The Alliance of Downriver Watersheds Public Education and Technical Committees held a joint meeting on January 10, 2008. The front portion of the agreements is boilerplate language with Attachment A being the language unique to each entity. Wayne County indicated that some feedback has been received from each of the three entities. Noel distributed a revised HRWC Attachment A based on edits and discussions over the past few days. Action Item: Wayne County will make HRWC edits as well as update the footer and change the Planning and Design date from 2007 to 2008. Recommendation: The Public Education/Technical Committee recommends that the ADW approve the IAA’s with the noted changes at their January 24, 2008 meeting.

2) Grow Zone Project Sites Draft RFP Wayne County developed and emailed out a draft Grow Zone RFP for the selection of project sites. Much of the language is from the CMI grant application and mimics the Federal grant submitted for additional funding. A successful applicant would get design and plant materials funded and organized by Wayne County and the designer. The only expense for the applicant would be associated with the preparation of the site, assistance on the day of the planting, and continued maintenance for 5 years. Projects could be completed within a Wayne County Drain easement, however, permission from the property owner would be needed as well as a commitment to maintenance. Permits are not required from the DEQ for planting (as long as not in wetland). Funded projects will not be “streambank stabilization” projects due to the limited amount of grant funds available. Designs will need to get grant approval (ADW and MDEQ/CMI) prior to expending any construction efforts. The HRWC emailed editorial comments to Wayne County for incorporation. An applicant does not need to have 501(c)(3) status. Less formal groups can partner with a land owner and apply for a grant, however, they must be able to commit to maintenance for 5 years. Action Items: Wayne County will make HRWC emailed edits as appropriate; add as a priority selection criteria the applicant’s ability to provide monitoring assistance; and move the submittal deadline to February 15, 2008. Recommendation: The Public Education/Technical Committee recommends that the ADW approve the Grow Zone Project Sites RFP with the noted changes at their January 24, 2008 meeting. The Selection Committee will be comprised of those that attend the Technical/Pub Ed Committee on February 21st (as long as they're not an applicant). RCM TAC and State DEQ (Tricia Huddas) will also be involved in the evaluation process. Individual ADW members are urged to distribute the RFP as much as possible to schools and other significant landowners after it is approved. 3) Grow Zone Design Services Draft RFP Wayne County developed and emailed out a draft Grow Zone RFP for the selection of a design consultant. This professional services RFP was based off of language in the ADW Watershed Facilitation Services RFP. It was agreed that it would be more productive to be able to list the selected sites in the RFP to make it less ambiguous. This would push the release date out until after project sites are selected. The construction drawings do not have to be full blown, engineered construction drawings. Construction survey staking would likely be the most costly item for the design consultant. For each project, the designer would be responsible for contacting the grantee, walking the site and setting goals for the project. They would then design the plantings, review it with the grantee and county for final input. The designer would get approval from the ADW and State/CMI and provide assistance to the grantee and the ADW team on the day of construction. Each design will likely be limited to one plan sheet with the plant list, planting details, notes, and layout all on one sheet. WC DOE has examples from past projects. Action Items: Wayne County will edit the RFP to include a placeholder for listing the selected sites in RFP and announcing the pre-bid meeting date. Date of release will need to be delayed to do so. In Task 1 indicate that no survey/topo work is needed. Use existing GIS data or data supplied by site owner. In Task 2C add that an electronic copy of the record drawings is required. A pre-bid meeting should be scheduled after the RFP is released and example plan sheets should be able to be reviewed.

Wayne County will modify the RFP and email it out to the Tech/Pub Ed Committee for final review. Recommendation: The Public Education/Technical Committee recommends that the ADW approve the Grow Zone Design Consultant RFP with the noted changes at their January 24, 2008 meeting. 4) Other Items

a) MDEQ TMDL Meeting The MDEQ held a TMDL meeting in December 2007 for the Ecorse Creek Watershed regarding

e. coli sampling results. The DEQ’s plan is to develop a draft TMDL plan in January, hold a public hearing in March and finalize the plan by this summer. The severity of the problems were greater than some anticipated. It was disappointing to have human e. coli present at all sampling locations.

b) Green Infrastructure Imagery Wayne County is lining up a contractor and American Forest to come in and make a presentation

to the Technical Committee in March. After the presentation, the ADW can determine how/if to proceed.

