So why do 26%, or 82,193,498 Americans volunteer? And who are all these individuals with an endless amount of time? According to the Bureau of Labor Statistics, women volunteer more than men (28.4% vs 22.2%, respectively) and individuals with higher levels of education are engaged in volunteering at higher rates than those with less education (39.8% of college graduates vs 27.7% with some college education vs 16.7% with a high school diploma). Many people incorrectly assume that the elderly or retired are the main volunteer demographic. However, in 2013 those age 35 to 44 years old were most likely to volunteer at a rate of 30.6%, followed by 45 to 54 years old at 28.2% ,while those 55 to 64 years old volunteered 26% of the time, those 65 years old and over at 24.1% and those 25 to 34 years old at 21.9%. Statistics find that most individuals volunteer with religious organizations, educational or youth organizations, or social/community service organizations, depending on the volunteer’s age and education level. One can assume that these volunteers support their chosen groups because it is a cause they believe in and they want to keep the organization viable and help it to flourish, because it makes them feel good to give back and because the organization is an intrinsic part of their lives. As optometrists we also belong to groups that have the same needs and require volunteers to sustain them: our local optometric society, the NYSOA and the AOA. e future of these not-for-profit entities depends not only on each of us paying our dues but also on donating some of our time. While it may seem daunting to volunteer everyone has something to offer to our professional organizations, whether it’s assisting with a continuing education meeting, visiting legislators to discuss issues facing optometry, joining a committee or taking on a leadership position. Many of these activities require a minimal time commitment of only a few hours each month. By volunteering on a local, state or national level for optometry you can make a difference. Please consider donating a small amount of your time to your profession. We need your help! Although we have more electronic resources at our disposal that keep us organized and make our lives easier than ever before, we live in an age where there are more demands on our time: EMR, PQRS, children, elderly family members, etc. Understandably, the last thing we want to do is commit to volunteer activities. So why do

New York State Mandates Electronic Prescribing for all Practitioners by March 27, 2015By Dawn Chivers, OD, Vice President

Despite New York’s optometrists being decades behind most other states in oral therapeutics prescribing rights, we will be the first in the country to be required to electronically prescribe all prescriptions as of March 27, 2015. The Internet System for Tracking Over-Prescribing (I-STOP), is an effort to curb theft and forgery of controlled substances and to decrease errors in filling handwritten

prescriptions. All professionals who have the privilege to prescribe legend drugs in New York State, excluding veterinarians, will be required to prescribe all controlled and non-controlled drugs via software meeting federal security requirements.

The requirement for electronic prescribing is not dependent on a practitioner utilizing electronic medical records. If you already e-prescribe utilizing embedded software within your EMR, you may already be in compliance with the new law. The following link will allow you to access a list by Surescripts of the compliant e-prescribing software: http://surescripts.com/network-connections/mns/prescriber-software. Emailed and faxed prescriptions are not considered valid e-prescriptions. Practitioners must personally generate and transmit prescriptions to pharmacies. This is not a task that is allowed to be delegated to others by law.

There are very few exceptions to I-STOP. One exception would be a temporary technological or electrical failure preventing electronic prescribing. Another exception is when the prescription is to be dispensed in a pharmacy out of state. A practitioner may also choose to write a handwritten prescription under circumstances where the practitioner determines that it would be impractical for the patient to obtain substances prescribed electronically in a timely manner and such delay would adversely impact the patient’s medical condition. And lastly, practitioners who apply for and receive a one year waiver by the commissioner of health from the requirement to use electronic prescribing would be exempt. Waivers may be granted based upon a showing of economic hardship, technological limitations that are not reasonably in control of the practitioner, or other exceptional circumstances demonstrated by the practitioner.

Relevant Precautions: Not everyone can wear for 30 nights. Approximately 80% of wearers can wear the lenses for extended wear. About two-thirds of wearers achieve the full 30 nights continuous wear. Side Effects: In clinical trials, approximately 3-5% of wearers experience at least one episode of infiltrative keratitis, a localized inflammation of the cornea which may be accompanied by mild to severe pain and may require the use of antibiotic eye drops for up to one week. Other less serious side effects were conjunctivitis, lid irritation or lens discomfort including dryness, mild burning or stinging. Contraindications: Contact lenses should not be worn if you have: eye infection or inflammation (redness and/or swelling); eye disease, injury or dryness that interferes with contact lens wear; systemic disease that may be affected by or impact lens wear; certain allergic conditions or using certain medications (ex. some eye medications). Additional Information: Lenses should be replaced every month. If removed before then, lenses should be cleaned and disinfected before wearing again. Always follow the eye care professional’s recommended lens wear, care and replacement schedule. JOIN US in Lake Placid for WinterFest II and the 120th NYSOA Annual Meeting as we celebrate the profession at this annual gathering of NYS optometrists and their families! All are welcome to come and socialize as we embrace the optometric community at this special event!

In addition to a fun-filled, family-friendly Weekend in Lake Placid, the New York State Optometric Association will hold its 120th Annual Meeting installing new officers, conducting its annual House of Delegates and recognizing doctors and others who have made major contributions to the visual welfare of the citizens of New York State. The NYSOA will also be presenting a continuing education program on Friday afternoon.

The schedule allows time for all to take advantage of winter activities in Lake Placid - ski Whiteface Mountain, cross country ski on Olympic facilities,

take a dog sled ride, snow shoe, enjoy a ride on a bobsled, toboggan and ice skate on the Olympic speed skating, network with colleagues from around the state and participate in the annual business meeting of the NYSOA. We’ll gather, as a group, at the Lake Placid Ski Jumping Complex on Saturday night for the FIS Freestyle Cup competition, Dinner and Awards. A shuttle bus will run on Saturday evening between the High Peaks Resort and the Ski Jump Complex from 6:00-10:00pm.
