation and Transport.-During the visit of the Vice-President,accommodation and transport to the extent necessary, should be provided by theState Government, concerned, irrespective of the nature of the visit.

(C) PRIME MINISTER OF INDIA

Official Visits.-If the visit is to a State Capital, the Prime Minister should bereceived by the Governor, the Chief Minister, the Mayor, the Chief Secretary and theInspector-General of Police. Members of the State Council of Ministers or otherOfficers (except those who have specific duties to perform) need not be present.

2. If the visit is to a town outside the State Capital.the Chief Minister or aMinister nominated by the State Government, the President of the local Zila Parishadand the Mayor or President of the Local Municipal Body and two seniormost

executive and police officers of the district only should be present to receive the PrimeMinister. In particular, the Governor need not be present.

3. The above provisions will apply also in regard to the departure of thePrime Minister.

4. If the Prime Minister is making a transit halt at a State Capital, the ChiefMinister may, if he so desired, be present though it should normally not be necessaryfor him to do so. It is not necessary for the Governor to be present unless thePrime Minister or the Governor wish to have a few minutes talk with each other.One executive and one police officer deputed by the State Government may be presentto render such assistance as may be necessary.

5. If the Prime Minister is making a transit halt in a town outside the StateCapital, there is no need for the Chief Minister or any other Minister to be present.One executive and one police officer of the district only should be present.

6. Private Visits.-It is not necessary for the Governor or the Chief Ministerto be present unless the Prime Minister or the Governor or the Chief Minister wish tohave a few minutes talk with each other. One executive and one police officer onlyshould be present on arrival and departure to render necessary assistance.

7. Guard of Honour.-There should be no Guard of Honour or ceremo-nial without prior clearance from the Prime Minister's Secretariat whether the visitis official or private.

8. Carcade.-The official carcade both at official and private VISIts of thePrime Minister should be as short as possible. Members of the Prime Minister'sparty should be accommodated three to a car. Under no circumstances should carsof State Minister, officials and other non-officials be tagged on to the carcade,

9. Accommodation and Transport.-During the visit of the Prime Minister,accommodation and transport to the extent necessary should be provided by theState Government, concerned, irrespective of the nature of the visit.

GENERALDetailed instructions regarding the presence of the officers of the Army, Navy

and Air Force at the place of arrival and departure of different dignitaries are issuedby the Ministry of Defence.

2. The above instructions do not apply to officials who have specific duties toperform at the place at arrival or departure of any dignitary in connection withthe arrangements or for protection and security. Such officials should remain presentat that place irrespective of the nature of the visit.

GOVERNORS/LT. GOVERNORS/SPEAKER OF THE LOK SABHA,UNION CABINET MINISTERS, MINISTERS OF STATE, DEPUTY

MINISTERS AND DEPUTY SPEAKER OF THE LOK SABHA/DEPUTY CHAIRMAN, RAJYA SABHA

Official Visits.-As intimated by the Government of India, Ministry of HomeAffairs, New Delhi,-vide their Circular Letter No. 13/37/79-States, dated the 8thJuly, 1980, to all the Chief Secretaries of all the State Governments and UnionTerritory Administrations, an officer should be deputed by the State Government toreceive the dignitary on arrival and see him off at the time of departure. It isnot necessary to make such arrangements if the dignitary arrives or departs by nightair service or makes a transit halt. If, however, the dignitary wishes to be met byan officer of the State Government when he travels by night air service or in transit ordesires any facilities such as transport to be provided, arrangements may be madeby the State Government accordingly if the arrangements are specifically indicatedin the tour programme.

2. However, as per State Government Policy detailed in Chapter 4, all theabove Dignitaries are to be treated as State Guests and necessary board, lodging,transport and security arrangements, be made when they visit the State on officialtours. Where the Hon'ble Chief Minister, Punjab, desires, a Minister is also deputedto receive and see off the guests.

CHAPTER 6

GUARDS OF HONOUR

Asper Section III of the Orders relating to Ceremonials, issued by the Govern-ment of India, Ministry of Defence, the personages entitled for Guards of Honour,are :-

(a) (i) The President, when his arrival and/or departure is public or official,and is notified as such to the appropriate military authorities. Thecategory of the visit will be indicated in the tour programme.

(ii) The Vice-President, The Prime Minister, The Defence Minister,(includes Minister for Defence Organisation and Deputy DefenceMinisters), Governors and Sadar-i-Riyasat of J. & K. State withintheir jurisdictions:

Only on ceremonial occasions directly connected with the Services or onsuch exceptional occasions as may in each case be held by theCentral Government to require the presentation of a Guard ofHonour. Governors and Sadar-i-Riyasat of J. & K. State will,in addition to be presented, within their jurisdiction, with a Guardof Honour on arrival to take over the appointment and departureon relinquishing such appointment.

(iii) Rulers of merged and integrated States:-Within the limits of their former States:

On the occasion of their succession to the gaddi, marriage (of rulers, whomaintained Indian State Forces before integration or merger-I ist appended at Appendix 'IV') provided troops are available.

ote .-Gaurds of Honour on accession to the gaddi will, in the case of minor Rulers, be presentedon the attainment of majority.

Without the limits of their States :

When attending State functions, to which they have been officially invited,as the Chief Guest, provided troops are available.

(iv) Heads of Foreign and Commonwealth Missions of the rankof Ambassador/High Commissioner/Minister Plenipotentiaryaccredited to India, on the occasion of the presentation of theircredentials to the President.

(v) Heads of States and Governors-General of Commonwealth Countries,on their arrival at, and departure from the Capital, and at other placesin India visited by them, where troops are available. At Delhi, andwhere, possible elsewhere, they will be presented with an Inter-ServiceGuard of Honour.

(vi) Prime Ministers and Foreign Ministers of Foreign and CommonwealthStates. An Inter-Service Guard of Honour will be provided forthem on arrival at, and departure from Delhi, on a requisition by theExternal Affairs Ministry.

Nate.- The External Affairs Ministry will notify the Ministry of Defence all foreign dignitaries,who are to be presented with a Guard of Honour.

(b) Strength of the Guard of Honour:-

150 rank and file for the President; visiting Heads of States andGovernors-General of Commonwealth Countries.

100 rank and file for the Vice-President and the Prime Minister; visitingPrime Ministers of Foreign and Commonwealth States; and Headsof Missions at (a) (iv) above.

50 rank and file for all others.

(c) Single-Service Guards of Honour at Naval ports will be provided by theNavy, at IAF airports by the Air Force, and at other places, by theService which is most conveniently situated to provide a Guard OfHonour.

(d) A combined Inter-Service Guard of Honour will comprise of the Army,the Navy and the Air Force Personnel. However, for the ceremonialfunctions on the 15th August and the 26th January, at Delhi, membersof the Police may be included. As a general principle and regardlessof the Station, an Inter-Service Gua rd of Honour will be commandedin rotation by each of the three Services.

(e) No guard of honour will be provided in any station between the hoursof sun-set and sun-rise.
