Introduction

The developed countries have established mechanisms to allow emerging economies to develop their scientific potential.

Main donor is the European Union

The Black Sea area consists of countries with different status with respect to EU – members, candidates, associated, and others.

Structural and Cohesion Funds

Aim to support the cohesion policy of the EU. Three objectives: Convergence Regional Competitiveness and employment European Territorial cooperation

Includes 3 funds: European Regional Development Fund European Social Fund Cohesion Fund

For the period 2007-2013 the foreseen funding is €308 billion for all SCF.

Seventh Framework Programme

Major EU funding mechanism for support of scientific research and knowledge transfer.

Covers the period 2007 – 2013

Total budget more than €50 billion

Consists of 4 specific programmes: Ideas People Capacities Cooperation

European Cooperation in Science and Technology (COST)

COST is an intergovernmental framework organization established to coordinate nationally funded research activities at European level

Complements FP7: does not support directly research, but is focused on cooperation and dissemination activities

Tempus IV (2007 - 2013) Programme

Objectives: To support the modernisation of higher education; and to create an area of co-operation in countries surrounding the EU

Funded from: IPA – for the Western Balkans DCI – for Central Asia ENPI – for European Neighbourhood Policy countries + Russia

Erasmus Mundos Programme

Supports mobility and co-operation in the field of higher education

Aims to enhance quality in higher education through scholarships and academic cooperation between Europe and the rest of the world.

Funding available for:

European joint Masters and Doctorates

Partnerships with non-European higher education institutions and scholarships for students and academics

Projects to promote European higher education worldwide

Budget for the period 2009–2013: €950 million

Intelligent Energy - Europe (IEE)

Part of the Competitiveness and Innovation Framework Programme

Objectives:

Development of legislative measures needed to attain the strategic objectives in the fields of energy efficiency and renewable energy;

Boost investment in the fields of energy efficiency, renewable energy sources and energy diversification;

Remove the non-technological barriers to efficient and intelligent production, transport and use of energy.

Budget for the period 2007-2013: €730 million

LIFE+

Objective: to contribute to the implementation, update and development of Community environmental policy and legislation, including the integration of the environment into other policies.

The programme has three components:

LIFE+ Nature and Biodiversity

LIFE+ Environment Policy and Governance (including climate)

LIFE+ Information and Communication

The 2007-2013 LIFE+ programme has budget €2.14 billion

European Aid to Developing Countries

EuropeAid provides the following “geographical” instruments:

Development Cooperation Instrument (DCI) – supports cooperation between EU and all developing and emerging economies

European Neighbourhood and Partnership Instrument (ENPI) -supports sustainable development in the neighbouring to EU regions, by promoting cross-border and trans-regional cooperation

European Development Fund (EDF) and the thematic instruments. Supports the African, Caribbean, Pacific, and other regions

Instrument for Pre-accession Assistance (IPA)

Objective: to support EU candidate and potential candidate countries

Established in 2007 to replace PHARE, SAPARD, ISPA, CARDS, etc.

Budget for 2007-2013: €11.5 billion

Global Environment Facility (GEF)

GEF provides grants to developing countries and economies in transition for projects addressing global environmental issues.

The projects are country driven and based on the national priorities.

Types of projects: Full sized projects (> $1 million) Medium sized projects (< $1 million) Small grants programme (< $50 000) Enabling Activities Programmatic Approaches Climate Change Adaptation Projects

European Economic Area (EEA) Grantsand Norway Grants

These grants have been established to reduce disparities in EU

Budget for the period 2009-2014: €1.79 billion

Among the priority sectors are carbon capture and storage (CSS), green industry innovation, research and scholarships.
