2 of 9

Considered Option: Half-Day Sessions - Half of the students attend face-to-face instruction in the morning, half of the students attend face-to-face instruction in the afternoon.

Benefits Challenges

● 50% occupancy allows for social distancing (Health and safety of students and staff)

● Nutrition would be provided every day on campus (Health and safety of students and staff)

● Face-to-face instruction and connection with school adults and peers every day (Student learning)

● Smaller class sizes to enrich and accelerate learning (Student learning)

● Parents would identify a preference of AM or PM (Choice)

● Cohort A dismissal and Cohort B arrival relatively close together increases the risk of overlap between cohorts (Health and safety of students and staff)

● Concerns about quality of instruction with only three hours per cohort, which would be shortened by arrival/dismissal procedures (Student learning)

● PM cohort at a learning disadvantage (Student learning)

● Technology/access, professional learning, transportation, PPE, cleaning supplies, and food services (Financial impact)

● Enhanced cleaning requires a full 8-hour shift with existing custodial staffing levels (This is a no-go challenge) (Feasibility)

● Transportation routing (Feasibility) ● Opposed by 47% of survey respondents

(Community impact) ● Daily half-day childcare/supervision

(Community impact)

● Reduction of population by approximately ⅕ does not allow for the social distancing guidelines to be met (This is a no-go challenge) (Health and safety of students and staff)

● Additional costs all around (Financial impact)

● Does not allow for enhanced cleaning between groups of students (Feasibility)

● Opposed by 60% of survey respondents (Community impact)

● Childcare/supervision during track breaks (Community impact)

Considered Option: Quarter-Based Courses - Implement quarter-based courses rather than year-based courses. Intended to be considered along with distance learning or blended learning.

Benefits Challenges

● Lessens the burden of juggling six separate classes online at once (Student learning)

● Significant shift for teachers (Student learning)

● Stakeholders determined that moving to quarter-based courses would be too difficult to implement for this fall (Feasibility)

● Likely to be difficult for families to understand (Community impact)

Considered Option: Semester-Based Courses - Implement semester-based courses rather than year-based courses. Intended to be considered along with distance learning or blended learning.

Benefits Challenges

● One staggered passing period at the secondary level promotes social distancing and groups no larger than 50 (Health and safety of students and staff)

● Lessens the burden of juggling six separate classes online at once; students would only take four courses. Students would have access to eight classes each year instead of six; allows for repeat within the same year if necessary (Student learning)

● Significant shift for teachers (Student learning)

● Might be difficult to implement but semester-based course scheduling is similar to block scheduling (Feasibility)

● Likely to be difficult for families to understand (Community impact)

● Secondary schools would have to remain in semester-based courses for the year (Student learning)

Clark County School District Feedback to Suggestions for the Reopening Plan June 26, 2020

Cavazos

1. Alternative to semester-based classes Semester-based courses lessen the burden of juggling six separate courses online at once; students would only take four courses. Students would have access to eight courses each year instead of six or seven; allowing for students to repeat courses within the same year, if necessary. Moreover, it provides opportunities for students to engage in elective courses and retrieve credit, if necessary.

Brooks

1. Flexible distance education model with no attendance required Attendance is required per the Nevada Department of Education for distance education. In addition, current guidelines indicate that educators have to attempt to make daily contact with students. There will be some flexibility with the distance education model; however, the District was highly criticized during the last nine weeks of the 2019-2020 school year due to the lack of structure and consistency of the distance education model.

2. Later start time for secondary schools This is an option for secondary schools. This was discussed during our planning and concerns were raised about some high school students needing to work after school/evening, challenges with athletics as many of our athletic fields do not have lighting, and secondary students who may need to pick up their younger siblings or provide daycare for younger siblings after elementary school.

3. Child care issue mitigation We continue to work with community partners to address the child care needs.

4. More creative scheduling that would allow elementary specials to rotate in and out of classrooms instead of only taught via distance education We will review this schedule. Our thought process was to engage students in face-to-face instruction with the core content areas, including reading, language arts, mathematics, and science/social studies. We know that our students’ learning gaps have widened due to school closures; therefore, we wanted to focus on their learning in the core content areas to close the gaps.

