1. Overview

A. Description

PROPOSAL TO ESTABLISH A NEW UNDERGRADUATE CONCENTRATION

Provide a brief description of the new concentration (including the specilic focus of the new concentration, relationship to other concentrations in this degree program, etc.). This new philosophy concentration in morality, politics and law combines the basic analytical approaches of philosophy with an emphasis on the moral questions that arise in political theory and law. The foundation of our political and legal systems are moral values, such as individual liberty, equality, and justice. These values are contested ones, open to different understandings of their nature and implications. This concerntration will explore the nature of morality, political theory, and legal theory and the interconnections between them. The program draws from disciplines related to phi losophy to enrich and enliven students' understanding of the intersections of morality, politics and law. This degree should be of special interest to students pursuing post-graduate work in law, policy or politics.

B. Demand Explain the unit' s need for the new concentration (e.g., market demand, research base, direct ion of the discip line, and interdiscipli nary considerations). I low wi ll the new concentration complement the existing degree program? Philosophy BAs are already very attractive to pre-law students. This concentration should be of special interest to students pursuing post-graduate work in law, policy or poli tics. Philosophy programs around the country have found these concentration programs to be wild ly successful. This program draws upon courses that are already being offered by our unit or courses that we have planned on instituting anyway. By drawing in new students, we wi ll be able to offer an even wider array of courses to our ex isting majors.

2. Support and Impact

A. Faculty governance Provide a supporting letter fi·om the chair of the academ ic unit verifying that the proposed concentration has received facu lty approval through appropriate governance procedures in the un it and that the unit has the resources to support the concentration as presented in the proposal, without impacting core course resources.

B. Other related programs Identify other related ASU programs and outline how the new concentration will complement these ex isting ASU programs. (If applicable, statements of support from potentially-affected academic un it administrators need to be included with th is proposal submission.) This program is related to political science and justice studies although differs from their degrees in significant ways. Both of those degree programs are social science based whereas this program in firm ly rooted in the humanities. Phi losoph ical analysis differs from the approaches taken in those other programs. Our course offering are often taken by their students and this proposal includes courses from political theory within political science.

3. Academic Curriculum and Requirements

PHI 347 Philosophical Theories of Constitutional Interpretation In this course we will explore the philosophical theories surrounding the questions: What constitutional rights do we have? How does one tell? In other words, th is course wi ll explore the question of constitutional interpretation.

PHI 405 Moral Psychology The aim of th is course is to provide you w ith a basic knowledge of key authors and issues in contemporary moral psychology as well as with a sense for the diversity of th is subfield.

PHI 448 Justice and Reparations Reparation for injust ice, wrongful harm, or ill treatment has become a topic of moral, legal, and political urgency in the late 20th and early 2 1st centuries in dealing with mass violence, gross violations of human rights, and some massive intergenerational harms like the dispossession of indigenous peoples, slavery and segregation, or colonia l exploitation. Yet the nature and moral basis of reparation is a question relatively neglected by contemporary philosophy unti l recently. This course explores what normative moral conception(s) of reparations and reparative justice can support and guide obligations to repair at least some kinds of wrongful treatment. Questions include: Are obligations to repair obligations of justice, and on what principle or conception of justice do they rest? Can a sing le normative conception of reparations speak equally to diverse cases, inc luding individual injuries, episodes of political terror and violence, systemic or structural injustice, and the historical oppression, dispossession or political exclusion or persecution of groups? Is the idea of reparation necessarily tied to restitut ion or compensation, or are these only one kind of reparation, or only reparation in the context of other acts and practices? We wi ll ite rate real cases all a long the way to keep a live the realities that a conception of reparations must face.

2. Program Description (I 50 words maximum)

This new philosophy concentration in morality, politics and law combines the basic analytical approaches of philosophy with an emphasis on the moral questions that arise in political theory and law. The foundation of our political and legal systems are moral values, such as individual liberty, equaiity, and justice. These values are contested ones, open to different understandings of their nature and implications. This concerntration will explore the nature of morality, political theory, and legal theory and the interconnections between them. The program draws from disciplines related to philosophy to enrich and enliven students' understanding of the intersections of morality, politics and law. This degree should be of special interest to students pursuing post­graduate work in law, policy or politics.
