Introduction
This application is for re-zoning and development permit to accommodate a 7 unit town home development for 2529 Richter Street. This infill project is characterized by Okanagan Modern styling celebrating compact living with abundant roof terraces for outdoor living complete with summer kitchens.
Site Context
The subject site consists of one 0.08ha (0.19 acre) lot which is situated at the south east corner of Morrison Avenue and Richter Street and has rear lane access. The property is near the South Pandosy Urban Centre and is forecast for Low Density Multiple Residential in the Official Community Plan. The property is presently zoned RU6, Two Dwelling Housing. This application requests to amend the zoning to RM3, Low Density Multiple Housing.

Overview
This application to rezone the property to RM3, Low Density Multiple Housing, is to undertake a Development Permit to facilitate the construction of 7 units of town home formed, low-rise building. The units in this development include 6 two bedroom homes and 1 three bedroom home. The existing lot is developed with a single detached home. The property fronts on Richter Street and has ready access to Transit services.
On-Site Parking Parking is provided in double garages for the 2 bedroom Town Homes and in a single garage and an outdoor car parking stall for the 3 bedroom Town Home. All onsite parking is screened from view of the street and neighbouring properties. The required 12 parking stalls are oversupplied with 2 stalls for each town home, and 1 visitor stall for a total of 15 parking stalls. This represents 125% of the parking requirement. Site Coverage Variance
The development employs a driveway off the rear lane gaining access to the garage bays. The combination of the building footprint (36.8%) and vehicle access driveways including pervious concrete pavers (31.8%), totals 68.6% for overall site coverage. This represents a variance from the bylaw maximum of 65%. The residential building’s surface coverage is 36.8% and less than the 50% allowed in the bylaw for development that exceeds the open space requirement by 10%.
Landscape Treatment
The project provides for street interaction along both Morrison Avenue and Richter Street with sidewalk fronting patios. Each Town Home has direct front door access to the sidewalk. Roof top terraces have corner planters for shrubs and greenery.
Summary
The proposed development is consistent with the City’s goal for increasing density along the arterial roadways. It is highly walkable to jobs, services, recreation and entertainment with a walk score of 75 which is considered ‘very walkable’. These townhomes are compact, with approximately 900-1000sf of living space and 350-500sf of roof terrace. The goal is to offer the home buyer a high quality product with a very low price point for this ground oriented residential option.
