“Civil and Structural Maintenance at the Dublin PortTunnel” (Largest Civil engineering works in the state)

With a large, experienced and qualified workforce ofdirect and contract employees to call upon, PRO-TECHwas contracted by Transroute Tunnel Operations (TTO)as the Civil and Structural Maintenance Contractor atthe Dublin Port Tunnel upon its opening in December2006, following a tendering process involving manyother maintenance contractors.

The Dublin Port Tunnel is the largest civil engineeringcontract ever undertaken in Ireland, with a constructionvalue of €771 million.

PRO-TECH worked alongside TTO in the months priorto the tunnel opening to formulate asset registers,maintenance procedures, method statements, riskassessments and methodologies as well asimplementing the term service contract applicable tothe NRA requirements and applicable standards.

• Superficial, general, principal and special inspections.

• Asset Cleaning. • Roadsweeping to include walkway cleaning and

gully clearing. • Roadblasting to include chevron and white line

cleaning. • Waste water pumping and spillage pumping. • SCRIM, ARAN, surface condition and

structural capacity surveying and reporting. • Bituminous material, soil, concrete and road

marking testing and reporting.

• Fencing – installation and testing of fencing and wire rope barriers.

• Tunnel wall cleaning. • Mastic joint and concrete repairs

(to include fire sealing). • Supply and installation of road signage. • Application of road markings, road-studs,

barrier repair and graffiti removal. • Emergency welding. • Quad guard repairs to crash barriers. • Eirspan reporting to TTO.

PRO-TECH’s responsibilities at the DPT canbe broken down into the following categories:

PRO-TECH operates a stringent Health and SafetyManagement System, whereby all workers are inductedand carry relevant certification such as Safe Pass &CSCS tickets appropriate to the nature of the works.

Safety Induction Training is carried out with all newemployees (including Sub- Contractors) irrespective ofhow long they are to work on site. Safety Inductiontraining is complimented by regular follow up ToolboxTalks and Site Meetings.

Records of all inductions and toolbox talks aremaintained by PRO-TECH. Safety Inductions arecompleted via the Safety Induction document whichincludes the requirements of the Safety Health &Welfare at Work Act 2005, and all other relevantlegislation.

PRO-TECH recognises the need for extensivecommunication in relation to all matters includingHealth & Safety. There are monthly meetings held withSenior Management where Health & Safety Issues arediscussed at length in relation to recent issues andlooking at ways of placing preventative measures toensure that incidents are kept to a minimum.

All updates to Health & Safety Legislation are alsodiscussed during these meetings to ensure that SeniorManagement is aware of all changes. (E.g. Safety Health& Welfare at Work 2005, General ApplicationRegulations 2007, Construction Regulations 2006). TheSafety Statement is communicated throughout theorganisation by means of the Employee SafetyInduction which requires induction by every employeeincluding subcontractors. The company Health & SafetyPolicy is also posted in the reception area of the HeadOffice and satellite offices for all to view.

There are internal audits every 6 months and externalaudits every 12 months. PRO-TECH utilizes a detailed,current safety statement and uses job-specific methodstatements as well as tool-box talks. In addition, thereare training days on various topics such as manualhandling, confined spaces, etc. PRO-TECH operateswithin the guidelines set out in the Safety, Health andWelfare at Work Act, 2005; the Safety, Health andWelfare at Work (General Application) Regulations,2007 and the Safety, Health and Welfare at Work(Construction Regulations) 2006.

Method Statements including Risk Assessments arecompleted for works that pose a particular risk toworkers or members of the public and are completed inconjunction with the relevant Site Manager and Health& Safety Specialist. When the Method Statement iscompleted it is brought to the site location where thesupervisor briefs all the men in the crew. Followingthis, the crew must sign off on the document to confirmtheir understanding of the risks involved and thecontrol measures to be implemented. PRO-TECH alsoutilizes the H.S.A Safe System of Work Plans for smallerprojects.
