VOLUME 28, NUMBER 1 AN EQUAL OPPORTUNITY EMPLOYER AND SERVICE PROVIDER. Promises to Keep www.chail.org Amanda’s Project BY MINDY WEBER, CASEWORKER October 4, 2004 is a day I will never forget. On this day I was told I would be adding another client to my caseload, only this was no ordinary client. Amanda* was only two years old when she was admitted to Children’s Home with numerous medical complexities including spina bifida, hydrocephaly, paralysis from the waist down, low muscle tone and difficulty swallowing. She had also just spent 12 days in the hospital while battling a respiratory infection. I was told that Amanda would have numerous pediatric appointments as well as speech, occupational and physical therapy. I remember crying in my office and wondering how I would manage all of her medical complexities and appointments while still juggling a full caseload. I met Amanda several days later. She was so medically fragile that I not only worried about her, but about the foster parents who had already agreed to have her placed in their home and care for her. I immediately spoke to them about making arrangements for me to take Amanda to her appointments. To my surprise, however, her foster parents told me that I was welcome to attend the appointments with them, but that I didn’t need to transport Amanda to the appointments myself. They had already decided that they wanted to be involved in her care first-hand. That was over six years ago and I have yet to take Amanda to a single appointment! Amanda’s biological mother was a teen mom with little to no support, but Amanda’s foster parents kept her involved in Amanda’s life. Once she realized they were able to care for Amanda in a way she could not, she put Amanda’s best interests in front of her own and surrendered her parental rights. This not only allowed Amanda to remain in the safe, stable and loving home of her foster parents, but allowed them to begin the process of adopting her! The process hasn’t been an easy one due to the additional services that Amanda requires (and will continue to require throughout her life), but her foster parents remain committed to Amanda, to her medical care and to providing her with a loving home. They are even renovating their home to accommodate the wheelchair she uses now and a larger, adult-sized wheelchair that she will need as she continues to grow! In my 12 years as a Caseworker, I can honestly say that I have never seen foster parents as committed to the care of a child as Amanda’s foster parents are to her care. As a result, she has truly flourished in this home and with this family. Amanda may have come into care as a seemingly helpless, dependent toddler, but has become a beautiful, independent, joyous, boisterous and very special eight-year-old girl who has not only touched my life, but the lives of everyone she meets. We are happy to report that the women of Real Estate Staging Association (RESA), Women’s Council of Realtors and Re/Max Unlimited recently stepped up to the challenge of raising the $25,000 needed to renovate Amanda’s foster home. Because of their generosity and support of this special-purpose campaign, “Amanda’s Project” has already succeeded in raising approximately $7,000 to ensure that Amanda is able to remain happy, independent and healthy in her current foster home! For more information about “Amanda’s Project” or to make a donation now, please contact Tracy Molendi at 309.635.0969. MESSAGE FROM THE PRESIDENT & CEO

As we set our sights on warmer weather, things are already heating up at Children’sHome. We have an exciting spring ahead that includes the launch of our newstrategic plan: “Vision 2015 - The Path to our Future.” In the plan are someexciting initiatives that will help us further our mission to serve the thousands ofchildren still to come through our doors. Our needs may be diverse but theopportunities are great, and I am excited to bring this plan to life!

One initiative in the strategic plan will help us better educate/inform thecommunity about our wide array of programming. When speaking to communitygroups we often hear, “I had no idea that Children’s Home does so much.”I would like to take this opportunity to discuss an area of programming that fewpeople are aware of.

We all know that society responds to minor crime in a much different mannerthan in the past. We have become a society that immediately calls the police to address our problems asopposed to dealing with them within our own household or neighborhoods. As a result, many young, oftenfirst-time offenders of minor crimes are in the juvenile justice system based upon decisions they have made asadolescents. Most have never been give the opportunity to learn or understand the true impact of theiractions and the harm it caused others.

Restorative Justice is a philosophy that promotes to the extent possible, that all stakeholders involved in aspecific situation should work collectively to identify and address harms, needs and obligations in order tomove forward. It is a form of justice gaining national attention and one we are proud to be part of. The goalof Restorative Justice is to repair the harm that has taken place between people while holding individualsaccountable and building competencies. This philosophy states that when a crime is committed, there are twovictims: the victim of the crime itself and the community in which the crime took place. Not only should theperson who committed the crime be held accountable for his/her actions, but the victim and the communityneed to have their harm repaired.

There are several ways to “restore justice” to the victim and the community. Children’s Home is a certifiedtrainer and consultant, teaching others how to implement this methodology in addressing minor crimes. Wehave worked with the public schools to adopt Peer Jury’s (where students are trained to be jurors and holdtheir peers accountable for their behavior at school) to address harmful actions within the school setting.Another Restorative Justice model used in educational settings is Peace Circles. This involves a classroom ofstudents (led by someone trained in this intervention) sitting in a circle to resolve their conflicts in acontrolled and therapeutic manner. Another important implementation of Restorative Justice, however, iswith the Peoria Police Department utilizing Peace Conferencing. In order to deal with minor crimes, we haveimplemented this approach which is operated by trained community members who hold juvenile offendersaccountable for crimes. The local chapter of The Covenant with Black America has been instrumental inrecruiting volunteers and providing leadership in working towards sustaining this effort.

I must emphasize that Restorative Justice does not “go easy” on crime or on criminals, in fact, quite theopposite is true. Through Restorative Justice, the offender is held accountable by participating in a face-to-facemeeting with the victim, community members and the Peoria Police Department and, therefore, gains a betterunderstanding of the harm he/she has caused to both the victim and the community. Consequently, thevictim feels a sense of “repair” by being part of this process. The offender is given his/her consequences(which may include community service, a letter of apology and/or restitution), which typically results in amore positive outcome than in our legal system because the person who committed the crime understands thefull impact/harm of their actions.