Action Item: Wayne County schedule and coordinate presentation. c) Retention Basin Maintenance Program The issue of providing maintenance procedures and information to privately owned retention

basins, such as those owned/operated by Homeowner’s Associations was brought up at the previous ADW meeting. Wayne County distributed the brochure developed for the Rouge Watersheds and indicated they have distributed that at workshops where targeted stakeholders are invited to attend. The Technical/Public Education Committee is interested in using the portion of the Grow Zone Grant that must be used for public education to have Wayne County edit and reproduce the brochure, and schedule 2 workshops to be held within the ADW. The City of Taylor would like to host one of the workshops.

Action Item: Wayne County will develop a cost estimate for 2 workshops and the reproduction of

the brochure and bring it to the next Tech/Pub Ed meeting for review and further discussion. d) Monitoring

The HRWC had developed comments and recommendations regarding monitoring within the ADW. Ric Lawson briefly reviewed these and indicated that some further discussion was needed with Wayne County prior to making final recommendations to the ADW.

Action Item: HRWC and Wayne County will meet to discuss collection methodology differences and monitoring locations. Once that is completed, the Grow Zone sites will be selected and then a more specific monitoring plan can be developed for ADW approval.

and used. Cheryl Kolin from American Forest, presented a number of examples of how green infrastructure data can be evaluated that shows the value in stormwater management. Tom McMurtrie, from the City of Ann Arbor, presented how the City’s stormwater rate model was developed utilizing land cover mapping. Following each presentation there was a question and answer session. Action Item: The Committee requested Sanborn to submit cost information for both “gray” and “green” coverage within the ADW boundaries. 2) Other ADW Tech/PE Committee Business

a) Grow Zone Project Sites The evaluation and selection of Grow Zone Project Sites is completed. All 11 project sites

submitted are being recommended for design. The geographic distribution is 4 in Lower Huron, 4 in Combined Downriver and 3 in the Ecorse Creek Watershed. The size and scope of the projects should be within budget. Action Item: Acceptance letters will be sent shortly to the 11 applicants.

b) Grow Zone Design RFP Status The RFP has been finalized and emailed to all ADW members and posted on the ADW website.

It was requested for members to forward the RFP to design consultants, no formal advertisement is planned. Action Item: Pre-Bid meeting is scheduled for April 1, 2008 at Wayne County’s office in Wayne.

c) Grow Zone Detention Pond Workshop Proposal

A proposed scope of work and budget was presented for two workshops to be held this year. This item will be discussed at the next Technical/Public Education Committee meeting.

d) Monitoring Activities and Planning

Sub committee has been meeting with Wayne County to finalize the Monitoring Plan for 2008. Sites are being considered near the proposed grow zone sites.

e) IDEP Training Status Notices were sent for two IDEP training workshops. The March 20th workshop is full and there is room in the April 23rd workshop.

The Alliance of Downriver Watersheds Public Education and Technical Committees held a joint meeting on April 15, 2008. Raines, Co. Leah Groya Wade Trim Kelly Karll ECT for WCAA 1) Status of Grow Zone Sites There were 2 Grow Zone Sites that have some outstanding issues to resolve, however progress is being made. The Dearborn Heights Telegraph Road site – Wayne County is having discussions with MDOT and WC Roads to get approvals. The Beaver Park site in Wyandotte has a meeting set up to discuss the project because of the possible landfill issue. All other Grow Zone Sites are on track to begin design once a consultant is selected. 2) Grow Zone Design Proposals The proposals will be reviewed and a recommendation will be made by a Selection Committee comprised of Craig Lyon, Brent Florek, Ric Lawson, Dan Swallow, and Noel Mullett. Proposal packets were distributed to the Selection Committee at today’s meeting. They will meet on April 23rd at 10:30 am at the Wayne County DOE office to discuss with a decision made no later than May 3rd. Five proposals were submitted that ranged from $26K to $43K. Submitters included Dietrich Bailey, JJR, ASTI/Hamilton, Wade Trim and ECT. Action Item: Selection Committee meet on April 23rd at 10:30 am to discuss and make recommendation.

