INTRODUCTION

The Government of India, Ministry of Health had set up a committee known as the “HEALTH SURVEY AND PLANNING COMMITTEE” on 12th June, 1959 to undertake the review of the development that had taken place since the publication of the report of HEALTH SURVEY AND DEVELOPMENT COMMITTEE (BHORE COMMITTEE) in 1946 with a view to formulate further health programme for the country in the third and subsequent five year plan periods. This committee recommended the setting up of six Postgraduate Medical Institutions in the country, one each at Kolkata, Mumbai, Chennai, Hyderabad, Lucknow and Chandigarh to meet the increasing demand of teachers for the rapidly expanding Medical Colleges specialist services for hospitals, and need of the armed forces. The Postgraduate Institute of Medical Education & Research was conceived and planned in 1960 to create in Chandigarh “ISLAND OF EXCELLENCE” providing physical and intellectual milieu for young scientists working in multiple disciplines of medicine, to advance the frontiers of knowledge, render humane service to sick and suffering and to train medical and paramedical manpower. The Institute was established in 1962 under the erstwhile state of Punjab. It was declared as an Institute of National importance by an Act of Parliament (Act 51 of 1966) w.e.f. 1st April, 1967. The National Institute of Nursing Education (NINE) was established in 1964 in Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh with an aim to bring primary health services within the reach of all individuals. Earlier the Nursing Institute was offering graduate and postgraduate degree courses in nursing under Panjab University. According to Postgraduate Institute of Medical Education & Research, Chandigarh Amendment Act-2008 (No. 3 of 2008), degrees are now awarded by this Institute. The Nursing Institute has been preparing clinical practitioners, nursing administrators and educators to shoulder responsible positions and facilitate better education with added thrust to nursing research and short term courses in specialties of nursing. Faculty and students are members of National Professional Organizations. AIMS AND OBJECTIVES

The following are the aims and objectives of the Institute: 1. To prepare nurse clinicians for bedside and family care nursing, nursing

supervision and nursing administration. 2. To prepare nursing teachers for Colleges of Nursing to train Multipurpose

Health Workers and General Nurse Midwives (GNM) and for University level nursing education.

3. To prepare nursing personnel to conduct research related to delivery of nursing

care services. 4. To prepare nursing personnel to develop nursing literature.

ADMISSION TO THE NURSING COURSES

Admission to all courses is made once a year. The session for B.Sc Nursing (4 years) and B.Sc. Nursing (Post Basic) shall commence from 1st September each year and session for M.Sc. (Nursing) shall commence from 16th July, each year. The admission notice is published in leading English Newspapers in India usually during the months of April/May every year. The admission to the courses imparted at NINE is made on all India bases by holding an entrance examination by the Institute after issuing a countrywide admission notice. ELIGIBILITY CRITERIA A. B.Sc. Nursing (4 years) - only for female candidates (Code-024)

a. The minimum educational requirement shall be 10+2 examination passed with Physics, Chemistry, Biology and English or any other examination as equivalent thereto with at least 50% marks in aggregate. Candidates appearing in +2 examination in April-May 2013 can also apply for the course, but they will be issued Admit card/roll numbers only if they submit the certificates/Marks sheet from the respective Boards of their having passed the +2 examination to the Principal, NINE by 19.07.2013.

b. AGE LIMIT: Not more than 25 years and not less than 17 years on 1st

September, 2013 i.e. those born after 1st September, 1996 and before 1st September 1988 are not eligible.

B. B.Sc. Nursing (Post-Basic) (Course Code- 023)

a. Must have passed 10+2 or any other examination equivalent thereto.

b. Must have passed General Nursing and Midwifery with minimum of 50% aggregate .

c. Registered Nurse and Registered Midwife qualified from a recognized

institute & registered with respective State Nursing Council as approved by Indian Nursing Council (INC) or substitute registration in case of male candidates fully qualified for nursing of men, women and children.

In service candidates should route application through the employer.

