One of the first outcomes from the result of the referendum is that the value of the pound will inevitably fall in the near-term, as will the stock market. The chances of a technical recession, as business investment is curtailed, is high, and exporters and financial services firms will be in the forefront of the downturn.

In the light of the above risks we expect the Bank of England, seasoned by the experience of Global Financial Crisis, to respond quickly. An interest rate cut of 25 basis points is a strong possibility at the Monetary Policy Committee’s July meeting, or perhaps earlier if required. We may also see a return of quantitative easing, if there are signs that investment is deteriorating. This should in our opinion help restore confidence as the summer progresses.

Unemployment is a lagging indicator, so any job losses will take time to filter through to the statistics. Similarly, any inflation driven by the pound’s devaluation, will probably come through later.

Consequently, we see the effect on the UK as consisting of a high speed mini-economic cycle. In the coming weeks, a combination of falling sentiment and those investors who are over extended having to sell will result in some disposals which will be likely to weigh on asset prices.

This we see coinciding with a devaluation of the pound. The combination of lower prices, plus exchange rate effect should then draw in overseas investors looking to acquire assets in the UK, attracted by a G7 country with a track record of achieving strong economic growth.

The re-emergence of inflation, resulting from the devaluation, will in our opinion push investors towards growth assets later this year or early next. Also, in the coming months, more indication will emerge on the future direction of the UK economy. Consequently, we believe asset prices for the more robust sectors could be back to roughly where they were pre-referendum by summer 2017.

Ultimately, it should be remembered that the UK is a country with 60 million wealthy consumers, and a high skill workforce. Consumer goods firms like Coca Cola and BMW will always want to access a market this big. Skills based employers like PwC and Google will always want to access such a large pool of talented workers.

The underlying strengths of the UK economy remain in place, and ultimately real estate is an investment that works best for those who pursue long-term goals.

After rising by 50% in the four years to September 2015, prime central London development land prices are starting to ease, falling by 2.7% over the last six months. This takes the annual decline to 2.5%, and leaves prices 46% higher than in September 2011.

This trend reflects the slowing pace of house price growth across prime central London, with values up 1% year on year on average. However this headline figure masks a highly localised market, themes which are examined further in the latest Prime Central London residential index report, available at Knight Frank’s online research library.

Developers in London are increasingly looking in to Zone 2 – 6, seeking sites where developments will attract a wider pool of demand in terms of affordability.

Development costs are also having an impact on land values in prime central London, as they are across the market. In urban markets, construction costs are often the crux of development economics, determining whether a site is viable for development.

Despite this, urban brownfield land prices are rising strongly in value, although it must

be noted that they are rising from a low base. This reflects the renewed economic vigour of several of the country’s key cities, and demand for housing especially at price points which meet buyer affordability criteria.

The rise in urban land values could be further underpinned by new legislations in the Housing and Planning Bill which gives sites on the brownfield register automatic permission for development. This will cut out a stage of the planning process, and improve the ability of developers to progress with residential schemes, however there is an expectation that it may take some time for the new system to take effect.

Outside the cities, greenfield development land prices dipped for the fifth consecutive quarter in Q1, taking the annual change to -2.5%. This quarter’s data reflects a slightly different mix of sites than Q4 and so the data has been re-based to reflect this (see overleaf).

Housebuilders and developers have been pickier about buying sites in the last 18-24 months, having largely replenished their land pipeline. However ‘oven-ready’ sites with planning, especially in areas with transport links, can still attract a premium.

MULTI-SPEED LAND MARKET Prime central London development land prices dipped for the second quarter in tandem with values for greenfield land in England which fell for the fifth consecutive quarter. In contrast, land values in outer London boroughs and key regional cities continue to climb amid renewed economic vigour.

Average prices across prime central London fell in June by -0.2%, the weakest monthly result since November 2014. June’s result pushed annual price growth to -0.6%.

The index data for June largely covers the period leading up to the UK’s EU referendum. Weaker price growth, together with rising economic and market uncertainty surrounding the European vote, has prompted vendors to reduce asking prices over recent months. This more realistic approach has resulted in an uptick in activity – most notably in the immediate aftermath of the referendum result.

Following the referendum, in final week of June, the number of transactions across prime London was 38% higher than the prior week and 29% higher than the final week of May. This positive story has been widely reported, but what has often been missed is the

weakness of sales prior to the vote, which has flattered more recent sales data.

While the reduction in asking prices has boosted recent activity, it would be wrong to ignore market risks. An initial reading of post-referendum data on new-buyer registrations and viewings reveals both have slipped back slightly compared to the same period a month ago – although it is still very early to draw firm conclusions.

Looking ahead, political uncertainty in the UK will undoubtedly weigh on sentiment, and will be likely to last until at least the heads of terms of the new relationship between the UK and the EU are agreed. A reduction in political risk, should allow mitigating factors to kick in and support the London market.

Economic and housing market overview The imminent EU Referendum is dominating the national debate. There are signs that the uncertainty over the outcome is having an impact on the economy, the financial markets and the currency markets, as well as some sectors of the housing market.

As we await the result however, here is the latest from the residential sector.

New data from HMRC shows a slight uptick in transactions in May, after the sharp fall in activity in April. As the chart below shows, this distortion in the market was due to the new stamp duty charge for additional dwellings introduced on April 1st, and it is not the first time that the market has reacted to stamp duty policy changes. However, it is worth noting, that despite the sharp fall, transaction levels are still higher than back in 2010, 2011, 2012 and much of 2013.

It has also been an interesting month for house price statistics, as after several years of work, a new UK-wide house price index has been released. This will replace both the ONS’s previous index and the Land Registry index plus Registers of Scotland. As can be seen from the charts opposite, the new index places the average UK house price at £209,000, slightly higher than the Land Registry index, but noticeably lower than ONS’s previous index. MARKET ROUNDUPAverage UK house price growth eased slightly in May, while average prices across Greater London continue to register double-digit growth. In prime central London, prices are broadly unchanged on average, but some areas are still seeing price growth of more than 6%.
