Instructions to Vendors

1. Bid Forms: Proposals should be submitted on the form provided. Envelopes marked “Sealed Proposal For…” Proposals cannot be accepted via fax machines.

2. Specifications: Generally, where specifications indicate a particular brand or manufacturer’s catalog number, it shall be understood to mean that or equal, unless “no substitutes” is specified. When offering alternates, they must be identified by brand name, catalog number and manufacturer’s literature must be included.

3. Samples: Vendors will be required to furnish no charge samples upon request.

4. F.O.B. Point: All prices must be quoted F.O.B. destination. Shipments shall become property of Oakton Community College after delivery and acceptance.

5. Delivery Points: Deliveries will be made to the various buildings within the district, as indicated.

6. Delivery Schedule: Bids must specify delivery time. Unrealistically long delivery times may cause proposals to be rejected. Order may be canceled without obligation if delivery requirements are not met.

7. Evaluations: Oakton Community College reserves the right to reject any and all proposals, to waive any technicalities in the proposals, and to award each item to different vendors or all items to a single vendor.

8. Vendor Selection: The College will review all proposal information and select the one company that is in the College’s best interests.

9. Prices: Prices, terms and conditions must be firm for acceptance for sixty (60) days from the date of proposal opening unless otherwise agreed to by District #535 and vendor.

10. Quantities: Quantities shown may be estimates only and orders may be more or less depending on actual requirements and budget limitations.

11. Exceptions: Any exceptions to these terms, conditions or deviations from written specifications must be shown in writing and attached to the proposal form.

12. Tax Exemptions: Oakton Community College District #535 is exempt from Federal, State and Municipal taxes. Exemption certificates will be furnished upon request.

13. Equal Employment Opportunity Clause/Prevailing Wage:

Oakton Community College is an equal opportunity employer, and parties doing business with the College must comply with the Equal Employment Opportunity Clause as required by the Illinois Fair Employment Practices Commission. Proposal to Conduct Student Follow-up Surveysof

Oakton Community College Alumni

Introduction

The purpose of this Request for Proposals is to obtain information and pricing for conducting multiple telephone surveys of samples of Oakton Community College students who meet specified criteria for inclusion in the studies, to perform data entry, and to provide the College with an Excel spreadsheet containing aforementioned data. Telephone interviewers are expected to work, under supervision, at the contractor's place of business. The contractor who is awarded the contract for performing the surveys is expected to meet all research, timeline, and other specifications described below.

Complete proposals must be returned by 11:00 am on Thursday, January 29, 2009.

Contractors may submit separate proposals and pricing for the Career Program Alumni Surveys (all six surveys to be encompassed within the single proposal) and for the Transfer Program Alumni Survey, or may submit a single proposal and pricing covering both the Career Program and Transfer Program surveys. See the Pricing section on page 7.

The awarding of this proposal will not be based on price alone. The College will review all information submitted in order to determine the vendor that best meets the College's needs and is in the best interests of the College.

Background

Each year, Oakton Community College conducts multiple telephone surveys of alumni. There are two general types of surveys.

1. Career Program Alumni Surveys. During the spring alumni from approximately one-fifth of career programs offered by the College are surveyed. This survey meets reporting requirements of the Illinois Community College Board, provides the institution with important information about students’ experiences at Oakton and after they leave the College, and generates ideas to improve programs and services. The College develops survey instruments tailored for each program. In the spring of 2009 there will be four different career program surveys. Surveys have some questions in common and others that are unique for each program. The College provides a list of 40-500 potential respondents per program, and seeks completed interviews from approximately 20-150 potential respondents per program. The precise number of potential respondents and targeted completions will be available in February.

2. Transfer Program Alumni Survey. During the summer, alumni from transfer programs offered by the College are surveyed. The College provides a list of some 2400 potential respondents and seeks a total of some 600 completed interviews.

Sample instruments from two 2008 Career Program surveys and the 2008 Transfer Program Alumni surveys are attached.

The College is seeking a market research company to conduct the telephone interviews and enter data on Excel spreadsheets, using student lists and survey instruments supplied by Oakton. No data tabulations or statistical analyses are required.