C. B.Sc. Nursing – 4 years (Course Code-022)

a. B.Sc. Nursing/B.Sc. Nursing (Post-Basic) or any other degree from the institution recognized by the Indian Nursing Council and PGIMER, Chandigarh as equivalent thereto with at least 55% marks in aggregate.

b. Should have minimum one year of work experience after registration

as Registered Nurse & Registered Midwife by 15th July of the year in bedside nursing in a minimum 100 bedded hospital or public health nursing or in nursing educational institutions recognized by the Indian Nursing Council after B.Sc. Nursing (4 years) or before and after Post-Basic B.Sc. Nursing. The experience certificate on the letter head of the hospital should clearly indicate the number of beds and registration Number with State Govt., failing which experience will not be considered.

c. Registered Nurse and Registered Midwife as approved by INC or

substitute registration in the case of male candidates fully qualified for nursing of men, women and children.

In service candidates should route application through the employer. PROCEDURE OF APPLYING

a. Before applying, candidates are advised to go through the admission notice and the instructions given therein & in the prospectus carefully and then fill in the application form attached with this prospectus/available on the website of this Institute.

b. Application for admission to the course is required to be submitted on

the prescribed form which may be downloaded from the website. The candidates shall submit all the documents (ie challan form/attested Photo copies) in support of their particulars filled in the application form.

c. The candidate must write the name of the course carefully under the

column ‘Name of the Course Applied for’. The same should also be mentioned on the Envelop in which application is sent/ posted.

d. The application should be accompanied with two self addressed

envelops of 20x10 cms. & Rs.10/- postage stamp pasted on each . e. Application complete in all respect ,alongwith all the relevant documents

(challan form/INB reference No., Admit Card, Attendance sheet & certificates etc.) should reach the Principal, National Institute of Nursing Education, PGI, Chandigarh, either personally or by Speed/Registered post by 29.5.2013 for M.Sc.course and 14.06.2013 for B.Sc courses. The applications received after the last date will not be accepted. The Institute takes no responsibility for any delay in the receipt or loss of application or Admit Card/Roll No. in transit. Incomplete applications will not be entertained and no correspondence will be made in this regard.

f. The candidate belonging to Scheduled Castes/Tribes are required to furnish a certificate from the District Magistrate/Additional District Magistrate/Collector/Dy. Commissioner, Additional Dy. Commissioner, Dy. Collector/Ist Class Stipendiary Magistrate, *Sub Divisional Magistrate, Taluka Magistrate/Executive Magistrate/Extra Assistant Chief Presidency Magistrate/Presidency Magistrate, Revenue Officer not below the rank of Tehsildar, Sub Divisional Officer of the area where the candidate and/or his family normally resides. Administrator/Secretary to Administrator/Development Officer (Lakshdweep Islands) in support of their claims. The candidates must supply an English Translation of their caste certificate along with the application. *Not below the rank of 1st Class Stipendiary Magistrate. The applicants belonging to OBC are required to furnish a certificate as per instructions prescribed by Govt. of India (specimen enclosed).

g. No request for a change in category/subject applied for is entertained after the submission of the application to the Institute.

The candidates may download & print a copy of the application form and challan form (triplicate) and fill up/complete in all respects as per terms and conditions given above. The candidates shall deposit the fee in the branches of State Bank of India (SBI) all over India. The challan form is required to be filled up in the name of The Director, PGI, Chandigarh (Examination) in the Power Jyoti Account No. 32211613319 and those candidates who have Account in State Bank of India (SBI) can also pay their fee through i-collect service of SBI and i-collect No. is 32222954695. In that case the INB reference No. will have to be mentioned instead of challan No. in the application form. The fees for Genera/OBC candidate is Rs. 1000/- and for SC/ST Rs. 800/-. The candidate should write his/her name, address, contact no., category and course name in which he/she apply on the back side of challan form. Applications complete in all respect alongwith challan form / proof of payment of fee and required documents should reach the office of Principal,NINE,PGIMER,Chandigarh on or before the last date. NOTE: FEE SHOULD BE PAID IN THE SBI ONLY( as mentioned above). FEE BY ANY OTHER MODE/INSTRUMENT SUCH AS D.DRAFT,CHEQUE,POSTAL ORDER OR MONEY ORDER ETC. WILL NOT BE ACCEPTED. For in-service candidates The applications of inservice candidates for M.Sc Nursing and B.Sc (Post-Basic) must be routed through proper channel. In case delay is anticipated in the transmission of the application, an advance copy of the application on the prescribed form, complete in all respects must reach the Principal, N.I.N.E,, PGI before the last date i.e. 29-5-2013 for M.Sc and 14.6.2013 for B.Sc (PB). The application through proper channel should also reach the before Principal, NINE on or 07-06-2013 for