3) Detention Pond Workshop A public workshop will be held at the end of July in the City of Taylor and one at the end of August in the City of Flat Rock. They will most likely be held in the evening (Wednesday or Thursday) from 6:00 – 8:00 pm. Wayne County is ready to order the Detention Pond Manuals for the ADW communities and for distribution at the 2 workshops. The manuals and workshops are geared toward residential detention ponds. Wayne County received quotes for printing the manual. Initial thought was to order 350 manuals for $1,240.50. After discussion, the Technical Committee would like to order 1,000 manuals for the price of $1,647. A lot more manuals could be printed for a relatively small dollar increase. It is anticipated that approximately 100 would be handed out at the workshops with the remainder distributed to the ADW communities to distribute to their Homeowner’s Associations, etc. It was also indicated that SEMCOG is planning a detention pond workshop this summer and might be interested in purchasing the manuals as well. Action Items:

• Kelly Karll will check with SEMCOG regarding their interest in participating in purchasing the manuals.

• Noel Mullett will develop and distribute an email to the ADW explaining the desire to purchase 1000 manuals and the printing cost opportunity.

• Craig Lyon will get back to Nancy Gregor dates/locations in Taylor to hold the workshop (end of July).

• Nancy Gregor will order manuals once final amount is approved by ADW.

4) Landcover Mapping / Green Infrastructure The ADW approved moving forward with Sanborn to create the Green Infrastructure mapping for the watersheds. It will cover the entire ADW, approximately 204 square miles at a cost of approximately $200/square mile. It will be leaf off data to get a good idea of imperviousness and grow zone data. Some border communities may be interested in getting their entire community mapped. Noel is working on a revised spreadsheet and contract to do so. Action Item: Noel Mullett to revise spreadsheet and costs for border communities. 5) Other Public Education Activities

a) Upcoming Events Several events were announced including:

i. City of Taylor 40th Anniversary on May 10th from 9:00 am – 3:00 pm. Event will include environmental booth with watershed information, etc. A river clean up will also take place.

ii. Van Buren is holding a media event on April 22nd at 2:00 pm at the Lower Huron Metropark to officially rename Riggs Drain to Woods Creek.

iii. Van Buren is holding a river-friendly lawn care workshop on April 29th to help to address the high phosphorus levels in Woods Creek.

iv. Friends of Detroit River is holding a Detroit River Clean up on April 19th from 9:00 am to 1:00 pm at the Trenton Rotary Park in Trenton.

b) Storm Drain Labeling Friends of the Detroit River has sent out information to ADW members to gauge interest in bulk ordering storm drain labels again. Looking to place an order in may. Grants are being sought to offset the costs again. Discussion took place regarding the development of a “standard – standard” for storm drain and manhole covers that incorporate a “Drains to River” message. It would be ideal if the standard specification was the same across the entire ADW including Wayne County Roads. Then when new construction/reconstruction projects are taking place, the new covers would be specified and included in the project cost. Could also consider Joint Purchasing Powers for covers. However, it was agreed that there is some value in motorists being able to see and recognize the colored labels on the curbs and the educational value of volunteer groups helping to affix them. Action Item: Bob Burns will research the pre-cast grates and report back on opportunities and constraints related to the ADW.

c) Advertisements The Wayne County advertising strategy for April/May is confirmed. Added the Inkster Ledger and removed the Sunday Times. The Earth Friendly ad will go in the local papers that cover the entire ADW. Wayne County is covering the cost for the Spring ads, but are looking for funds to run ads in the Fall as well. Wayne County needs approximately 2-3 weeks lead time to get the ads in the papers. Need to know by mid-August if ADW wants to do Fall ads. The Lower Huron WAG voted to use some of their discretionary funds for advertisements. HRWC is developing a proposal for their approval. SEMCOG has video and radio PSAs on their website that can be downloaded and used for cable television, etc. The Michigan Green Industry has info on their website regarding commercial fertilizer applications. Action Item: Wayne County will coordinate with Leah Groya to get the earth-friendly image on the ADW website and when someone clicks on it, they’ll be directed to the Wayne County website.

6) 2008 Monitoring Strategy Comments have been received back on the QAPP and are relatively minor in nature. Those will be addressed and monitoring will move forward. Wayne County has ordered equipment to be used to start monitoring. It will be used in both the Rouge and ADW. It would be ideal to get equipment out ASAP and start collecting data. Need to get volunteers and training scheduled for the Grow Zone Sites. Wayne County will have staff on site with volunteers assisting. Develop a sign in sheet for distribution at the Detention Ponds Workshops to get an email list of interested volunteers going. HRWC and Wayne County will coordinate.