The Proposed Project

The proposed project comprises five different telephone surveys; four for career programs and one for the transfer program. Each career program instrument contains a common set of questions as well as items developed for that particular program.

Career Program Alumni Surveys. Two lists of students, with the most recent address and telephone numbers available on the College’s database, will be provided for each program. The first student list will include alumni who earned degrees or certificates in that program during the prior year. We hope to achieve a 60% completion rate for students on this list. The second student list includes a larger number of alumni who took courses in the program, but did not earn a degree or certificate, or who had earned a degree or certificate prior to last year. The list goes back approximately three years. Depending on the size of the list, which will vary by program and will be determined in February, 2009, we hope to achieve a 20-60% completion rate. Estimated numbers on each list and targets for completed interviews are:

The estimated total target for completed career program interviews is 156+196, or 352. The telephone survey should include, for students on list 1, as many callbacks as are needed to reach the targeted number for completed interviews (or to ascertain that numbers are no longer valid and the student cannot be reached). For students on list 2 at least ten (10) callbacks should be made, along with additional calls to track alumni based upon referrals from the initial contact for an alumnus. For example, the initial telephone contact may indicate the alumnus has transferred or moved, and give a telephone number at which the person may now be reached. All callbacks would be made within the timeframe of the project. Calls should be made days, evenings and weekends by trained interviewers, working at the contractor’s place of business.

In addition, the contractor must be prepared to mail a survey to alumni who indicate they will respond by mail. Requests for a mailed instrument would be initiated by the respondent, not prompted by the contractor. The mail survey instrument would be a modification of the telephone survey, containing the same questions, and include a prepaid postage return envelope. Based on prior experience we anticipate that no more than five mailed surveys will be needed.

Telephone interviews and data entry must be completed no later than April 15, 2009. Completed Excel spreadsheets, one for each program, must be sent electronically to Oakton’s Office of Research at an email address to be provided.

Transfer Program Alumni Survey. The College will provide a list of some 1200 alumni who last attended the College in the academic year 2007-08 and another list of some 1200 alumni who last attended the College in the academic year 2005-06. The targeted number of completed interviews from each list is 300, for a total of 600 completed interviews. The lists will be provided by early July, 2009.

Telephone interviews must be completed no later than August 15, 2009. This date coincides with the time when most transfer students will have gone back to their transfer institutions and be less available at home for telephone surveys. Data entry must be completed no later than September 15, 2009. A completed Excel spreadsheet must be sent electronically to Oakton’s Office of Research at an email address to be provided.

Survey Instruments

The survey instruments will be provided by the College, working in consultation with the contractor. One copy of each survey will be provided if the contractor uses computer-assisted equipment. Otherwise a sufficient number of paper copies will be provided. Copies of instruments used in spring and summer 2008 are attached for illustrative purposes. We expect year 2009 instruments will be similar except that we will work with contractor to provide Excel column labels rather than column number indicators for purposes of data entry.

Instruments are largely closed-ended, though there are a few open-ended comments. The interviewer will need to write or key in the response. That response should be included in the respondent’s record on the Excel spreadsheets (see below). Timeframe

Oakton will provide career program survey instruments and student lists by March 15, 2009. All work on the project must be concluded by April 15.

Oakton will provide transfer program survey instruments and student lists by Early July, 2009. All work on the project must be concluded by September 15, 2009. .

Deliverables

At the project’s conclusion, the following items must be provided:

1. Excel spreadsheet with data for each Career Program survey, including closed and open-ended question responses. The Office of Research will work with the contractor to specify column names and value formats.

2. Student name, address and telephone number lists annotated to identify students for whom there was no “forwarding” telephone number or address.

3. Totals for each survey indicating number of students to whom calls were attempted, out-of-service numbers, number of attempted calls, no answers, and refusals to complete the interview.

Proposal Components

Your proposal must include;

a) Narrative description of how the researcher will carry out the project;

b) Recommendations from researcher about possible modifications in the project design and/or implementation that will facilitate meeting project goals;

c) Verification that established timelines can be met or an indication of a revised timeline;

d) Statement of researcher qualifications and experience;

e) List of references, preferably from other postsecondary or not-for-profit organizations;

f) Pricing as noted on the following page.