M.Sc. Nursing and by 25.06.2013 for B.Sc. Nursing (PB) courses, otherwise the application shall be rejected without any correspondence in this regard. For foreign candidates Candidates belonging to foreign countries are required to route their applications through the Govt. of India, Ministry of Health and Family Welfare, New Delhi and it should reach by the prescribed date. They have to obtain eligibility certificate from Registrar, PGIMER, Chandigarh & clearance regarding professional qualification from the Indian Nursing Council, New Delhi and submit it along with application form. They are also required to appear and qualify entrance examination.

DOCUMENTS TO BE ATTACHED FOR ALL THE COURSES

(a) Application form with three similar attested photographs with name & date pasted on the form/admit card/attendance sheet and signature on the admit card & attendance sheet by the candidate (see the instructions for photographs attached in the prospectus).

(b) Attested copies of Matric & 10+2 certificates (in case of appearing

candidates in 10+2, they will have to specify the details of Matric and 10+2 examinations in the space provided on the application form) .

(c) Candidates appeared in 10+2 examination , must submit their

attested copy of 10+2 pass certificate/mark sheet issued by the respective Boards immediately on declaration of result or by 19.07.2013 otherwise roll number/admit card shall not be issued.

(d) Proof of Date of Birth (duly attested).

(e) Attested copy of SC/ST/OBC, if applicable. OBC certificate should be

in the Performa as per specimen given in the prospectus.

(f) Challan form / INC reference no.(as proof of payment of fee with SBI). (g) Admit Card (Roll No.slip) and Attendance sheet (duly filled). (h) Two self addressed envelops of 20x10 cms. with Rs.10/- postal stamps. (i) Attested copies of Registration of RN/RM.

(for applicants of B.Sc. Nursing (Post-Basic) & M.Sc. Nursing courses)

(j) N.O.C. from the employer, if in service. ( for applicants of B.Sc. (Post Basic) & M.Sc. Nursing course)

(k) Attested copies of Detailed Marks Card of B.Sc. Nursing (1st year, 2nd

year, 3rd year and 4th year) or B.Sc. Nursing (Post-Basic) 1st year and 2nd year) or its equivalent . (for M.Sc. Nursing applicants).

(l) Attested copies of Detailed Marks Card of General Nursing & Midwifery,

if applicable (for B.Sc. Nsg. (Post-Basic) & M.Sc. Nsg. applicants).

(m) Attested copies of RN / RM. ( for B.Sc.(Post-Basic) & M.Sc. applicants).

(n) Experience Certificate after registration as RN & RM. The experience

certificate should be on letter head giving detail of number of beds. (to be furnished by the applicants for M.Sc. Nursing course).

ENTRANCE EXAMINATION An entrance examination is held on All India basis by the Institute. Admit Card /Roll Nos. to the eligible candidates for appearing in the entrance examination will be issued around a fortnight in advance. Any candidate who does not receive any information from this office may please write / contact to the Principal, NINE, PGI, Chandigarh, by post before 15 days or personally before 5 days of the date of entrance test giving his/her particulars i.e. full name, course applied for, registration no. / category under which applied for etc. No request for issue of Roll No. shall be entertained after 20.6.2013 for M.Sc. Nursing and after 2.8.2013 for both B.Sc. nursing courses. Candidates will have to appear in the entrance test at Chandigarh at their own expenses and no TA/DA is admissible to them for the purpose. There will not be any change in the selection/examination schedule even if the day is declared holiday or half holiday by Chandigarh Administration. No documents or enquiries shall be entertained at the examination centre. The Centre Superintendent will admit only those candidates to the entrance test who have been issued Admit Card /Roll Nos.

(c) For PGI deputed candidates to the courses of B.Sc. Nursing

(Post-Basic) and M.Sc. Nursing.