5. Offline support for students during distance education days This will be incorporated into the daily instructional guide.

6. Paper correspondence and projects Teachers will have the opportunity to prepare and provide paper correspondence in addition to online learning opportunities. Schools may integrate projects/project-based learning.

7. Secondary schools should only do 3 classes We will review this schedule. Students engaging in four courses each semester provides access to eight courses each year instead of six or seven; allowing for students to repeat courses within the same year, if necessary. Moreover, it provides opportunities for students to engage in elective courses and retrieve credit, if necessary.

8. Account for the gap in instruction for students who take math or foreign languages semester 1but not semester 2Currently, there are courses that can be aligned with core mathematics courses to promotestudents’ mastery of the skills and concepts, including Math Fundamentals. Further informationwill be gathered regarding foreign languages.

9. Workload of teachers working in person and onlineWe understand that this will be a shift for our teachers. Therefore, we are incorporating the 10days of professional learning at the beginning of the school year. In addition, every teacher has aprep period every day and teachers have Wednesdays for planning, professional learning, andcollaboration with other teachers.

10. Support tools for parents - parents need to be included in the process of developmentPersonnel in the FACES Department have been informed to include parents/guardians in theplanning process to ensure that we meet their needs.

Cepeda 1. Later start for high schools

This is an option for secondary schools. This was discussed during our planning and concernswere raised about some high school students needing to work after school/evening, challengeswith athletics as many of our athletic fields do not have lighting, and secondary students whomay need to pick up their younger siblings or provide daycare for younger siblings afterelementary school.

2. Eliminating testing at the elementary and middle school levelAt this time, information has not been received from the Nevada Department of Educationregarding criterion-referenced tests. We do need to assess our students to know their learninggaps.

Wright 1. Social workers on Wednesdays. As Dr. Barton indicated, we can accommodate this request

within the reopening plan.2. Timelines that the community can follow. A timeline will be developed regarding action steps

and implementation dates.

Ford 1. Whole new plan

Cavazos 1. Transition plan to different phases

The reopening plan that was shared with the Board of Trustees on Thursday, June 25, 2020*, isconducive to Nevada’s Phase 1, Phase 2, Phase 3, and Phase 4.

2. Clarification about substitutes and involvement in the distance education

*Board meeting date was corrected.

Currently, the team is working on a plan to provide substitutes with professional learning for blended learning.

3. What are support staff going to be doing on Wednesdays?Support professionals who provide support in the classrooms will be engaged in theinstructional planning, professional learning, and collaboration with teachers.

4. Attendance PoliciesAttendance policies are defined by the Nevada Department of Education.

5. Condensed Classes into semestersSemester-based courses lessen the burden of juggling six separate courses online at once;students would only take four courses. Students would have access to eight courses each yearinstead of six or seven; allowing for students to repeat courses within the same year, ifnecessary. Moreover, it provides opportunities for students to engage in elective courses andretrieve credit, if necessary.

6. Options for making this more realistic for special needs children Wednesdays small groups. This option will be reviewed and other options will be explored to provide small-groupinstruction for our students with IEPs. Concerns were expressed about teachers’ workloads ofwhich Wednesdays are designated for teachers to plan, engage in professional learning, andcollaborate to assist with the workload. If they are also providing instruction on these days, itwill reduce the amount of time they have to prepare.

Young 1. Double sessions

Double sessions were previously utilized in the District to accommodate two schools at the samebuilding. This option would cause hiring additional staff, which has a financial impact.

2. Testing, temperature, PPEIn working collaboratively with the SNHD, students will be screened by their parents/guardiansprior to coming to school. The District will be providing PPE for students and staff with anestimated cost of $13 million.

3. Full shutdown preparationThe reopening plan that was shared with the Board of Trustees on Thursday, June 25, 2020*, isconducive to Nevada’s Phase 1, Phase 2, Phase 3, and Phase 4.

*Board meeting date was corrected.