Restorative Justice is just one of the many programs at Children’s Home that few people are aware of.Funding is provided by The John D. and Catherine T. MacArthur Foundation - Models for Change and allowsus to implement system-changing initiatives that support our vision of a healthy community where families andchildren come first!

    For the Kids,Clete

    CLETE WINKELMANNPRESIDENT & CEO

  • Special people make a difference for the children in our community every day. Someof these folks are no longer with us, yet their courage, leadership, commitment andthoughtfulness continue to give children a childhood and future. Two such individualswere Walter and Mary Barker.

Born in 1848, Walter Barker was among the first generation of native Peorians. Hemarried Mary Fuller in 1875 and together they built a business and philanthropiclegacy in the Peoria community. In 1984, Walter became president of the CommercialNational Bank. He also served as a director of the Chamber of Commerce, treasurer ofthe Creve Coeur Club and was a charter member of the Country Club of Peoria.

Upon Walter’s death in 1914, Mary Barker assumed leadership of the bank andcontinued to carry out the philanthropic and charitable work the couple haddedicated themselves to during their years together. In 1920, Mary commissionedconstruction of the Walter Barker Memorial at what was then known as the Home forthe Friendless. This building is the Knoxville Campus at what we all know today asChildren’s Home. Mary, a board member of the organization since 1900, continued toserve on the board until her death in 1931.

The Barkers knew that children often have the greatest needs yet the smallest voice inour society. Today, with us not only in spirit but also in legacy, the Barkers continue totouch the lives of thousands of children through their dedication to Children’s Homeover the last 100 years. We can each leave a legacy in the life of a child. Those whomake such a commitment to our mission are honored with membership in the Walterand Mary Barker Society.

Members of the Walter and Mary Barker Society have a deep concern for childrenand families who are hurting and troubled. Their commitment, made through willsand estate plans, plays a crucial role in making quality services available to those inneed - now and in the future.

Barker Society membership opportunities take into account the donor's need forflexibility, control and security. Options can be simple and in all situations, first andforemost, should be considered after securing the needs of your own family. Commonarrangements include:

Contingent Beneficiary: Name Children’s Home as a contingent beneficiary inyour will, retirement plan or life insurance policy. In the event that your firstbeneficiary would pre-decease you, your gift will pass to Children’s Home.

Give All or Part of What Remains: A residuary bequest is made from theassets that remain after the executor pays all taxes, costs and makes all specificbequests. You can specify that all or part of the remainder pass to Children'sHome.

Endow Your Annual Gift: If you support Children’s Home annually with a giftof $500, consider leaving an amount in your will that will be invested in ourendowment. That bequest will annually generate the amount of your regular giftafter you are gone. Utilizing a 5% rate of return, your bequest of $10,000 willcontinue your $500 annual gift.

Children’s Home is able to provide high-quality services to thousands of children inlarge part because of those who remember us in their estate plans. If you areconsidering endowing your annual gift or updating your will, please call me at309.687.7210 to discuss your desires on behalf of the kids!

This has certainly been an excellent year at Scott’s Prairiewith the number of kids and staff visiting the farmexceeding our totals from 2009. I’m happy to report that2,735 kids and staff visited the farm in 2010. (That’snearly 800 more visits than last year!)

The newly trimmed orchard produced an abundance ofapples and pears for our 4-H farmers markets. To date, the markets have raised over $300 that will be used toreplenish the orchard! The fishing pond was active theentire season and a lot of big bass and bluegill werecaught. (The Residential kids caught quite a few on theircamping trips in June!) We also worked diligently tocreate a Scott’s Prairie “Field Guide” for staff and kids. The Guide is filled with simple (but fun) educationalactivities involving nature. Through a generous grant, we also purchased a composting worm farm. Inaddition to providing bait for fishing, the worm farm has and will continue to provide many educationalbenefits and will also provide our gardens with compost and liquidfertilizer!

2011 looks to be another great year at Scott’s Prairie! For starters, we willenroll five acres of the farm into the CRP program (Conservation ReserveProgram) through the USDA. This will provide for the conservation andrestoration of much-needed wildlife habitat along with providing manyeducational benefits for our kids. A variety of native prairie grasses and flowerswill be planted to enhance the area and provide wildlife habitat. We are alsoawaiting a response to a grant request that will help expand our orchardbeyond its current capacity and go hand-in-hand with plans to expand our 4-Hgarden program! Another possibility for 2011 is building an impoundmentnear the pond to raise our own fish. This would provide both recreational andeducational benefits for the kids and be a wonderful addition to thelandscape!

As you can tell, there will be a lot happening at Scott's Prairie in 2011,ranging from class field trips, camping trips and nature hikes to teamscourses, volunteer projects and much more. We hope you will have anopportunity to visit as well!

The 6th Annual Erie Insurance Golf Outing(held in May) raised more than $17,000 tosupport the 24 AmeriCorps members atChildren’s Home who are serving in 2010-2011. This surpasses the event goal by over$3,000! Day after day, year after year, we are amazed by thegenerosity and compassion of our community. Thisis especially true during the holidays!

Once again, we have been overwhelmed by theoutpouring of support you have given our childrenand families this holiday season. Hundreds ofindividuals, families, businesses and other

organizations volunteered their time to organizeand donate gifts through our Holiday Adoptionprogram and, as a result, over 1,000 of our kids hadtheir “wish lists” filled!

Thank you so much for the brightening theholidays for children and families and for yourcommitment to making a difference in their lives!