GENERAL INFORMATION

(a) The complete application (i.e. accompanied with all documents etc.) must reach the Principal, NINE, PGIMER, Chandigarh, either by post or by personal delivery at the counter on or before the closing date. Applications may be sent preferably by registered/speed post. For facility of candidates, the closing date for the receipt of applications has been mentioned on the application form. The counter for receipt of applications to be delivered personally will close at 4.00 P.M. on the closing date and no application will be received thereafter. The institute will not be responsible if application is delivered to any other quarters. The fact that the application registration no. has been issued to the candidates does not mean that the application is complete in all respects and has been accepted by the institute.

(b) If the closing date for the receipt of applications is declared as a holiday or half day holiday by the Chandigarh Administration, then the immediate next working day shall be the closing date for receipt of applications.

(c) Application received after the closing date will not be considered. The institute takes no responsibility for any delay in the receipt or loss of application in transit.

(d) Incomplete applications & applications without challan form/proof of payment of feein the SBI & copies of required documents will not be entertained and no correspondence will be made in this respect. All particulars in the application form must be written carefully and legible. All claims made in the application must be supported with documentary proof.

(e) Candidates should sign all the documents including enclosures to the application and also mention date.

(f) Two self addressed envelopes of size 20X10 cms with Rs. 10/- postage stamp affixed on eacht should be enclosed with the application.. These envelopes will be used for sending roll number etc. Therefore, the address on the envelope should be legible, neat and complete.

(g) No request for a change of the category (caste) applied for is entertained

after submission of the application to the institute.

(h) The decision of the Director of the Institute in the matter of selection of candidates for the various courses shall be final.

(i) The candidates invited for the selection may have to stay at Chandigarh 2-3

days. No TA/DA is admissible to them for the purpose (j) If any candidate wants a duplicate Roll.no./Admit Card to be issued, then

he/she must do so by contacting the Principal, NINE, PGI, Chandigarh on a working day during office hours at least five days prior to the date fixed for the entrance examination. For obtaining duplicate Roll No. the candidate is required to deposit a fee of Rs. 50/- and also furnish his/her recent passport size coloured photograph same as pasted on application form. No duplicate Roll No./Admit card is issued at the examination Centre. The Centre Superintendent admits only those candidates to the examination whose candidature is confirmed by Admit Card. 12

(k) Dispute if any , shall be settled within the jurisdiction of Chandigarh.

(l) If any entrance examination/interview is fixed for any course there will not

be any change in the date and the examination/interview will be held as per schedule even if the day is declared as a holiday or half day holiday by the Chandigarh Administration.

(m) Any attempt on the part of candidate to influence directly or indirectly will be

treated as disqualifications.

(n) The candidates selected for the course shall have to furnish the migration certificate from which they passed their last examination at the time of their joining along with all other certificates in original in support of their qualifications, experience etc.

(o) No individual intimation is sent to the un-selected candidates.

(p) The period of training is strictly full time and continuous/regular. No

student will take up any part time or full time assignment, work or job during the tenure of course. If found, the name of the erring student will be struck off from the rolls of the course ,without any notice.

(q) The rules are subject to change in accordance with the decision of the

institute from time to time

CRITERIA FOR SELECTION

(i) The selection will be made strictly in order of merit of the candidates in the respective merit lists of entrance test

(ii) The minimum marks required for the selection will be 50% for candidates

belonging to General category including foreign candidates and 45% for the candidates belonging to Scheduled Castes / Scheduled Tribes / OBC.

(iii) In the matter of selection, the decision of the Director, PGIMER, Chandigarh

shall be final.

INTER-SE-MERIT If two or more candidates obtain equal marks in the entrance examination for admission to B.Sc. Nursing (4 years)/B.Sc. Nursing (Post-Basic)/M.Sc. Nursing courses then their inter-se-merit for admission to the course shall be determined on the basis of the following:- (i) A candidate who has made more attempts in passing 10+2/GNM/B.Sc. Nursing

(Post-Basic)/B.Sc. Nursing examination will rank junior to a candidate who has made lesser attempts. 13

(ii) If the attempts made in passing 10+2/GNM/B.Sc. Nsg. (Post-Basic)/B.Sc. Nsg. examinations are also the same, then a candidate who has higher marks in the said examination will rank senior to a candidate who has obtained lower marks.