Similar types of projects will be eligible for funding as last year. The exchanges also resulted in MDEQ indicating that the ADW was not an eligible applicant and any submittals would need to come from a government entity or a non-profit. 2) Potential Projects to Submit for CMI/319 Funding Letters of Intent are due into the DEQ on September 17th and then the DEQ will determine eligibility and invite people to submit full grant proposals (due October 29th). The grant program requires a 10% match for planning projects and a 25% match for implementation projects. The Letter of Intent is fairly straight forward but does require a cost estimate.

After discussion, the Technical Committee recommended submitting Letters of Intent for the following projects:

• A Planning Project that would include: o Updating the Ecorse Creek, Combined Downriver, and Lower Huron River Watersheds

to be 319 compliant o Conducting a study utilizing GIS that would calculate the amount of impervious surfaces

(i.e. roofs, parking areas, etc.) and open space on public lands and on large commercial/industrial properties. The results of which could then be utilized across all three watersheds to move forward with green roofs, porous pavements, bioswales, grow zones etc. to reduce the impact of impervious surfaces and storm water runoff.

o Compiling an O&M Manual related to the recommended BMPs to be distributed to local governments and the business community to ensure proper maintenance as time goes on.

o Conducting a Public education program targeted at the local business community in the ADW

• An Implementation Project within Huron Township to install and/or renovate several public parking lots to increase infiltration and decrease runoff

• An Implementation Project in the Woodhaven Brownstown School District to design and install green roofs at three facilities

• An Implementation Project in Gibraltar to replace culverts along the Frank and Poet Drain (this is being further investigated prior to submitting to DEQ)

At this time, it is anticipated that the ADW would provide the 10% match for the Planning Project and the individual communities/entities would provide the 25% match for the Implementation Projects. Action Item:

• Solicit via email any additional projects from the ADW members that they would like to submit a Letter of Intent for to the MDEQ and provide support for the four projects above. Email responses are due by Friday, September 12, 2008.

• Ric Lawson/Michelle Larose will contact the MDEQ to determine the eligibility of the project proposed in Huron Township.

• Brent Florek and Bob Burns will follow up with the City of Gibraltar to determine their interest in submitting for the culvert replacement(s) along the Frank & Poet Drain.

• After receiving input via email from the ADW, submit Letters of Intent to the MDEQ by the September 17th deadline.

3) Monitoring Update The Huron River Watershed Council installed 2 flow sensors and Wayne County installed 4 flow sensors within the watershed. Data will be collected from these shortly. The County is waiting until leaves have fallen to evaluate the geomorphology at target sites throughout the watershed. Infiltration monitoring at the Grow Zone Sites will be done prior to construction.

4) Grow Zone Sites Plans will be submitted shortly to the MDEQ for approval. Planting is anticipated in May of 2009. The County is working to submit all of the plans for SESC review at the same time and work to coordinate the purchase of silt fencing if necessary. 5) Next Meeting

There will be a possibility that 2 applications be submitted instead of 3 (the land acquisition could be rolled into the planning project dependent upon the DEQ's opinion for likelihood of success). There may also be a possibility that the culvert projects will not be included in the grant application depending on the results of the MDEQ pending site visit and comments.

A brief overview was given regarding the 2 grant applications that were submitted by Wayne County on behalf of the ADW on October 29th. A grant application was submitted for implementation of 3 green roofs and associated monitoring at the Woodhaven-Brownstown School District, as well as updating the 3 WMPs to 319 compliance, outreach via the Michigan LID Manual. The grant application requested $611,875 in funding with a local match of $291,803. A grant application was submitted for planning projects within the ADW including updating the 3 WMPS to 319 compliance, outreach via the Michigan LID Manual, and the creation of a riparian corridor acquisition program. The grant application requested $267,083 in funding with a local match of $57,553.

2) Discuss Contested Phase II Permit Issues Patrick McCauley provided an update to the Technical Committee regarding the case and indicated that the group of attorneys was seeking input from the communities as to overall strategy and more detailed input on what issues in the proposed new permit were of issue. Patrick indicated that the attorneys are supposed to meet with the MDEQ to discuss settlement opportunities and narrow the discussion. The meeting with MDEQ is to take place on or before December 12, 2008. Discussion took place regarding the proposed new permit language and various strategies for moving forward. Due to attorney-client privilege, this document provides an overview summary of discussion topics.