(iii) If the attempts made in passing the said examinations and the marks obtained

in the examinations are also the same, then a candidate senior in age shall rank senior to the candidate who is junior in age.

INTERVIEW / COUNCELING Candidates will be invited for interview strictly in order of merit in the respective merit lists based on the marks obtained by them in the entrance examination. The number of candidates to be called for the interview will be three times the total number of seats to be filled in each category from among candidates who fulfill the cut of points. Attending of interview for these candidates is compulsory.

ADMISSION Candidates would be admitted on the day of interview. Selected candidates shall have to pay the fee etc. on the spot failing which her/his selection will be treated as cancelled and seat will be offered to the candidates next on the waiting list in order of merit. WAITING LIST The candidates on the waiting list will attend the counseling in the office of the Principal, NINE, PGI on the dates & time mentioned on the call letter. The seats, if available, shall be offered to the candidates on merit. No separate correspondence shall be made.

JOINING TIME Selected candidates must join their respective courses on the date(s) intimated to them at the time of selection or communicated to them in the admission letters. No extension in joining shall be granted. The selection of those candidates who fail to join by the stipulated date shall automatically stand cancelled and no correspondence shall be entertained. The institute takes no responsibility of intimating for cancellation of seats. The joining of B.Sc. Nursing (Post-Basic)/M.Sc. Nursing shall be accepted along with relieving certificate from their employer (for inservice candidates). The experience certificate by those candidates who are likely to complete required experience by 15th July (for M.Sc. Nursing course) will have to be submitted at the time of joining the course. No request for extension in joining shall be entertained. MEDICAL EXAMINATION Medical fitness will be pre-condition for registration for all candidates. OTHER INFORMATION

STIPEND/SCHOLARSHIPS A. B.Sc Nursing (4 years) : Institute awards Rs. 100/- per month as stipend

during three years and Rs.200/- per month during the internship period to all students. Students are required to execute bond to serve the Institute/the Govt. (which shall include the Central Govt. or any State or Union Territory or an autonomous body/hospital established by Central/State/Union Territory Govt.) for a period of three years if offered a job within six months by any of the above mentioned institutes/departments after the completion of the training otherwise after six months of the completion of the training, this condition of the bond will be in-operative.

B. M.Sc Nursing: Two PGI Scholarships at the rate of Rs 250/- per month to pursue M.Sc. Nursing (one for first year and one for second year) are available to the selected candidates on merit who will execute service bond for a period of three years.

LIBRARY There is a well-equipped spacious library with all the modern facilities at the Institute. Besides this, there is Nursing institute library with selected professional books and journals. HOSTEL There is a shortage of hostel accommodation. The hostel accommodation , if available , shall be offered on twin sharing basis to female students only, on the basis of the merit list of the entrance test and the seniority as per date of joining. Students are to abide by hostel rules and regulations otherwise they shall be expelled from the hostel and debarred for re-entry in the hostel.

Application form for admission to hostel and Rules & Regulations governing stay in hostel can be had from the office of NINE on payment of Rs. 50/-.

PREVENTION OF RAGGING The institution considers ragging as a cognizable offence. Stern action against the offenders shall be taken. Any one involved in ragging will be punished in accordance with law, including expulsion from the institute and /or imprisonment up to 3 years, and

STUDENT’S HEALTH The services of Nehru Hospital are available to the students at time of illness in Staff Clinic/OPD as per PGI rules.

COUNSELING AND GUIDANCE Democratic atmosphere is maintained among the students and teachers. Student’s personal problems are looked into and necessary counseling and guidance is given by the teachers. The students are free to approach any faculty member for the purpose. SPORTS AND RECREATION Special emphasis is placed on the recreational facilities for the personal and social development of the students. Amalgamated fund is used for this purpose. Extracurricular activities and sports events are organized. Annual Sports Day is organized by the Institute to provide ample opportunities to the students to exhibit their personal talents.

PROCEDURE TO BE FOLLOWED FOR ENTRANCE EXAMINATION 1. All the candidates are required to bring their Admit Card/Roll No.slip
